Locating Every Disbursement in Government Expenditure Records Act or the LEDGER Act This bill requires the Department of the Treasury to implement a system that tracks all outlays from each appropriation, receipt, or other fund account in the Treasury by each department, agency, office, or other establishment in the executive, legislative, or judicial branches of the federal government. The system must also track the period of availability of the amounts in the applicable appropriation, receipt, or other fund account.

This resolution recognizes the historic significance of the 127th anniversary of the Philippines' sovereignty and independence. The resolution also (1) reaffirms the bonds of friendship and cooperation between the United States and the Philippines, (2) recognizes the courage and bravery of Filipino and Filipino American servicemembers who have fought alongside and in the U.S. armed forces, and (3) supports the recognition of Philippines Independence Day.

Veterans PTSD Screening Act This bill requires the Department of Veterans Affairs (VA) to study through FY2027 whether RNA sequencing can be used to effectively diagnose veterans with inflammation or cellular stress (symptoms of post-traumatic stress disorder). The VA must submit to Congress a report on the results of the study.

Northern Mariana Islands Small Business Access Act This bill expands eligibility for the Small Business Administration microloan program to include entities in the Commonwealth of the Northern Mariana Islands. The microloan program provides loans up to $50,000 for small businesses and certain nonprofit childcare centers.

US-Japan-ROK Trilateral Cooperation Act This bill requires the Department of State to seek to enter negotiations with the governments of Japan and South Korea with the goal of establishing regular trilateral meetings (referred to as the US-Japan-ROK Inter-Parliamentary Dialogue ) to facilitate closer cooperation on shared interests and values. The bill sets forth membership requirements for a group representing the United States in such meetings. The group must be composed of not more than eight Members of Congress appointed by congressional leaders to serve for a term of two years. The bill also sets forth guidance and requirements for meeting frequency and location, group leadership, gifts and donations, expenditures, and reports.

The Territorial Response and Access to Veterans' Essential Lifecare Act or the TRAVEL Act of 2025 This bill authorizes the Department of Veterans Affairs (VA) to assign a physician who has been appointed in the Veterans Health Administration to serve as a traveling physician for a period of not more than one year. Such physician must provide health care to veterans at VA facilities located in American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, the U.S. Virgin Islands, and any other territory or possession of the United States. Traveling physicians must coordinate with non-VA providers when necessary to ensure high quality and coordinated care for veterans receiving hospital care and medical services. The VA must provide a relocation or retention bonus to traveling physicians.

Air Traffic Control Workforce Development Act of 2025 This bill expands and modifies Air Traffic Control (ATC) workforce training and programs. The bill provides statutory authority for the Enhanced Air Traffic-Collegiate Training Initiative (AT-CTI) program. As background, standard AT-CTI institutions of higher education offer nonengineering aviation degrees that teach basic courses in ATC and aviation administration, and graduates complete training at the Federal Aviation Administration (FAA) Academy. Students at Enhanced AT-CTI schools are provided with equivalent FAA Academy ATC training and may be placed directly into an ATC facility. The bill establishes a grant program for schools participating in the Enhanced AT-CTI program and provides for a faculty annuity supplement for ATC instructors at participating institution of higher education. The FAA must convene an aviation rulemaking committee to review and provide recommendations on the (1) curricula of the FAA Academy, AT-CTI program, and Enhanced AT-CTI program; and (2) Air Traffic Skills Assessment exam. Based on the committee's recommendations, the FAA must initiate a rulemaking or make policy and guidance updates, with an exception. The bill authorizes funding through FY2031 for the procurement and placement at ATC facilities of Tower Simulator Systems, which are used to train air traffic controllers on airport tower operations. The bill also requires DOT to establish ATC recruitment and retention incentive programs, the FAA to support the development of mental health services training related to conditions for ATCs, and the FAA to submit a report to Congress on the status of the Airspace Non-cooperative Surveillance Radar program.

