Directs the Secretary of Defense to provide transportation on Department of Defense aircraft, on a space-available basis, for veterans with service-connected disabilities rated at 50 percent or more, and for their dependents, on the same basis that such transportation is provided to former military personnel entitled to retired or retainer pay.

Let U.S. Veterans Rebuild Iraq Act - Directs the Federal Government to require any private sector contractor (or subcontractor) under any Government contract for reconstruction in Iraq, when hiring employees who will perform work under the contract, to extend to preference eligible veterans a hiring preference equivalent to the preference extended for civilian employee positions in the Government.

Genetic Nondiscrimination in Health Insurance and Employment Act - Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act , the Internal Revenue Code, and Medicare supplemental policy provisions to prohibit health plans and insurers, with respect to protected genetic information, from discriminating in enrollment, eligibility, contribution rates, and premium rates based on such information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate because of protected genetic information.

Directs the Secretaries of Defense and Homeland Security to: (1) require mandatory participation of military personnel separating from active duty in a transitional assistance program furnishing counseling, employment, and job training assistance; and (2) promote maximum spouse participation in such program. Directs the Secretary of Labor, as part of such program, to provide information concerning homelessness, including risk factors, awareness assessment, and contact information for preventative assistance.

Medicare Vision Rehabilitation Services Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for coverage of outpatient vision rehabilitation services under part B (Supplementary Medical Insurance) of the Medicare program.

Diabetes Prevention Access and Care Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health to expand, intensify, conduct, coordinate, and support research and other activities with respect to pre-diabetes and diabetes, particularly type 2, in minority populations. Directs that the activities shall include research on the causes and effects of health care access disparities and racial discrimination. Directs the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) expand the National Diabetes Education Program; and (2) through the Indian Health Service, conduct research on attention by health care professionals to the American Indian population with regard to diabetes. Directs the Diabetes Mellitus Interagency Coordinating Committee to develop a Federal plan to address diabetes mellitus within communities of color. Requires the Secretary to conduct and support programs to treat diabetes in minority populations, including, through the National Institute of Mental Health, to provide for comprehensive mental health services and treatment to certain individuals. Directs the Secretary, acting through the National Center on Minority Health and Health Disparities, to make grants to expand Minority Access to Research Careers (MARC) program internships and mentoring opportunities for recruitment of minorities in diabetes-focused health fields. Provides for Federal and State loan repayment programs for health profession students of color. Requires the Secretary, acting through the CDC, to: (1) expand the Diabetes Control Program; and (2) fund education and community outreach on diabetes.

Breast Cancer Patient Protection Act of 2003 - Amends the Public Health Service Act and Employee Retirement Income Security Act of 1974 to prohibit group health plans and health insurance issuers offering group health insurance coverage, with regard to hospital stays in connection with breast cancer treatment, from: (1) covering less than 48 hours after mastectomies or less than 24 hours after lymph node dissections; or (2) requiring plan or issuer authorization for prescribing any length of stay. Prohibits: (1) denying eligibility, enrollment, or renewal to avoid these requirements; (2) providing payments or rebates to women; or (3) penalizing or providing incentives to providers. Applies the same requirements to issuers in the individual market.

Expresses the sense of Congress that: (1) greater attention should be paid to the negative impact on economic development of the denial of inheritance rights to women, particularly in Africa; (2) programs that focus on ensuring secure inheritance rights to widows and orphans of HIV/AIDS should be considered; (3) secure inheritance rights for women should be included in strategies addressing violence against women; (4) the rights of widows and other female heads of households to inherit land and property should be included in the priorities of reconstruction; (5) the Secretary of State should examine the issue of women's inheritance rights in Africa in the State Department's annual human rights report; (6) the U.S. Agency for International Development should consider conducting a study of African countries to document the effect of the denial of women's inheritance rights on economic development; and (7) the Annual Day of Acton on Women's Inheritance Rights should be acknowledged and supported.

