This bill requires the U.S. Fish and Wildlife Service to apportion certain wildlife-restoration funds to the U.S. territories and the District of Columbia in the same manner as such funds are apportioned under current law to the states.

Wildlife Innovation and Longevity Driver Act or the WILD Act This bill reauthorizes through FY2023 the Partners for Fish and Wildlife Program, the African Elephant Conservation Act, the Asian Elephant Conservation Act of 1997, the Rhinoceros and Tiger Conservation Act of 1994, the Great Ape Conservation Fund, and the Marine Turtle Conservation Fund. Federal agencies that have duties relating to invasive species management for the protection of water and wildlife must: (1) inhibit or reduce the populations of invasive species and effectuate restoration or reclamation efforts on land they manage, and (2) develop a strategic plan for implementing an invasive species program designed to achieve a substantive annual net reduction of invasive species populations or infested acreage in managed areas. This bill amends the Great Ape Conservation Act of 2000, including to authorize the Department of the Interior to award a multi-year grant for carrying out a project that is an effective, long-term conservation strategy for great apes (defined in the Act as chimpanzees, gorillas, bonobos, orangutans, and gibbons) and their habitats. This bill amends the Marine Turtle Conservation Act of 2004 to expand eligibility for financial assistance to include: (1) a wildlife management authority of a U.S. territory, and (2) projects for the conservation of freshwater turtles and tortoises. The U.S. Fish and Wildlife Service must establish Theodore Roosevelt Genius Prizes for: (1) prevention of wildlife poaching and trafficking, (2) promotion of wildlife conservation, (3) management of invasive species, (4) protection of endangered species, and (5) nonlethal management of human-wildlife conflicts. The bill establishes advisory boards for those prizes.

World War II Pacific Sites Establishment Act This bill establishes in Hawaii (1) the Pearl Harbor National Memorial as a unit of the National Park System (NPS) to preserve, interpret, and commemorate the history of World War II in the Pacific; and (2) the Honouliuli National Historic Site as a unit of the NPS to preserve and interpret the history associated with the internment and detention of civilians of Japanese and other ancestries during World War II in Hawaii, the impact of war and martial law on society in the Hawaiian Islands, and the co-location and diverse experiences of Prisoners of War at the Honouliuli Internment Camp Site.

Wildlife Conservation and Anti-Trafficking Act of 2018 This bill supports wildlife conservation, including by: (1) expanding federal law enforcement powers to combat wildlife trafficking (i.e., poaching), (2) rewarding whistle-blowers for reporting violations of wildlife-trafficking laws, (3) requiring the U.S. Fish and Wildlife Service to carry out the International Wildlife Conservation Program, and (4) providing funding for wildlife conservation.

Long-Term Care Veterans Choice Act This bill authorizes the Department of Veterans Affairs (VA), during the three-year period beginning on October 1, 2019, to transfer upon request a veteran for whom the VA is required to provide nursing home care to a medical foster home that meets VA standards. A veteran shall agree, as a transfer condition, to accept VA home health services.

VA Maintaining Internal Systems and Strengthening Integrated Outside Networks Act of 2018 or VA MISSION Act of 2018 This bill consolidates Department of Veterans Affairs (VA) community care programs, revises other VA health care programs and facilities provisions, and makes appropriations for veterans care. The bill establishes the Veterans Community Care Program to furnish hospital care, medical services, and extended care services through certain non-VA providers to veterans who are enrolled in the VA health care system or otherwise entitled to VA care. The VA may enter agreements with non-VA providers to furnish veterans with care that is otherwise not feasibly available. The VA shall: (1) establish standards for VA health care quality and for non-VA care in areas of VA expertise, (2) prohibit rehiring previously-removed VA providers, (3) provide prompt payment to providers, (4) establish opioid prescribing practices for non-VA providers, and (5) carry out the modernization or realignment of Veterans Health Administration facilities. The Veterans Choice Program is terminated after one year. The bill establishes: (1) the Center for Innovation for Care and Payment, and (2) the Asset and Infrastructure Review Commission. The VA may: (1) provide care for the live donor of a transplant for a veteran, and (2) carry out a Specialty Education Loan Repayment Program and other actions to recruit health care professionals. The VA family caregiver program is expanded. The Office of Management and Budget shall review each enhanced-use facility lease. The bill establishes pilot programs for medical scribes, mobile deployment teams for underserved facilities, and graduate medical education. The bill extends VA pension reductions for Medicare-covered veterans in nursing homes.

