Detroit River International Wildlife Refuge Establishment Act - Establishes the Detroit River International Wildlife Refuge (Refuge) which shall consist of specified lands and waters in Michigan, including the Wyandotte National Wildlife Refuge. Authorizes the Secretary of the Interior to: (1) conserve, enhance, and restore the native aquatic and terrestrial community characteristics of the Detroit River; (2) use available authority for the conservation of fish and wildlife and for provision of appropriate fish and wildlife oriented recreational opportunities in the Refuge; (3) ensure that compatible hunting, fishing, wildlife observation and photography, and environmental education and interpretation are the priority public uses of the Refuge; and (4) permit such activities on Federal lands and waters within the Refuge. Allows the Secretary to designate zones where and periods when such activities will not be permitted. Authorizes the Secretary to enter into cooperative agreements with the State of Michigan, any political subdivision thereof, or any other person or entity: (1) for the management of lands within the Refuge owned by such person or entity; and (2) to promote public awareness of the Refuge's resources and encourage public participation in the conservation of those resources. Directs the Secretary to encourage the State to use existing authorities under the Transportation Equity Act for the 21st Century to provide funding for acquisition and development of trails within the Refuge.

Justice for United States Prisoners of War Act of 2001 - Requires any Federal court in which an action is brought against a Japanese national by a member of the U.S. armed forces seeking compensation for mistreatment or failure to pay wages in connection with labor performed in Japan for such national as a prisoner of war during World War II to: (1) apply the applicable statute of limitations of the State in which the action is pending; and (2) not construe a specified provision of the Treaty of Peace With Japan as a waiver by the United States of such claims. States that it is U.S. policy to ensure that any war claims settlement terms between Japan and any other country that are more beneficial than terms extended to the United States under the above Treaty are extended to the United States with respect to claims under this Act. Authorizes the Secretary of Veterans Affairs to secure information relating to chemical or biological tests conducted by Japan on members of the U.S. armed forces held as prisoners of war during World War II.

Indian Tribal Federal Recognition Administrative Procedures Act of 2001 - Establishes the Commission on Indian Recognition as an independent establishment which shall assume the authority of the Department of the Interior to recognize a petitioning Indian group's tribal status. Sets forth operating and documented petitioning procedures, including an opportunity for Indian groups denied recognition to a hearing under specified circumstances. Requires documented petitions to contain detailed, specific evidence, including: (1) statements of facts establishing that the petitioner has been identified as an American Indian entity on a substantially continuous basis since 1871, that a predominant portion of the petitioner's membership comprises a community distinct from those communities surrounding it and has existed as a community from historical times to the present, and that and the petitioner has maintained political influence or authority over its members as an autonomous entity from historical times until the time of the petition; (2) a copy of the petitioner's governing document or description of the petitioner's membership criteria and the petitioner's governing procedures; and (3) a list of the petitioner's current members, a copy of each available former list of members based on the petitioner's defined criteria, and a description of the methods used in preparing those lists. Requires the Commission to publish an annual list of recognized Indian tribes. Authorizes the Secretary of Health and Human Services to award petition assistance grants.

