Fair Minimum Wage Act of 2007 - Amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage to: (1) $5.85 an hour, beginning on the 60th day after enactment of this Act; (2) $6.55 an hour, beginning 12 months after that 60th day; and (3) $7.25 an hour, beginning 24 months after that 60th day. Applies federal minimum wage requirements to the Commonwealth of the Northern Mariana Islands. Sets forth a transition period during which a specified minimum wage in the Commonwealth shall be gradually increased to equal the federal minimum wage.

Revolutionary War and War of 1812 Battlefield Protection Act - Amends the American Battlefield Protection Act of 1996 to direct the Secretary of the Interior, acting through the American Battlefield Protection Program, to establish an acquisition grant program for battlefields and associated sites identified in the Revolutionary War and War of 1812 Historic Preservation Study (battlefield report). Authorizes the Secretary to provide grants to States or local governments (eligible entities) to pay the Federal share of the cost of acquiring such sites. Permits eligible entities to acquire an interest in eligible sites using such grants in partnership with nonprofit organizations. Requires the non-federal share of the cost of acquisition of eligible sites to be not less than 50 percent of the total. Subjects acquired property to the Land and Water Conservation Fund Act's prohibition against conversion to other than public outdoor recreation uses without the Secretary's approval. Requires the Secretary to submit to Congress a report on activities carried out under this Act and updates to the battlefield report.

Oceans Conservation, Education, and National Strategy for the 21st Century Act - Establishes a national policy to protect, maintain, and restore the health of marine ecosystems and requires that federal agencies administer U.S. policies and laws accordingly. Allows more stringent federal and state requirements. States that there shall be an agency known as the National Oceanic and Atmospheric Administration (NOAA), declares that Reorganization Plan No. 4 of 1970 (concerning NOAA) shall have no further force or effect, and sets forth NOAA's mission and functions. (Reestablishes NOAA and requires a reorganization plan.) Creates an Under Secretary of Commerce for Oceans and Atmosphere and makes that person the Administrator of NOAA. Requires maintenance within NOAA of: (1) the National Weather Service; (2) programs to protect, maintain, and restore the health and sustainability of coastal, ocean, and Great Lakes resources; (3) the Office of Education; and (4) a Science Advisory Board. Establishes: (1) a National Oceans Advisor; (2) a Committee on Ocean Policy; and (3) the Council of Advisors on Oceans Policy. Designates certain ocean regions for ecosystem-based management and establishes a Regional Ocean Partnership for each region. Requires the Administrator to establish a network of regional ocean ecosystem resource information systems for each ocean region and other specified bodies of water. Authorizes related contracts. Establishes in the Treasury the Ocean and Great Lakes Conservation Trust Fund. Requires payments to coastal states for development and implementation of Regional Ocean Strategic Plans. Requires the U.S. Postal Service to provide for a special postage stamp to afford the public a convenient way to support efforts to protect, maintain, and restore marine ecosystems.

