Opioid Addiction Prevention Act of 2017 This bill amends the Controlled Substances Act to prohibit the Drug Enforcement Administration from registering, or renewing the registration of, a practitioner who is licensed to prescribe opioids in schedule II, III, or IV unless the practitioner agrees to comply with certain requirements when prescribing opioids for the initial treatment of acute pain, such as a limit on the initial supply. An opioid that is approved and prescribed for the treatment of addiction is not subject to the requirements.

Native American Housing Assistance and Self-Determination Reauthorization Act of 2017 This bill provides federal housing assistance to Indians, including Alaska Natives, and Native Hawaiians, including by: amending the Native American Housing Assistance and Self-Determination Act of 1996 (NAHASDA) to reauthorize through FY2022 and revise the Indian Housing Block Grant and the Native Hawaiian Housing Block Grant; amending the United States Housing Act of 1937 to authorize the Department of Housing and Urban Development (HUD) to implement a supportive housing and rental assistance program for the benefit of Native American, including Alaska Natives, veterans who are homeless, or at risk of homelessness, and who are eligible to receive block grants under NAHASDA; amending the Housing and Community Development Act of 1992 to authorize HUD through FY2022 to guarantee housing loans for Native Americans and Native Hawaiians; extending from 50 years to 99 years the limit on the lease of Native American trust or restricted lands for housing purposes; and establishing a demonstration program that requires a participating Native American tribe, with an investor partner, to develop and implement a HUD-approved plan to address the tribe's housing needs.

Small Business Owners' Tax Simplification Act of 2017 This bill amends the Internal Revenue Code, with respect to several requirements that affect small businesses and self-employed individuals, to: align the deadlines for quarterly estimated tax payments with the calendar year quarters; modify the dollar thresholds for various information reporting requirements; allow certain self-employed individuals to participate in cafeteria benefit plans; exclude from self-employment income net earnings that are less than the amount required under the Social Security Act for a quarter of coverage for the calendar year in which the tax year began; allow certain health insurance costs of self-employed individuals to be deducted for self-employment tax purposes; and specify that voluntary tax withholding agreements, training, or group discount programs have no effect on whether an individual is classified as an employee or an employer. The Department of the Treasury must: (1) establish uniform standards and procedures for the acceptance of digital or electronic signatures, and (2) use prenotification testing to verify recipient information before transferring a tax refund or credit through an electronic funds transfer.

Winnebago Land Transfer Act of 2017 This bill takes specified federal land in Iowa into trust for the benefit of the Winnebago Tribe of Nebraska. The land becomes part of the tribe's reservation.

Condemns North Korea's threats against Guam. Reaffirms the U.S. commitment to Guam's security and its U.S. territorial waters. Supports evaluating needed investments in defensive capabilities to further safeguard Guam, the Northern Mariana Islands, American Samoa, Alaska, and Hawaii. Reaffirms U.S. support for forward deployment of missile defense systems to protect the territorial integrity of the United States and its Asia-Pacific allies. Urges enhanced strategic diplomatic engagement and military cooperation by the United States to address the growing North Korean threat. Demands that the international community fully enforce sanctions against the North Korean regime. Condemns any further escalation that endangers Guam and our citizenry or that could lead to a military conflict with North Korea.

This bill expands eligibility for memorial headstones and markers provided by the Department of Veterans Affairs to certain family members of veterans. Eligibility for dependent children and remarried spouses whose remains are unavailable is expanded to include all those who die on or after November 11, 1998.

This bill directs the Government Accountability Office to evaluate and report on the feasibility and costs of renovating or replacing the Lyndon B. Johnson Tropical Medical Center, which is in American Samoa. The report must include specified information, including: (1) the cost to equip the facility to meet the care standards of the Department of Veterans Affairs, the Department of Defense, and the Department of Health and Human Services; (2) the feasibility of making the center a teaching hospital; and (3) the ability to include a tropical disease research center at the facility.