Burn Pits Accountability Act This bill requires the Department of Defense (DOD) and the military departments to evaluate whether each member of the Armed Forces has been (1) based or stationed where an open air burn pit was used to dispose of waste, or (2) exposed to toxic airborne chemicals. Members located where an open burn pit was used or exposed to toxic airborne chemicals must be enrolled in the Airborne Hazards and Open Burn Pit Registry, unless the member elects not to enroll. The evaluations must be included in periodic health assessments, physical exams conducted immediately prior to separation from active duty, and deployment assessments. DOD must share the results of the evaluations with the Department of Veterans Affairs.

Vietnam Human Rights Act This bill urges the Department of State to prompt Vietnam to: (1) repeal laws and administrative decrees restricting freedom of expression (including the Internet), association, and peaceful assembly; and (2) release political and religious prisoners. The bill states that: (1) it is U.S. policy to prioritize religious freedom in bilateral relations with Vietnam, (2) Vietnam should be designated as a country of particular concern for religious freedom, and (3) Vietnamese officials guilty of gross violations of human rights should be investigated by the United States and sanctioned if warranted. The State Department may establish programs to: (1) monitor and halt bride and sex trafficking of girls and women in Vietnam and other Asian countries, including China; and (2) address Vietnam's growing sex-ratio disparity. The President may provide assistance to ethnic minority groups in Vietnam affected by severe human rights violations. The bill expresses the sense of Congress that: (1) military assistance to Vietnam should be conditioned upon human rights progress, and (2) trade and foreign assistance benefits will be contingent upon whether Vietnam has illegally expropriated properties of U.S. citizens.

Purple Heart and Disabled Veterans Equal Access Act of 2018 This bill extends access to Department of Defense commissaries and morale, welfare, and recreation (MWR) facilities to Purple Heart recipients, veterans with a service-connected disability, Medal of Honor recipients, former prisoners of war, and veteran caregivers. (Commissaries are grocery/department stores on military installations that sell food and some household items. MWR facilities offer a range of services on bases including libraries, outdoor recreation, dining, golf courses, and sports and fitness centers.)

Civil Defense Preparedness Act of 2018 This bill amends the Homeland Security Act of 2002 to authorize the use of grants under the Urban Area Security Initiative (UASI) and the State Homeland Security Grant Program (SHSGP) to assist high-risk urban areas and high-risk states, respectively, to increase preparedness against rocket-propelled or other forms of kinetically-delivered weapons of mass destruction (WMD), including nuclear, biological, and chemical attacks. The bill includes a rocket-propelled or other form of kinetically-delivered WMD among the types of threats to critical infrastructure sectors and to U.S. populations that the Federal Emergency Management Agency (FEMA) must assess. FEMA must permit a grant recipient under the UASI and the SHSGP to use grant funds for joint projects with governmental entities for the procurement of WMD protective equipment and nuclear weapons attack building reinforcement.

State and Territorial Approval for Restriction of Fishing Act or the STAR Fishing Act This bill directs the Department of the Interior and the Department of Commerce to obtain approval from the relevant fish and wildlife management agency of a state or territory before restricting fishing access to state or territorial marine waters that are within the jurisdiction of the National Park Service or the Office of National Marine Sanctuaries, including coastal waters and estuaries.

This bill limits penalties from being enforced against a person fishing on a U.S. flag fishing vessel in certain areas of the Pacific Ocean based on a report by an observer, unless (1) the observer's report is provided to the captain and the owner of the vessel within 60 days after the end of the fishing trip, and (2) any enforcement action based on such report is brought within one year after the end of the fishing trip.