Animal Fighting Prohibition Enforcement Act of 2007 - Amends the federal criminal code to prohibit: (1) sponsoring or exhibiting a bird in a fighting venture in a state where it would not otherwise be in violation of the law, only if the person knew that any bird in the venture was knowingly bought, sold, delivered, transported, or received in interstate or foreign commerce for such purpose; or (2) knowingly sponsoring or exhibiting in an animal fighting venture any other animal that was moved in interstate or foreign commerce. Prohibits knowingly: (1) selling, buying, transporting, delivering, or receiving, for purposes of transportation in interstate or foreign commerce, any dog or other animal to participate in an animal fighting venture; (2) using interstate mail service for commercial speech promoting an animal fighting venture except as performed outside the limits of the states (with an exception for bird fights in states whose laws allow them); or (3) selling, buying, transporting, or delivering in interstate or foreign commerce a knife, gaff, or other sharp instrument to be attached to the leg of a bird for use in an animal fighting venture. Increases the penalties to a fine and up to three years' imprisonment for violations.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Sets forth the duties of the Commission, including to make recommendations to Congress and the President for: (1) preserving the national energy security in the event of a terrorist attack or natural disaster; and (2) reducing U.S. dependence on foreign oil over a specified period. Establishes: (1) the New Manhattan Center for High Efficiency Vehicles; and (2) the Advisory Council on Federal Participation. Requires the Secretary of Energy to carry out a program of grants to federal and private sector researchers (including the Center) to research and develop alternative fuels and technologies to improve the productivity of U.S. automotive firms in the manufacture of high efficiency vehicles. Establishes a grant program to provide assistance to retail and wholesale motor fuel dealers or other entities to install, replace, or convert motor fuel storage and dispensing infrastructure for use in the storage and dispensing of biobased fuels. Sets forth requirements calling for: (1) the production and distribution of biobased fuels (ethanol) and deployment of new engine technologies for fuel-flexible, hybrid, plug-in hybrid, and biodiesel vehicles; (2) greater use of alternative fuels in dual fueled vehicles operating in the federal fleet; and (3) the increase and expansion of employer-provided mass transit fringe benefits. Transit Rail Accommodation Improvement and Needs Act - Allows for the shared use of rail carrier trackage and rail rights-of-way by mass transportation authorities. Authorizes capital investment grants to improve intercity passenger rail service. Allows a tax credit to holders of qualified high-speed rail infrastructure bonds. Railroad Track Modernization Act of 2006 - Establishes a capital grant program for the rehabilitation, preservation, or improvement of railroad track of class II and class III railroads. Requires the issuance of regulations implementing reliability standards for the safe transportation of energy supplies by rail.

United States and India Nuclear Cooperation Promotion Act of 2006 - Declares the sense of Congress that: (1) it may be in the U.S. interest to enter into an agreement for nuclear cooperation under the Atomic Energy Act of 1954 (AEA) with a country that has never been a member of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) with respect to civilian nuclear technology if certain criteria have been met; (2) India meets such criteria; and (3) it is in the U.S. national security interest to deepen its relationship with India across a full range of issues, including peaceful nuclear cooperation. Declares the policy of the United States to oppose the development of a capability to produce nuclear weapons by any non-nuclear weapon state, within or outside of the NPT. Declares certain U.S. policy objectives with respect to South Asia, including to seek to halt the increase of nuclear weapon arsenals in South Asia, and to promote their reduction and eventual elimination. Specifies conditions which the President must determine to exist in order to exercise authority to: (1) exempt a proposed agreement for nuclear cooperation with India from the AEA requirement that International Atomic Energy Agency (IAEA) safeguards be maintained for all nuclear materials in peaceful nuclear activities; (2) waive application to India of the AEA prohibition against U.S. export of source material, special nuclear material, production or utilization facilities, and any sensitive nuclear technology unless such safeguards are maintained; and (3) waive certain AEA export restrictions required because of the detonation of a nuclear explosive device by a non-nuclear-weapon state, and failure to take steps representing sufficient progress toward terminating activities involving source or special nuclear material with direct significance for the manufacture or acquisition of nuclear explosive devices. Prescribes procedures for: (1) submission to Congress of information concerning such determinations; and (2) approval by Congress of a proposed agreement for nuclear cooperation with India. Requires termination of nuclear transfers to India if India makes materially significant transfers of nuclear or nuclear-related material, equipment, or technology, or of ballistic missiles or related equipment or technology, that do not conform to guidelines of the Nuclear Suppliers Group (NSG) or the Missile Technology Control Regime (MTCR).

Stafford Disaster Relief and Emergency Assistance Act to require regulations issued for the guidance of personnel providing federal assistance at major disaster sites to include provisions ensuring that relief activities be accomplished without discrimination based on English proficiency. Directs the President to: (1) ensure that all federal entities that provide assistance maintain the capability to administer competent interpreter and translation services; (2) communicate with state and local governments to identify individuals with limited English proficiency and include them in disaster preparedness planning; (3) have available for activation a sufficient cadre of emergency assistance employees; (4) develop and maintain an informational clearinghouse of model language assistance programs and best practices; and (5) report to Congress on the treatment of individuals with limited English proficiency during Hurricane Katrina and on the feasibility of operating a toll-free number by which such individuals can obtain information in their primary language regarding federally funded disaster services and benefits. Includes within the technical assistance the President is required to provide to states assistance to individuals with and without English proficiency following disasters. Requires the Director of the Federal Emergency Management Agency (FEMA) to: (1) conduct an emergency preparedness demonstration program to study the needs of individuals and households with limited English proficiency for use in the design and development of community and family preparedness programs; and (2) develop initiatives to improve disaster awareness and readiness in communities that have individuals with limited English proficiency.

