Lumbee Recognition Act - Extends federal recognition to the Lumbee Tribe of North Carolina, which makes its members eligible for the services and benefits provided to Indians because of their status as members of a federally recognized tribe. Deems members of the Tribe residing in Robeson, Cumberland, Hoke, and Scotland Counties in North Carolina to be within the delivery area for such services. Authorizes the Secretary of the Interior to take land into trust for the Tribe. Prohibits the Tribe from conducting gaming activities. Requires North Carolina to exercise jurisdiction over all criminal offenses committed, and all civil actions that arise, on North Carolina lands owned by, or held in trust for, the Lumbee Tribe or any dependent Indian community of the Tribe.

Requests the President to inform Congress and the Secretary General of the United Nations regarding U.S. efforts and measures taken with respect to implementation and observance of Article VI of the Treaty on the Nonproliferation of Nuclear Weapons (NPT) and certain U.N. resolutions calling for U.S. and world nuclear disarmament. Calls on the President to implement and observe all NPT obligations and commitments and to revise national policies on nuclear weapons accordingly. Urges the President, in the interests of protecting and advancing human, national, and global security, to: (1) declare that the United States will not use nuclear weapons first, and that pending their elimination, such weapons serve only to deter a nuclear attack by a hostile state or other entity; (2) initiate and conclude multilateral negotiations on verifiable steps nuclear states shall take to reduce and eventually eliminate nuclear weapons; (3) cooperate with the Russian Federation to remove from deployment nuclear weapons that are operational; (4) reaffirm the moratorium on nuclear testing and work for ratification of the Comprehensive Test Ban Treaty; (5) terminate all efforts to enhance U.S. military capabilities of the U.S. nuclear arsenal and to develop ballistic missile defenses; and (6) support initiatives to ban weapons in outer space.

Condemns North Korea for its unprovoked November 2010 military attack against South Korea in violation of the Korean War Armistice Agreement and for causing civilian casualties. Expresses condolences to the South Korean victims and their families. Calls for North Korea to renounce further acts of aggression. Reaffirms the commitment of the House of Representatives to the alliance between the United States and the Republic of Korea, the security of South Korea, and stability on the Korean Peninsula. Encourages cooperation between the United States and U.S. allies and other countries in the region in the interests of enhancing peace in the Asia-Pacific region. Calls upon China to restrain North Korea from further acts of belligerence and to work with the international community to promote regional stability. Calls upon North Korea to cease all uranium enrichment activities and take concrete steps to dismantle, under international verification, all sensitive nuclear facilities.

Amends the Federal Election Campaign Act of 1971 to apply it specifically to American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, or the United States Virgin Islands. Applies to such jurisdictions specified criminal penalties relating to the intimidation of voters, interference by government employees, and voting by aliens.

Fit for LIFE Act of 2010 or the Fit for Local Investments in the Future of Every Child Act of 2010 - Requires the Secretary of Agriculture (USDA) to expand the offering of fruits and vegetables in communities through convenience stores, virtual farmers markets, community gardens, and supermarkets. Amends the Richard B. Russell National School Lunch Act to expand reimbursements for programs providing care to at-risk school children, provide free fresh fruits and vegetables in secondary schools and child care centers, and initiate and maintain summer food service programs for children. Amends the Child Nutrition Act to require the Secretary of Agriculture to establish a program to expand free breakfast programs in schools with a higher number of low-income children. Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to establish programs to reduce and prevent obesity in children. Expands coverage of obesity treatment and prevention programs and services in federal programs. Establishes the National Commission on Child Obesity. Sets forth grant programs to increase physical activities in low-income communities and prevent childhood obesity.

Denounces the actions of the State Peace and Development Council (SPDC) that seek to legitimize military rule in Burma through a flawed election process. Demands the release of Aung San Suu Kyi, detained Buddhist monks, and all other political prisoners and prisoners of conscience. Calls on the Administration to: (1) not recognize the military regime's elections as legitimate; and (2) implement the Tom Lantos Block Burmese JADE Act of 2008 by nominating the Special Representative and Policy Coordinator on Burma and by imposing the required financial sanctions. Calls on the Burmese junta to permit members of the democratic opposition and ethnic minorities to participate in the government. Urges support for an international inquiry to investigate the Burmese regime's war crimes and crimes against humanity.

