Condemns the continued sponsorship of international terrorism by Iran and its development of weapons of mass destruction and the means to deliver them. Reiterates concern that investment in Iran's energy sector makes a dangerous contribution to those activities that sponsor international terrorism. Demands that Sheer Energy cancel its contract with the Government of Iran to develop Iranian oil fields. Urges the President to impose sanctions on Sheer Energy under the Iran and Libya Sanctions Act of 1996 as long as its investments remain subject to sanctions under that Act.

Right of Passage Community Service Act - Amends the National and Community Service Act of 1990 to add to the list of national service programs eligible for Federal assistance a community-based Right of Passage after school and summer service corps program. Establishes qualifications for participating students, including that they be between ages 12 and 16 at the time they begin serving. Specifies skills such as leadership and conflict resolution that the program will help students develop. Requires participants to spend at least 160 hours in the program during a period of between two months and one year. Rewards participants upon service completion with a national service education award of $500.

Mosquito Abatement for Safety and Health Act - Authorizes the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, to make grants on a matching funds basis to political subdivisions of States for the establishment and operation of mosquito control programs to prevent mosquito-borne diseases, including the costs of purchasing or updating equipment and laboratory facilities. Gives priority to subdivisions where the incidence of mosquito-borne disease is relatively substantial.

Amends the Higher Education Act of 1965 title III part A (Strengthening Institutions) to direct the Secretary of Education to provide grants and related assistance to certain institutions of higher education for activities to improve their capacity to serve students who are Asian Americans and Pacific Islanders. Gives priority to eligible institutions with a significant percentage of enrollment made up of such students who are low-income individuals.

Mineral Exploration and Development Act of 2002 - Sets forth guidelines for mineral exploration and development on public domain lands. Declares, under certain conditions, that holders of mining claims executed under this Act have the exclusive right of possession and use of the claimed land for mineral activities. Subjects existing and/or future unpatented mining claims, mill sites, and tunnel sites, with specified exceptions, to an annual claim maintenance fee payable to the Secretary of the Interior in lieu of the assessment work requirement contained in the general mining laws and the Federal Land Policy and Management Act of 1976. Exempts from the mandated fee any claimants holding ten or fewer mining claims who elect to perform the assessment work. Requires locators of unpatented mining claims, mill sites, and tunnel sites located after this Act's enactment to pay a location fee. Imposes penalties against holders of mining claims for noncompliance with this Act. Requires, with respect to environmental considerations of mineral exploration and development on public domain lands: (1) a permit, with exceptions, to engage in mineral activities on Federal land that may cause a disturbance of surface resources; (2) an operations permit to carry out any activity greater than casual use; (3) denial of permits to persons who are in violation of this Act; and (4) operation and reclamation standards. Establishes the Abandoned Locatable Minerals Mine Reclamation Fund in the Treasury. Amends the Mining and Minerals Policy Act of 1970 and the National Materials and Minerals Policy, Research and Development Act of 1980 to revise the Secretary of Agriculture's responsibilities within the scope of this Act. Requires the Secretaries of the Interior and of Agriculture to establish and collect user fees from persons subject to this Act's requirements. Repeals the Building Stone Act and the Saline Placer Act. Applies this Act to beneficiation and processing of non-Federal minerals on Federal lands.

Social Security Widow's Benefit Guarantee Act of 2002 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) provide for an increase in widow's and widower's insurance benefits; (2) repeal the seven year restriction on eligibility for widow's and widower's insurance benefits based on disability; (3) waive the two-year waiting period for a divorced spouse's benefits upon the other spouse's remarriage; and (4) disregard months ending after a deceased individual's death in applying early retirement rules with respect to the deceased individual for purposes of the limitation on widow's and widower's benefits. Amends SSA title XVI (Supplemental Security Income) (SSI) to provide that an eligible widow or widower who is entitled to a widow's or widower's insurance benefit for any month under OASDI, but is not eligible for benefits under SSI in that month, shall be deemed for purposes of SSA title XIX (Medicaid) to be an individual with respect to whom SSI benefits are paid in that month, if he or she: (1) has been continuously entitled to such widow's or widower's insurance benefits from the first month for which the increase in widow's or widower's insurance benefits resulting from this Act is reflected in such benefits through the month involved; and (2) would be eligible for benefits under SSI in the month involved if the amount of the increase in his or her widow's or widower's insurance benefits were disregarded.

