Older Americans Health Insurance Counseling Amendments of 1990 - Amends the Older Americans Act of 1965 to authorize appropriations for a program under which the Commissioner on Aging will provide grants to States so that they may counsel older individuals regarding Medicare (title XVIII of the Social Security Act) benefits and health insurance.

Savings Association Law Enforcement Improvement Act of 1990 - Directs the Attorney General to: (1) take action to increase the investigation and prosecution of savings association criminal misconduct; (2) take increased action to recover or obtain restitution for losses incurred as a result of savings association fraud or embezzlement; and (3) make quarterly reports to certain congressional committees on the status of savings association criminal investigations and prosecutions and the progress in recovering amounts lost to fraud and embezzlement.

Asian and Pacific Islander Health Improvement Act of 1990 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to make grants for primary health services and health promotion education in areas with a significant number of low-income residents of Asian or Pacific Island ancestry who have a limited ability to speak English, giving preference to applicants who agree to provide health services regarding conditions that disproportionately affect individuals of such ancestry. Requires that services be provided in the most appropriate language and cultural context. Authorizes the Secretary to make grants for identifying health needs particular to, and developing model delivery systems for, individuals of such ancestry. Directs the Secretary, in collecting any health-related data on individuals of such ancestry, to ensure that the data is specific to such individuals as a single population, and is specific to each of specified subpopulations.

Amends the Trade Act of 1974 to declare that if the President proposes to extend in 1991 for a 12-month period (July 3, 1991, to July 3, 1992) the waiver of human rights and emigration requirements for nondiscriminatory treatment (most-favored-nation treatment) for China, such continuation shall be conditioned on progress made regarding human rights, termination of martial law (in Tibet and elsewhere), termination of assistance to the Khmer Rouge, and engagement in negotiations to settle the conflict in Cambodia. Expresses the sense of the Congress that the President should propose the withdrawal of China's observer status in the General Agreement on Tariffs and Trade if such nondiscriminatory treatment is withdrawn.

Youth Opportunities Unlimited Act of 1990 - Amends the Job Training Partnership Act (JTPA) to establish a Youth Opportunities Unlimited Program. Authorizes the Secretary of Labor to establish such national program of Youth Opportunities Unlimited (YOU) grants to pay 50 percent of the cost of comprehensive services for youth in high poverty areas in cities and rural areas. Requires such grants to be awarded to the local service delivery area (on behalf of the participating community) in which the target area is located (or to designated grantees if the target area is in a farmworker community, Indian reservation, or Alaskan native village). Authorizes the Secretary to select as grant recipients up to 25 communities in first year after the program is in effect. Requires that at least one, but not more than three, of such grants be awarded to designated representatives of Indian reservations and Alaskan native villages. Makes such grants cover a three-year period, with each year conditional upon compliance. Authorizes participating communities to apply for use grants on behalf of target areas. Requires that a designated target area have not more than 25,000 population, except in the case of single school districts. Makes all youth aged 14 to 22 in the target area eligible to participate in assisted programs and activities. Requires each participating community to develop an integrated service delivery system in each target area which meets specified minimum criteria for services. Requires such programs to also have an education component, outreach and recruitment efforts, and measurable goals and outcomes. Sets forth requirements for maintenance of State and local funding levels, limitations on use of program funds, applications, and Federal and local shares. Directs the Secretary to provide for technical assistance, independent evaluations, and a report to the President and the Congress by March 31, 1995. Authorizes appropriations.

Amends the Trade Act of 1974 with respect to the continuation of a waiver of human rights and emigration requirements for nondiscriminatory treatment (most-favored-nation treatment) for China during any 12-month extension of such waiver that takes effect after 1990. Conditions such continuation on good faith progress regarding human rights in such country, including Tibet, and the engagement of negotiations regarding the settlement of the conflict in Cambodia. Suspends any extension of such treatment for the last half of a 12-month period if the President does not certify to the Congress before a certain date that such conditions are being met.

Amends Federal Law (popularly known as the Agricultural College Act of 1890 and also as the Second Morrill Act) to require that, if any State or Territory has more than one college which is entitled to receive an annual payment under land grant college provisions, the payments must be equitably divided among the colleges, as proposed by the State or Territorial legislature and approved by the Secretary of Agriculture. (Current law replaced by this provision prohibits payments to colleges where admission distinctions are made on the basis of race or color, but allows payments to separate colleges or educational institutions for white and colored students so long as the payments are equitably divided.)