This bill simplifies the naturalization process for persons born in an outlying possession of the United States (American Samoa and Swains Island). Such persons are U.S. nationals rather than U.S. citizens by virtue of their birth in an outlying possession. The Immigration and Nationality Act is amended to permit a person to naturalize based upon residency in American Samoa. (Currently, a person from American Samoa must become a state resident in order to naturalize.) The Department of Homeland Security may, with respect to an applicant: (1) administer the citizenship process (applications, filings, interviews, oaths, and ceremonies) in American Samoa, (2) reduce application fees, and (3) waive the personal interview requirement. Such applicants are exempted from the naturalization requirement to demonstrate English language and U.S. civics proficiency. A U.S. citizen parent may apply for naturalization on behalf of a child born in American Samoa. The bill provides that no court shall have jurisdiction over any naturalization application filed by or on behalf of a resident of American Samoa.

Re-Establishing Accuracy in Labeling of Tuna Act of 2018 or the REAL Tuna Act of 2018 This bill revises the Food and Drug Administration requirements for canned tuna to exclude the species bullet tuna (Auxis rochei) and frigate tuna (Auxis thazard).

Civil Defense Accountability Act of 2018 This bill directs the Department of Defense (DOD), in coordination with the Federal Communications Commission (FCC) and the Department of Homeland Security (DHS), to report to Congress regarding current notification protocols for ballistic missile threats. The Federal Emergency Management Agency (FEMA) must conduct, and report on, a study to identify best practices of at least 13 states, including Hawaii, Alaska, California, Washington, and other states bordering or not bordering on an ocean or the Gulf of Mexico, regarding civil defense emergencies. The bill requires key officials (defined to include the heads of DOD, FEMA, and the FCC) to submit to Congress and make publicly available unclassified reports on the actions of their respective departments or agencies regarding the ballistic missile false alarm that occurred on January 13, 2018, in Hawaii. Each report shall include recommendations for corrective actions to diminish the possibility of another ballistic missile false alarm. The Office of the Assistant Secretary for Preparedness and Response of the Department of Health and Human Services (HHS) must submit to Congress and publish online a report regarding the ability of HHS and health care providers to respond to attacks in the United States with biological, chemical, radiological, or nuclear weapons. HHS must (1) develop and implement a public outreach program in coordination with state and local governments regarding recommendations in such report for improving readiness in responding to such attacks, and (2) consider the report's recommendations when issuing grants under the Public Health Emergency Preparedness cooperative agreement and the Hospital Preparedness Program.

Northern Mariana Islands U.S. Workforce Act This bill extends by 10 years, through 2029, and revises the immigration transition program for the Commonwealth of the Northern Mariana Islands. Among other things, the bill requires employers to receive a temporary labor certification from the Department of Labor before petitioning for a Commonwealth Only Transitional Worker permit and caps the number of permits.

Small Business 7(a) Lending Oversight Reform Act of 2018 This bill amends the Small Business Act to provide statutory authority for the Small Business Administration (SBA) Office of Credit Risk Management and the SBA Lender Oversight Committee. For FY2018 and each ensuing fiscal year, the SBA may, with congressional approval, increase the cap for general business loans if the cap will be reached within that fiscal year. An increase may only be implemented once each fiscal year.

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in Washington, DC, and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

Small Business Advanced Cybersecurity Enhancements Act of 2017 This bill amends the Small Business Act to direct the Small Business Administration in coordination with the Department of Commerce to create a central small business cybersecurity assistance unit and small business cybersecurity assistance units in each small business development center. The units shall serve as the primary interface for small business concerns to receive and share cyber threat indicators and defensive measures with the federal government.

