Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) entitle qualified World War II Filipino veterans who are either U.S. citizens or permanent residents to benefits under part A (Hospital Insurance) of SSA title XVIII (Medicare); and (2) make them eligible to enroll under Medicare part B (Supplementary Medical Insurance), subject to its deductible, premium, and coinsurance provisions.

Breast Cancer Patient Protection Act of 2001 - Amends the Public Health Service Act to prohibit group health plans and health insurance issuers offering group health insurance coverage, with regard to hospital stays in connection with breast cancer treatment, from: (1) covering less than 48 hours after mastectomies or less than 24 hours after lymph node dissections; or (2) requiring plan or issuer authorization for prescribing any length of stay. Prohibits: (1) denying eligibility, enrollment, or renewal to avoid these requirements; (2) providing payments or rebates to women; or (3) penalizing or providing incentives to providers. Applies the same requirements to issuers in the individual market.

Congratulates Ariel Sharon on his election as Israeli Prime Minister. Urges: (1) Palestinian Liberation Organization Chairman Yasser Arafat to use his influence and resources to see that violence in the Middle East is brought to an end; and (2) countries that neighbor Israel and the international community to respect the freely expressed will of the Israeli people and to be prepared to engage in constructive relations with the new Israeli Government. Restates the U.S. commitment to a secure peace for Israel.

Vietnam Veterans Memorial Education Act - Authorizes the Vietnam Veterans Memorial Fund, Inc., to construct a temporary education center for educating people about the Memorial. Requires the center to remain for ten years, after which Congress may reevaluate the continuing need for the center. Sets forth conditions for the use of excess coin funds under the United States Veterans Commemorative Coin Act of 1993 in the construction of such center, including that the Fund provide detailed information with respect to the use of such funds.

Fairness for National Guard Technicians Act - Requires National Guard military technicians (dual status) who are eligible, at the time dual status is lost, to an unreduced retirement annuity and are age 60 or older to be separated no later than 30 days after such status is lost. Requires such technicians who are not eligible to an unreduced annuity or who are not under age 60 at such time to be offered the opportunity to either reapply for a dual status position or apply for a civil service position that is not a technician position. States that a technician shall be considered to lose dual status upon: (1) being separated from the Selected Reserve; or (2) ceasing to hold the military grade specified for the technician position held.

Directs the Secretary of State to: (1) initiate a U.S. plan to endorse and obtain observer status for Taiwan at the annual week-long summit of the World Health Assembly (of the World Health Organization) in May 2001 in Geneva, Switzerland; and (2) instruct the U.S. delegation to Geneva to implement such plan.

Directs the Secretary of Defense to provide transportation on Department of Defense aircraft, on a space-available basis, for veterans with service-connected disabilities rated at 50 percent or more, and for their dependents, on the same basis that such transportation is provided to former military personnel entitled to retired or retainer pay.

Northern Rockies Ecosystem Protection Act of 2001 - Designates the following lands in Idaho, Montana, Oregon, Washington, and Wyoming as wilderness and components of the National Wilderness Preservation System (System): (1) Greater Glacier/Northern Continental Divide ecosystem; (2) Greater Yellowstone ecosystem; (3) Greater Salmon/Selway ecosystem; (4) Greater Cabinet/Yaak/Selkirk ecosystem; (5) Islands in the Sky Wilderness; and (6) Blackfeet Wilderness. Designates: (1) specified wild land areas as Biological Connecting Corridors to protect the life flow of the Northern Rockies Bioregion; (2) the inventoried roadless areas identified as part of the Corridors as components of the System; and (3) certain biological connecting corridors as special corridor management areas. Establishes the Hells Canyon/Chief Joseph National Park and Preserve as a National Park System unit. Repeals Federal law provisions that establish the Hells Canyon National Recreation Area. Requires the Secretary of the Interior to: (1) implement a program of ecosystem restoration in the Preserve; and (2) study the feasibility of creating a Flathead National Park and Preserve in the area generally known as the Glacier View Ranger District of the Flathead National Forest. Amends the Wild and Scenic Rivers Act to designate segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System. Establishes the National Wildland Restoration and Recovery System and the National Wildland Recovery Corps. Requires the Secretaries of the Interior and Agriculture to assure nonexclusive access to the specified areas and corridors designated by this Act by Native Americans for traditional cultural and religious purposes.