Urges the President to emphasize to the Government of China that the extension of nondiscriminatory (most-favored-nation) trade status is dependent on its adherence to internationally recognized human rights. Requires the President to submit to the Congress a report on human rights conditions in such country. Urges the President to terminate most-favored-nation trade status with China if he determines that there has not been significant improvement in human rights conditions there.

Entitles any individual who is involuntarily separated from the armed forces under honorable conditions after July 1, 1990, after having served on active duty for at least six consecutive years to have five additional points added to any passing grade earned on a civil service examination if such individual is not otherwise eligible for any veterans' preference.

Designates June 25, 1990, as Korean War Remembrance Day. Authorizes and requests the President to urge that the American flag be flown at half staff on such day in honor of the Americans who died as a result of their service in the Korean War.

Medigap Fraud and Abuse Prevention Act of 1990 - Amends title XVIII (Medicare) of the Social Security Act to penalize individuals who issue, sell, or renew Medicare supplemental policies which are in violation of this Act's standards or offer to sell a policy in a State that has not approved such policy. Requires that Medicare supplemental policy issuers: (1) cover a core group of basic benefits and, if they offer other benefits, issue a policy covering only such basic benefits; (2) provide prospective purchasers of a policy with a summary information sheet describing policy benefits and the amount of any premiums attributable to optional benefits; (3) guarantee the renewability of policies; (4) offer each group policyholder terminating their coverage or group membership the right to continued coverage under an individual policy (the policyholder ending his or her group membership may also opt for continued coverage under the group policy) or, if the old group policy is replaced by a new group policy, the right to coverage under a new group policy without exclusion for preexisting conditions; and (5) suspend policy benefits and premiums upon the policyholder's indication that he or she is entitled to Medicaid (title XIX of the Social Security Act) benefits. Requires the National Association of Insurance Commissioners (NAIC) or, upon the NAIC's default, the Secretary of Health and Human Services to promulgate simplification standards which set the core group of basic benefits policies must provide, limit the additional benefit packages that may be provided, and establish a uniform language and format to be used with respect to policy benefits. Prohibits the sale of policies which do not meet such standards, though permits approved waivers of such standards to test new or innovative benefits. Directs the Secretary to request the NAIC to educate Medicare beneficiaries on the simplification standards. Increases the civil monetary penalty for knowingly selling a policy which duplicates health benefits to which an individual is already entitled. Permits persons aggrieved by duplicative coverage to recover triple damages in a civil suit. Prohibits a policy issuer from selling a policy without: (1) obtaining a written statement of the buyer indicating any health policies of the same type or Medicaid coverage the buyer may have; and (2) notifying the buyer of the possibility and effect of their coverage under the Medicaid program and the address and telephone number of any State Medicare supplemental policy counseling program and the State Medicaid office. Prohibits the issuer from selling a policy to a person who indicates that he or she is covered by the Medicaid program or has duplicative health benefits. Penalizes individuals who sell a policy in violation of such requirements. Increases the percentage of premiums which must be returned to policyholders as benefits. Establishes a process whereby States must approve premium increases prior to their implementation. Requires public hearings for any premium increase request exceeding twice the percentage increase in the medical care component of the consumer price index. Limits Medicare supplemental policy sales commissions. Authorizes appropriations for a matching grant program to assist States in establishing counseling programs to aid Medicare-eligible individuals in choosing Medicare supplemental policies. Prohibits such policies from denying a claim for losses incurred more than six months from the effective date of coverage for a preexisting condition.

Designates the week of June 17 through June 23, 1990, as National Week to Commemorate the Victims of the Famine in Ukraine, 1932-1933. Condemns the disregard for human rights characterized by the Soviet Union during the famine and expresses sympathy for victims of the famine. Requests the President to call attention to Soviet policies that caused the famine and have suppressed Ukrainian human rights and the expression of cultural and social heritage. Recognizes the reforms underway in the Ukraine and urges the Soviet Government to: (1) move forward toward democratization and restructuring; and (2) provide a framework for the realization of the rights and aspirations of the Ukrainian people.