21st Century Higher Education Act - Amends the Higher Education Act of 196 (HEA) to revise and to extend and increase the authorization of appropriations of HEA programs, including: (1) Pell Grants; (2) Federal Trio Programs; (3) Gear Up; (4) Federal Supplemental Educational Opportunity Grants; (5) College Work-Study; and (6) Strengthening and Developing Institutions. Establishes new HEA programs, including: (1) Byrd Honors Teacher Scholarships; (2) Dual Degree Achievement; (3) Community College Opportunity; (4) College Preparation; (5) Promoting Postbaccalaureate Opportunities for Hispanic Americans; (6) Collaborative Centers of Excellence in Teacher Preparation; and (7) a demonstration program in recruiting and preparing teachers. Tribal College or University Teacher Loan Forgiveness Act - Establishes a new HEA program of specified Federal student loan repayment or cancellation for individuals who teach for up to five years in Tribal Colleges or Universities. Access to High Standards Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to establish Advanced Placement (AP) programs of assistance grants to increase the access of low-income students to AP high school courses and AP tests to earn advanced placement and credits at institutions of higher education. Dropout Prevention Act - Establishes a new ESEA assistance grant program to address school dropout problems, including a coordinated national strategy and a national school dropout prevention initiative. NTIA Digital Network Technology Program Act - Amends the National Telecommunications and Information Administration (NTIA) Organization Act to direct the Secretary of Commerce to establish within NTIA's Technology Opportunities Program a digital network technologies program to award grants, contracts, or cooperative agreements to eligible institutions to provide educational instruction in digital network technologies. Amends the Omnibus Parks and Public Lands Management Act of 1996 to authorize the Secretary of the Interior, with respect to eligible Historically Black Colleges and Universities, to make at least 15 annual grants for buildings or structures listed on, or eligible for listing on, the National Register of Historic Places, if the grantee agrees to provide funds derived from non-Federal sources in an amount equal to 25 percent of the grant.

Tribal College or University Teacher Loan Forgiveness Act - Amends the Higher Education Act of 1965 to provide for the cancellation of a specified percentage of the total amount of any Federal Perkins loan, Federal Family Education loan, or direct student loan for each year of employment (up to five) as a full-time teacher at a tribal college or university if the borrower is not in default on such loan. Prohibits a borrower from receiving, for the same service, such a benefit and a national service educational award. Provides that the amount of any loan forgiven under this Act shall not be treated as gross income for Federal tax purposes.

No Taxation Without Representation Act of 2001 - States that notwithstanding any other provision of law, the community of American citizens who are residents of the District constituting the seat of government of the United States shall have full voting representation in the Congress. Amends the Internal Revenue Code to provide a tax exemption to District of Columbia residents for years during which such residents do not have full voting representation in the Congress.

Universal Service Support Act - Amends the Communications Act of 1934 to terminate current caps and limitations on universal service support mechanisms. Prohibits the Federal Communications Commission (FCC) from enforcing or reimposing such caps or limitations for rural telephone companies or exchanges they acquire based on fund size or other considerations unrelated to the sufficiency of support to achieve desired purposes. Requires the FCC to calculate: (1) high-cost (in excess of 115 percent of the nationwide average) loop (connection) support portions; and (2) the nationwide average unseparated loop cost.

Small Community Drinking Water Funding Act - Amends the Safe Drinking Water Act to require the Administrator of the Environmental Protection Agency to establish a Small Public Water System Assistance Program, including a program for Indian tribes, to assist small water systems in complying with national primary drinking water regulations.

Equal Protection of Voting Rights Act of 2001 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to outline requirements for equal protection of voting rights in Federal elections and voting rights in State and local elections. Establishes a grant program to provide equal protection of voting rights with regard to States and localities. Creates the Commission on Voting Rights and Procedures to study and report to the President and Congress on specified issues with respect to elections for Federal, State, and local office, including alternative voting methods, ballot designs, ballot uniformity, and absentee voting, in order to develop specific recommendations of best practices in voting and election administration.

Supports the open letter released by Chinese dissidents and families of political prisoners stating that the release of China's political prisoners would improve Beijing's stature in its bid to host the 2008 Olympic Games. Expresses the view that the International Olympic Committee should not award the 2008 Olympics to Beijing unless the Government of the People's Republic of China releases all political prisoners, ratifies the International Covenant on Civil and Political Rights (ICCPR), implements the International Covenant on Economic, Social and Cultural Rights, and observes internationally recognized human rights. Calls for the creation of an international Beijing Olympic Games Human Rights Campaign in the event that Beijing receives the Olympics to focus international pressure on China to grant amnesty to all political prisoners before the Olympics commence. Requests the President, during the Asia-Pacific Economic Cooperation Leaders Summit, to call for the release of all Chinese political prisoners and Chinese ratification of the ICCPR. Recommends that the Congressional-Executive Commission on the People's Republic of China devote significant resources to monitoring any violations of the rights of political dissidents and prisoners or other increased human rights abuses in preparation for and during the 2008 Olympic Games.