National Pain Care Policy Act of 2003 - Directs the President to convene a White House Conference on Pain Care, which shall identify barriers to appropriate pain care. Amends the Public Health Service Act to direct the Secretary of Health and Human Services (the Secretary) to establish within the National Institutes of Health (NIH) a National Center for Pain and Palliative Care Research. Requires the Director of NIH to carry out a program to develop and advance the quality, appropriateness, and effectiveness of pain and palliative care. Permits the Secretary to award grants, cooperative agreements, and contracts to public and private entities to further the education and training of health care professionals in pain and palliative care. Directs the Secretary to establish and implement a national campaign to provide information to the public on responsible pain management, related symptom management, and palliative care. Amends Federal law to direct the Secretaries of Defense, Transportation, and Health and Human Services to develop and implement a pain care palliative initiative in all health care facilities of the uniformed services. Amends Title XVIII of the Social Security Act (Medicare) to require Medicare+Choice plans to meet certain pain care standards. Requires TRICARE (a Department of Defense managed health care program) to meet such pain care standards. Amends Federal law to direct the Secretary of Veterans Affairs to develop and implement a pain care initiative in all health care facilities of the Department of Veterans Affairs.

Prevention of Predatory Lending Through Education Act - Authorizes the Secretary of Housing and Urban Development to make grants to States, units of local government, and nonprofit organizations for counseling, referral, and education programs for the prevention of predatory lending. Directs the Secretary to establish a toll-free telephone number for predatory lending complaints. Establishes in the Department of Housing and Urban Development a Predatory Lending Advisory Council, which shall: (1) advise the Secretary on issues concerning predatory lending practices; and (2) conduct a study of the causes of home loan defaults and foreclosures.

Commends the efforts of former South African President Nelson Mandela and others involved in the historic peace agreement for the Republic of Burundi that was signed in 2001 in Arusha, Tanzania. Calls on the President to significantly increase development and economic assistance to Burundi. Urges the President to work with Congress to lift restrictions imposed on Burundi after the 1996 coup and, acting through the Administrator of the United States Agency for International Development (USAID), to establish a USAID mission there. Urges the international community to assist Burundi in its debt relief efforts, including through the Heavily Indebted Poor Countries Initiative.

Family Opportunity Act of 2003 or Dylan Lee James Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to: (1) give States the option of allowing families of disabled children to purchase Medicaid coverage for them; and (2) provide for treatment of inpatient psychiatric hospital services for individuals under age 21 under waivers allowing for payment of part or all of the cost of home or community-based services. Amends SSA title V (Maternal and Child Health Services) to make appropriations to the Secretary of Health and Human Services for special projects of regional and national significance for development and support of family-to-family health information centers. Amends SSA title XIX to provide for the restoration of Medicaid eligibility to certain Supplemental Security Income (SSA title XVI) beneficiaries under age 21.

America's Red Rock Wilderness Act of 2003 - Designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin; (2) Zion and Mojave Desert; (3) the Grand Staircase and the Escalante Canyons; (4) Moab-La Sal Canyons; (5) Henry Mountains; (6) Glen Canyon; (7) San Juan-Anasazi; (8) Canyonlands Basin; (9) San Rafael Swell; and (10) Book Cliffs and Uinta Basin. Sets forth administrative provisions regarding: (1) filing by the Secretary of the Interior of a map and a legal description of each designated wilderness area with appropriate congressional committees; (2) the exchange of State-owned lands within such areas; (3) Federal reservation of water rights; (4) measurement of setbacks for roads with wilderness; (5) authorized livestock grazing; and (6) withdrawal of such lands from disposition under certain public land laws.

Caribbean National Forest Act of 2003 - Designates approximately 10,000 acres of land in the Caribbean National Forest/Luquillo Experimental Forest in the Commonwealth of Puerto Rico as the El Toro Wilderness and as a component of the National Wilderness Preservation System. Provides that designation of the Wilderness shall not be construed to prevent within the area's boundaries: (1) installation and maintenance of hydrologic, meteorological, climatological, or atmospheric data collection and transmission facilities when they are essential to the scientific research purposes of the Luquillo Experimental Forest; (2) construction and maintenance of nesting structures, observation blinds, and population monitoring platforms for threatened and endangered species; or (3) construction and maintenance of trails to such facilities as necessary for research purposes and the recovery of such species.