Made in America Manufacturing Finance Act This bill increases the maximum loan amounts available to small manufacturers under the Small Business Administration's 7(a) and 504 loan programs. In particular, the bill generally doubles the maximum loan amount for small manufacturers under the 7(a) program and the bill increases the maximum loan amount for small manufacturers under the 504 program from $5.5 million to $10 million. Generally, 7(a) loans provide short- and long-term working capital which can be used for expenses such as operational needs. 504 loans provide financing for major fixed assets such as new facilities.

This resolution calls on North Korea to release any abducted foreign nationals, including those from Japan. The resolution also urges North Korea to return the remains of deceased abductees, to make appropriate restitution, to apologize, and to permanently cease such activities.

Small Business Regulatory Reduction Act of 2025 This bill requires the Small Business Administration (SBA) to ensure the annual small business regulatory budget for the SBA in each fiscal year is no greater than zero. The small business regulatory budget is the cost to a small business of a federal rulemaking, including the cost resulting from the issuance of any new rule and the cost resulting from the modification or repeal of an existing rule.

Mental Health in Aviation Act of 2025 This bill requires the Federal Aviation Administration (FAA) to review and update its regulations and policies on mental health for pilots and air traffic controllers. The FAA must update regulations and take any other actions necessary to implement the recommendations of (1) the Aviation Workforce Mental Health Task Group, and (2) the Mental Health and Aviation Medical Clearances Aviation Rulemaking Committee (the ARC). The FAA must also annually review and update, as appropriate, the applicable regulations and policies on mental health-related special issuance for pilots and air traffic controllers. As background, an Authorization for Special Issuance of a Medical Certificate is a discretionary document from the FAA which allows an airman with a disqualifying medical condition to fly under a restricted medical certificate. Among other things, the review and update must reclassify and approve additional medications that may be safely prescribed to airmen to treat mental health conditions, delegate additional authority to aviation medical examiners (AMEs) consistent with the ARC recommendations, and improve the special issuance process for pilots and air traffic controllers. The bill authorizes the FAA to take actions to recruit and train additional AMEs. The bill also authorizes an FAA public information campaign or education efforts to (1) destigmatize individuals in (or interested in joining) the aviation industry who seek mental health care, (2) broaden awareness of available supportive services, and (3) establish trust with pilots and air traffic controllers.

This bill exempts Guam and the Northern Mariana Islands from specific eligibility requirements of the Essential Air Service (EAS) program, thus allowing certain communities in Guam and the Northern Mariana Islands to participate. As background, the Department of Transportation's EAS program subsidizes passenger airline service to eligible small and isolated communities. To participate in the program under current law, most places must meet the eligibility requirements, such as be a community that received EAS in FY2011. Alaska and Hawaii are generally exempt from most of the EAS eligibility requirements. This bill adds Guam and the Northern Mariana Islands to that exemption.

Investing in All of America Act of 2025 This bill modifies the limit on the amount of financing available to a Small Business Investment Company (SBIC) from the Small Business Administration (SBA). It also expands the definition of private capital with respect to SBICs. Specifically, the bill reduces the maximum outstanding financing available to an SBIC from 300% to 200% of the SBIC's private capital. The bill increases from $350 million to $475 million the maximum financing available to two or more commonly controlled SBICs that make quarterly or semiannual interest payments. The bill also expands the amounts that may be excluded from the calculation of the financing limit to include the amounts an SBIC invests in (1) rural areas, (2) certain technology categories, or (3) small manufacturers. The bill revises the cap on such excluded amounts to the lesser of $125 million or the aggregate of 50% of the private capital of the SBIC. Additionally, the bill expands what is considered the private capital of an SBIC to include funds obtained from the business revenue of additional government-sponsored corporations and funds invested by the trust or endowment of a college or university.