National Homeland Security and Combating Terrorism Act of 2002 - Establishes the Department of National Homeland Security to: (1) develop policies and plans for homeland security; (2) develop a National Strategy for Combating Terrorism and Homeland Security Response to counter terrorist threats; (3) plan, coordinate, and integrate Government border security, critical infrastructure protection, and emergency preparedness activities and act as the focal point regarding crises and emergency planning and response; (4) annually update a Federal response plan for homeland security and emergency preparedness; and (5) implement a coordinating center with representatives from other Federal agencies with security responsibilities. Transfers to the Department the Federal Emergency Management Agency, the Customs Service, specified portions of the Immigration and Naturalization Service responsible for law enforcement and border management, the Coast Guard, the Critical Infrastructure Assurance Office, the National Infrastructure Protection Center and the National Domestic Preparedness Office of the Federal Bureau of Investigation, and a specified portion of the Animal and Plant Health Inspection Service of the Department of Agriculture. Establishes: (1) within the Department Directorates of Prevention, Critical Infrastructure Protection, and Emergency Preparedness and Response and an Office of Science and Technology; (2) an Acceleration Fund for Research and Development of Homeland Security Technologies; (3) within the Executive Office of the President the National Office for Combating Terrorism; (4) a National Combating Terrorism and Homeland Security Council; and (5) a National Homeland Security Panel. Requires development of an annual consolidated proposed National Terrorism Prevention and Response Program Budget.

Expresses the sense of the House of Representatives that Vice President Hu Jintao of the People's Republic of China should be made aware of congressional concern for the Panchen Lama and the need to resolve the situation in Tibet through dialogue with the Dalai Lama or his representatives. Calls on the Chinese Government to: (1) release the Panchen Lama and allow him to pursue his traditional role at Tashi Lhunpo monastery in Tibet; and (2) negotiate with the Dalai Lama or his representatives to find a solution for genuine autonomy that respects the rights of all Tibetans.

Disabled Veterans' Caregiver Compensation Act - Requires the Secretary of Veterans Affairs to pay monthly compensation of $234 to a veteran if and while totally disabled and in need of regular aid and attendance and while unpaid aid and attendance is provided by an adult family member who is dependent upon such veteran for support.

Veterans' Compensation Cost-of-Living Adjustment Act of 2002 - Directs the Secretary of Veterans Affairs to increase, as of December 1, 2002, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled adult children, and dependency and indemnity compensation for surviving spouses and children. Requires each such increase to be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date.

Martin's Cove Land Transfer Act - Directs the Secretary of the Interior to offer to convey to the Corporation of the Presiding Bishop specified public lands for the purposes of public education, historic preservation, and enhanced recreational enjoyment of the public. Requires the Corporation to pay the United States the historic fair market value of the property conveyed, including any improvements.

Domestic Violence Courts Assistance Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 (relating to grants to combat violent crimes against women) to allow such grants to be used to provide the resources to establish and maintain a court system dedicated to the adjudication of domestic violence cases. Requires a State to certify that at least five percent of grant funds shall be allocated for specialized domestic violence courts.

Multi-Cultural Domestic Violence Minority Education Campaigns Act - Authorizes the Attorney General to make grants to States and public or private nonprofit entities to carry out public information campaigns for the purpose of educating racial and ethnic minorities about domestic violence, including its effects, prevention or reduction methods, and victim services.