Requires the Secretary of Veterans Affairs to furnish to a veteran such drugs and medicines as may be ordered on prescription of a duly licensed physician in the treatment of any illness or injury of such veteran. (Currently, other requirements must be met before such veterans will be furnished drugs and medicines on private practitioner prescriptions.)

Urges all Contracting States to the Hague Convention on the Civil Aspects of International Child Abduction to adopt a resolution recommending that: (1) the Permanent Bureau of The Hague produce and promote practice guides to assist in the implementation and operation of the Convention; and (2) such a proposal to produce practice guides be adopted by the Fourth Special Commission at The Hague in March 2001.

America's Better Classroom Act of 2001 - Amends the Internal Revenue Code to establish a limited credit for qualified public school modernization bonds (qualified school construction bonds and qualified zone academy bonds). Amends the General Education Provisions Act to provide for the application of certain labor standards to projects financed under this Act. Amends the Workforce Investment Act of 1998 to establish provisions concerning employment and training activities related to the construction or reconstruction of public school facilities.

Comprehensive Retirement Security and Pension Reform Act of 2001 - Amends the Internal Revenue Code (the Code) with respect to pensions. (All the following are amendments to the Code, except where the Employee Retirement Income Security Act of 1974, ERISA, is mentioned.) Increases: (1) annual dollar Individual Retirement Account (IRA) contribution limits; and (2) benefit and contribution limits, with indexes for inflation. Revises requirements relating to: (1) plan loans for subchapter S owners, partners, and sole proprietors; and (2) specified top-heavy rules. Provides that elective deferrals shall not be taken into account for purposes of limits on certain plan contributions. Repeals specified coordination requirements for deferred compensation plans of State and local governments and tax-exempt organizations. Revises certain deduction limits for stock bonus and profit sharing trusts and for defined contribution plans. Provides for optional treatment of elective deferrals as after-tax contributions. Allows individuals age 50 or older to make additional contributions to an applicable employer plan (section 401(k) or similar plan). Sets forth requirements relating to equitable treatment for contributions of employees to defined contribution plans. Provides for faster vesting of certain employer matching contributions under the Code and ERISA. Revises: (1) minimum distribution rules; (2) requirements relating to tax treatment of division of section 457 plan benefits upon divorce; and (3) provisions for safe harbor relief for hardship withdrawals from 401(k) plans. Permits, under certain conditions, rollovers: (1) from and to various types of plans; (2) of IRAs into workplace retirement plans; and (3) of after-tax contributions in an exempt trust. Sets forth a hardship exception to the 60-day rule. Sets forth requirements for treatment of forms of distribution available under transferor and transferee plans under the Code and ERISA. Revises restrictions on distributions, including the same desk exception. Allows trustee-to-trustee transfers to purchase permissive service credit with respect to governmental defined benefit plans. Allows employers to disregard rollovers for purposes of cash-out amounts, under retirement plan provisions of the Code. Revises minimum distribution and inclusion requirements for section 457 plans. Repeals, for plan years beginning in 2004 and following years, the current liability full funding limit under the Code and ERISA. Revises maximum contribution deduction rules, and applies them to all defined benefit plans. Allows an employer, in determining the amount of nondeductible contributions for any taxable year, to elect not to take into account any contributions to a defined benefit plan except to the extent they exceed the full-funding limitation. Establishes an excise tax for the failure of a defined benefit plan or an individual account plan (except governmental, church, and other specified plans) subject to minimum funding standards to meet specified notice requirements, under the Code and ERISA, for plan amendments which significantly reduce benefit accruals. Makes certain compensation limitations for defined benefit plans inapplicable to governmental and multiemployer plans. Prohibits combining or aggregating a multiemployer plan with any other plan maintained by the employer for the purpose of applying such limitations. Amends the Taxpayer Relief Act of 1997 to protect the investment of employee contributions to 401(k) plans by providing that specified requirements apply to elective deferrals for plan years beginning after December 31, 1998. Requires that pension benefit statements be furnished annually (once every three years for defined benefit plans) or on request. Establishes an excise tax for certain prohibited allocations of stock in an S corporation ESOP. Revises Code and ERISA requirements relating to timing of plan valuations. Allows applicable dividends of ESOPs to be reinvested without loss of dividend deduction. Repeals a transition rule relating to certain highly compensated employees under the Tax Reform Act of 1986. Directs the Secretary to modify specified regulations with respect to certain plan participation by employees of tax-exempt entities. Treats the provision of certain retirement planning services by an employer for an employee as a de minimis fringe benefit to the extent it is not treated as a working condition fringe. Directs the Secretary of the Treasury to provide simplified annual filing requirements for retirement plans with assets below a specified amount, if they cover: (1) one participant (an owner and spouse); or (2) fewer than 25 employees. Directs the Secretary to continue to update and improve the Employee Plans Compliance Resolution System, or any successor program. Repeals a multiple use test. Allows certain alternative ways of satisfying nondiscrimination, coverage, and line of business rules. Exempts plans maintained by any governmental entity from certain nondiscrimination rules. Directs the Secretary to modify specified regulations relating to the notice and consent period regarding distributions. Revises ERISA provisions relating to: (1) annual report dissemination; (2) the National Summit on Retirement Savings; (3) missing participants; (4) Pension Benefit Guaranty Corporation (PBGC) reduction of premiums for new plans of small employers and of additional premiums for new and small plans; (5) PBGC authority to pay interest on premium overpayment refunds; (6) substantial owner benefits in terminated plans; (7) civil penalties for breach of fiduciary responsibility; and (8) benefit suspension notices. Prescribes time requirements for plan amendments or annuity contract amendments.