Military Sexual Assault Victims Empowerment Act or the Military SAVE Act This bill directs the Department of Veterans Affairs (VA), through the Office of Community Care, to carry out a three-year pilot program of hospital care and medical services for eligible veterans at non-VA health care providers to treat physical and psychological injuries or illnesses that, in the judgment of a VA mental health professional, resulted from sexual assault or battery or sexual harassment while the veteran was serving on active duty, active duty for training, or inactive duty training. The program shall be carried out at not more than five locations, at least one of which shall be a rural location, based upon criteria including: (1) distance from a military installation, (2) city size, and (3) rates of sexual assault and rape. An eligible veteran may elect to participate in the pilot program. The VA may not restrict a participant's ability to choose the non-VA health care provider. The bill: (1) sets forth payment provisions for current and new non-VA providers, and (2) provides for program data collection and analysis.

Modernization of Medical Records Access for Veterans Act of 2017 This bill directs the Department of Veterans Affairs (VA) to carry out in at least one Veterans Integrated Services Network a pilot program for at least a 12-month period during which veterans enrolled in the VA's patient enrollment system will use a portable medical records storage system to store and share with VA health care providers and community health care providers records of their individual medical histories. The VA shall seek to enter into a contract, using competitive procedures, with an appropriate entity to furnish such storage system. The bill specifies system requirements, including: (1) the capability to store at least four gigabytes of electronic health records on a physical device no larger than a credit card, and (2) the capability to be used by substantially all electronic health records systems certified by the Office of the National Coordinator for Health IT on or before January 1, 2017.

Native American Suicide Prevention Act of 2017 This bill amends the Public Health Service Act to require a state or state-designated entity receiving support from the Substance Abuse and Mental Health Services Administration for development and implementation of a statewide youth suicide early intervention and prevention strategy to agree to collaborate with each of the state's federally recognized Indian tribes, tribal organizations, and urban Indian organizations regarding the strategy.

REAL ID Act Modification for Freely Associated States Act This bill amends the Real ID Act of 2005 to make a citizen of the Republic of the Marshall Islands, the Federated States of Micronesia, or the Republic of Palau who has been admitted to the United States as a nonimmigrant pursuant to a Compact of Free Association between the United States and the Republic or Federated States eligible for a driver's license or personal identification card. Under current law, a citizen of those countries is eligible for a temporary driver's license or personal identification card.

President John F. Kennedy Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 500,000 $1 silver coins in commemoration of President John F. Kennedy. The bill requires all sales of such coins to include a surcharge of $10 per coin, which shall be paid by Treasury to the John F. Kennedy Library Foundation to support the John F. Kennedy Presidential Library and Museum.

Harry W. Colmery Veterans Educational Assistance Act of 2017 This bill revises education and related benefits provided to veterans, service members, dependents, and survivors. The bill amends the Post-9/11 veterans' educational assistance program to: remove certain time restrictions on program use; increase assistance for reservists, guardsmen, dependents, and surviving spouses and dependents; provide full eligibility for Post-9/11 Purple Heart recipients and certain reservists and guardsmen; provide an extra academic years' worth of benefits for STEM (science, technology, engineering, or mathematics) degree candidates; establish a five-year pilot program for high technology courses; restore eligibility for service members whose school closes in the middle of a semester; authorize funding to improve claims processing; permit assistance to be used at certain institutions that are not institutions of higher education; and pro-rate the housing stipend for reservists called to active duty. The bill authorizes the Edith Nurse Rogers STEM Scholarship to help veterans complete STEM degrees. The Yellow Ribbon program is extended to Fry Scholarship recipients (surviving dependents of service members who died on active duty) and certain Purple Heart recipients. (The Yellow Ribbon program helps veterans pay for higher education tuition and fee costs not covered by the Post-9/11 program.) The bill: (1) extends the Advisory Committee on Education, (2) increases survivors' and dependents' educational assistance, and (3) extends funding for state educational program approving agencies.

Supplemental Security Income Equality Act This bill amends the Social Security Amendments of 1972 to extend the Supplemental Security Income program (which provides financial assistance to low-income people who are aged, blind, or disabled) to Puerto Rico, the U.S. Virgin Islands, Guam, and American Samoa.