Amends the Microenterprise for Self-Reliance Act of 2000 to make as one of its purposes encouraging the U.S. Agency for International Development (AID) to develop, assess, and implement effective outreach methods and tools to ensure that at least 50 percent of all microenterprise assistance authorized under such Act for developing countries be used to assist the poorest of the poor, that is, those persons living in the bottom 50 percent below the poverty line or whose average daily living expenses are equal to, or less than, the equivalent of one dollar per day. Directs the Administrator of AID to take certain actions to increase the involvement of the Peace Corps in microenterprise initiatives to assist the poorest of the poor. Amends the Foreign Assistance Act of 1961 to require that, in carrying out sustainable poverty-focused microenterprise development grant assistance programs under the Act, 50 percent of all microenterprise resources be targeted to very poor entrepreneurs. Declares that, in order to maximize the sustainable development impact of microenterprise development grant assistance authorized under the Act, the Administrator of the agency primarily responsible for administering such assistance shall establish a monitoring system that, among other things, adopts the widespread use of proven and effective poverty assessment tools to identify the poorest of the poor and ensure that they receive needed microenterprise credits, loans, and assistance.

Mental Health Equitable Treatment Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. States that the foregoing shall not be construed as requiring a group health plan (or related insurances) to: (1) provide any mental health benefits; (2) prevent the medical management of mental health benefits; or (3) require the provision of specific mental health services, except to the extent that failure to provide such services would result in a disparity between the coverage of mental health and medical-surgical benefits. Exempts specified small employers from such requirements. Requires that, in the case of a group health plan that offers a participant or beneficiary two or more benefit package options, the coverage requirements shall be applied separately with respect to each such option. Provides that, in the case of a plan or insurance providing in-network mental health benefits, out-of-network mental health benefits need not be provided at parity to medical-surgical benefits, as long as in-network mental health benefits are provided at parity with medical-surgical benefits and the plan or insurance provides reasonable access to in-network providers and facilities. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality and a cost estimation of extending such requirements to the treatment of substance abuse and chemical dependency.

Jobs for Veterans Act - Entitles the following to priority under certain job training programs funded by the Department of Labor (Department): (1) a veteran; (2) the spouse of any veteran who died of a service-connected disability; (3) the spouse of a member serving on active duty who is listed as missing in action, captured in the line of duty by a hostile force, or forcibly detained or interned in the line of duty by a foreign government or power; and (4) the spouse of any veteran who has a total service-connected disability rating or who died while a disability so evaluated was in existence. Requires any Federal personal property and nonpersonal services procurement contract of $100,000 or more to contain a provision requiring the contractor to take affirmative action to employ and advance in employment disabled veterans, veterans who served on active duty during a war or campaign for which a campaign badge has been authorized, and veterans who, while serving on active duty, participated in a military operation for which a service medal was awarded. Directs the Secretary of Labor to carry out a program of performance incentive awards to States to encourage the improvement and modernization of veterans' employment, training, and placement services. Establishes within the Department an Assistant and Deputy Assistant Secretary of Labor for Veterans' Employment and Training, with specified duties. Requires the assignment of regional administrators, and State directors, for veterans' employment and training. Requires States to employ a sufficient number of disabled veterans' outreach specialists and local veterans' employment representatives. Establishes the President's National Hire Veterans Committee to take certain actions to facilitate the employment of veterans and disabled veterans. Expresses the sense of Congress commending veterans' and military service organizations. Requires a study to quantify the economic benefit attributable to veterans employment and training services.

