Pandemic Accommodation to Support Students Act or the PASS Act This bill directs the Department of Education (ED) to extend certain temporary relief related to federal student loans. Specifically, the bill extends to September 30, 2021, the suspension of payments and interest due on Federal Direct Loans and Federal Family Education Loans that are held by ED. Further, ED must carry out a program, beginning on August 1, 2021, to provide at least six notices to borrowers that normal payment obligations will resume.

Keeping All Students Safe Act This bill prohibits the use of seclusion and limits the use of physical restraint in schools and Head Start programs that receive federal funding. It also establishes enforcement provisions, including a private right of action for a student who has been subjected to unlawful seclusion or restraint, and creates a grant program for state educational agencies to implement the procedures required by the bill.

Save Education Jobs Act This bill establishes through FY2030 the Education Jobs Fund, from which the Department of Education (ED) must award grants to state educational agencies and, through them, subgrants to local educational agencies (LEAs) to retain and create education jobs. ED must also provide grants to outlying areas and the Bureau of Indian Education. Specifically, LEAs must use subgrants for compensation and benefits to retain existing employees, rehire former employees, and hire new employees. Further, subgrants may be used for certain activities such as training and professional development, providing salary increases to cover extended days or school years to make up for lost instructional time due to COVID-19 (i.e., coronavirus disease 2019), and developing teacher leadership roles in high-need schools. The bill prohibits the use of subgrants for certain activities, such as funding voucher programs, tax-credit scholarships, or education savings accounts.

Ocean-Based Climate Solutions Act of 2020 This bill implements various ocean-based policies, programs, and goals to address climate change and reduce greenhouse gas emissions, including by establishing the Blue Carbon Program to further conservation objectives for fish and wildlife habitat conservation and restoration and coastal resilience.

Family Crisis Cash Assistance Act This bill provides funding for the Department of Health and Human Services (HHS) to establish a program within 30 days that provides monthly cash-assistance payments to low- and moderate-income households during economic downturns or disasters. This funding is exempt from sequestration, a process of automatic spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals. During any month the Department of Labor determines that a state or territory is in an economic downturn or the Federal Emergency Management Agency determines that an area is under a major disaster declaration, eligible households in those places receive payments. Payments vary based on household size and income. For households with incomes under 200% of the federal poverty line (FPL), payments range from $2,000 to $4,000. Payments phase out for households with incomes between 200% and 300% of the FPL. In addition, payments may not be garnished or taxed, and jurisdictions may not impose conditions, such as work requirements or asset tests, on the receipt of these payments. The federal government must cover 100% of the payments. States and territories may carry out this program directly by submitting plans that meet certain requirements to HHS for approval. HHS must award planning grants to jurisdictions to develop the plans and cover certain program implementation costs. If a jurisdiction lacks an approved plan or otherwise fails to comply with program requirements, HHS must make the payments on behalf of that jurisdiction.

Outlying Area Apprenticeship Expansion Act This bill directs the Department of Labor to make grants, cooperative agreements, contracts, and other arrangements available to America Samoa, Guam, the Commonwealth of the Mariana Islands, and the U.S. Virgin Islands (the outlying areas) to establish registered apprenticeships under the National Apprenticeship Act or expand opportunities through apprenticeships registered under that Act.

National Apprenticeship Act of 2020 This bill provides statutory authority for the registered apprenticeship program within the Department of Labor (DOL), provides for related grant programs, and contains related provisions. The bill provides statutory authority for the Office of Apprenticeship (OA) within DOL. The OA's responsibilities include (1) supporting the development of apprenticeship models; (2) recognizing qualified state apprenticeship agencies, and operating apprenticeship offices in states without a recognized agency; (3) providing technical assistance to state agencies; (4) periodically updating requirements for each occupation in the apprenticeship program and determining whether to approve new occupations for the program; and (5) awarding grants provided under this bill. The bill also establishes in statute the responsibilities of state apprenticeship agencies and offices, including (1) providing technical assistance to stakeholders, (2) resolving complaints, (3) establishing state performance goals, and (4) including in its written plan a description of how its apprenticeship programs align with the skills needs of the state's employers. The OA shall enter into an agreement with the Department of Education to promote the integration and alignment of apprenticeship programs with secondary, postsecondary, and adult education. The OA shall award grants to eligible entities to (1) expand national apprenticeship system programs, including by encouraging employer participation; and (2) strengthen alignment between the apprenticeship system and education providers. The bill also establishes in statute criteria for various programs, including (1) quality standards for apprenticeships, (2) requirements for apprenticeship agreements between a program sponsor and an apprentice, and (3) acceptable uses for grant funds awarded under this bill.