American Samoa Job Protection & Expansion Act of 2017 This bill amends the Fair Minimum Wage Act of 2007 to: (1) repeal the increases in the minimum wage applicable to American Samoa that are scheduled to begin every third year after September 30, 2015, and until such minimum wage is equal to the minimum wage paid to employees who are engaged in commerce as prescribed under the Fair Labor Standards Act of 1938; and (2) require that the minimum wage there be increased instead by such amount and at such time as determined by the Department of Labor through special industry committees as in place before July 24, 2007.

21st Century Conservation Service Corps Act of 2017 This bill amends the Public Lands Corps Act of 1993 to replace provisions that established the Public Lands Corps with provisions establishing the 21st Century Conservation Service Corps (21CSC) to: engage youth and veterans in civilian national service positions to conserve, rebuild, and enhance the natural resources, infrastructure, and recreation assets of the United States; increase public access to, and use of, public and tribal land and water, infrastructure, and natural, cultural, and historical resources, while spurring economic development and outdoor recreation and addressing backlogged maintenance on public land; conserve, restore, and enhance such resources by carrying out high-quality, cost-effective projects; ensure that the activities and expertise of corpsmembers will be accessible to any public, nonprofit, or tribal entity responsible for the stewardship of land and water in coordination with the land or water owner; place youth and veterans in civilian national service positions to protect, restore, and enhance U.S. natural resources, infrastructure, and recreation assets in a cost-effective manner without undue duplication or overlap of federal agency activities or programs; and channel widespread interest among youth and veterans in serving in such positions to help conserve, restore, and enhance public and tribal land and water, infrastructure, and natural, cultural, and historical resources and to develop the next generation of outdoor stewards, entrepreneurs, recreationists, and sportsmen. The 21CSC shall be implemented jointly by the participating entities, which shall include the Corporation for National and Community Service, the Office of the Assistant Secretary of the Army for Civil Works, the Federal Emergency Management Agency, and the Departments of Interior, Agriculture, Transportation, Labor, Energy, Defense, Veterans Affairs, Commerce, Education, and Housing and Urban Development. Such entities shall: (1) establish a process for an organization to become a 21CSC organization, and (2) support 21CSC projects. A 21CSC organization shall provide to each youth or veteran corpsmember a wage, stipend, living allowance, and/or an educational credit, as well as skills development, credentials, and education, for participation in a 21CSC project that involves: specified conservation and restoration projects; the support, development, and enhancement of outdoor recreation or urban green space; service that is primarily indoors with a clear benefit for natural, cultural, or historic resources or treasures; or a project on private land or water having a direct or recognized public or environmental benefit or the funding of which originated from a governmental entity. The bill sets forth provisions governing 21CSC conservation centers and program support, the provision of resource assistants, and Corpsmember eligibility for a noncompetitive hiring status and national service educational awards. A participating entity may offer to enter into a cooperative agreement with a tribal agency or a 21CSC organization to establish and administer the Indian Youth 21st Century Conservation Service Corps, which shall carry out 21CSC projects on tribal land or water.

Save Our Seas Act of 2017 or the SOS Act of 2017 This bill amends the Marine Debris Act to revise the Marine Debris Program to require the National Oceanic and Atmospheric Administration (NOAA) to work with: (1) other agencies to address both land- and sea-based sources of marine debris, and (2) the Department of State and other agencies to promote international action to reduce the incidence of marine debris. The bill also revises the program by allowing NOAA to make sums available for assisting in the cleanup and response required by severe marine debris events. NOAA must prioritize assistance for activities that respond to a severe marine debris event in: (1) a rural or remote community, or (2) a habitat of national concern. The bill urges the President to: (1) work with foreign countries that contribute the most to the global marine debris problem in order to find a solution to the problem; (2) study issues related to marine debris, including the economic impacts of marine debris; and (3) encourage the Office of the U.S. Trade Representative to consider the impact of marine debris in relevant future trade agreements. The Interagency Marine Debris Coordinating Committee must expand to include a senior official from the State Department or from the Department of the Interior. This bill reauthorizes for FY2018-FY2022: (1) the Marine Debris Program, (2) an information clearinghouse on marine debris, and (3) enforcement of laws about discarded marine debris from ships.