Condemns the violence that has occurred in East Timor and in the refugee camps of West Timor since January 1, 1999. Denounces the leaders of the militias and paramilitary groups who are responsible for the attacks and their accomplices in Indonesia. Expresses support for efforts in Indonesia toward domestic prosecutions of those responsible. Urges the President and the Secretary of State to: (1) endorse and support the establishment of an international criminal tribunal to prosecute individuals responsible for crimes against humanity in East Timor and crimes against United Nations (UN) personnel deployed in East Timor and in the refugee camps of West Timor; (2) direct the pertinent executive agencies to begin collecting and organizing information, and to provide appropriate resources, to assist in preparation of indictments and prosecution of such crimes before such a tribunal; and (3) work with the international community for the adoption of a UN Security Council resolution establishing an international criminal court for East Timor.

Heather French Henry Homeless Veterans Assistance Act - Encourages all Federal, State, and local departments and agencies and other entities and individuals to work toward the national goal of ending homelessness among veterans within a decade. Establishes within the Department of Veterans Affairs the Advisory Committee on Homeless Veterans. Directs the Secretary of Veterans Affairs to: (1) support the continuation within the Department of at least one center to monitor the structure, process, and outcome of Department programs addressing homeless veterans; and (2) assign veterans receiving specified services provided in, or sponsored or coordinated by, the Department as being within the "complex care" category. Directs the Secretary to: (1) make grants to Department health care facilities and to grant and per diem providers for the development of programs targeted at meeting certain special needs of homeless veterans; (2) require certain officials to initiate a plan for joint outreach to veterans at risk of homelessness; (3) carry out two treatment trials in integrated mental health services delivery; (4) ensure that each Department primary care facility has a mental health treatment capacity; (5) carry out a program of transitional assistance grants to eligible homeless veterans; and (6) make technical assistance grants to aid nonprofit community-based groups in applying for homeless program grants. Extends through FY 2006 the homeless veterans reintegration program.

Samuel B. Moody Bataan Death March Compensation Act - Directs the Secretary of the military department concerned to pay certain compensation to individuals (or their survivors) who, as members of the armed forces during World War II: (1) were captured on the peninsula of Bataan or the island of Corregidor in the Philippines by Japanese forces; and (2) participated in and survived the Bataan Death March. Allows a survivor payment to be made only to an unremarried former spouse of such individual.