Ending Health Disparities During COVID-19 Act of 2020 or the EHDC Act of 2020 This bill expands COVID-19 (i.e., coronavirus disease 2019) relief efforts, expands data collection and health literacy, supports research, promotes diversity in the health professional workforce, increases access to telehealth and other health care, and otherwise addresses the health of minority populations and immigrants. For example, the bill provides funding for emergency aid and services, grants to address COVID-19 health inequities, grants to address social determinants of health, and payments for language services. It also expands COVID-19 testing and contact tracing.

Insular Area Liquidity Act This bill requires each department or agency making a grant to an Insular Area (the U.S. Virgin Islands, Guam, American Samoa, or the Northern Mariana Islands) to provide the Insular Area with (1) not less than 50% of the grant funds through advanced payments, and (2) additional monitoring and technical assistance to manage the grant funds.

Improving COVID-19 Data Transparency Act This bill requires the Centers for Disease Control and Prevention (CDC) and the Department of Health and Human Services (HHS) to take certain actions with respect to reporting and modeling COVID-19 (i.e., coronavirus disease 2019) data. It also requires health information technology, as a condition of certification by HHS, to automatically generate and transmit reports of possible reportable conditions from electronic health records to public health agencies. The CDC must standardize the reporting of COVID-19 data by governmental health departments, including information related to contact tracing and surveillance, hospital admissions and outcomes, outbreaks, and community compliance with preventive measures. The CDC must also post and periodically update this information on its website. In addition, the CDC must provide sufficient information about federal COVID-19 models to allow them to be reproduced, and HHS must enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to study issues related to COVID-19 modeling, including the data sources used in the models. The CDC must also deliver a weekly televised presentation that is open to the media on its Morbidity and Mortality Weekly Report, a publication that reports surveillance statistics and other public health information and recommendations.

STEM Educator Awards Equity Act This bill increases from 108 to 110 the number of Presidential Awards for Excellence in Mathematics and Science Teaching the President must award each year. The awards are given to kindergarten through grade 12 school teachers of mathematics and science who have demonstrated outstanding teaching ability. In selecting teachers for an award, the President shall select at least one teacher each from the Commonwealth of the Northern Mariana Islands, American Samoa, the U.S. Virgin Islands, and Guam.

Delivering for America Act This bill prohibits the U.S. Postal Service (USPS) from making changes to operations or levels of service from those that were in effect on January 1, 2020. Specifically, the USPS may not, during the period beginning on enactment of this bill and ending on the last day of the COVID-19 (i.e., coronavirus disease 2019) public health emergency or January 1, 2021, whichever is later, implement or approve any change to the operations or the level of service that would impede prompt, reliable, and efficient services, including changes in the nature of services that will generally affect service on a nationwide basis; revisions of service standards; closures or consolidations of post offices or reduction of facility hours; prohibitions on payment of overtime pay to USPS officers or employees; changes that would prevent the USPS from meeting its service standards or that would reduce measurements of performance concerning those standards; changes that would have the effect of delaying mail, allowing non-delivery to a delivery route, or increasing the volume of undelivered mail.

Mobile Options for Testing In Our Neighborhoods Act or the MOTION Act This bill requires the Department of Health and Human Services (HHS) to award grants within 120 days to, among others, specified health facilities, governmental health departments, and nonprofits for establishing or maintaining mobile testing programs for COVID-19 (i.e., coronavirus disease 2019) and the virus that causes it. In awarding these grants, HHS must take into account certain state-based plans for COVID-19 testing and give priority to applicants that serve communities with limited access to transportation, medically underserved populations, and areas with shortages of health professionals.