Horseracing Integrity Act of 2017 This bill establishes the Horseracing Anti-Doping and Medication Control Authority as an independent non-profit corporation with responsibility for developing and administering an anti-doping and medication control program for: (1) Thoroughbred, Quarter, and Standardbred horses that participate in horse races that have a substantial relation to interstate commerce, (2) such horse races, and (3) the personnel engaged in the care, training, or racing of such horses. The Federal Trade Commission (FTC) shall have exclusive jurisdiction over all horse racing anti-doping and medication control matters. The Authority and such FTC jurisdiction shall terminate if an interstate compact providing for services consistent with such program is established within five years after the program takes effect. The Authority may enter into agreements with state racing commissions to implement the program within their jurisdictions. Program elements shall include: anti-doping and medication control rules, lists of permitted and prohibited substances and methods, a prohibition on the administration of any such substance within 24 hours of a horse's next racing start, and testing and laboratory standards. The Authority shall: develop, maintain, and publish such lists; establish a list of anti-doping and medication control rule violations applicable to either covered horses or persons; establish standards and the process for laboratory accreditation and sample testing; and promulgate rules for anti-doping and medication control results management, for the disciplinary process for violation results management, and for imposing sanctions for violations. The bill sets forth civil enforcement provisions. Activities under this bill are funded by an assessment placed on state racing commissions based on the calculation of cost per racing starter.

AMBER Alert in Indian Country Act of 2017 This bill amends the PROTECT Act to reauthorize the AMBER Alert grant program for FY2018. The bill also modifies the program to: make Indian tribes eligible for AMBER Alert grants, permit the use of grant funds to integrate state or regional AMBER Alert communication plans with an Indian tribe, and allow the waiver of the matching funds requirement for grants awarded to Indian tribes.

Restoring Accountability in the Indian Health Service Act of 2017 This bill amends the Indian Health Care Improvement Act to require the Department of Health and Human Services (HHS) to establish a pay system for health care professionals employed by Indian Health Service (IHS) that is competitive with the salary of health care professionals employed by the Veterans Health Administration. HHS may establish incentives related to IHS employee recruitment and retention by providing relocation costs and rental assistance to employees under certain circumstances. In addition, IHS must: centralize its credentialing system for licensed health professionals seeking to provide health care services at its facilities, establish standards to measure the timeliness of health care services in its facilities, implement an annual mandatory program that provides cultural training for certain IHS employees and contractors, and establish a demonstration project to provide additional staffing resources to understaffed IHS facilities. Liability protections are given to certain health care professionals who volunteer at IHS facilities. The bill expands the IHS student loan repayment program to include loan repayments for degrees related to health administration. HHS may: (1) directly hire candidates to positions within IHS; and (2) remove, transfer, or demote certain IHS employees based on performance or misconduct. HHS must establish a tribal consultation policy for IHS. The bill establishes: (1) whistle blower protections for IHS employees, and (2) requirements concerning IHS fiscal accountability and transparency.

Home Health Documentation and Program Improvement Act of 2017 This bill requires the Centers for Medicare & Medicaid Services (CMS) to use an individual's medical record from a home-health agency, as appropriate, to support certification of such individual's Medicare eligibility for home-health services. The bill requires the CMS to establish a process for home-health agencies that are entitled to an administrative appeal after being denied eligibility for Medicare reimbursement to, instead, enter into a settlement with the CMS.

Veterans Increased Choice for Transplanted Organs and Recovery Act of 2017 or the VICTOR Act of 2017 This bill amends the Veterans Access, Choice, and Accountability Act of 2014 to include among veterans eligible to receive hospital care and medical services through agreements with the Department of Defense, the Indian Health Service, federally-qualified health centers, or health care providers that participate in the Medicare program a veteran who: (1) requires an organ transplant, (2) lives more than 100 miles from a Department of Veterans Affairs transplant center, and (3) is seeking such care and services related to a required organ transplant at a transplant center that is located within 100 miles of such veteran's residence and operated by such an entity.

Commends the members of the Armed Forces who deployed from Camp Pendleton to fight in World War II and the Korean, Vietnam, Kuwait, Iraq, and Afghanistan wars.

