The Fourteenth Dalai Lama Congressional Gold Medal Act - Directs the Speaker of the House of Representatives and the President pro Tempore of the Senate to make appropriate arrangements for the presentation, on behalf of Congress, of a gold medal of appropriate design to Tenzin Gyatso, the Fourteenth Dalai Lama, in recognition of his many contributions to peace and religious understanding.

Angels Nurture Growing Entrepreneurs into Long-Term Successes (ANGELS) Act - Amends the Small Business Investment Act of 1958 to establish within the Investment Division of the Small Business Administration (SBA) the Office of Angel Investment, headed by a Director, to provide support for the development of angel investment opportunities for small businesses. Requires the Director to: (1) establish and carry out a program, to be known as the Angel Finance Program, to provide financing to approved angel groups; (2) establish and maintain a searchable database, to be known as the Federal Angel Network, to assist small businesses in identifying angel investors; and (3) establish and carry out a program to make grants for the development of new or existing angel groups and to increase awareness and education about angel investing. Amends the Internal Revenue Code to provide a small business investment tax credit of 20 percent of the amount paid or incurred for qualified small business investment.

Veterans Housing Fairness Act of 2005 - Authorizes the use of veterans' housing loan benefits to purchase stock or membership in a development, project, or structure (structure) of a cooperative housing corporation as long as such structure: (1) complies with criteria prescribed by the Secretary of Veterans Affairs; and (2) is a one-family residential unit.

Commends Bosnia and Herzegovina for the significant progress it has made over the past decade in implementing the Dayton Peace Accords, in particular with respect to police and defense reforms. Supports the aspiration of Bosnia and Herzegovina to become a member of NATO's Partnership for Peace, and reaffirms the importance of Bosnia and Herzegovina's participation in the European integration process. Encourages the government of Bosnia and Herzegovina to continue economic and constitutional reforms. Urges the government of Bosnia and Herzegovina and authorities at all levels of government to cooperate fully with the International Criminal Tribunal for the former Yugoslavia, as well as the newly established War Crimes Chamber in the Court of Bosnia and Herzegovina. Recognizes the important role of those who fled Bosnia and Herzegovina during the conflict and subsequently became U.S. citizens in further improving bilateral relations between the two countries.

Outer Continental Shelf Natural Gas Relief Act - States that all provisions of federal law that prohibit the expenditure of appropriated funds to conduct natural gas leasing and preleasing activities for any area of the Outer Continental Shelf are without any force or effect. Revokes all withdrawals from leasing of federal submerged lands of the Outer Continental Shelf, including withdrawals by the President under the Outer Continental Shelf Lands Act. States such withdrawals are no longer in effect with respect to the leasing of areas for natural gas exploration, development, and production. Prohibits granting a gas lease for any area of the Outer Continental Shelf located within 20 miles of a state's coastline unless the Governor grants state approval. Directs the Secretary of Energy, in each five-year oil and gas leasing program, to include lease sales that when viewed as a whole propose to offer for gas leasing at least 75% of the available unleased acreage within each Outer Continental Shelf planning area. Sets forth a scheme for bonus bids and royalties that affects: (1) new and existing gas leases; and (2) leased tracts lying partially within the seaward boundaries of a state. Permits leases that authorize development and production solely of natural gas and associated condensate, including leases for program years 2002-2007, and for program years 2007-2012.

Calls on the international community to condemn the Laogai, the system of forced labor prison camps in the People's Republic of China (PRC). Calls on the U.S. government to: (1) fully implement U.S. laws prohibiting the importation of forced labor products made in the Laogai; and (2) review implementation of the Memorandum of Understanding on Prison Labor in 1992 and the Statement of Cooperation in 1994 with respect to the Laogai. Calls on the government of the PRC to release information about the Laogai, including information about the number of executions at the camps, and the extent of the harvesting and transplantation of organs of executed prisoners. Urges the government of the PRC to allow unrestricted visits by international human rights inspectors to Laogai camps. Urges the Congressional-Executive Commission on China to investigate the Laogai system and to make U.S. policy recommendations to help protect human rights for Chinese citizens.

Conveys to the government of the Commonwealth of the Northern Mariana Islands submerged lands surrounding such Islands and extending three geographical miles outward from their coastlines. States that Public Law 93-435 is intended to be applied in a consistent manner to Guam, the Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands, except to the extent that there is a specific and express exception regarding its application to one or more of these territories.