Directs the Secretary of the Treasury to make payments to States and local governments to coordinate their budget-related actions with Federal Government efforts to stimulate the economy. Authorizes appropriations for FY 2003 for such payments in an amount equal to the total amount appropriated for for FY 2003 for the Iraq Relief and Reconstruction Fund in the Emergency Wartime Supplemental Appropriations Act, 2003, and subsequent appropriations Acts.Requires not less than one-third of such amount to be made available to local governments. Requires the Secretary to establish a formula for determining the allocation of payments, with priority consideration to the relative unemployment rate, median income, population, and poverty rate. Permits the use of funds received by States and local governments only for: (1) ordinary and necessary maintenance and operating expenses for education; public safety; public health; social services; roads, transportation, and water infrastructure; and housing; and (2) ordinary and necessary capital expenditures authorized by law.

Bulletproof Vest Partnership Grant Act of 2003 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend through FY 2007 the authorization of appropriations for the Bulletproof Vest Partnership Grant Program (a matching grant program which helps State, tribal, and local jurisdictions purchase armor vests for use by law enforcement officers).

Health Care Parity for Legal Transportation and Recreational Activities Act - Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act, and the Internal Revenue Code to prohibit a group health plan or health insurance issuer from denying benefits otherwise provided for the treatment of an injury solely because such injury resulted from the participation of the participant or beneficiary in a legal transportation and recreational activity such as motorcycling or skiing.

Building Opportunities for Our Kids Act - Amends the Elementary and Secondary Education Act of 1965 to authorize additional appropriations to purchase textbooks for use by eligible schools under the schoolwide program of part A (Improving Basic Programs Operated by Local Educational Agencies) of title I (Improving the Academic Achievement of the Disadvantaged). Directs the Secretary of Education to establish a Textbook Recycling Program to facilitate the donation of textbooks by any local educational agency (LEA) to any other LEA for use by such eligible schools. Directs the Comptroller General to study and report to Congress and the Secretary on the condition of textbooks used in public elementary and secondary schools, separating data for such eligible schools from that for ineligible ones.

Sickle Cell Treatment Act of 2003 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to include primary and secondary preventative medical strategies, treatment, and services, including genetic counseling and testing, for individuals who have Sickle Cell Disease as medical assistance under the Medicaid program. Directs the Administrator of the Health Resources and Services Administration to conduct a demonstration program for the development and establishment of systemic mechanisms, including a National Coordinating Center, to improve the prevention and treatment of Sickle Cell Disease.

Military Surviving Spouses Equity Act - Repeals, as of the later of October 1, 2003, or the date of enactment of this Act, certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military pay or who would be entitled to retired pay except for being under 60 years of age. Provides for the recoupment of certain amounts previously paid to SBP recipients in the form of a retired pay refund.

Legal Immigrant Children's Health Improvement Act of 2003 - Amends titles XIX (Medicaid) and XXI (Children's Health Insurance) (SCHIP) of the Social Security Act to grant States the option of covering certain categories of eligible women and child resident aliens under the Medicaid and SCHIP programs.

Teacher Education for Autistic Children Act of 2003 - TEACH Act of 2003 - Authorizes additional appropriations for: (1) training of special education teachers with expertise in autism spectrum disorders (ASD); and (2) improving results for children with ASD, under the Individuals with Disabilities Education Act (IDEA). Directs the Secretary of Education (the Secretary) to carry out a student loan forgiveness program of assuming the obligation to repay up to specified amounts of certain loans under the Higher Education Act of 1965 for borrowers who are employed as full-time special education teachers of children with ASD for three consecutive complete school years. Provides for additional amounts to be repaid at the end of each of the next two additional consecutive years of such employment, up to a total maximum amount. Amends IDEA to require local educational agencies receiving IDEA assistance to report on autism early intervention activities. Directs the Secretary: (1) acting through the Assistant Secretary for Special Education and Rehabilitative Services to establish and provide administrative support for a task force on ASD; (2) with the Secretary of Labor to study and report to Congress on the effectiveness of Federal vocational training programs in providing appropriate assistance to individuals with ASD; and (3) to make grants to each State that establishes and operates at least one State autism ombudsman office.