Declares that it is the sense of the Congress that: (1) continued whaling and commercialization of whale meat are a violation of the International Whaling Commission moratorium; (2) the Secretary of Commerce should certify any nation for continued whaling activities rejected as scientifically invalid by the Commission; (3) the President should order an embargo on a significant quantity of fishery products from nations found to be diminishing the effectiveness of the International Whaling Convention; (4) the President should use all diplomatic tools to convince whaling nations to comply with decisions of the Commission; and (5) the President should use all diplomatic tools to encourage support of Commission member nations for a long-term solution to problems before the Commission.

Comprehensive Alzheimer's Assistance, Research, and Education Act of 1990 (CARE) - Title I: Amendments to the Public Health Service Act - Replaces provisions of the Public Health Service Act authorizing the establishment and operation of Alzheimer's Disease centers with provisions requiring the Director of the National Institute on Aging to make grants and enter into cooperative agreements for planning, establishing, or strengthening at least 15 Alzheimer's Disease Research Centers to support any part of the full range of research and development from very basic to clinical. Requires the Director to award center core grants or enter into cooperative agreements to support shared resources for categorical research. Requires the Director to award grants or enter into cooperative agreements with entities receiving assistance under the Research Centers and center core provisions of this Act to assist in providing high-quality research and services at locations other than the Research Centers. Requires the Director to make grants or enter into cooperative agreements to: (1) attract new or young investigators to careers involving research on biomedical, behavioral, and social aspects of Alzheimer's disease; and (2) develop institutional training programs emphasizing postdoctoral training and training of women and groups underrepresented in such research. Authorizes appropriations for: (1) the grants and cooperative agreements above in this Act; and (2) under existing provisions, awards for leadership and excellence, research on services to individuals with Alzheimer's disease and related dementias and their families, preparation and revision of a plan for certain research related to Alzheimer's disease, and dissemination of research results. Authorizes the Secretary of Health and Human Services, through the Commissioner on Aging, to make grants and enter into contracts for family support demonstration projects. Authorizes the Director to make grants and enter into contracts for long-term care research with regard to Alzheimer's disease and related disorders. Authorizes the Secretary, through the Director of the National Institute of Mental Health, the Administration on Aging, and the National Center for Nursing Research, to make grants and enter into contracts for research on methods for improving the delivery of supportive services to individuals with Alzheimer's disease or related disorders. Authorizes appropriations for family support demonstration projects, long-term care research, and supportive services delivery research. Directs the Secretary to make competitive grants to States for State Alzheimer's disease programs, including medical, legal, educational, health care financing, and other aspects. Requires that 25 to 50 percent of a grant be used in any fiscal year for respite care. Limits grants to: (1) a minimum dollar amount; and (2) one-half of the costs of the research for which the grant is made. Authorizes appropriations. Authorizes the Secretary, through the Director of the National Institutes of Health and the Director of the National Institute of Mental Health (NIMH), to make grants and enter into contracts for basic and clinical research with respect to Alzheimer's disease and related disorders. Authorizes appropriations. Title II: Amendments to the Alzheimer's Disease and Related Dementias Services Research Act of 1986 - Amends the Alzheimer's Disease and Related Dementias Services Research Act of 1986 to require the Council on Alzheimer's Disease to make certain annual reports to the Congress and the public regarding matters related to Alzheimer's disease. Authorizes appropriations for the establishment and operation, under existing provisions, of the Advisory Panel on Alzheimer's Disease. Requires grants under specified existing provisions for Alzheimer's research to focus on specialized care as well as on services. Requires the Director of the NIMH to submit a research plan to the Council annually. Modifies the research to be provided for in the plan. Authorizes appropriations to carry out the responsibilities of the NIMH relating to Alzheimer's disease under the Act. Requires the Administrator of the Agency for Health Care Policy and Research to submit a research plan to the Chairman of the Council annually. Authorizes appropriations to carry out the responsibilities of the Agency under the Act. Replaces provisions requiring education programs for providers of care for individuals with Alzheimer's disease with provisions authorizing the Director of the National Institute on Aging to make grants: (1) on the basis of merit, for training programs and continuing education programs with respect to health care for individuals with Alzheimer's disease or related disorders; and (2) for the development of curricula for the training programs and continuing education programs. Requires the Director to establish the National Alzheimer's Education Program to: (1) provide coordination and leadership in the Federal education and promotion effort; (2) develop and distribute educational materials; (3) encourage and work with the media to provide information; (4) encourage and work with public and private efforts to develop models for education, training, and assistance programs; and (5) provide technical assistance. Authorizes the Director to make grants for programs to educate health care providers and the families of individuals with Alzheimer's disease or related disorders on caring for such individuals, and on the availability of public and private sources of assistance. Authorizes appropriations to carry out educational activities provisions of the Act.