Amends the Trade Act of 1974 to require certification of a group of workers (including agricultural firm or subdivision workers) as eligible to apply for trade adjustment assistance under such Act if the Secretary of Labor determines that a significant number or proportion of them in the workers' firm (or subdivision) have become totally or partially separated (or threatened with total or partial separation), and either that: (1) the firm's (or subdivision's) sales or production, or both, have decreased absolutely, imports from the People's Republic of China of like or directly competitive articles have increased by reason of the extension of normal trade relations treatment, and such increase in imports contributed importantly to such workers' separation (or threat thereof) and to the decline in the firm's (or subdivision's) sales or production; or (2) there has been a shift in production by the workers' firm (or subdivision) to the People's Republic of China of articles like or directly competitive with the firm's (or subdivision's) articles by reason of such extension of normal trade relations treatment.

Reserve Employer Tax Credit Act of 2001 - Amends the Internal Revenue Code to provide: (1) employers a business tax credit for a portion of compensation that was not paid with respect to members of the military reserves who were absent from work on qualified reserve duty; (2) a comparable credit for participating self-employed individuals; and (3) for the deduction of certain expenses paid or incurred by members of a Reserve component of the armed forces.

Montgomery GI Bill Improvements Act of 2001 - Amends Federal basic educational assistance provisions (the Montgomery GI Bill) to authorize enhanced educational assistance to a member of the armed forces who, after September 30, 2001: (1) first enters on active duty; (2) reenlists or continues to serve on active duty; (3) serves a continuous period of active duty of four years; or (4) serves and is discharged or released for a service-connected disability, at the convenience of the Government (after serving at least 42 months of such duty), or due to a reduction in force. Limits to 36 months the period for such enhanced assistance. Requires the payment of educational expenses under such program. Provides: (1) a monthly stipend for approved programs of education; and (2) tutorial assistance. Increases the monthly rates of basic educational assistance. Repeals, with respect to such assistance: (1) a required monthly reduction in pay for individuals who do not elect to participate in such assistance program; (2) a provision authorizing individuals to elect not to receive such assistance; (3) the requirement that participants complete the requirements of a high school diploma or equivalency certificate prior to the end of their initial obligated period of service in order to be eligible to receive such assistance; and (4) provisions limiting an individual's opportunity to withdraw an election not to enroll in such assistance program. Authorizes an individual entitled to basic educational assistance to receive an accelerated payment of such allowance, beginning on March 1, 2002, under certain conditions. Authorizes the use of basic educational assistance for training for technological occupations offered by entities other than educational institutions.

Surviving Spouses and Dependents Outreach Enhancement and Veterans Casework Improvement Act - Encourages all elements within the Department of Veterans Affairs and public and private sector entities (including veterans service and veterans widows organizations) to work cooperatively to fully inform veterans' surviving spouses and dependents regarding their eligibility for veterans' benefits and health care services. Requires the Secretary of Veterans Affairs to assign appropriate Department employees to conduct outreach programs and provide outreach services for eligible spouses and dependents.

Ovarian Cancer Research and Information Amendments of 2001 - Amends the Public Health Service Act to authorize appropriations for ovarian cancer research. Specifies material to be included in ovarian cancer information and education programs. Requires the National Cancer Advisory Board to include at least one member who is at high risk for developing ovarian cancer.

Uniformed Services Tax Equity Act - Amends the Internal Revenue Code to declare that a member of the uniformed services shall be treated as using a principal residence while away from home on qualified official extended duty (in excess of 90 days or for an indefinite period) in determining the exclusion of gain from the sale of such residence, but only if the taxpayer owned and used the property as a principal residence for any period before such extended duty.