Afghanistan Freedom Support Act of 2002 - Authorizes the President to provide assistance for Afghanistan through 2004 for the following activities: (1) urgent humanitarian needs; (2) repatriation and resettlement of refugees and internally displaced persons; (3) counternarcotics efforts; (4) reestablishment of food security, rehabilitation of the agriculture sector, improvement in health conditions, and the reconstruction of basic infrastructure; (5) reestablishment of Afghanistan as a viable nation-state through support for the development and expansion of democratic and market-based institutions; and (6) support for the establishment of a market economy, private financial institutions, the development of a telecommunications infrastructure, and trade and commercial links. Earmarks funds for assistance in the major opium producing regions, including areas within the Badakshan, Helmand, and Qandahar provinces. Urges the President to: (1) designate within the Department of State a coordinator for such assistance and U.S. interests in Afghanistan; and (2) utilize the expertise of Afghan-Americans. Expresses the sense of Congress that, during the transition to fully representative government, the U.S. should support: (1) the development of a civilian-controlled and centrally-governed standing Afghanistan army that respects human rights; (2) the creation and training of a professional civilian police force that respects human rights; and (3) a multinational security force in Afghanistan. Authorizes the President to provide and direct the drawdown of defense articles and services and military education to the Government of Afghanistan. Makes other foreign countries or international organizations eligible for such assistance. Permits the provision of counter-narcotics, crime control, police training services and other specified support.

Ocean Habitat Protection Act - Places size limits on groundgear used on bottom trawls. Treats as unlawful the use of rollers, bobbins, tires, rockhoppers, or any other devices attached to a trawl's foot rope that are more than 8 inches in diameter for fishing subject to the jurisdiction of the United States.

Expresses the sense of Congress that the United States should condemn the practice of execution by stoning and should call upon the international community to recognize such practice as a gross violation of human rights. Calls for the President to: (1) formally communicate this sense of Congress to governments imposing such punishment; and (2) urge Nigerian President Obasanjo to suspend the sentence of death by stoning imposed on Safiya Hussaini and take steps to ensure that Nigeria acts in accordance with international human rights standards.

Universal Prekindergarten Act - Directs the Secretary of Health and Human Services to provide grants to a designated State agency for development of universal prekindergaten programs for all children three, four, and five years old in the State. Requires the State to: (1) match Federal funds by at least 20 percent; and (2) submit a State plan to establish, coordinate, and implement a statewide universal prekindergarten program. Authorizes State agencies to set aside up to five percent of a grant for ongoing professional development activities for teachers and staff of prekindergarten programs that wish to participate.

Stronger Tobacco Warning Labels to Save Lives Act - Amends the Federal Cigarette Labeling and Advertising Act and the Comprehensive Smokeless Tobacco Health Education Act of 1986 to make it unlawful for any person to manufacture, package, or import for sale or distribution within the United States any cigarettes or smokeless tobacco products unless the product package bears, in accordance with the specified requirements of this Act, a warning label on the upper portion of the front and back panels of the cigarette package or carton. Specifies label requirements for advertisements. Requires the rotation of labels for both packages and advertisements in accordance with a Federal Trade Commission approved plan.

Bill Payment Grace Period Act of 2001 - Amends the Fair Debt Collection Practices Act to prohibit creditors from taking action that is adverse to the interests of a consumer with respect to certain payments that are due in or shortly after the period of a disruption of the mail resulting from a national emergency. Authorizes the Secretary of the Treasury to designate (and extend up to seven additional days) a grace period for the making of debt payments by mail in such circumstances.

Restoration of Fairness in Immigration Act of 2002 - Amends the Immigration and Nationality Act with respect to due process in immigration proceedings, including due process in expedited removal proceedings, judicial review in immigration proceedings, and detention proceedings and detention alternatives. Directs the Attorney General to make periodic reports with respect to persons detained after September 11, 2001. Directs the Secretary of State to establish a Board of Visa Appeals. Revises provisions with respect to: (1) removal proceedings; (2) five-year bars to admission and other grounds for exclusion; (3) family reunification-related visas and grounds of admissibility; (4) voluntary departure; (5) public charge determinations and affidavits of support; (6) asylum and refugee proceedings; (7) asset forfeiture; (8) parole authority; and (9) State personnel performing immigration functions. Directs the Commissioner of the Immigration and Naturalization Service to establish an Office of Border Patrol Recruitment and Retention.