Drug Emergency Areas Act of 1990 - Amends the National Narcotics Leadership Act of 1988 to replace language with respect to the designation of high intensity drug trafficking areas with provisions authorizing the President to declare a State or part of a State to be a drug emergency area. Requires requests for such a declaration to be made, in writing, by the Governor or chief executive officer of any affected State or local government and forwarded to the President through the Director of National Drug Control Policy. Allows cities, counties, or States to submit a joint request. Requires requests to be based on a written finding that the emergency is of such severity and magnitude that it is beyond the capability of the State or local government to respond and Federal assistance is necessary. Prohibits the President from limiting declarations made under this Act to highly-populated centers of drug trafficking, drug use, or drug-related violence. Requires the President to consider applications from governments of less populated areas. Requires each Governor or chief executive officer, as part of such requests and as a prerequisite to such assistance, to: (1) take appropriate action under State or local law to respond to the crisis and furnish information on the nature and amount of State and local resources which have been or will be committed to alleviating the emergency; (2) certify that State and local government obligations and expenditures will comply with all applicable cost-sharing requirements; and (3) submit a detailed plan outlining the requesting government's short- and long-term plans to respond to the emergency. Requires the Director to review requests submitted and forward the application to the President, along with a recommendation. Authorizes the President to make grants to State or local governments of up to $50,000,000 for any single emergency. Limits the Federal share to 75 percent of the costs necessary to implement the short- and long-term plan. Limits the duration of assistance to a drug disaster area to one year, after which the Governors or chief executive officers may apply for an extension of up to 180 days. Requires each State or local government receiving Federal assistance to balance the allocation of such assistance evenly between drug supply and demand reduction efforts, unless State or local conditions dictate otherwise. Authorizes the President to: (1) direct any Federal agency to utilize its authorities and resources to support State and local efforts; and (2) provide technical and advisory assistance. Authorizes appropriations.

Young American Workers' Bill of Rights - Amends the Fair Labor Standards Act of 1938 (the Act) to add and revise requirements relating to child labor standards. Directs the Secretary of Labor (the Secretary) and the Census Bureau to compile annual data from State employment security agencies on types of industries and occupations employing individuals under age 18, and cases of violations of child labor standards. Requires employers employing individuals under 18 to report to such State agencies information on any lost-time injury or any illness such individual incurred while at work. Directs the Secretary of Health and Human Services, in conjunction with the Secretary, to report annually on the status of child labor in the United States and its attendant safety and health hazards. Prohibits employment of any individual under age 18 who is not a high school graduate unless the employer has in effect a certificate for such employment issued annually with the approval of the minor's parents or guardians, family physician, and appropriate local school or State employment security agency officials. Sets forth conditions for issuance of such certificates. Requires local or State government maintenance of certificate copy files. Requires information on child labor laws to be given to minors and parents or guardians upon issuance of the certificate. Requires employers to post child labor law provisions at each premise where child labor is employed. Prohibits any school district in which a persistent pattern is established for the issuance of illegal work certificates to minors from receiving certain impact aid. Directs the Secretary to revise certain child labor orders relating to: (1) certain types of driving; and (2) use and cleaning of machinery at restaurants and fast food establishments. Directs the Secretary to find and declare that poultry processing, seafood processing paper bailing, power-driven meat slicing, and pesticide handling are particularly hazardous for employment of children between the ages of 16 and 18, for certain purposes under the Act. Revises a specified child labor regulation to: (1) prohibit individuals under 16 from making door-to-door sales for profit, or from using fryers, baking equipment, and cooking equipment in food service establishments; and (2) eliminate an exemption involving soda fountains, lunch counters, snack bars, or cafeteria serving counters. Increases the fine for certain child labor law violations. Adds criminal penalties of fines or imprisonment for willful violations of child labor laws in cases of: (1) repeat offenders; or (2) resultant serious bodily injury or death to the minor employee. Prohibits such repeat offenders, for five-years after the latest conviction, from: (1) competing for any Federal contract; (2) being eligible for any direct or indirect Federal grant or guaranteed loan; or (3) employing any individual at a special subminimum training wage under the Act. Directs the Secretary to establish and encourage closer working relationships among Federal and State agencies responsible for enforcing labor, safety and health, and immigration laws. Requires establishment of referral systems among Federal and State labor standards and occupational health and safety enforcement personnel, and of those personnel with Immigration and Naturalization Service enforcement personnel. Directs the Secretary to: (1) seek advice from the private and non-Federal public sectors on the Act and its regulations relating to employment of minors; and (2) establish an Advisory Committee for Child Labor for such purpose. Directs the Secretary to: (1) publish and distribute regionally the addresses, and types of violations of willful violators of child labor laws; and (2) post and otherwise make available to affected school districts the name of each violator of child labor laws, with the location and nature of the violation. Applies certain child labor law provisions of the Act to employers regardless of the annual dollar volume of sales whereby certain enterprises are exempted from coverage under the Act. Authorizes appropriations to the Secretary to cover additional costs resulting from the reporting, certification, and recordkeeping and the penalty enforcement requirements of this Act.