Recovering America's Wildlife Act This bill amends the Pittman-Robertson Wildlife Restoration Act to direct the Department of the Treasury to transfer, beginning in FY2018, revenues from energy and mineral development on federal lands totaling $1.3 billion to the Wildlife Conservation and Restoration Subaccount of the Federal Aid to Wildlife Restoration Fund, to be available without further appropriation. The bill revises the requirements governing how the funds from the subaccount may be used, including by requiring funds to be used to develop, revise, and implement state wildlife conservation strategies. The bill expands the allowable uses of the subaccount, including by allowing funds to be used for managing invasive and nuisance species and for law enforcement activities that are directly related to the conservation of species of the greatest conservation need. Funds apportioned from the subaccount may not be conditioned upon the provision of public access to private lands, waters, or holdings. The bill specifies what types of funds and donations states may use to meet matching fund requirements. The bill revises the formula used to determine how funds are distributed to states.

This bill directs the Department of Veterans Affairs (VA) to ensure that the veterans peer counseling program includes a sufficient number of peer counselors for women veterans. Such counselors may be VA employees and may have expertise in: (1) gender-specific issues and services, (2) VA services and benefits, and (3) employment mentoring. The VA shall: (1) emphasize facilitating peer-to-peer counseling for women veterans who suffered sexual trauma while in the Armed Forces, have post-traumatic stress disorder or suffer from another mental health condition, or are otherwise at risk of becoming homeless; (2) conduct program outreach; and (3) coordinate with community organizations, state and local governments, institutions of higher education, local business organizations, and legal assistance organizations.

Jobs for Tribes Act Indian Community Economic Enhancement Act of 2017 This bill amends the Native American Business Development, Trade Promotion, and Tourism Act of 2000 to establish duties for the Office of Native American Business Development. This bill amends the Buy Indian Act, including to require the Department of Health and Human Services to use Native American labor and purchase Native American industry products. This bill amends the Native American Programs Act of 1974 to permit the Bureau of Indian Affairs to provide financial assistance to certain Native American community development financial institutions. Native American Business Incubators Program Act The Department of the Interior must establish a grant program in the Office of Indian Energy and Economic Development for establishing and operating business incubators that serve Native American communities. A business incubator is an organization that: (1) provides physical workspace and facilities resources to startups and established businesses, and (2) is designed to accelerate the growth and success of businesses through a variety of business support resources and services. Indigenous Peoples Exchange and Economic Cooperation Act The President must submit to Congress a strategy to promote and facilitate: (1) cross-investments between tribes and indigenous peoples in tribal businesses and commercial enterprises that involve indigenous peoples, and (2) the development of supply chains for U.S. entities that include products produced by tribes and indigenous peoples. The Department of State must provide assistance to countries in the Western Hemisphere in a manner that promotes and facilitates entrepreneurship among indigenous peoples.

Savanna's Act This bill requires the Department of Justice (DOJ) to update the online data entry format for federal databases relevant to cases of missing and murdered Indians to include a new data field for users to input the victim's tribal enrollment information or affiliation. In addition, DOJ must: make standardized law enforcement and justice protocols that serve as guidelines for law enforcement agencies with respect to missing and murdered Indians, develop protocols to investigate those cases that are guided by the standardized protocols, meet certain requirements to consult with Indian tribes, and provide tribes and law enforcement agencies with training and technical assistance relating to the development and implementation of the law enforcement and justice protocols. Federal law enforcement agencies that investigate and prosecute crimes related to missing and murdered Indians must modify their law enforcement and justice protocols to comply with the standardized protocols.

Directs the Committee on House Administration to issue regulations requiring Members, officers, and employees of the House of Representatives to complete a training program on workplace rights and responsibilities, including anti-discrimination and anti-harassment training, during each congressional session. Requires Members, officers, or employees to certify completion of such training within 90 days after a congressional session begins or within 90 days after beginning service during a session. (Sets forth a special rule requiring such training to be completed within 180 days after the beginning of the second session of the 115th Congress.) Directs the committee to issue regulations requiring that each House employing office post in a prominent location in its office and in each Member's congressional district office a statement of rights and protections provided to House employees under the Congressional Accountability Act of 1995, including procedures for responding to and adjudicating allegations of violations of such rights and protections.