Retired Pay Restoration Act of 2001 - Permits retired members of the armed forces with service-connected disabilities to be paid both military retired pay and veterans' disability compensation. Repeals a special compensation program for certain severely disabled military retirees.

Provides coverage under the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS) for an unremarried former spouse of a member or former member of the armed forces who performed at least 20 years of retirement-creditable service and who was married to the former spouse for at least 17 years during the period of such creditable service. Provides eligibility for the use of commissary stores for such former spouses.

Credit Card Consumer Protection Act of 2001 - Amends Truth in Lending Act provisions governing open-end consumer credit card plan disclosures to mandate: (1) a 30-day posting deadline for the mailing of credit card account statements; (2) prominent type face disclosure of the date by which a late fee will be charged to the account; and (3) recordkeeping by the credit card issuer of the pertinent dates for the mailing of bills and receipt of bill payments.

Expresses sympathy to the citizens of India for the losses suffered as a result of the January 26, 2001, earthquake. Expresses support for the people of India, for continuing and substantially increasing the amount of disaster assistance being provided by the United States Agency for International Development and other relief agencies, for providing future economic assistance, and for the economic assistance efforts of the World Bank, the Asian Development Bank, and the international community. Urges the President to use U.S. influence to expedite such efforts. Encourages assistance from other nations.

Condemns the assassination of Congolese President Laurent Kabila. Urges each party to the Lusaka Peace Accord to: (1) observe a cease-fire; (2) refrain from exploiting such assassination; (3) cooperate in the economic reconstruction of Congo; and (4) abide by the Accord and solidify a transitional process that will lead to peace and democracy for the Congolese. Calls on: (1) the United Nations to continue the cooperative process of applying diplomatic pressures for democratic change in Congo; (2) all governments involved in the Congolese conflict to act in the interest of all the people of Africa; (3) the President and the international community to monitor violence in Congo, to condemn brutality against law abiding citizens, and to work with the Government of Congo and devise strategies for resolution of that nation's internal conflicts; and (4) the President to encourage the United Nations Security Council to consider all options to stabilize the situation in Congo.

Keep Our Promise to America's Military Retirees Act - Amends Federal employee provisions to include the following as an employee, for purposes of authorized enrollment under the Federal Employees Health Benefits (FEHB) Program: (1) a member of the armed forces who began service before June 7, 1956, and retired after a minimum of 20 years of such service or by reason of a service-connected disability; and (2) the surviving widow or widower of such member. Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide FEHB coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member.

Includes within the definition of a "radiation-risk activity" for purposes of eligibility criteria for veterans' disability compensation the exposure to ionizing radiation due to residual contamination resulting from participation in a nuclear detonation, without regard to whether any particular level of radiation exposure was measured for that individual.

College Student Credit Card Protection Act - Amends the Truth in Lending Act to limit by a specified formula the total credit extended under a credit card account to a full time, traditional-aged college student (unless the student's parent or guardian assumes joint liability). Prohibits increasing the credit limit on an account for which a parent or guardian has assumed joint liability without the parent's or guardian's approval of such increase. Prohibits a creditor from opening a credit card account for any such college student who: (1) has no annual gross income; and (2) already has a credit card account under an open end consumer credit plan.

Mental Health and Substance Abuse Parity Amendments of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Internal Revenue Code, and the Public Health Service Act to prohibit group and individual health plans from imposing treatment limitations or financial requirements on the coverage of mental health benefits, or substance abuse and chemical dependency benefits, if similar limitations or requirements are not imposed on medical and surgical benefits. Amends the Health Insurance Portability and Accountability Act of 1986 to provide for coordination in implementation of such amendments.