Predatory Mortgage Lending Practices Reduction Act - Amends the Real Estate Settlement Procedures Act of 1974 to prohibit any person, in connection with a subprime federally related mortgage loan, from providing mortgage lending services or mortgage brokerage services unless such person is certified by the Secretary of Housing and Urban Development as having been adequately trained with regard to subprime lending. Amends the Truth in Lending Act to require lenders to establish a best practices plan, meeting certain criteria, to ensure compliance with such Act for high cost mortgages. Proscribes unfair or deceptive acts or practices in providing mortgage lending services for either a subprime federally related mortgage loan or for mortgage brokerage services for such a loan. Sets forth civil penalties for violations. Consumer Fairness Act - Amends the Consumer Credit Protection Act to declare unenforceable a written provision in any consumer contract or transaction which requires binding arbitration to resolve any controversy arising out of such transaction or contract, or the refusal to perform all or any part of the transaction. (Permits post-controversy arbitration agreements.) Amends the Community Development Banking and Financial Institutions Act of 1994 to authorize the Community Development Financial Institutions Fund to make grants to nonprofit community development corporations to educate and train borrowers and community groups regarding illegal and inappropriate predatory lending practices.

Pension Benefits Protection Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code of 1986 (the Code) to protect pension benefits of employees in defined benefit (DB) plans, and to ensure that age discrimination laws are applied to conversions to cash balance plans and other such plans that are hybrids of DB's and defined contribution plans. Requires ERISA, the Code, and the Age Discrimination Act of 1967 to be applied and administered without regard to certain proposed regulations of the Secretary of the Treasury that relate to reductions of accruals and allocations because of the attainment of any age, and to application of nondiscrimination cross-testing rules to cash balance plans. Amends ERISA and the Code to protect certain DB plan participants from forced conversions to hybrid DB plans by plan amendments which change the way the accrued benefit to participants or beneficiaries are expressed and which reduce the rate of future benefit accrual of one or more participants. Requires employers, at the time such amendment takes effect, to provide employees who have attained 40 years of age or 10 years of service with certain notices and an election upon retirement to receive benefits as determined either under the plan in effect at time of retirement or under the plan in effect immediately before the plan amendment. Sets forth a formula to determine when a plan amendment adopted by a large (100 or more participants) DB plan shall be treated as wearing away accrued benefits.

Annie Fox Act - Amends the Public Health Service Act to require the Director of the National Institute of Environmental Health Sciences to expand, intensify, and coordinate the activities of the Institute regarding breast cancer in younger women. Requires that in carrying out this Act, the Director shall provide for: (1) augmented research into various aspects of breast cancer in younger women, including the long-term effects of treatment; and (2) augmented information and education programs regarding breast cancer in younger women.

St. Croix National Heritage Area Study Act - Requires the Secretary of the Interior to study and report to specified congressional committees on the suitability and feasibility of designating the island of St. Croix, United States Virgin Islands, as the St. Croix National Heritage Area.

College Fire Prevention Act - Directs the Secretary of Education to make competitive demonstration grants to private or public colleges or universities, fraternities, or sororities for up to half the cost of installing fire sprinkler systems, or other fire suppression or prevention technologies, in student housing and dormitories owned or controlled by such entities. Requires grant priority to be given eligible entities that demonstrate the greatest financial need. Reserves the following portions of grant funds made available for each fiscal year: (1) at least ten percent for eligible entities that are historically Black colleges and universities, Hispanic-serving institutions, and Tribally Controlled Colleges and Universities; and (2) at least ten percent for eligible entities that are social fraternities and sororities. Provides that any application for assistance under this Act, any negative determination on the part of the Secretary with respect to such application, or any statement of reasons for the determination, shall not be admissible as evidence in any proceeding of any court, agency, board, or other entity (except a proceeding to enforce an agreement entered into between the Secretary and an eligible entity under this Act).

Even Start Quality Improvement Act - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to reserve certain funds for grants and contracts to eligible organizations to provide special training, technical assistance, and professional development to eligible entities implementing Even Start programs and to the staff of such programs. Directs the Secretary to contract with a qualified entity with experience and expertise in family literacy services to study and assess the impact of the William F. Goodling Even Start Family Literacy Program on children who participated in it and who are in the third or fourth grade during the study, and on their parents and other adults who participated with them.

SCHIP Web-Based Enrollment Act of 2003 - Amends title XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act to encourage the use of Internet web-based enrollment systems under SCHIP. Directs the Secretary of Health and Human Services to provide for grants to enable States to develop and implement web-based enrollment systems under their SCHIP child health plans.

American LIFE Fund for the Medical Treatment of the Uninsured in Honor of the Victims of September 11th, 2001, Act - Amends the Internal Revenue Code to permit an individual to designate a portion of any tax overpayment for the Health Coverage for the Uninsured Trust Fund, which shall use such funds to provide injury and catastrophic illness protection to individuals without health coverage. Establishes in the Treasury the Health Coverage for the Uninsured Trust Fund.