American Legion 100th Anniversary Commemorative Coin Act This bill requires the Department of the Treasury to mint and issue commemorative coins in recognition and celebration of the 100th anniversary of the American Legion. Surcharges received from the sale of these coins shall be paid to the American Legion for costs related to promoting the importance of: (1) caring for those who have served, and those who are still serving, in the Armed Forces; and (2) maintaining patriotic values, strong families, and assistance for at-risk children.

Disability Integration Act of 2017 This bill prohibits states or local governments that provide institutional placements for individuals with disabilities who need long-term assistance with daily living activities or health-related tasks, and prohibits insurance providers that fund such long-term services, from denying community-based services that would enable such individuals to live in the community and lead an independent life. States, local governments, or insurance providers may not discriminate against such individuals in the provision of community-based services by: (1) imposing prohibited eligibility criteria, cost caps, waiting lists, or payment structures; (2) failing to provide a specific community-based service; or (3) requiring an individual to receive a service in a congregate or disability-specific setting. Community-based services must be offered to individuals with such disabilities prior to institutionalization. Institutionalized individuals must be notified regularly of community-based alternatives. States, local governments, and public insurance providers must assess: (1) transportation barriers that prevent individuals from receiving services in integrated settings, and (2) the availability of integrated employment opportunities. The Department of Justice (DOJ) and the Department of Health and Human Services (HHS) must issue regulations requiring states, local governments, or insurance providers to offer community-based long-term services to individuals with such disabilities who would otherwise qualify for institutional placement. State and local governments, in conjunction with housing agencies, must ensure sufficient availability of affordable, accessible, and integrated housing that is not a disability-specific residential setting or a setting where services are tied to tenancy. Such regulations must also require states and local governments to begin implementing a transition plan to achieve the requirements of this bill within 12 years after its enactment. For 10 years after issuance of the regulations, HHS must determine annually whether each state is complying with the transition plan. If a state is complying, HHS must increase by five percentage points the federal medical assistance percentage for a state requesting an increase for expenditures on home and community-based services furnished under the state Medicaid plan under title XIX (Medicaid) of the Social Security Act, or a waiver of such plan, that are identified as: (1) improvements to ensure accessibility or self-directed receipt of such services, (2) funding shifts from institutional settings to integrated community-based services, or (3) environmental modifications for housing targeted toward the lowest income individuals. The bill provides for DOJ enforcement and allows civil actions by individuals subjected to, or about to be subjected to, a violation of this bill.

Deborah Sampson Act This bill directs the Department of Veterans Affairs (VA) to carry out a three-year pilot program to assess the feasibility of peer-to-peer assistance for women veterans who are separating or newly separated from the Armed Forces), with emphasis placed on women who suffered service-related sexual trauma or who are at risk of becoming homeless. Additionally, the VA shall: expand the women veterans call center to include a text messaging capability; establish a partnership with at least one nongovernmental organization to provide legal services to women veterans based upon their 10 highest unmet needs; retrofit VA medical facilities with fixtures, materials, and other outfitting measures to support the care of women veterans; ensure that each VA medical facility has at least one full-time or part-time women's health primary care provider; expand to 14 days VA post-delivery care services for women veterans who are receiving maternity care in a VA or VA-contracted facility; ensure that the women veteran manager program is supported at each VA medical center with a program manager and an ombudsman; collect, analyze, and publish data on each VA service or benefit program and disaggregate such data by sex and minority status; and publish an Internet website that serves as a centralized information source for women veterans' benefits and services. The bill makes funds available for: (1) primary care and emergency care clinicians' participation in the women veterans health care mini-residency program, and (2) organizations that focus on providing assistance to women veterans and their families. The bill: (1) provides for reintegration and readjustment services to veterans and family members in group retreat settings, and (2) expresses the sense of Congress that the VA's motto should be more inclusive.

Improving the Treatment of the U.S. Territories Under Federal Health Programs Act of 2017 This bill alters provisions under Medicaid, Medicare, and Medicare Advantage relating to U.S. territories, including payment calculations and enrollment periods.