Prohibits an employee who acquires a competitive status under this Act from being required to complete a probationary period upon appointment to a position in the competitive service. Treats a displaced Library of Congress employee as an employee of an executive department, government corporation, or independent establishment who is eligible for a special selection priority under the career transition assistance program for surplus and displaced federal employees administered by the Director of the Office Personnel Management (OPM). Defines such employees as certain employees, or former employees, of the Library of Congress who were separated from employment not more than 90 days prior to the date of the enactment of this Act.

Puerto Rico Self-Determination Act of 2006 - States that Congress reaffirms the inherent authority of the government of the Commonwealth of Puerto Rico to call, and hereby expressly authorizes the calling of, a constitutional convention through the election of delegates for the purpose of establishing a mechanism for self-determination. Provides that, upon the approval by a constitutional convention in the Commonwealth of a self-determination option, the convention shall submit a self-determination proposal to Congress for approval. Requires submission of the proposal, upon approval by Congress with or without modifications, to the people of the Commonwealth for appoval or rejection in a referendum. Requires enactment of a joint resolution of Congress approving the terms of the proposal, including implementing provisions, if the people of Puerto Rico approve the proposal in the referendum. Coral Reef Conservation Amendments Act of 2006 - Amends the Coral Reef Conservation Act of 2000 to extend the award of remaining coral reef conservation program grant funds, in addition to projects addressing emerging priorities or threats, to other appropriate projects, as determined by the Administrator of the National Oceanic and Atmospheric Administration (NOAA), including monitoring and assessment, research, pollution reduction, education, and technical support. Establishes as additional coral reef conservation project approval criteria that a project will: (1) minimize vessel impacts on coral reefs; and (2) promote and assist entities to work with local communities, and appropriate governmental and nongovernmental organizations, to support community-based planning and management initiatives for the protection of coral reef systems. Authorizes the Administrator to undertake emergency response actions to prevent or minimize the destruction or loss of, or injury to, coral reefs or coral ecosystems from vessel impacts, derelict fishing gear, vessel anchors and anchor chains, or damage from unforeseen or disaster-related circumstances. Authorizes, under the national program to conserve coral reefs and coral ecosystems, activities designed to minimize the likelihood of vessel impacts or other physical damage to coral reefs, including activities to identify certain at-risk coral reefs. Authorizes the Administrator to make community-based planning grants to certain entities to work with local communities and appropriate federal and state entities to implement plans for increased protection of high priority coral reefs. Authorizes the Administrator to: (1) maintain an inventory of all vessel grounding accidents involving coral reef resources; and (2) identify certain at-risk coral reefs that have a high incidence of vessel impacts, including appropriate measures to reduce such impacts. Reauthorizes the Coral Reef Conservation Act of 2000 and authorizes appropriations through FY2012 for: (1) the coral reef conservation program; and (2) community-based planning grants.