National Blue Alert Act of 2010 - Directs the Attorney General to: (1) establish a national Blue Alert communications network within the Department of Justice (DOJ) to disseminate information when a law enforcement officer is seriously injured or killed in the line of duty; (2) assign a DOJ officer to act as the national coordinator of the Blue Alert communications network; and (3) provide grants to states for the development or enhancement of programs and activities to support Blue Alert plans and the Blue Alert communications network. Sets forth the duties of the national coordinator, including working with states to develop additional Blue Alert plans in the network, establishing voluntary guidelines for states in developing Blue Alert plans, developing protocols for efforts to apprehend suspects, and establishing an advisory group to assist states, local governments, law enforcement agencies, and other entities in initiating, facilitating, and promoting Blue Alert plans.

Commends the bravery of the 33 miners trapped in the San Jose mine in Copiapo, Chile, and expresses solidarity with them and their families. Commends the efforts of President Sebastian Pinera and the government of Chile in their tireless rescue efforts. Commends the efforts by U.S. federal agencies and private individuals and entities in responding directly and promptly to Chile's request for advice and expertise to assist in this humanitarian endeavor. Mourns the loss of life, as well as the physical damage, caused by the flooding in Pakistan and expresses condolences to the flood victims' families. Recognizes that Pakistan is a close U.S. ally and friend. Supports the use of funds authorized by the Enhanced Partnership with Pakistan Act of 2009 to provide long-term recovery and rehabilitation for flood-affected areas and populations and urges a reexamination of priorities for spending such funds with a view toward ensuring that the needs of the Pakistani people are appropriately addressed in the aftermath of the disaster. Commends the relief and recovery actions by the U.S. military, the Department of State, the United States Agency for International Development (USAID), the Pakistani-American and U.S. business communities, and international and nongovernmental organizations.

Requires the Director of the Bureau of Economic Analysis of the Department of Commerce to publish an annual report on the gross domestic product of the following U.S. territories and freely associated states: American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, the U.S. Virgin Islands, the Marshall Islands, the Federated States of Micronesia, and Palau. Revises provisions concerning the Guam and Northern Mariana Islands Visa Waiver Program to require the Secretary of Homeland Security (DHS) to provide for an alternative procedure for the inclusion in the Program of tourists from countries providing a significant economic benefit.

Zimbabwe Renewal Act of 2010 - States that it is U.S. policy to support a transition to democratic and economic recovery in Zimbabwe that reflects the political conditions and opportunities created by the Global Political Agreement (GPA). Authorizes the Secretary of State to provide assistance to strengthen the rule of law and human rights in Zimbabwe. Authorizes the President, through the Administrator of the United States Agency for International Development (USAID), to provide assistance to Zimbabwe for: (1) sustainable development; (2) health care; (3) education; (4) agriculture; and (5) clean water. Direct the President to develop an emergency vocational youth work program for the construction and repair of public works of benefit to the entire population of Zimbabwe. Authorizes the President to provide economic assistance to Zimbabwe to support democracy and civil authority, human rights, economic self-sufficiency, education and health care, reconciliation, and GPA implementation. Authorizes the Secretary of the Treasury to provide technical assistance to the Zimbabwean Ministry of Finance and line ministries. Directs the Secretary of the Treasury to: (1) forgive the debt of Zimbabwe held by any U.S. government agency; and (2) direct the U.S. Executive Director at each international financial institution of which the United States is a member to vote in favor of programs for Zimbabwe. Expresses the sense of Congress that certain sanctions on financial institutions should be lifted to allow financial institutions to assist communal farmers, civil servants, pensioners, and the people of Zimbabwe, and that technical assistance should be provided to such institutions if: (1) the Finance Ministry of Zimbabwe does not politicize lending or extending credit; (2) no individual who is subject to U.S. or European Union (EU) sanctions serves as a board member, advisor, or employee of any financial institution in Zimbabwe; and (3) no funds are made available to Zimbabwe's Reserve Bank. Lifts targeted sanctions against a person upon a presidential certification to Congress that such person: (1) has taken significant steps to help strengthen democracy, respect human rights, and the rule of law in Zimbabwe; and (2) has played a constructive role in GPA implementation.

Commends the government of Japan for extending an official apology to all U.S. former prisoners of war from the Pacific War and planning to invite surviving members to Japan. Requests that the government of Japan respect the wishes and sensibilities of these prisoners of war by providing an appropriate program for lasting remembrance and reconciliation that recognizes their sacrifices and forced labor. Acknowledges the Department of State's work in advocating for these prisoners. Applauds the dedication and patriotism of the members and descendants of the American Defenders of Bataan and Corregidor for their pursuit of justice and lasting peace.