Reservists Tax Relief Act of 2001 - Amends the Internal Revenue Code to allow the deduction, as a trade or business expense, of certain expenses of members of a reserve component of the U.S. armed forces incurred in connection with such service.

Innocence Protection Act of 2001 - Amends the Federal judicial code to authorize a person convicted of a Federal crime to apply to the appropriate Federal court for DNA testing to support a claim that the person did not commit: (1) the Federal crime of which the person was convicted; or (2) any other offense that a sentencing authority may have relied upon when it sentenced the person with respect to such crime. Sets forth: (1) guidelines for the court to use in ordering DNA testing; (2) post-testing procedures; (3) provisions regarding preservation of evidence; (4) criminal penalties for destroying or altering DNA evidence; and (5) provisions regarding post-conviction DNA testing in State criminal justice systems. Prohibits a State from denying an application for DNA testing made by a prisoner in State custody who is under sentence of death if specified conditions apply. Provides grants to prosecutors for DNA testing programs. Establishes the National Commission on Capital Representation. Withholds funds from States not complying with standards for capital representation. Provides for capital defense incentive grants and resource grants. Increases compensation in Federal cases, and sets forth provisions regarding compensation in State cases, where an individual is unjustly sentenced to death. Adds a certification requirement in Federal death penalty prosecutions. Expresses the sense of Congress regarding the execution of juvenile offenders and the mentally retarded.

Clean Diamonds Act - Prohibits the import of diamonds into the United States unless the exporting country is implementing a system of controls on the export or import of rough diamonds that meets specified requirements, consistent with United Nations General Assembly Resolution 55/56 adopted on December 1, 2000, or a future international agreement which implements such controls and to which the United States is a signatory. Sets forth both civil and criminal penalties for violations of the requirements of this Act. Prohibits the Overseas Private Investment Corporation and the Export-Import Bank from engaging in certain transactions in connection with projects or exports to countries violating the requirements of this Act. Expresses the sense of Congress that the President should take steps to negotiate an international agreement to eliminate the trade in diamonds used to support conflict in the country or regions in which such diamonds are mined. Provides a waiver for the requirements of this Act.

Antitrust Technical Corrections Act of 2001 - Repeals: (1) the Act of March 3, 1913, requiring proceedings for the taking of depositions for use in suits in equity brought by the United States under the Sherman Act to be open to the public; and (2) provisions of the Panama Canal Act which bar use of the Panama Canal to violators of antitrust laws. Amends the Sherman Act to apply the prohibitions against monopolizing trade or commerce among the States or with foreign nations to monopolizing trade or foreign commerce in or among any U.S. Territories and the District of Columbia. Amends the Wilson Tariff Act to repeal provisions that authorized any person injured in his business or property by reason of anything prohibited by such Act to sue therefor in U.S. circuit court and to recover treble damages and the costs of suit.

Military Home School Children Equal Access Act of 2001 - Amends the Defense Dependents' Education Act of 1978 to allow home school students who are eligible for enrollment in a school of the overseas defense dependents' education system to use or receive auxiliary services of such schools without enrolling or registering for a minimum number of courses.

Long-Term Care and Retirement Security Act of 2001 - Amends the Internal Revenue Code to allow: (1) a deduction (based on years of continuous coverage) for eligible long-term care insurance premiums for a taxpayer, spouse, and dependents, including accelerated deduction percentages for persons who are 55 years old; and (2) long-term care insurance to be offered under cafeteria plans and flexible spending arrangements. Allows an income-adjusted (limited) credit for eligible individuals with long-term care needs. Sets forth specified requirements for qualifying long-term care insurance contracts.