Anti-Gunrunning Act of 2001 - Amends the Brady Handgun Violence Prevention Act to prohibit any licensed firearms importer, manufacturer, or dealer from selling, delivering, or transferring: (1) two or more handguns to any single person (other than a licensed importer, manufacturer, or dealer) during any 30-day period; or (2) a handgun knowing or having reasonable cause to believe that the transferee has already received one or more handguns within the previous 30 days. Prohibits an unlicensed individual from receiving more than one handgun within any 30-day period. Specifies exceptions. Provides for imprisonment for up to five years (currently, one year) of a licensed dealer, importer, manufacturer, or collector knowingly making any false statement in connection with required firearms records. Extends the deadline for the destruction of records relating to handgun transfers subject to the waiting period from 20 business days to 35 calendar days after the date the transferee made the statement on the basis of which notice of the transaction was provided to the chief law enforcement officer of the transferee's place of residence. Requires the national instant criminal background check system, if receipt of a firearm would not violate Federal or State law, to destroy records relating to the person or the transfer within 35 calendar days after the system provides the licensee with the identification number unique to the transfer.

Women's Health Environmental Research Centers Act of 2000 - Amends the Public Health Service Act to require the National Institute of Environmental Health Sciences to make grants for the development and operation of not more than six centers to conduct multidisciplinary research on environmental factors that may be related to the development of women's health conditions. Requires each center to conduct basic and clinical research, develop training protocols, conduct training, develop model continuing education programs, and disseminate information to professionals and the public, with priority to prevention activities. Allows a center to use grant funds for stipends for health and allied health professionals in that training. Requires each center to: (1) collaborate with community organizations; and (2) use the facilities of a single institution or be formed from a consortium of institutions. Limits support to five years but allows extensions if recommended by a technical and scientific peer review group appointed by the Institute's director. Authorizes appropriations.

Uniform Poll Closing Act of 2000 (sic) - Amends Federal presidential elections and vacancies law to: (1) establish 9 p.m., Eastern Standard Time, as the single poll closing time for presidential general elections; (2) allow the States of Alaska and Hawaii to open polling places for such an election during the day preceding election day; and (3) provide for extended daylight saving time in the Pacific time zone in presidential election years.

Expresses the sense of Congress that: (1) the Government of Yemen should give U.S. investigators complete access to investigate and question all suspects in the October 12, 2000, terrorist attack on the U.S.S. COLE, including access to any Yemeni Government officials suspected of having played a role in that attack; and (2) the President and senior Administration officials leading the U.S. investigation of that attack should guarantee that Federal Bureau of Investigation investigators have access to the information and people they need to bring to justice everyone involved in the attack.

Military Decoration Preservation Act - Requires that, if any unclaimed military decoration is escheated to a State, the person having custody shall deliver the decoration to the Secretary of the military department concerned, instead of to an official of such State. Requires such Secretary to maintain such custody, and authorizes such Secretary to provide for the display of such decoration in any museum or exhibition, including State and military museums. Authorizes the Secretary of Defense to provide an exemption in the case of a State which has in effect: (1) a requirement that an appropriate State official maintain beneficial ownership of such property; and (2) a prohibition on the sale of such decoration. Allows persons claiming an interest in such a decoration to file a claim with the Secretary concerned. Excludes such decorations from estates for purposes of the bankruptcy laws.

Veterans Commemoration Act of 2000 - Directs the Secretary of the Treasury to mint and issue a maximum of 500,000 $1 coins to commemorate the service of veterans of the United States armed forces. Mandates that the proceeds from sale surcharges be paid promptly to the Disabled American Veterans to fund the transportation of veterans to and from hospitals administered by the Secretary of Veterans Affairs.

United States Training on and Recognition of Man's Inhumanity to Man or Twentieth Century Atrocities Resolution - Calls upon the President to provide for the appropriate training of Foreign Service officers and other executive branch personnel who respond to issues related to man's inhumanity to man, with such training to include an emphasis on the primacy of democratic values and internationally recognized human rights and the means available to the United States to promote and enforce those values and rights.

Condemns the violent deaths of Father John Kaiser and others who worked to promote human rights and justice in Kenya. Calls for: (1) an independent investigation of such deaths, in addition to the initiatives of the Government of Kenya; (2) the Secretary of State, acting through the Assistant Secretary of State for Democracy, Human Rights, and Labor, to report to Congress on the progress of such investigation and initiatives; (3) the findings of such investigation to be made public; and (4) the President to support such investigation through all diplomatic means.