Honors the historic role of Yitzhak Rabin for his distinguished service to the Israeli people and extends deepest sympathy and condolences to his family and the people of Israel on the tenth anniversary of his death. Reiterates continued support for the close ties and special relationship between the United States and Israel. Expresses admiration for Yitzhak Rabin's legacy and reaffirms the commitment to building a just and lasting peace between Israel and its neighbors. Condemns all acts of terrorism. Reaffirms the sacred principle that democratic leaders and governments must be changed only by the democratically-expressed will of the people.

Hurricane Katrina Recovery, Reclamation. Restoration, Reconstruction and Reunion Act of 2005 - Hurricane Katrina Victim Restoration Fund of 2005 - Provides for the determination of eligibility for compensation for any individual (or relatives of a deceased individual) who sustained economic or noneconomic losses as a result of Hurricane Katrina so that the individual (or relatives) are restored as nearly as possible to their condition before Hurricane Katrina. Directs the Administrator of the Environmental Protection Agency to develop a Comprehensive Environmental Sampling and Toxicity Assessment Plan. Provides for federal and state government to notify hurricane survivors of health risks they may face upon returning to their domiciles. Provides for the offer of alternative land and/or housing as compensation to residents whose homes or businesses have been destroyed or terminally compromised. Revises the TANF Emergency Response and Recovery Act of 2005 to provide for reimbursement of states for Temporary Assistance to Needy Families (TANF) benefits provided under part A of title IV of the Social Security Act to families from other states affected by Hurricane Katrina. Sets forth requirements relating to emergency extended unemployment compensation. Requires the Secretary of Health and Human Services to establish a program of emergency health coverage continuation relief. Sets forth housing and education requirements. Displaced Citizens Voter Protection Provisions of 2005 - Prescribes requirements for the protection of voting rights of Katrina evacuees. Prescribes requirements for: (1) regulatory relief for financial services; and (2) disaster loans and small business relief. Amends the Internal Revenue Code to provide for: (1) a tax credit for an eligible homebuyer who purchases a principal residence in the Hurricane Katrina disaster area; (2) an increase in the housing credit dollar amount; and (3) tax-exempt bonds for qualified Gulf Coast recovery projects. Hurricane Katrina Bankruptcy Relief and Community Protection Act of 2005 - Amends the federal bankruptcy code to exempt victims of natural disasters, including small businesses, from certain requirements for debtors seeking relief. Directs the Director of the Federal Emergency Management Agency (FEMA) to establish a temporary flood insurance buy-in program. Expresses the sense of Congress that the President should present, within six months, a plan to eradicate poverty in the United States by 2015.

Eliminates the restriction that amendments of, or modifications to, the constitution of American Samoa (as approved by the Secretary of the Interior pursuant to Executive Order 10264 as in effect January 1, 1983) may be made only by an Act of Congress.

Condemns in the strongest terms Iranian President Mahmoud Ahmadinejad's despicable threats, and demands that he repudiate them. Calls on the U.N. Security Council and all civilized nations to: (1) condemn these statements and to censure Iran for its statements and policies aimed at destroying Israel; and (2) consider measures to deny Iran the means to carry out its threats and to prevent Iran from acquiring nuclear weapons. Reaffirms the unwavering alliance between the United States and Israel and reasserts the U.S. commitment to defend Israel's right to exist as a free and democratic state.

States that Congress: (1) mourns the horrific loss of life caused by the October 2005 floods and mudslides in Central America and Mexico, and expresses its deep condolences to the the victims' families; (2) commits to provide the necessary resources for the relief and rebuilding of Costa Rica, El Salvador, Guatemala, and Mexico; (3) recognizes the growing international relief effort; and (4) encourages the Administration and other international donors to provide immediate and long-term assistance for the reconstruction of affected infrastructure. Expresses the sense of Congress that it should be U.S. policy: (1) to promote economic growth and improved living standards, reduce poverty, and promote democracy and the rule of law in the countries of Central America; (2) in concert with multilateral humanitarian organizations, the Organization of American States (OAS), and the Inter-American Development Bank to support the reconstruction of affected communities; and (3) to encourage the governments of these countries to improve disaster mitigation techniques and compliance among key societal sectors.