Assuring Contracting Equity Act of 2017 This bill increases from: (1) 23% to 25% the government-wide small business procurement contract goal, (2) 5% to 10% the government-wide procurement goal for small disadvantaged businesses and women-owned businesses, and (3) 3% to 6% the government-wide procurement goal for service-disabled veteran-owned small businesses and HUBZone (Historically Underutilized Business Zone) small businesses. The number of categories is limited for which a small business may qualify under such goals. The Small Business Administration (SBA) must include in its annual report to the President and Congress on these goals the percentage of participation by small businesses for the total value of all prime contracts and subcontracts awards for a fiscal year, including the value of each contract awarded. The SBA must consult with the heads of other federal agencies to develop and implement standards for procurement officers to take into consideration the past compliance of potential contractors with small business subcontracting goals when making contract awards.

Chinese American World War II Veterans Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to the Chinese American Veterans of World War II in recognition of their dedicated service during World War II. The medal shall be displayed at the Smithsonian Institution, which is urged to make the medal available for display at other locations associated with such veterans or with World War II.

Puppies Assisting Wounded Servicemembers Act of 2017 or the PAWS Act of 2017 This bill directs the Department of Veterans Affairs (VA) to carry out a five-year pilot program under which it provides grants to eligible nonprofit organizations to provide service dogs to veterans who suffer from post-traumatic stress disorder after completing other evidence-based treatment. An organization that receives a grant shall provide for each participating service dog and veteran: coverage by a commercially available veterinary health insurance policy, hardware clinically determined to be required by the dog to perform the tasks necessary to assist the veteran, payments for travel expenses to obtain the dog, and travel expenses required to obtain a replacement service dog. To be eligible for a grant, an organization must: (1) agree to cover all costs in excess of the grant amount to guarantee such benefits, (2) be certified by Assistance Dogs International, (3) provide one-on-one training for each service dog and recipient for 30 hours or more over 90 days or more, and (4) provide an in-house residential facility or other accommodations nearby in which service dog recipients stay for a minimum of 10 days while receiving at least 30 hours of training. The VA shall develop metrics to measure the improvement in psychosocial function and therapeutic compliance and changes independence on prescription narcotics and psychotropic medication of veterans participating in the program. The Government Accountability Office must report to Congress on the methodology used for the pilot program.

Samish Indian Nation Land Conveyance Act of 2017 This bill directs the Department of the Interior to take into trust for the benefit of the Samish Indian Nation specified land owned by the tribe in Skagit County and San Juan County, Washington. Gaming is prohibited on this land.

Military Spouse Hiring Act This bill amends the Internal Revenue Code to expand the Work Opportunity Tax Credit (WOTC) to include the hiring of a qualified military spouse. (The WOTC permits employers who hire individuals who are members of a targeted group such as qualified veterans, ex-felons, or long-term unemployment recipients to claim a tax credit equal to a portion of the wages paid to those individuals.) A "qualified military spouse" is any individual who is certified by the designated local agency as being (as of the hiring date) a spouse of a member of the Armed Forces.

Veterans Appeals Improvement and Modernization Act of 2017 This bill revises the Department of Veterans Affairs (VA) disability claims appeals system. The bill permits a veteran to appeal within one year by: (1) requesting a review of the agency of original jurisdiction's (AOJ) decision by a higher-level adjudicator within AOJ using the same evidentiary record; (2) filing a supplemental claim with a regional office that includes the opportunity to submit additional evidence and have a hearing; or (3) appealing directly to the Board of Veterans' Appeals, with the opportunity to select an expedited review to submit new evidence but without a hearing, or to select a review with the option to submit new evidence and request a hearing. A veteran may: (1) maintain the original effective date of a claim if he or she submits new and relevant evidence within one year of the most recent decision, and (2) retain the services of attorneys and accredited agents who charge a fee when the AOJ provides notice of the original decision. The VA's statutory duty to assist a veteran terminates after the original decision. The bill: (1) requires the VA to issue decision notification letters, (2) permits certain veterans who initiated an appeal prior to the bill's effective date to opt-in to the modernized appeals system, (3) authorizes the VA to conduct a pilot program to test such system, and (4) requires the VA, prior to full implementation, to certify to Congress that it has sufficient resources and personnel to carry out the legacy and modernized appeals systems.