Veteran Entrepreneurs Act of 2017 This bill amends the Internal Revenue Code to allow a business-related tax credit of up to $400,000 for 25% of the franchise fees paid or incurred by an eligible veteran for the purchase of a franchise. The bill reduces the amount of such credit if the veteran does not own 100% of the stock or capital or profits interest of the franchisee. An "eligible veteran" is a person who served in the active military, naval, or air service; was discharged or released under conditions other than dishonorable; and who pays or incurs a franchise fee in connection with a franchise agreement with a franchisor. The veteran may elect to transfer the credit to an eligible franchisor in exchange for a discount in the franchise fee commensurate with the value of the credit. The Small Business Administration and the Department of Veterans Affairs must provide information about the tax credit allowed by this bill to veterans service organizations and veteran advocacy groups.

Correcting Miscalculations in Veterans' Pensions Act This bill authorizes federal agencies to pay on behalf of an employee, Member, or annuitant any additional interest assessed as a result of certain administrative errors in processing annuity deposit amount. Specifically, in calculating amounts that employees with prior military service may pay into their federal retirement account, an agency may pay interest that accrues to the employee for the agency's calculation error.

Member and Employee Training and Oversight On Congress Act or the ME TOO Congress Act This bill amends the Congressional Accountability Act of 1995 (CAA) to revise procedures for reporting, investigating, and resolving allegations of legislative branch employees that their rights and protections under the CAA, such as protections against sexual harassment and discrimination, have been violated.

Honoring World War I Memorials Act of 2017 This bill directs the Department of Veterans Affairs to make grants to rehabilitate World War I memorials. Grant priority shall be given to memorials listed on the National Register of Historic Places and then to memorials listed on a state register of historic places.

Blast Exposure Protection Act of 2017 This bill establishes a Department of Veterans Affairs' presumption of service-connection for a veteran's injury or illness associated with a blast exposure during active military, naval, or air service in spite of there being no record of the injury or illness during a period of service.

Hear Our Heroes Act of 2017 This bill establishes a presumption of service-connection for veterans with permanent hearing loss, tinnitus, or both, who served on active duty in combat or in a military occupational specialty in which they were exposed to a high level of acoustic trauma.

Admiral Lloyd R. "Joe" Vasey Pacific War Commemorative Display Establishment Act This bill authorizes the Pacific Historic Parks to establish and maintain a commemorative display to honor the members of the U.S. Armed Forces and Allies who served in the Pacific Theater during World War II. Federal funds may not be used to design, procure, prepare, install, or maintain the commemorative display, but the National Park Service may accept and expend contributions of nonfederal funds and resources for such purposes.

VA Asset and Infrastructure Review Act of 2017 This bill establishes the Asset and Infrastructure Review Commission, which shall make recommendations to the President regarding the closure, modernization, and/or realignment of Veterans Health Administration (VHA) facilities based upon its own and Department of Veterans Affairs (VA) recommendations. The President shall transmit to the commission and to Congress a report containing the President's approval or disapproval of such recommendations by February 15, 2023. Within three years after transmittal of such report, the commission shall begin to implement the recommendations approved by the President and not disapproved by Congress. The commission shall: (1) carry out appropriate environmental restoration and historic preservation in connection with facility closures or realignments, and (2) consult with state and local governments with respect to the treatment of roads or the disposal of surplus real property or infrastructure. The VA may transfer the title of a VHA facility to the facility's redevelopment authority for lease to the VA or another federal agency. The bill establishes in the Treasury the Department of Veterans Affairs Asset and Infrastructure Review Account. The bill revises the definitions of: (1) "major medical facility project," and (2) "major medical facility lease." The VA may enter into agreements with other federal agencies for the planning, designing, constructing, or leasing of shared medical facilities. The Veterans Access, Choice, and Accountability Act of 2014 is amended to exclude recruitment, relocation, or retention incentives from the limitation on awards and bonuses. The bill provides funds for: (1) the Veterans Choice Program, and (2) medical facility minor construction and nonrecurring maintenance.