Student Incentive Act of 1990 - Amends the Elementary and Secondary Education Act of 1965 to provide for bonus grants for schools that require satisfactory grades for student participation in extracurricular activities, if such schools are eligible for assistance under the chapter 1 title I program for educationally disadvantaged children under such Act.

Technology Corporation of America Act of 1990 - Establishes the Technology Corporation of America as a nonprofit corporation to: (1) assist in the redirection of Federal civilian research and development funds to better meet the strategic research and development needs of America's domestic industries; (2) assist in the creation of private and public sector research, development, and manufacturing activities focused on developing the Nation's strategic technologies; (3) encourage cooperative research and development; and (4) serve as a permanent source of strategic vision for the Nation's technological and industrial base. Requires the Corporation's Board of Directors to establish advisory committees for financial issues and technical issues. Limits assistance by the Corporation to projects: (1) subject to exception, where majority control is held by North American companies or entities; and (2) that demonstrate the ability to obtain funding equal to or greater than that requested from the Corporation. Authorizes appropriations.

Directs the Secretary of the Navy to close the Stapleton strategic homeport at Staten Island, New York, to designate such facility as excess, and to provide for its transfer or disposal. Directs the Secretary to: (1) cease all military construction or operations of current naval strategic homeports in the United States; and (2) provide a moratorium on such operations pending an assessment by the Secretary of their cost-effectiveness.

California Fish and Wildlife Protection Act of 1990 - Directs the Secretary of the Interior (Secretary) to implement a program to restore the population and habitat of migratory birds and waterfowl, anadromous fisheries, and endangered species in the Central Valley, California. Requires the Secretary to annually review and make such adjustments to assure that fish, wildlife, and habitat restoration goals are met and provide a copy of such review to specified congressional committees. Requires the Secretary to deliver dependable water supplies of suitable quality to certain Central Valley refuges, including additions to or new refuges. Authorizes the Secretary to provide water to other Federal, State, and private wetlands and other fish and wildlife habitat in the Central Valley. Declares the national interest with regard to water conservation in the Central Valley. Requires a report on administrative inhibitions on water conservation by Central Valley Project contractors, and actions which could remove barriers to conservation. Authorizes the Secretary of Energy, acting through the Administrator of the Western Area Power Administration, to utilize power from the Central Valley Project power generation facilities to meet the requirements of this Act. Reserves a minimum portion of the transmission capacity of the Harold T. (Bizz) Johnson California-Pacific Northwest Intertie line to serve the needs of Department of Energy laboratories and wildlife refuges in California. Provides for citizen suits to enforce this Act. Authorizes appropriations. Authorizes the Administrator of the Western Area Power Administration to issue and sell bonds, notes, and similar obligations to assist in repayment of the costs required in carrying out this Act.