Quality Cancer Care Preservation Act - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act (SSA) to revise the payment amount for covered drugs and biologicals furnished during a calendar quarter that are not paid on a cost or prospective payment basis. Changes such amount from 95 percent of the average wholesale price to 120 percent of the average sales price of the drug or biological for the second preceding calendar quarter. Requires drug manufacturers to report average sales prices each calendar quarter for covered drugs and biologicals. Directs the Secretary of Health and Human Services to: (1) revise the practice expense relative value units for drug administration services (including chemotherapy administration services) in accordance with this Act to determine the units to be used in determining the fee schedule amounts paid for drug administration services under the Medicare program; (2) recognize and make payments under Medicare for chemotherapy support services furnished incident to physicians' services; (3) recognize and establish a payment amount for the service of cancer therapy management to account for the greater pre-service and post-service work associated with visits and consultations conducted by physicians treating cancer patients compared to typical visits and consultations; and (4) develop a revised methodology for determining the payment amounts for services that are paid under the Medicare fee schedule and that do not have physician work relative value units, including radiation oncology services. Amends SSA title XVIII to provide that if the Secretary requires direct supervision of a service by a physician, that supervision requirement may be fulfilled by one or more physicians other than the physician who ordered the service.

Universal Service Fairness Act of 2003 - Amends the Communications Act of 1934 to require the Federal Communications Commission (FCC), in calculating Federal universal service support for eligible telecommunications carriers that serve rural, insular, and high cost areas, to revise its support mechanism for high cost areas to provide support to each wire center in which the incumbent local exchange carrier's average cost per line for such center exceeds 3.75 times the national average cost per line. Requires the FCC to provide support for each State equal to the greater of the amount calculated under the FCC's current support mechanism for high cost areas or the amount calculated above. Limits per State support and total support for all States. Requires the Comptroller General to report to Congress on the need to reform the high cost support mechanism for rural, insular, and high cost areas. States that nothing in this Act shall affect the support provided to rural telephone companies.

Healthy Public Lands, Healthy Communities Act - Permits the Secretaries of the Interior and Agriculture to cooperate with and provide technical assistance to any designated gateway community where the results of such interaction are likely to benefit both the protection of resources managed by the Secretary and the gateway community. Defines a gateway community as a community meeting certain criteria, including that it is significantly affected economically, socially, or environmentally by planning and management decisions regarding Federal lands administered by the relevant Secretary. Allows the Secretaries to offer training sessions for officials of gateway communities to give such officials a better understanding of the methods by which they can most meaningfully participate in the development of agency plans, decisions, and policies. Permits the Secretaries to enter into agreements with gateway communities to provide for coordination of land use between the relevant Secretary and a gateway community. Authorizes both Secretaries to make grants to gateway communities for the purposes described in this Act.

Servicemembers Health Protection Act of 2003 - Establishes in the Department of Health and Human Services the National Center for Military Deployment Health Research, headed by a Director, to: (1) conduct research on deployment-related health issues of members of the armed forces, veterans, and their families; and (2) serve as the national center for coordination of private and public research on those issues. Requires the Center to have an Advisory Committee on Military Deployment Health Research to advise the Secretary of Health and Human Services and the Center Director on all aspects of Center activities. Directs the Secretary of Veterans Affairs to establish and operate centers for research, education, and clinical activities related to post-deployment illnesses, designating such centers as National Centers for Military Post-Deployment Illness Research. Allows the designation of no more than 25 centers and requires geographical diversity of such centers. Requires the Under Secretary for Health of the Department of Veterans Affairs to establish a panel to assess the scientific and clinical merit of proposals submitted for center designation.

Homeowners' Insurance Availability Act of 2003 - Instructs the Secretary of the Treasury to implement a reinsurance coverage program available only through contracts for reinsurance coverage purchased at regional auctions. States that the purpose of the program is to improve: (1) the availability of homeowners' insurance for the purpose of facilitating the pooling, and spreading the risk, of catastrophic financial losses from disasters; and (2) the solvency of the homeowners' insurance markets. Prescribes implementation guidelines that include establishment: (1) in the Treasury of the Disaster Reinsurance Fund; and (2) of a National Commission on Catastrophe Risks and Insurance Loss Costs.