Strengthening the Economy with Critical Untapped Resources to Expand American Energy Act or the SECURE American Energy Act Accessing Strategic Resources Offshore Act or the ASTRO Act This bill addresses offshore and onshore oil and gas resources on the outer Continental Shelf (OCS) and other federal lands. The bill amends the Outer Continental Shelf Lands Act to establish a revenue sharing framework to distribute revenues collected from oil and gas leasing on the OCS to certain states (Virginia, North Carolina, South Carolina, Georgia, and Alaska). The bill also increases, for FY2029-FY2059, the amount of qualified OCS revenues available for distribution to Gulf producing states (Alabama, Louisiana, Mississippi, and Texas). The bill limits the President's authority to prohibit oil and gas leasing on the OCS. Under the bill, the Department of the Interior must conduct wind lease sales on the OCS off the coast of California and Hawaii. Opportunities for the Nation and States to Harness Onshore Resources for Energy Act or the ONSHORE Act The bill allows states with an established permitting and regulatory programs to manage certain federal permitting and regulatory responsibilities for oil and gas development on federal lands within their borders. The bill amends the Mineral Leasing Act to provide a mechanism for states to receive their entitled percentage of sales, bonuses, royalties, and rentals for all public land or deposits located in the state. Interior must defer to state regulations, guidance, and permit requirements for all activities regarding hydraulic fracturing relating to oil, gas, or geothermal production activities on federal land.

LWCF Parity for Territories and DC Act This bill repeals the requirement that the District of Columbia, Puerto Rico, Guam, American Samoa, the U.S. Virgin Islands, and the Northern Mariana Islands be deemed as one state, receiving, of the amounts apportioned as financial assistance from the Land and Water Conservation Fund for state purposes, shares in proportion to their populations.

Veterans Affairs Physician Recruitment Act of 2017 This bill enhances the Department of Veterans Affairs' ability to recruit and retain medical personnel through scholarships and student loan repayment.

USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis, in recognition of their perseverance, bravery, and service. Following the award of the gold medal, it shall be given to the Indiana War Museum in Indianapolis, Indiana, where it will be displayed and made available for research. The bill expresses the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

This bill provides that the Department of Veterans Affairs per diem payment calculation for an entity receiving homeless veterans shelter grants for a homeless veteran who has care of a minor dependent while receiving services from such entity shall be the sum of the daily cost of care for the veteran plus, for each minor dependent, an amount that equals 50% of the veteran's daily cost of care.

75th Anniversary of the End of World War II Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 500,000 $1 coins, and 750,000 half-dollar coins in commemoration of the 75th anniversary of the end of World War II. The coins shall be emblematic of the sacrifices made by millions of people of the United States 75 years ago in bringing an end to World War II. The design on each coin shall represent the World War II Victory Medal, which was awarded to all 16 million U.S. military personnel who served from December 7, 1941, to December 31, 1946. The bill requires all sales of such coins include specified surcharges, which shall be paid by Treasury to the congressionally designated National WWII Museum to fund its educational mission of telling the story of the U.S. experience in World War II.

American Samoa Investment Act of 2017 This bill amends the Immigration and Nationality Act to include U.S. nationals among the eligible employees of an EB-5 commercial enterprise. The EB-5 program provides an employment-based immigration preference for aliens who establish a commercial enterprise in the United States that will benefit the economy and create full-time employment for at least 10 U.S. citizens or lawful permanent residents.

Keep America's Refuges Operational Act This bill amends the Fish and Wildlife Act of 1956 to reauthorize through FY2022: (1) the volunteer services, community partnerships, and national wildlife refuge education programs of the National Wildlife Refuge System; and (2) provisions authorizing the Department of the Interior to accept and use gifts, devises, or bequests of real and personal property for the benefit of the U.S. Fish and Wildlife Service in the performance of its activities and services. The bill eliminates the prohibition on the use for the operation or administration of any nonfederal entity of any federal funds that are used for a project or program for a national wildlife refuge or a complex of geographically related refuges under a cooperative agreement between Interior and a partner organization, academic institution, state or local government agency, or other person under the community partnerships program.