Pakistani Temporary Protected Status Act of 2005 - Expresses the sense of Congress that the extraordinary and temporary conditions caused by the earthquake in Pakistan qualifies Pakistan for designation under the Immigration and Nationality Act pursuant to which its nationals would be eligible for temporary protected status (TPS) in the United States (for an initial 12-month period). Sets forth related TPS eligibility requirements, including continuous U.S. presence since October 8, 2005. Requires the Secretary to give prior consent to such aliens for temporary trips abroad in emergency and extenuating circumstances.

Declares that the House of Representatives: (1) mourns the tragic loss of life and horrendous suffering caused by the earthquake that occurred on October 8, 2005, in Pakistan and India; (2) expresses the deepest condolences of the American people to the families, communities, and governments of the tens of thousands of individuals who lost their lives, and gratitude and respect for the work of all individuals providing aid, relief and assistance, including U.S. civilian and military personnel; (3) welcomes and commends the prompt international humanitarian response to the earthquake by the governments of many countries, the United Nations (UN) and other international organizations, and nongovernmental organizations; and (4) supports the actions to assist the victims taken by the President and the federal government to provide all appropriate assistance to the governments and people of the affected region.

Honors the life and achievements of Dr. John Garang de Mabior. Reaffirms the House of Representatives' commitment to a lasting peace in the Republic of the Sudan, and calls for full implementation of the Comprehensive Peace Agreement. Directs the Clerk of the House of Representatives to transmit an enrolled copy of this resolution to the Secretary of State with a request that the Secretary transmit it to Dr. Garang's widow, Rebecca Garang, and to the government of Southern Sudan, through the Office of the Sudan People's Liberation Movement (SPLM) in the District of Columbia.

Disabled Veterans Fairness Act - Eliminates a $3 per round trip deductible charged by the Secretary of Veterans Affairs in connection with the veterans beneficiary travel program (a program authorizing a travel allowance or reimbursement for beneficiaries providing transportation for veterans to obtain medical care). Directs the Secretary, in determining the amount of such allowance or reimbursement, to use the mileage reimbursement rates for the use of privately owned vehicles by government employees traveling on official business.

Condemns: (1) the Aleman-Ortega Pact as detrimental to democracy in the Republic of Nicaragua and to regional stability; and (2) the Pact-controlled National Assembly's anti-democratic actions, including efforts to remove democratically-elected President Enrique Bolanos on dubious legal grounds. Supports the efforts of Nicaraguan democratic civil society to create conditions for free and fair elections. Empresses the sense of Congress that: (1) it should be U.S. policy to support democratic political forces in Nicaragua for a full restoration of democracy; and (2) the President of the United States, through the Administrator of the United States Agency for International Development (USAID), should provide assistance to nongovernmental organizations in support of President Bolanos' call for the international community to assist in and monitor the 2006 election.

Threatened and Endangered Species Recovery Act of 2005 - Amends the Endangered Species Act of 1973 to revise various provisions of that Act relating to the determination of endangered and threatened species, procedures for making such determinations, and the role of states and private property owners in the determination process. Defines "best available scientific data" and requires the use of such standard in making endangered species and other determinations under the Act. Revises provisions for designating endangered or threatened species and the process for reviewing lists of such species. Repeals the authority of the Secretary of the Interior (or the Secretary of Commerce) to designate a critical habitat for an endangered or threatened species. Directs the Secretary of the Interior to develop and implement recovery plans for endangered or threatened species and to establish recovery teams to assist in the development of such plans, giving priority to species that will most likely benefit from such plans. Authorizes the Secretary to: (1) enter into species recovery agreements and species conservation contract agreements with persons, other than federal or state governments, for conservation activities to protect endangered or threatened species; and (2) make grants to promote the voluntary conservation of endangered and threatened species by private property owners. Eliminates the Endangered Species Committee and the process for granting exemptions from endangered or threatened species determinations. Requires the Secretary to make certain information available to the public on the Internet, including lists of threatened or endangered species, final and proposed regulations under the Act, results of five-year reviews conducted under the Act, all draft and final recovery plans, and certain required reports and data. Requires the Secretary to report to Congress annually on expenditures made primarily for the conservation of species. Authorizes appropriations for FY2006-FY2010.