Peace Through Negotiations Act of 2000 - Declares it to be U.S. policy to oppose the unilateral declaration of a Palestinian state, to withhold diplomatic recognition of any Palestinian state that is unilaterally declared, and to encourage other countries and international organizations to withhold diplomatic recognition of any Palestinian state that is unilaterally declared. Sets forth certain measures that shall be applied in the event that a Palestinian state is unilaterally declared, including: (1) the enforcement of section 1003 of the Foreign Relations Authorization Act, Fiscal Years 1988 and 1989 (Public Law 100-204) calling for certain prohibitions regarding the Palestine Liberation Organization (PLO) such as prohibiting the establishment of a PLO office in the United States; (2) the bar of U.S. assistance to the government of any unilaterally declared Palestinian state, the Palestinian Authority (or to any successor entity), and any programs or projects in the West Bank or Gaza (except humanitarian assistance); (3) the withholding of a specified percentage of the U.S. contribution to any international organization that recognizes a unilaterally declared Palestinian state; and (4) U.S. opposition to such state's membership in any international financial institution or the extension by such institution of any loan or other financial assistance to it.

East Timor Transition to Independence Act of 2000 - Expresses the sense of Congress that the United States should support democracy and economic recovery in East Timor, strengthen its security, and promote its ability to play a positive role in the Asia-Pacific region and in international organizations. Sets forth requirements with respect to the provision to East Timor of bilateral assistance, multilateral assistance, Peace Corps assistance, certain trade and investment assistance, scholarships for East Timorese students, and security assistance.

Calls on the Russian Federation to immediately release Edmond Pope and to ensure that proper and qualified medical attention is provided to him. Expresses the sense of Congress that if Pope is not released immediately, the President should continue efforts to secure his release, including consideration of: (1) terminating all assistance to the Government of the Russian Federation under the Foreign Assistance Act of 1961 and the annual Foreign Operations, Export Financing, and Related Programs Appropriations Act for purposes of preparing the Russian Federation's entrance or accession to the World Trade Organization; and (2) opposing any further debt relief of obligations owed to the U.S. Government from the Government of the Russian Federation. Urges the President to increase efforts to secure appropriate medical attention for Pope.

Recognizes and honors the United Nations High Commissioner for Refugees (UNHCR) on the occasion of its 50th anniversary. Expresses support for the continued efforts of UNHCR, international protection for the victims of persecution and human rights abuse, and durable solutions for refugees. Calls on the international community to work together with UNHCR in efforts to: (1) ensure that host countries uphold humanitarian and human rights principles for refugees; (2) lessen the impact of refugees on host countries; and (3) promote the safe voluntary repatriation, local integration, or resettlement of refugees.

Expresses condolences to the families and co-workers of Carlos Caceres of Puerto Rico, Samson Aregahegn of Ethiopia, and Pero Simundza of Croatia, the United Nations High Commissioner for Refugees (UNHCR) staff members killed in the militia attack on UNHCR offices in West Timor. Calls upon the U.S. Government and the Government of Indonesia to ensure thorough and transparent investigations of these murders and to bring the perpetrators to justice. Expresses the belief that the United States should suspend all military relations and cooperation with the armed forces of Indonesia, including a cutoff of all security assistance and joint training programs, until: (1) certain conditions in the Foreign Operations Appropriations Act, Fiscal Year 2000 are fulfilled; (2) the disarming and disbanding of all militias in East Timor and West Timor is accomplished; and (3) civilian rule and the rule of law have been established in Indonesia. Calls upon the U.S. Government to: (1) persist in urging the Indonesian Government to disarm and disband all militias in West Timor, arrest known militia leaders, and extradite to East Timor those who committed crimes in that country; and (2) continue economic and development assistance and other similar support for the people of East Timor and of Indonesia.