Democracy Day Act of 2003 - Requires the Tuesday next after the first Monday in November in 2004 and in each even-number year thereafter (Election Day) to be treated in the same manner as November 11 (Veterans Day) for purposes of any laws relating to Federal employment. Urges private employers to give their employees that day off to enable them to vote. Directs the Comptroller General to conduct a study of the impact of such requirement on voter participation.

Amends the Internal Revenue Code to exclude from gross income amounts received as loan repayments under the National Health Service Corps Loan Repayment Program established under the Public Health Service Act.

Don't Feed the Bears Act of 2003 - Requires the Secretary of the Interior to enforce the National Parks System regulatory prohibitions against the feeding and baiting of wildlife on National Park System lands and in wildlife refuge areas, in particular the intentional feeding of bears for the purpose of enticing them to a particular area to be hunted (bear baiting). Requires the Secretary of the Interior with respect to lands administered by the Bureau of Land Management, and the Secretary of Agriculture with respect to National Forest System lands, to adopt and enforce a regulation to prohibit individuals from intentionally feeding bears, including feeding for the purpose of bear baiting.

Reconstructive Surgery Act of 2003 - Amends the Public Health Service Act to require a group health plan and a health insurance issuer offering group health insurance coverage in connection with a plan providing surgical coverage to provide coverage for reconstructive surgery. Amends the Public Health Service Act to provide similar coverage for reconstructive surgery offered by a health insurance issuer in the individual market. Sets forth related provisions with respect to collective bargaining agreements.

Federal Acupuncture Coverage Act of 2003 - Provides for coverage of qualified acupuncturist services under part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act and under the Federal Employees Health Benefits Program.

Vietnam Veterans Memorial Visitor Center Act - Authorizes the Vietnam Veterans Memorial Fund, Inc. to design and construct a visitor center for the Vietnam Veterans Memorial. Directs the Commission on Fine Arts to approve a final design for the center within one year. Requires the center to be operated and maintained by the Secretary of the Interior subject to the Secretary entering into an operation and maintenance agreement with the Memorial Fund. Prohibits the use of any Federal funds for the planning, design, construction, operation, or maintenance of such center.

Second Chance for Ex-Offenders Act of 2003 - Amends the Federal criminal code to allow an individual to file a petition for expungement of a record of conviction for a nonviolent criminal offense if such individual has: (1) never been convicted of another violent offense; (2) fulfilled all requirements of the sentence of the court in which conviction was obtained; (3) remained free from dependency on or abuse of alcohol or a controlled substance for a minimum of one year and has been rehabilitated, to the court's satisfaction, if so required by the terms of supervised release; (4) obtained a high school diploma or completed a high school equivalency program; and (5) completed at least one year of community service. Authorizes an individual convicted of a felony or a misdemeanor to file an expungement petition. Directs the court, in ruling on such petition, after determining petitioner eligibility, to weigh the petitioner's interests against the best interests of justice and public safety. Authorizes the Department of Justice to maintain a nonpublic manual or computerized index of expunged records, to be made available only to Federal and State law enforcement personnel who have custody of such records for limited disclosure purposes. Requires the restoration of expunged records of individuals subsequently convicted of any Federal or State offense.

Ex-Offenders Voting Rights Act of 2003 - Declares that the right of a U.S. citizen to vote in any election for Federal office shall not be denied or abridged because that individual has been convicted of a criminal offense unless, at the time of the election, such individual: (1) is serving a felony sentence in a correctional institution or facility; or (2) is on parole or probation for a felony offense. Provides for enforcement and remedies for violations of this Act. Specifies that: (1) nothing in this Act shall be construed to prohibit a State from enacting any State law that affords the right to vote in any election for Federal office on terms less restrictive than those terms established by this Act; and (2) the rights and remedies established by this Act shall be in addition to all other rights and remedies provided by law, and shall not supersede, restrict, or limit the application of the Voters Rights Act of 1965 or the National Voter Registration Act of 1993.

One Strike and You're Out Act of 2003 - Amends the United States Housing Act of 1937, with respect to public housing and section 8 assisted housing, to provide for: (1) criminal activity eviction protections for victims of domestic or date violence; and (2) public housing agency reporting of evictions for domestic and dating violence.