Bone Marrow Registry Act of 1990 - Amends provisions of the Public Health Service Act providing for the establishment of a voluntary bone marrow donor registry to direct the Secretary of Health and Human Services to ensure that the types of marrow represented in the registry provide adequate representation of the U.S. population. Authorizes appropriations.

Industrial Defense Act of 1990 - Prohibits the Secretary of Defense, in the procurement of goods or services or in the negotiation of any memoranda of understanding with foreign countries, from waiving any Buy American Act requirements unless the waiver is specifically authorized by statute and: (1) the Secretary has attempted to procure American goods or services; (2) the requirements are waived on a case-by-case basis; and (3) the Secretary has found that the waiver is justified and will not weaken the defense industrial base of the United States or otherwise endanger national security.

Mickey Leland Peace Dividend Housing Assistance Act of 1990 - Title I: Housing for Low-Income Families - Increases FY 1991 through 1995 budget authority for Housing Act of 1937 section 8 existing housing certificates. Amends such Act to revise section 8 tenant selection preferences, including annual reevaluation of family preference. Requires the Secretary of Housing and Urban Development to submit semiannual assisted housing reports to the Congress. Authorizes appropriations. Title II: Community Housing Partnership - Community Housing Partnership Act - Subtitle A: Housing Education and Organizational Support Grants for Community Based Housing Projects - Authorizes the Secretary to provide housing education and organizational support grants to eligible cities and States and directly to nonprofit sponsors and nonprofit organizations. Subtitle B: Community Housing Partnership Grants - Authorizes the Secretary to provide grants to cities and States and grants and loans to nonprofit sponsors for acquisition, construction, and rehabilitation of low- and moderate-income housing. Allocates community partnership housing grants as follows: (1) 60 percent to metropolitan and urban areas; (2) 25 percent to States for non-urban use; and (3) 15 percent to nonprofit sponsors. Subtitle C: General Provisions - Defines specified terms for purposes of this title. Authorizes appropriations for subtitle A. Title III: Recycling of Existing Federal Assets - Recycling of Existing Assets for Cost-Effective Housing Act - Authorizes the Secretary to make grants to States for State housing finance agencies to establish revolving funds for low- to moderate-income rental housing. Requires State matching funds. Requires: (1) States receiving such funds to establish a revolving fund; and (2) agencies to develop affirmative action programs. Sets forth requirements with regard to: (1) rental housing; and (2) eligible properties. Authorizes appropriations. Title IV: Public Housing Development and Modernization - Increases FY 1991 through 1995 budget authority under the Housing Act of 1937 for: (1) public housing development; and public housing modernization. Amends such Act to revise public housing tenant selection criteria, including annual reevaluation of family preference. Title V: Grants for Preservation of Existing Housing and Security in Public Housing - Authorizes the Secretary to make grants for: (1) acquisition and rehabilitation of specified multifamily housing; (2) training and technical assistance to nonprofit sponsors and representative organizations; and (3) public housing security, including Indian public housing. Authorizes appropriations. Title VI: Rural Housing Program Funding - Increases FY 1991 through 1995 budget authority under the Housing Act of 1949 for the following rural housing programs: (1) homeownership loan program; (2) very low-income housing repair loan program; (3) farm labor housing loan program; (4) rural rental housing loan program; (5) farm labor housing grant program; (6) housing preservation grant program; and (7) rental assistance payments program. Extends program authority for: (1) rental housing loans; and (2) rural area classification. Title VII: Supportive Services - Directs the Secretary to carry out a program to coordinate supportive services in federally assisted housing, including such services as: (1) child care; (2) health monitoring; (3) education and job training; and (4) drug and alcohol counseling. Title VIII: Single Room Occupancy Housing for Homeless Families and Individuals - Increases FY 1991 through 1995 budget authority under the Stewart B. McKinney Homeless Assistance Act for section 8 assistance for single room occupancy dwellings. Amends such Act to extend single room occupancy contract authority. Title IX: Miscellaneous - Directs the Comptroller General to audit the Secretary at least annually with respect to activities under this Act, and report to the Congress.