Boosting Innovation, Technology, and Competitiveness through Optimized Investment Nationwide Act of 2025 or the BITCOIN Act of 2025 This bill provides for the acquisition and storage of the cryptocurrency Bitcoin by the U.S. government. The Department of the Treasury must purchase one million Bitcoins over a five-year period and hold the Bitcoins in trust for the United States. The bill also allows for additional acquisitions through specified transfers, forfeitures, and gifts. All Bitcoins acquired by the United States and placed into the Strategic Bitcoin Reserve must be held for at least 20 years. At the end of this period and upon the recommendation of Treasury, a percentage of the holdings may be sold to reduce the national debt. The bill also establishes exceptions to this holding period for specified Bitcoin asset distributions and splits. The bill directs Treasury to establish a Strategic Bitcoin Reserve for the secure storage of U.S. Bitcoins. The reserve must be a decentralized network of secure facilities across the United States. Existing U.S. Bitcoin holdings must be transferred to the reserve. States may voluntarily store Bitcoin holdings in the reserve in segregated accounts. The bill also reduces the total amount of U.S. dollars Federal Reserve banks may hold in surplus and requires Federal Reserve banks to remit a certain amount of net earnings annually to the purchase of Bitcoins. The bill also allows the use of Treasury’s Exchange Stabilization Fund to carry out purchases made under this bill.

Safe Schools Improvement Act This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, disability, religion, or sex. Sex includes sexual orientation, gender identity, and sex characteristics (including intersex traits). Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

Pacific Island Flight Alternatives Act of 2025 or PIFAA This bill allows authorized foreign aircraft to pick up and drop off passengers and cargo in Guam or the Northern Mariana Islands on international flights to or from other places in the United States. Authorized aircraft are those registered to a foreign air carrier from Japan, the Philippines, or South Korea. Current law prohibits foreign air carriers from transporting passengers or cargo between places in the United States, with exceptions. The bill deems that passengers or cargo that are added to or removed from authorized foreign aircraft in Guam or the Northern Mariana Islands on a flight that is traveling between another place in the United States and an international location have not broken the international journey, thus allowing authorized foreign aircraft to transport passengers and cargo between Guam or the Northern Mariana Islands and other places in the United States on such flights.

Guard and Reserve GI Bill Parity Act of 2025 This bill expands eligibility for Post-9/11 educational assistance for members of the reserve components of the Armed Forces and members of the National Guard. Specifically, the bill expands the types of activities that count towards Post-9/11 GI Bill eligibility to include active duty, inactive-duty training, annual training duty, and full-time National Guard duty or active duty. (Generally, under current law, only federal active duty counts towards educational assistance eligibility.)

Smithsonian American Women’s History Museum Act This bill authorizes the Smithsonian American Women's History Museum to be located on a particular site within the Reserve of the National Mall in Washington, DC. Specifically, the bill designates the South Monument site as the location for the museum; however, the President may designate an alternative site within 180 days of the bill's enactment. (The site is the undeveloped land across the National Mall from the National Museum of African American History and Culture.) Administrative jurisdiction of the site must be transferred to the Smithsonian Institution. The Board of Regents of the Smithsonian Institution must have the approval of specified federal entities (e.g., the Commission of Fine Arts) to plan, design, and construct a museum building. The bill (1) outlines the criteria for considering site and design proposals, and (2) requires the Smithsonian Institution to reimburse for costs resulting from the building approval process. The bill directs the museum to be dedicated to preserving, researching, and presenting the history, achievements, and lived experiences of biological women in the United States. Under this bill, the museum may not identify, present, describe, or depict any biological male as a female. In carrying out its duties, the museum's advisory council must (1) seek and utilize guidance from a broad array of knowledgeable and respected sources reflecting the diversity of the political viewpoints and authentic experiences held by women in the United States, and (2) seek guidance for the creation and substantial revision of exhibits and programs.

Veterans National Traumatic Brain Injury Treatment Act This bill requires the Department of Veterans Affairs to implement a five-year pilot program to furnish, under the Veterans Community Care Program, hyperbaric oxygen therapy to veterans with traumatic brain injuries or post-traumatic stress disorder.