Domestic Energy Production through Offshore Exploration and Equitable Treatment of State Holdings Act of 2006 - Amends the Outer Continental Shelf Lands Act (OCSLA) to revise the determination of adjacent zones and planning areas in the subsoil and seabed of the outer Continental Shelf (OCS). Prescribes guidelines for: (1) lease administration; (2) lease grants; (3) lease receipts ; and (4) allocations to states and coastal municipal political subdivisions. Modifies review guidelines for OCS exploration plans and drilling permits. Directs the Secretary of the Interior to include in each five-year program lease sales that offer at least 75% of the available unleased acreage within each OCS Planning Area for oil and gas or natural gas leasing. Revises requirements for review of OCS development and production plans. Establishes the Federal Energy Natural Resources Enhancement Fund. Declares without force or effect all provisions of existing federal law that prohibit spending appropriated funds for OCS oil and natural gas leasing and preleasing. Prohibits a federal agency from permitting certain activities on federal OCS or in state waters that are incompatible with either oil or natural gas leasing, or with exploration and production of tracts that are geologically prospective for oil or natural gas. Amends the Mineral Leasing Act to revise regulation of surface-disturbing activities. Redesignates the Minerals Management Service as the National Ocean Resources and Royalty Service. Rigs to Reefs Act of 2005 - Amends the OCSLA to prescribe requirements for the use of decommissioned offshore oil and gas platforms for mariculture, artificial reef, and scientific research. Amends the Energy Policy Act of 2005 to repeal the requirement for: (1) a comprehensive inventory of OCS oil and natural gas resources; and (2) payments for oil shale and tar sands leases. Establishes the Federal Energy And Mineral Resources Professional Development Fund. National Geologic Data and Mapping Fund Act of 2006 - Establishes the National Geologic Data and Mapping Fund. Prescribes implementation guidelines for leasing areas located within 100 miles of California or Florida. Amends the OCSLA to repeal the coastal impact assistance program.

Honest Leadership and Open Government Act of 2006 - Extends from one to two years the lobbying ban for former senior executive personnel, former Members of Congress, and legislative branch officers and employees. Denies floor privileges to any former Members and House officers if he or she is a registered lobbyist or agent of a foreign principal. Requires public disclosure by Members of Congress and senior congressional staff of employment negotiations. Amends the Lobbying Disclosure Act of 1995 (LDA) to revise requirements for lobbying disclosures reports. Amends the Rules of the House of Representatives to: (1) exclude gifts from lobbyists from the gift ban exceptions; and (2) prohibit privately funded travel by a Member, Delegate, Resident Commissioner, officer, or employee. Establishes the Office of Public Integrity within the Office of Inspector General of the House. Amends the LDA to increase the penalty for failure to comply with lobbying disclosure requirements. Requires certification that congressional travel meets certain conditions, subject to civil fines for false certifications. Establishes mandatory annual ethics training for House employees. Makes it out of order to consider any reconciliation legislation which has the net effect of reducing the surplus or increasing the deficit compared to the most recent Congressional Budget Office (CBO) estimate for any fiscal year. Limits recorded electronic votes to 20 minutes, except in certain circumstances. Makes requirements for earmarks in funding measures. Makes it out of order to consider a resolution providing for adjournment sine die unless, during at least 20 weeks of the session, a quorum call or recorded vote was taken on at least four of the weekdays (excluding legal public holidays). Makes it out of order, with certain exceptions, for the House to consider a bill or joint resolution until 24 hours, or in the case of legislation containing a district-oriented earmark or limited tax benefit, until three days after copies of such measure are available. Makes a motion to request or agree to a conference on a general appropriation bill in order only if the House expresses its disagreements with the Senate in the form of numbered amendments. Requires all provisions on which the two chambers disagree to be open to discussion at any meeting of a conference committee. Prescribes minimum requirements for political appointees holding public safety positions. Amends the Office of Federal Procurement Policy Act (OFPPA) to require an executive agency, after awarding a contract, to make specified information regarding it available to the public, including over the Internet in a searchable database. Amends the Federal Property and Administrative Services Act of 1949 (FPASA) to prohibit awarding of a monopoly federal contract to a single contractor. Specifies conditions under which such contracts may be awarded. Amends the FPASA to require revision of the Federal Acquisition Regulation to require competition for certain multiple award contracts. Provides for suspension and debarment of unethical contractors. Amends the federal criminal code to impose fines and penalties on cheating taxpayers and wartime fraud. Revises requirements and prohibitions regarding contractor conflicts of interest. Requires disclosure of certain government contractor overcharges. Subjects individuals to penalties for improper sole-source contracting procedures. Prescribes disclosure requirements for organizations established to raise funds for creating, maintaining, expanding, or conducting activities at a former or existing presidential archival depository or its facilities.

Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medals struck under this Act and to deposit the proceeds in the United States Mint Public Enterprise Fund to pay for the costs of the medals awarded under this Act.