Expresses the sense of Congress that an appropriate site in the Memorial Amphitheater in Arlington National Cemetery should be provided for a memorial marker (to be paid for with private funds) to honor the memory of those who have been awarded or are eligible for the Korean Defense Service Medal who are missing in action or unaccounted for, or who died in-theater, if the Secretary of the Army has exclusive authority to approve the site and design of the marker.

Medicaid and CHIP Territory Transparency and Information Act This bill requires the Centers for Medicare & Medicaid Services to publish on its website, and periodically update, specified information related to federal expenditures under Medicaid and the Children's Health Insurance Program (CHIP) in each of the U.S. territories.

Veterans E-Health and Telemedicine Support Act of 2017 or the VETS Act of 2017 This bill allows a licensed health care professional of the Department of Veterans Affairs to practice his or her profession using telemedicine at any location in any state, regardless of where the professional or patient is located.

North Korean Human Rights Reauthorization Act of 2017 This bill amends the North Korean Human Rights Act of 2004 to reauthorize through FY2022: (1) programs that promote human rights, democracy, rule of law, and the development of a market economy in North Korea; (2) actions to promote freedom of information in North Korea; and (3) humanitarian assistance to North Koreans who are outside of North Korea without the permission of the government. The bill extends through 2022 the requirements for annual reports from: (1) the Department of State on freedom of information inside North Korea, (2) the Special Envoy on North Korean human rights issues, (3) the U.S. Agency for International Development on U.S. humanitarian assistance activities both inside North Korea and for North Koreans outside of North Korea, and (4) the State Department and Department of Homeland Security on North Korean refugees and immigration. The Broadcasting Board of Governors shall report to Congress regarding: (1) the status of current U.S. broadcasting to North Korea and the extent to which the Board has achieved the goal of 12-hour-per-day broadcasting to North Korea; and (2) a strategy to overcome obstacles to communication with the North Korean people, including through electronic means.

Young Fishermen's Development Act of 2017 This bill directs the National Sea Grant Office in the National Oceanic and Atmospheric Administration to establish a Young Fishermen's Development Grant Program to provide training, education, outreach, and technical assistance initiatives for young fishermen. The office shall make competitive matching grants to support local and regional training, education, outreach, and technical assistance initiatives for young fishermen, including programs, workshops, and services related to seamanship, navigation, electronics, and safety, vessel and engine care, and sustainable fishing practices. Grant recipients must be a collaborative state, tribal, local, or regionally based network or partnership of public or private entities. In awarding grants, the office shall give priority to partnerships and collaborations that are led by or include nongovernmental fishing community-based organizations and school-based fisheries educational organizations with expertise in fisheries and sustainable fishing training and outreach. Grants may not be used to purchase a fishing license, permit, quota, or other harvesting right.

Families of Fallen Servicemembers First Act This bill provides a permanent appropriation for the payment of death gratuities and related benefits to survivors of deceased members of the uniformed services during a period of lapsed appropriations. The bill provides the appropriations at the rate and under the conditions provided for the most recent fiscal year for which an Act making appropriations for the uniformed services has been enacted. The appropriations are provided during a period of lapsed appropriations, in which appropriations are unavailable due to the absence of the timely enactment of an Act or joint resolution providing appropriations or continuing appropriations for the death gratuity and related benefits.

Recognizes that the intent of the Agent Orange Act of 1991 included the presumption that veterans who served in the Armed Forces in the bays, harbors, and territorial seas of the Republic of Vietnam between January 9, 1962, and May 7, 1975, served in Vietnam for all purposes under the Agent Orange Act of 1991. Expresses the intent that such veterans who served in those areas and other areas exposed to Agent Orange who have been diagnosed with connected medical conditions should be equally recognized for such exposure through equitable benefits and coverage as those who served in the inland rivers and on the Vietnamese land mass. Calls on the Department of Veterans Affairs to review its policy that excludes presumptive coverage for Agent Orange exposure for such veterans.

Veterans Access to Community Care Act of 2017 This bill directs the Department of Veterans Affairs (VA) to use the VA's existing authority to furnish health care to veterans at non-VA facilities to provide health care at non-VA facilities to veterans who reside more than 40 miles driving distance from the closest VA medical facility providing the care they seek.
