Territories Health Equity Act of 2025

Territories Health Equity Act of 2025 This bill alters provisions relating to the treatment of U.S. territories under Medicaid, Medicare, and Medicare Advantage. For example, the bill eliminates Medicaid funding limitations for U.S. territories beginning in FY2026, exempts an individual from late-enrollment penalties for Medicare medical services if the individual resided in Puerto Rico as of the date of eligibility and the individual enrolls within five years of such date, and establishes minimum criteria for certain elements used in Medicare Advantage payment calculations for areas within U.S. territories. The bill also allows residents of U.S. territories who are unable to obtain health insurance through their employer or a health insurance exchange to instead obtain coverage that is at least as broad as the coverage available to Members of Congress and their staff through the District of Columbia exchange.

Rural Hospital Closure Relief Act of 2025

Rural Hospital Closure Relief Act of 2025 This bill temporarily allows additional hospitals to qualify as critical access hospitals (CAHs) that receive special payment under Medicare. Currently, in order to qualify as a CAH under Medicare, a hospital must either (1) be located more than 35 miles (or 15 miles in mountainous regions or areas with only secondary roads) from another hospital, or (2) have been certified prior to January 1, 2006, by the state as a necessary provider of services in the area. The bill allows a hospital to also qualify if the hospital is a small, rural hospital that (1) serves a health professional shortage area, or a high number of low-income individuals or Medicare beneficiaries; (2) has experienced financial losses for two consecutive years; and (3) attests to having a strategic plan to address financial solvency and to committing to provide a service that is in high demand in the hospital's service area. This authority expires nine years after the bill's enactment. The Government Accountability Office must study the effects of the bill's implementation. In addition, the Medicare Payment Advisory Commission must study and recommend payment systems for rural hospitals under Medicare. The Centers for Medicare & Medicaid Services must subsequently establish a mechanism and issue guidance on how newly designated CAHs may transition to different payment models under Medicare, including any new payment models recommended by the commission.

Sharri Briley and Eric Edmundson Veterans Benefits Expansion Act of 2026 This bill expands specified benefits programs for veterans and their survivors and establishes a supplemental monthly allowance for certain disabled veterans. The bill establishes a supplemental monthly allowance of $833.33 for veterans who are already eligible for a monthly aid and attendance allowance due to service-connected disabilities or traumatic brain injury. The bill increases the rate of dependency and indemnity compensation (DIC) by an additional 1% the next time DIC is adjusted for cost of living and an additional 0.5% the following adjustment. DIC is a monthly payment made to eligible survivors of (1) certain veterans who died due to a service-connected condition; (2) service members killed in the line of duty; or (3) veterans who were totally disabled by a service-connected disability for a certain period. The bill expands eligibility for loans under the Department of Veterans Affairs (VA) home loan program to certain members of the reserve components and National Guard by expanding what qualifies as active duty. The bill includes annual training duty as qualifying active duty and grants eligibility for VA loan guarantees after 14 days of active-duty service (with an additional fee). Under the VA home loan program, the bill extends certain loan fee rates through September 30, 2036, and increases the fees for certain refinancing loans and loan assumptions. The bill extends the limitation on pension amounts for certain hospitalized or institutionalized veterans through September 30, 2036.

Stuck On Hold Act This bill requires the Department of Veterans Affairs (VA) to implement automated systems for their customer phone lines that inform callers of the expected wait time and that offer callbacks for wait times of more than 10 minutes. The VA must also issue guidance to reduce the average wait time to no more than 10 minutes.

Northern Mariana Islands and American Samoa Criminal Justice Support Act This bill increases the amount of state formula grant funds allocated to American Samoa and the Northern Mariana Islands under the Edward Byrne Memorial Justice Assistance Grant (JAG) program. Currently, American Samoa and the Northern Mariana Islands are considered to be one state, and they split one JAG allocation with 67% going to American Samoa and 33% going to the Northern Mariana Islands. This bill considers American Samoa and the Northern Mariana Islands to be separate states, which entitles each of them to a full JAG allocation.

Pay Our Troops Act of 2026 This bill provides continuing appropriations for military pay for any period during which interim or full-year appropriations for FY2026 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2026 continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service during the period; and (2) civilian personnel and contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard) who are providing support to such members of the Armed Forces. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2027.

Supplemental Security Income Equality Act

Supplemental Security Income Equality Act This bill extends Supplemental Security Income (SSI) benefits to eligible residents of Puerto Rico, the U.S. Virgin Islands, Guam, and American Samoa. SSI is a federal assistance program designed to help aged, blind, and disabled individuals with limited income and resources meet basic needs. Under current law, residents of these territories are excluded from the program. Under the bill, the Social Security Administration may waive or modify statutory requirements relating to the provision of benefits as necessary to adapt the SSI program to each territory. The bill also eliminates a cap on payments to these territories from certain programs, including Temporary Assistance for Needy Families (TANF) and other grants to support aid for older individuals, blind individuals, and individuals with disabilities. Finally, the bill specifies that non-citizen U.S. nationals are eligible for SSI benefits under the same conditions as U.S. citizens. (Individuals born in American Samoa are nationals, but not citizens, of the United States.)

DIGNIDAD (Dignity) Act of 2025

Dignity for Immigrants while Guarding our Nation to Ignite and Deliver the American Dream Act of 2025 or as the DIGNIDAD (Dignity) Act of 2025 This bill addresses various immigration-related issues, including by requiring higher pay for U.S. Border Patrol agents, deferring the removal of eligible individuals without lawful immigration status, and implementing a mandatory electronic employment eligibility verification system patterned off the E-Verify system.  The bill establishes several programs for individuals present in the United States without lawful status, including a path to lawful permanent resident status for qualified individuals, including those with deferred action for childhood arrival (DACA) status. In addition, the bill establishes the Dignity Program, which defers the removal of eligible individuals without lawful immigration status on a seven-year, renewable basis, provided individuals meet employment or education requirements, pay restitution, and satisfy other conditions.  The bill also makes various changes to penalties and processes applicable to individuals entering the United States, for example by increasing the maximum criminal penalty for individuals previously removed or denied admission to the United States who attempt to reenter, authorizing the use of DNA testing to verify family relationships of immigrants, and establishing campuses at the border to process asylees. The Department of Homeland Security (DHS) must create, and U.S. employers must use, a nationwide electronic employment eligibility verification system. Furthermore, DHS may grant relatives of U.S. citizens relief from removal. The bill also increases the per country percentage ceiling for family-sponsored and employment-based visas.

Disaster Loan Accountability and Reform Act or the DLARA This bill modifies the Small Business Administration (SBA) disaster loan program to require additional oversight and reports regarding the program. First, the bill requires the SBA to report monthly on the operation of the disaster loan program. (Currently, the SBA must report only during the applicable period for a major disaster.) The report must estimate the date on which available funding for such loans will reach 10% of the most recent appropriation and the date on which the funds will be depleted. If a report is not submitted by the required date, no funds may be obligated for official travel by the SBA Administrator until the report is submitted.  Second, the President's annual budget must include separate statements regarding the appropriations request for SBA disaster loans and COVID-19 Economic Injury Disaster Loans (EIDL), including explanations for any difference between the amount requested and the 10-year average cost for such loans. Third, the SBA must notify Congress when the unobligated balance of amounts available for disaster loans is less than 10% of the 10-year average annual cost provided in the most recent presidential budget. Finally, the bill requires additional oversight of the disaster loan program, including Government Accountability Office reports on the disbursement of disaster loans and the cost of specified SBA rules that modified the loan program; and an SBA report on its actions to improve forecasting, data quality, and budget assumptions for the cost of disaster loans.