Paycheck Fairness Act - Amends the portion of the Fair Labor Standards Act of 1938 (FLSA) known as the Equal Pay Act to revise remedies for and enforcement of prohibitions against sex discrimination in the payment of wages to: (1) add nonretaliation requirements; (2) increase penalties; and (3) authorize the Secretary of Labor to seek additional compensatory or punitive damages. Requires the Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs to train EEOC employees and affected individuals and entities on matters involving wage discrimination. Directs the Secretary to provide for certain studies, information, a national summit, guidelines, awards, and assistance for employer evaluations of job categories based on objective criteria. Establishes the Alexis Herman National Award for Pay Equity in the Workplace. Amends the Civil Rights Act of 1964 to require the EEOC to collect certain pay information.

Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to require the Director of the Federal Emergency Management Agency, jointly with the Nuclear Regulatory Commission and other appropriate Federal agencies, to develop, transmit to Congress, and implement a plan for stockpiling potassium iodide tablets in areas within a 50-mile radius of a nuclear power plant which includes a strategy for the storage and delivery of such tablets to persons who may be affected by a disaster at such a plant.

Equity in Access to Education for Veterans Act of 2001 - Amends the Higher Education Act of 1965 (HEA) to provide, in making determinations for student financial assistance under HEA, that the amount of a student's veterans' educational benefits to be taken into consideration shall be reduced by the amount contributed from that individual's basic pay for such benefit eligibility.

Calls upon local, national and global leaders, including the President, to commit to putting an end to the worldwide tuberculosis epidemic.

Conservation and Reinvestment Act - Establishes the Conservation and Reinvestment Act Fund (CRAF). Requires the Secretary of the Treasury to deposit into the CRAF certain Outer Continental Shelf revenues, undisbursed impact assistance and coastal conservation amounts, and interest earned on CRAF investments. Allocates CRAF funds among coastal States for impact assistance and coastal conservation, the Land and Water Conservation Fund, and Federal aid to a certain wildlife restoration fund. Provides for CRAF funding of the Urban Park and Recreation Recovery Act of 1978, the National Historic Preservation Act, the National Maritime Heritage Act of 1994, Endangered and Threatened Species Recovery Agreements, and a specified program for payments in lieu of taxes and refuge revenue sharing. Expresses the intent of Congress that amounts made available under this Act are to supplement, and not to detract from, annual appropriations for the National Park Service. Prohibits the expenditure of funds under this Act if such an expenditure diminishes benefit obligations of the Federal Old-Age and Survivors Insurance Trust Fund, the Federal Disability Insurance Trust Fund, the Hospital Insurance Trust Fund, or the Supplementary Medical Insurance Trust Fund.

Energy Time Adjustment Authorization Act - States that if the legislature of any of the States of California, Nevada, Oregon, or Washington finds that adjusting the standard time is necessary to help alleviate the energy crisis, then it may make any adjustments to the standard time, on a statewide basis, as it considers necessary, through December 31, 2003. Authorizes the legislature of any such State to make the same adjustment made by any such designated sister State without first making the requisite statutory finding.

Establishes the U.S. Office for Native Hawaiian Affairs (Office) within the Office of the Secretary of the Interior. Requires the Attorney General to designate a Department of Justice official to assist the Office in the implementation and protection of the rights of Native Hawaiians and their political, legal, and trust relationship with the United States. Establishes the Native Hawaiian Interagency Task Force to: (1) coordinate Federal policies or actions that may significantly or uniquely affect Native Hawaiian resources, rights, or lands; (2) assure that each Federal agency develops a policy on consultation with Native Hawaiians; and (3) assure the participation of such agencies in the development of an annual report on the Task Force. Establishes a process for development of a membership roll for organizing a Native Hawaiian Interim Governing Council and for election of a Native Hawaiian government. Recognizes the right of the Native Hawaiian people to adopt organic governing documents. Extends Federal recognition to the government as the representative governing body of the Native Hawaiian people upon election of officers and certification by the Secretary. Permits the United States, upon Federal recognition of the Native Hawaiian government, to enter into an agreement with the State of Hawaii and such government regarding the transfer of lands, resources, and assets dedicated to Native Hawaiian use.