Department of Peace and Nonviolence Act - Establishes a Department of Peace and Nonviolence, which shall be headed by a Secretary of Peace and Nonviolence appointed by the President with the advice and consent of the Senate. Sets forth the mission of the Department, including to: (1) hold peace as an organizing principle; (2) endeavor to promote justice and democratic principles to expand human rights; and (3) develop policies that promote national and international conflict prevention, nonviolent intervention, mediation, peaceful resolution of conflict, and structured mediation of conflict. Establishes in the Department the Intergovernmental Advisory Council on Peace and Nonviolence, which shall provide assistance and make recommendations to the Secretary and the President concerning intergovernmental policies relating to peace and nonviolent conflict resolution. Transfers to the Department the functions, assets, and personnel of various federal agencies. Establishes a Federal Interagency Committee on Peace and Nonviolence. Establishes Peace Day. Urges all citizens to observe and celebrate the blessings of peace and endeavor to create peace on such day.

Veterans Housing Improvement Act of 2005 - Amends Federal veterans' benefits provisions to authorize the Secretary of Veterans Affairs to assist, as specified, certain disabled veterans residing temporarily in housing owned by a family member in acquiring adaptations necessitated by such disability. Makes permanent (currently, a pilot program prohibiting loans after December 31, 2008) a Department of Veterans Affairs program to make direct housing loans to Native American veterans. Extends eligibility for such loans to a non-Native American veteran who is the spouse of a Native American.

Healthcare Equality and Accountability Act - FamilyCare Act of 2005 - Renames title XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act as the FamilyCare Program and extends coverage to certain low-income adults. Establishes the National Commission for Expanded Access to Health Care. Amends the Public Health Service Act to provide limited English proficient individuals with improved access to health care, including by establishing the Robert T. Matsui Center for Cultural and Linguistic Competence in Healthcare. Provides for activities regarding: (1) health workforce diversity; (2) disparities in health and health care experienced by racial and ethnic minorities; and (3) data collection, analysis, and reporting by race, ethnicity, and primary language. Requires the Secretary of Health and Human Services to establish: (1) the Office of Health Disparities within the Office of Civil Rights to prevent discrimination in federal programs; and (2) the Office of Minority Affairs within the Office of the Commissioner of Food and Drugs. Restablishes the Indian Health Service as an agency of the Public Health Service to be administered by an Assistant Secretary of Indian Health. Minority Health and Genomics Act of 2005 - Establishes the Minority Health and Genomics Commission to study issues relating to genomics research as applied to minority groups. Establishes the Interagency Working Group on Environmental Justice and the Federal Environmental Justice Advisory Committee. Sets forth programs designed to improve the quality of and access to health care for minorities, including by establishing the Health Safety Net Infrastructure Trust Fund. Requires the Secretary to establish: (1) the Annie Dodge Wauneka and Susan Laflesche-Picotte Native American Health and Wellness Foundation; and (2) a Joint Working Group on Telehealth. Authorizes integrative eldercare, American Indian and Alaska Native, and oral health telehealth demonstration projects.

Consumer Price Index for Elderly Consumers Act of 2005 - Directs the Bureau of Labor Statistics of the Department of Labor to prepare and publish a monthly Consumer Price Index for Elderly Consumers (CPI) that indicates changes over time in expenditures for consumption which are typical for individuals aged 62 years of age or older. Authorizes appropriations. Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVIII (Medicare) to provide for the use of such new CPI in the computation of cost-of-living increases for Social Security and Medicare benefits under such programs.

States that: (1) it is U.S. policy to seek justice for American victims of terrorism and to hold terrorists and their state-sponsors accountable for their actions; and (2) any provision of the Algiers Accords, entered into with Iran on January 19, 1981, that purports to bar a U.S. citizen from prosecuting any claim in any U.S. court or to limit the jurisdiction of any U.S. court is hereby abrogated and deemed nonapplicable. Directs the the Secretary of the Treasury to begin payments to a common fund to be: (1) established and administered by the certified class representatives for the former American hostages in Iran and their survivors (case number 1:00CV03110 (EGS) of the U.S. District Court for the District of Columbia); and (2) funded from the liquidation of blocked Iranian assets and from amounts in the Iran Foreign Military Sales Fund account (Foreign Military Sales Fund). Sets forth fund payment amounts for each former hostage and spouse and child identified as a class member.