Battered Immigrant Family Relief Act of 2001 - Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to make qualifying battered alien spouses and children eligible for specified public benefits. Redefines "qualified alien" for such purposes. Amends the Immigration and Nationality Act to modify procedures and provide special rules for battered aliens with respect to: (1) public charge inadmissibility (2) immigrant petitions, including self-petitioning petitions; (3) implementation of immigration provisions in the Violence Against Women Act (VAWA); (4) fiancee conditional residency requirement; (5) removal and inadmissibility; (6) adjustment of status; and (7) access to VAWA for visa waivers. Amends the Departments of Commerce, Justice, and State, the Judiciary and Related Agencies Appropriations Act, 1998 to provide that requirements and restrictions placed upon Legal Services Corporation funding shall not be construed to prohibit a recipient from providing related legal assistance to certain aliens who have been battered or subjected to extreme cruelty. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to direct the Violence Against Women Grants Office in the Department of Justice to report on services for underserved populations. Amends the Family Violence Prevention and Services Act to include alienage status within the scope of underserved populations.

Veterans' Claims Continuation Act - Authorizes the substitution of any of the following parties in the case of a veteran's claim for benefits provided through the Department of Veterans Affairs when the original claimant dies while the claim is pending: (1) the surviving spouse; (2) any surviving child at least 21 years of age; (3) a surviving parent; (4) the legal representative of the deceased claimant's estate; or (5) the next of kin of the veteran. Requires: (1) the substituting party to file a substitution application or motion within one year of the original claimant's death; and (2) the Secretary of Veterans Affairs to notify the estate and legal representative of the deceased claimant that the claim will be dismissed if a substitute application or motion is not filed within such time period. Authorizes: (1) the payment of accrued benefits in the case of deaths occurring before the date of enactment of this Act; and (2) the substitution of the above eligible parties in cases pending before a U.S. Circuit Court or the U.S. Court of Appeals for Veterans Claims.

Calls for: (1) recognition of private organizations and health care providers for promoting awareness and research of scleroderma; (2) greater awareness of the symptoms of scleroderma and contributions to the fight against it; (3) the Government to promote awareness, to adequately fund scleroderma research projects, and to continue to consider ways to improve the quality of health care services for scleroderma patients; (4) the National Institutes of Health to continue to play a leadership role in the fight against scleroderma; and (5) the Centers for Disease Control and Prevention to give priority to establishing a national epidemiological study to better track and gather information about scleroderma.

Safeguarding America's Retirement Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to prohibit individual account plans which include cash or deferred arrangements, under the Internal Revenue Code (IRC) section 401(k), from using employee contributions to acquire or hold more than ten percent of their value in employer securities. Requires such plans to give a participant or beneficiary whose nonforfeitable accrued benefit attributable to employee contributions is invested in whole or in part in employer securities a reasonable opportunity periodically (at least quarterly) to invest such accrued benefit in investment vehicles, other than employer securities, selected to permit diversification. Prohibits plan sponsors, administrators, or other fiduciaries from imposing any lockdown in connection with the nonforfeitable accrued benefit of a participant or beneficiary. Amends ERISA and IRC to provide for vesting (a nonforfeitable right to all of the participant's accrued benefits) of elective deferrals under such plans for participants who have completed three years of plan participation.

Recreational Waters Protection Act - Directs the Administrator of the Environmental Protection Agency to publish a revised standard for new Type I marine sanitation devices("Type IA" devices). Amends the Federal Water Pollution Control Act to make State authority to prohibit the discharge of sewage (whether treated or not) inapplicable to vessels that operate a Type IA device that meets the standards revised pursuant to this Act.

Authorizes the Secretary of Health and Human Services to make grants to eligible nonprofit community based pregnancy help medical clinics to purchase ultrasound equipment to provide free examinations to pregnant women, under the direction and supervision of a licensed medical physician. Conditions eligibility on a clinic agreeing to provide each examined woman a visual image, the age, and a physical description of the fetus and information on abortion and alternatives.