Fair Minimum Wage Act of 2001 - Amends the Fair Labor Standards Act of 1938 to increase the Federal minimum wage to: (1) $5.75 an hour beginning 30 days after enactment of this Act; (2) $6.25 an hour during the year beginning on January 1, 2002; and (3) $6.65 an hour beginning January 1, 2003. Makes Federal minimum wage requirements applicable to the Commonwealth of the Northern Mariana Islands. Sets forth a transition period during which a specified minimum wage there shall be gradually increased to equal the Federal minimum wage.

Persian Gulf War Illness Compensation Act of 2001 - Amends a veterans' benefits program of compensation for disabilities occurring in veterans of the Persian Gulf War to: (1) require such disabilities, to be compensable, to occur before December 31, 2011, or such later date as prescribed by the Secretary of Veterans Affairs; (2) define an "undiagnosed illness" in such veterans as one manifested by specified symptoms or signs the cause, etiology, or origin of which cannot be specifically and definitely identified; and (3) include an undiagnosed illness having such a symptom or sign within the presumption of being service-connected and therefore treatable as a service-connected disability.

East Timor Transition to Independence Act of 2001 - Expresses the sense of Congress that the United States should facilitate East Timor's transition to independence, support democracy and economic recovery there, and strengthen its security. Sets forth requirements with respect to the provision to East Timor of bilateral assistance, multilateral assistance, Peace Corps assistance, certain trade and investment assistance, scholarships for East Timorese students, and security assistance. Directs the Broadcasting Board of Governors to further the communication of information and ideas through increased use of audio broadcasting to East Timor.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to modify the formula for determining the amount of reduced monthly OASDI benefits payable to a spouse, surviving spouse, or parent receiving monthly payments from a Federal or State pension plan. Declares that such benefit reductions shall be equal to the lesser of: (1) the amount by which the total amount of the combined monthly benefit (before reduction) and monthly pension exceeds $1,200, adjusted for inflation; or (2) an amount equal to two-thirds of the amount of any such monthly pension plan payment.

Wartime Parity and Justice Act of 2001 - Allows certain individuals of Japanese ancestry who were brought forcibly to the United States from countries in Latin America and interned in the United States during World War II to be provided restitution under the Civil Liberties Act of 1988. Urges the President to transmit a letter of apology to each such individual. Makes the Attorney General responsible for identifying and locating individuals eligible for restitution. Authorizes judicial review of a denial of compensation. Permits an individual covered by this Act who has accepted payment on a related claim before this Act's enactment to receive an appropriately reduced payment. Directs: (1) individuals covered by this Act to not be considered to have been present in the United States unlawfully during the evacuation, relocation, or internment period; (2) each U.S. agency to correct any records indicating otherwise; (3) agencies to disclose all information relating to the removal and internment of such individuals; and (4) the President to share such information with other countries and encourage those countries to make that information available. Reestablishes in the Treasury the Civil Liberties Public Education Fund and establishes a board of directors for the Fund.

Clean Water Infrastructure Financing Act of 2001 - Amends the Federal Water Pollution Control Act to remove certain requirements for States with respect to construction of treatment works under capitalization grant agreements. Directs the Administrator of the Environmental Protection Agency to assist States in establishing simplified procedures for small water systems to obtain assistance under the Act. Requires revolving funds to be used only for providing assistance for activities which have as a principal benefit the improvement or protection of water quality of navigable waters. Provides for an extended repayment period and additional subsidization with respect to loans made to financially distressed communities from revolving funds. Reauthorizes appropriations for FY 2002 through 2006 for the revolving fund program.

Urges: (1) the President to formulate a reorganization plan to minimize or eliminate coordination and communication problems among the executive agencies that deal with issues related to domestic terrorism; (2) Congress to establish a panel to examine the adequacy of its committee structure to deal with issues related to domestic terrorism and to consider the creation of more effective structures; and (3) the President and Congress to work together to reach a mutual conclusion regarding the most effective reorganizations to address the threat of domestic terrorism.