Tribal Development Corporation Feasibility Study Act of 2005 - Amends the Native American Business Development, Trade Promotion, and Tourism Act of 2000 to direct the Secretary of Commerce to establish the Tribal Development Corporation Feasibility Study Group to study and report to Congress on the feasibility of establishing an Indian Tribal Development Corporation.

Montgomery GI Bill Second Chance Act of 2005 - Authorizes certain members of the Armed Forces to make an irrevocable election during October of any year beginning in 2005 to become entitled to basic educational assistance under the Montgomery GI Bill. Requires a reduction in basic pay of those members electing such educational assistance or, if the member is discharged or released from active duty prior to such reduction, the collection of specified amounts from the member or an equivalent reduction in retired or retainer pay. States that members who are enrolled in the post-Vietnam era veterans' educational assistance program shall be disenrolled from that program upon electing the educational assistance described in this Act. Requires the Secretary concerned, in conjunction with the Secretary of Defense, to provide notice of the opportunity created by this Act to elect educational assistance under the Montgomery GI Bill.

East Asia Security Act of 2005 - Directs the President to report to the appropriate congressional committees: (1) identifying, with specified exceptions, every person of a European Union (EU) country, and any other foreign person the President may consider appropriate, with respect to whom there is credible information indicating that the person exported to the People's Republic of China (PRC) or its military, intelligence, or security services specified military and dual use items intended for military use; and (2) identifying foreign governments participating in U.S. defense cooperative projects whose policies permit the export of such military or dual use items to the PRC. Requires: (1) specified licenses for exporters of defense and dual use articles or services to the PRC; and (2) congressional notification of the issuance of any such license. Specifies discretionary and mandatory measures to be applied to persons and governments identified in the required reports, including: (1) denial of research and development participation; (2) prohibition of ownership and control of a U.S. defense exporter; (3) prohibition of foreign military sales participation; or (4) prohibition of munitions or dual use approvals.

Veteran-Owned Small Business Promotion Act of 2005 - Requires the Department of Veterans Affairs to award not less than nine percent of the total value of all prime contract and subcontract awards for each fiscal year to small businesses owned and controlled by veterans. Requires at least one-third of those awards to go to small businesses owned and controlled by veterans with service-connected disabilities. Requires a business, in order to be so eligible, to be listed in a database of veteran-owned small businesses maintained by the Secretary of Veterans Affairs. Provides enforcement penalties for misrepresentation as a veteran-owned small business. Treats a veteran's surviving spouse as a veteran for purposes of eligibility of a business after the death of the veteran-owner. Provides the highest priority in the award of such contracts and subcontracts to small businesses owned and controlled by veterans with service-connected disabilities. Directs the Secretary, in procuring goods and services pursuant to a contracting preference, to give priority to a small business owned and controlled by a veteran if such small business also meets the requirements of the contracting preference.

Honors all veterans, living and deceased, of the Second World War in both the Pacific and Atlantic theaters on the 60th anniversary year of the war's conclusion. Expresses the deep appreciation and gratitude of the United States for their valor and selfless service to their country. Calls upon the people of the United States to commemorate September 2, 2005, the 60th anniversary of the final surrender of the Second World War aboard the USS Missouri, as a day of remembrance and appreciation for the members of the generation who preserved liberty for future generations and rescued the world from the scourge of fascist militarism. Reaffirms the judgment in Tokyo rendered by the International Military Tribunal for the Far East of 1946-1948 and the conviction of certain individuals as war criminals for their crimes against humanity. Recognizes that the alliances formed in the Asia-Pacific region following the Second World War, including those with Australia, Japan, the Philippines, the Republic of Korea, and Thailand, have contributed immeasurably to the continued peace and prosperity enjoyed throughout the region.