Expresses the sense of the House of Representatives that: (1) the Administration should work with partners in indigenous communities domestically and around the world to provide security, equality, and opportunity for all; (2) the Declaration on the Rights of Indigenous Peoples provides an important framework for addressing indigenous issues globally; (3) the Administration's decision to conduct a formal review of the Declaration and the U.S. position on it is welcomed; and (4) the United States should promote respect for and full application of the Declaration, consistent with U.S. law.

Expresses support for: (1) the Copenhagen Accord as a meaningful step toward achieving the goal of a binding global agreement to reduce greenhouse gas (GHG) emissions; and (2) finance for developing countries consistent with the Accord's goals. Calls for: (1) enacting comprehensive energy and climate change legislation; and (2) allotting funding to develop the processes and organizations required to manage the disbursement of funds efficiently and transparently. Commends the High-Level Advisory Group on Climate Change Financing for its preliminary work in defining how finance for developing countries will be raised and disbursed. Encourages the international community to create a legally binding agreement to reduce GHG emissions as soon as possible.

Authorizes the President to invite each U.S. territory to provide and furnish a statue, in marble or bronze, of a deceased person who has been a citizen of such territory, and illustrious for their historic renown or for distinguished civic or military services, such as the territory may deem to be worthy of this national commemoration. Requires the statues to be placed in Statuary Hall in the U.S. Capitol. Prohibits a statue of any individual from being placed in Statuary Hall until 10 years after the individual's death. Prescribes requirements and administrative procedures for replacement of such statues.

Rating and Processing Individuals' Disability Claims Act or the RAPID Claims Act - Requires the Secretary of Veterans Affairs (VA), if a veteran's claim is submitted that is determined to be a fully developed claim, to provide: (1) the claimant with the opportunity to waive any claim development period with respect to such claim; and (2) expeditious treatment to such claim. Provides that: (1) if a person notifies the Secretary of the intention to submit a fully developed claim and does so within a one-year period thereafter, the Secretary shall provide expeditious treatment to the claim; and (2) if the Secretary determines that a claim submitted as fully developed is not fully developed, the Secretary shall notify such person within 30 days of the information and evidence required to fully develop the claim. Requires the Secretary, when denying a benefit, to notify the claimant of any form or application required to appeal such decision.

Improving Nutrition for America's Children Act - Amends the Richard B. Russell National School Lunch Act and the Child Nutrition Act of 1966 to revise the school lunch and breakfast programs, the summer food service program, the child and adult care food program (CACFP), and the special supplemental nutrition program for women, infants, and children (WIC program). Reauthorizes appropriations for such programs through FY2015. Includes among such revisions: (1) encouraging the direct certification of children who receive other public assistance as eligible for free meals under the school lunch and breakfast programs; (2) establishing new mechanisms by which schools or local educational agencies (LEAs) with very high proportions of low-income children can receive federal reimbursement for free or reduced price meals under such programs without collecting individual paper applications from households; (3) establishing a program awarding competitive grants to states and, through them, competitive subgrants to LEAs to establish or expand the school breakfast program at low-income schools; (4) expanding the access of low-income rural areas to the summer food service program; (5) requiring updates to meal patterns and nutrition standards for the school lunch and breakfast programs based on recommendations made by the Food and Nutrition Board of the National Research Council of the National Academy of Sciences (NAS); (6) requiring the establishment of science-based nutrition standards for all foods sold in schools outside the school lunch and breakfast programs; (7) requiring LEAs participating in the school lunch and breakfast programs to establish local school wellness policies for their schools that include goals for nutrition promotion and education, physical activity and education, and other school-based activities that promote student wellness; (8) requiring reimbursable meals and snacks provided under the CACFP to meet the most recent Dietary Guidelines for Americans and certain authoritative scientific recommendations; (9) encouraging WIC program participants to breastfeed; and (10) requiring WIC electronic benefit transfer (EBT) systems to be implemented nationwide by October 1, 2020.

Calls for an end to the violence, arrests, torture, and ill treatment perpetrated against Iranian citizens as well as the unconditional release of all political prisoners in Iran. Calls upon the U.S. government, the President, and the Secretary of State to condemn human rights violations in Iran and support the Iranian people's endeavors towards democracy. Calls for an end to a selective approach to Iranian opponents who struggle for democracy and human rights and invites the Secretary, in coalition with British and European allies, to remove the People's Mojahedin Organization of Iran from the State Department's list of Foreign Terrorist Organizations. Calls for the adoption of measures by the President to impose sanctions while welcoming the U.S. government's efforts to create an international consensus to deal with Iran's nuclear program. Calls on the President to persuade U.S. allies and other countries to enact appropriate measures aimed at depriving Iranian banks and financial institutions involved in nuclear activities and backing of terrorist groups from access to the international monetary system.