MediKids Health Insurance Act of 2005 - Amends the Social Security Act to add a new title XXII (Medikids Program) to provide for health insurance coverage for all children born after December 31, 2006, in a program modeled after Medicare that also includes prescription drugs and reduced cost-sharing for low-income children. Directs the Secretary of Health and Human Services, during September of each year, to establish a monthly Medikids premium for the following year. Establishes in the Treasury the Medikids Trust Fund to contain the Medikids premiums collected under the Internal Revenue Code. Amends title XVIII to increase Medicare Payment Advisory Commission (MEDPAC) membership to 19. Amends the Internal Revenue Code to impose a Medikids premium for the taxable year on a taxpayer with a dependent enrolled in the MediKids program, with exceptions for very low-income taxpaters. Provides that in the case of a taxpayer who has a MediKid at any time during the taxable year, there shall be allowed as a refundable credit against income taxes an amount equal to the excess of: (1) the amount paid by the taxpayer during the taxable year as cost-sharing; over (2) 5% of the taxpayer's adjusted gross income for the taxable year. Directs the Secretary of the Treasury to propose a gradual schedule of progressive tax changes to fund the MediKids program as the number of enrollees grows in the out-years.

Expresses the sense of Congress that: (1) the government of Uzbekistan should take immediate steps to comply with calls for an independent international inquiry into the violence in Andijon and the prosecution of those individuals responsible for civilian deaths; (2) the government of Uzbekistan should accelerate democratic reforms and fulfill its human rights obligations; and (3) the President, the Secretary of State, and the Secretary of Defense should condition diplomatic engagement with and security assistance to the government of Uzbekistan based on Uzbekistan's compliance with such steps, ensure that assistance does not benefit the security forces of Uzbekistan implicated in human rights violations, and, and support those individuals, nongovernmental organizations, and media outlets in Uzbekistan working to establish a democratic government.

Pulmonary Hypertension Research Act of 2005 - Amends the Public Health Service Act to require the Director of the National Heart, Lung, and Blood Institute to expand, intensify, and coordinate the activities of the Institute with respect to research on pulmonary hypertension and to coordinate the Director's activities with related activities of other national research institutes and National Institutes of Health (NIH) agencies. Requires the Director to make grants to, or enter into contracts with, public or nonprofit private entities for the development and operation of centers to conduct research and programs on pulmonary hypertension, including: (1) basic and clinical research into the cause, diagnosis, early detection, prevention, control, and treatment of the disease; (2) training programs for scientists and health professionals; (3) programs to provide information and continuing education to health professionals; and (4) programs for the dissemination of information to the public. Requires the Director to establish: (1) a data system for the collection, storage, analysis, retrieval, and dissemination of data derived from patient populations with pulmonary hypertension; and (2) an information clearinghouse to facilitate and enhance knowledge and understanding of pulmonary hypertension by health professionals, patients, industry, and the public.

Urges all churches, synagogues, mosques, and religious institutions in the United States to consider the issue of Darfur in their activities and to observe the National Weekend of Prayer and Reflection with appropriate activities and services.

Atomic Veterans Relief Act - Includes within the definition of a "radiation-risk activity" for purposes of eligibility criteria for veterans' disability compensation the exposure to ionizing radiation due to residual contamination resulting from participation in a nuclear detonation. Directs the Secretary of Veterans Affairs to include in regulations pertaining to the service-connection of veterans' disabilities additional provisions to ensure, in the case of a claim by a radiation-exposed veteran for service-connection of a nonpresumptive disability, that the procedures for establishment of whether the disability is service-connected do not require imputation to the veteran, through a process known as dose reconstruction, of any particular level of exposure to ionizing radiation.

Honors the struggle and sacrifice of the citizens of Poland who risked their lives to restore democracy to their country. Expresses the sense of Congress that: (1) individuals diagnosed with bone marrow failure diseases and their families should have access to a variety of treatment and counseling options; and (2) such families should be linked to support networks and counseling information serviced provided by nonprofit organizations like the Aplastic Anemia & MDS International Foundation. Calls for the federal government to: (1) raise awareness about the importance of early detection of and proper treatment for such diseases; (2) provide adequate funding for research on such diseases; (3) engage in such public health initiatives as surveillance, education, and awareness of such diseases; and (4) continue to consider ways to improve health care services for such diseases.

Louis Braille Bicentennial--Braille Literacy Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the life and legacy of Louis Braille, whose design: (1) on the obverse shall bear a representation of the image of Louis Braille; and (2) on the reverse shall emphasize Braille literacy and include the word for Braille in Braille code. Authorizes the Secretary to issue such coins only during 2009. Subjects all coin sales to a surcharge of $10 per coin. Requires all surcharges to be promptly paid by the Secretary to the the National Federation of the Blind to further its programs to promote Braille literacy.