Teen Parent Graduation and College Achievement Act - Amends the Elementary and Secondary Education Act of 1965 and the Higher Education Act of 1965 to require the Secretary of Education to award grants to local educational agencies (LEAs) and institutions of higher education (IHEs) to help pregnant and parenting students stay in school by expanding their access to services. Includes tutoring, pregnancy-related health care, child care, transportation, after-school support, academic counseling, school social work, or family planning among such services. Requires LEA and IHE grantees to: (1) enter into partnerships and share grant funds, when appropriate, with public agencies or community-based organizations to help pregnant or parenting students stay in school; and (2) use no more than 10% of their grant for administrative costs.

Congratulates the Convention on International Trade in Endangered Species of Wild Fauna and Flora on its 35th anniversary. Recognizes the important contributions the Convention has made in regulating international trade in endangered species and protecting such species worldwide. Recognizes the increasing importance of the Convention in addressing multiple and compounding threats on species and ecosystems arising from over-exploitation, habitat loss, invasive species, disease, and the effects of climate change. Applauds the Convention's recent leadership in reaffirming strong protections for the African elephant, and other endangered species. Urges: (1) renewed, expanded, and accelerated commitments to the Convention by all Parties to ensure the Convention's contribution to species conservation; (2) the U.S. delegation to the Convention to utilize international cooperation to encourage other Parties to the Convention to collaborate effectively to curb excessive exploitation of species for international trade; and (3) the Convention to adopt stronger protections for the polar bear, sharks, bluefin tuna, and other endangered species at the 16th meeting of the Conference of the Parties in 2013.

Veteran Employment Transition Act of 2010 - Amends the Internal Revenue Code to revise the definition of "qualified veteran" for purposes of the work opportunity tax credit to mean recently discharged veterans and disadvantaged veterans. Defines "recently discharged veteran" to mean: (1) any individual who has served on active duty (other than active duty for training) in the Armed Forces for more than 180 total days (whether consecutive or not); (2) any individual who has been discharged or released from active duty for a service-connected disability; and (3) any member of the National Guard who has served for more than 180 total days (whether consecutive or not) in active duty, full-time National Guard duty, or duty in state status. Defines "disadvantaged veteran" as any veteran who is certified as being a member of a family receiving assistance under a supplemental nutrition assistance program and is entitled to compensation for a service-connected disability. Requires the Department of Defense (DOD) and the National Guard to inform military personnel who are discharged or released from active duty of the work opportunity tax credit and provide them with documentation relating to eligibility for and use of such credit.

Honors the noble service and sacrifice of the U.S. Armed Forces and the armed forces of allied countries that served in Korea since 1950 to the present. Encourages all Americans to participate in commemorative activities to pay solemn tribute to, and to never forget, the veterans of the Korean War. Calls upon the President to issue a proclamation recognizing the 60th anniversary of the Korean War and commemorating National Korean War Veterans Armistice Day. Reaffirms the U.S. commitment to its alliance with the Republic of Korea for the betterment of peace and prosperity on the Korean Peninsula.

Expresses support for the goals and ideals of National Hurricane Preparedness Week. Encourages the staff of the National Oceanic and Atmospheric Administration (NOAA), especially the National Weather Service and the National Hurricane Center, and other appropriate federal agencies to continue their outstanding work of educating people about hurricane preparedness. Expresses condolences to the families and loved ones of the sailors of the Republic of Korea Ship Cheonan who were killed in action on March 26, 2010. Stands in solidarity with the people and the government of the Republic of Korea in the aftermath of this incident. Reaffirms the commitment of the House of Representatives to the alliance between the Republic of Korea and the United States and to the Republic of Korea's security. Supports the findings and conclusions of the Republic of Korea's investigation report. Condemns North Korea for sinking the Cheonan. Calls for an apology by North Korea for its hostile acts and a commitment by North Korea never to violate the Korean War Armistice Agreement again. Urges the international community to: (1) support the Republic of Korea as it prepares to respond to the sinking of the Cheonan; and (2) implement all U.N. Security Council Resolutions pertaining to security on the Korean Peninsula, including Security Council Resolutions 1695, 1718, and 1874. Urges the United States, in coordination with its allies and partners, to take other appropriate actions in response to the sinking of the Cheonan and other hostile acts of North Korea.

United States-Israel Missile Defense Cooperation and Support Act - Authorizes the President to provide assistance to the government of Israel for the procurement, maintenance, and sustainment of the Iron Dome anti-missile defense system for purposes of intercepting short-range missiles launched against Israel.