Boosting Long-term U.S. Engagement in the Pacific Act or BLUE Pacific Act This bill requires the establishment or expansion of various diplomacy and aid programs related to the Pacific Islands, which include the Cook Islands, Fiji, Palau, and Vanuatu. Provisions relating to security and law enforcement in the Pacific Islands include those requiring (1) the Department of State and the Department of Homeland Security to expand cross-border maritime law enforcement operations; (2) the State Department to expand International Law Enforcement Academies coverage (the academies provide training to law enforcement agencies in other countries); and (3) the State Department to implement a strategy to combat transnational crime, such as cybercrime and sex trafficking. The bill also requires the implementation of development-related initiatives in the Pacific Islands, such as by requiring (1) the U.S. Trade Representative to implement a strategy to expand and diversify trade; (2) the U.S. Agency for International Development (USAID) to implement a plan to increase the region's trade capacity; and (3) the USAID to implement programs to improve public health, education outcomes, and climate resilience. The bill also requires the development and implementation of programs related to press freedom in the Pacific Islands, such as a State Department strategy to strengthen the press and promote press freedom and a U.S. Agency for Global Media strategy to provide expanded media content.

COVID-19 Data Transparency Act This bill requires the Centers for Disease Control and Prevention (CDC) to standardize reporting by government health departments of COVID-19 data, including information related to hospital admissions, testing, contact tracing, and transmission rates. In addition, the CDC must publicly post and periodically update this information on its website with individually identifiable information excluded.

Investing in a New Vision for the Environment and Surface Transportation in America Act or the INVEST in America Act This bill addresses provisions related to federal-aid highway, transit, highway safety, motor carrier, research, hazardous materials, and rail programs of the Department of Transportation (DOT). Among other provisions, the bill extends FY2020 enacted levels through FY2021 for federal-aid highway, transit, and safety programs; reauthorizes for FY2022-FY2025 several surface transportation programs, including the federal-aid highway program, transit programs, highway safety, motor carrier safety, and rail programs; addresses climate change, including strategies to reduce the climate change impacts of the surface transportation system and conduct a vulnerability assessment to identify opportunities to enhance the resilience of the surface transportation system and ensure the efficient use of federal resources; revises Buy America procurement requirements for highways, mass transit, and rail; establishes a rebuild rural grant program to improve the safety, state of good repair, and connectivity of transportation infrastructure in rural communities; implements new safety requirements across all transportation modes; and directs DOT to establish a pilot program to demonstrate a national motor vehicle per-mile user fee to restore and maintain the long-term solvency of the Highway Trust Fund and achieve and maintain a state of good repair in the surface transportation system.

Justice in Policing Act of 2020 This bill addresses a wide range of policies and issues regarding policing practices and law enforcement accountability. It includes measures to increase accountability for law enforcement misconduct, to enhance transparency and data collection, and to eliminate discriminatory policing practices. The bill facilitates federal enforcement of constitutional violations (e.g., excessive use of force) by state and local law enforcement. Among other things, it does the following: lowers the criminal intent standard—from willful to knowing or reckless—to convict a law enforcement officer for misconduct in a federal prosecution, limits qualified immunity as a defense to liability in a private civil action against a law enforcement officer or state correctional officer, and authorizes the Department of Justice to issue subpoenas in investigations of police departments for a pattern or practice of discrimination. The bill also creates a national registry—the National Police Misconduct Registry—to compile data on complaints and records of police misconduct. It establishes a framework to prohibit racial profiling at the federal, state, and local levels. The bill establishes new requirements for law enforcement officers and agencies, including to report data on use-of-force incidents, to obtain training on implicit bias and racial profiling, and to wear body cameras.

Great American Outdoors Act This bill establishes the National Parks and Public Land Legacy Restoration Fund to support deferred maintenance projects on federal lands. For FY2021-FY2025, there shall be deposited into the fund an amount equal to 50% of all federal revenues from the development of oil, gas, coal, or alternative or renewable energy on federal lands and waters. Deposited amounts must not exceed $1.9 billion for any fiscal year. The fund must be used for priority deferred maintenance projects in specified systems that are administered by the National Park Service, the Forest Service, the U.S. Fish and Wildlife Service, the Bureau of Land Management, and the Bureau of Indian Education. The Government Accountability Office must report on the effect of the fund in reducing the backlog of priority deferred maintenance projects for the specified agencies. Additionally, the bill makes funding for the Land and Water Conservation Fund (LWCF) permanent. The President shall annually report to Congress specified details regarding the allocation of funds to the LWCF. Congress may provide for alternate allocations using specified procedures.

This concurrent resolution (1) affirms, on the 400th anniversary of the arrival of the first slave ship, the U.S. debt of remembrance not only to those who lived through the injustices of slavery but also to their descendants; and (2) proposes a U.S. Commission on Truth, Racial Healing, and Transformation to properly acknowledge, memorialize, and be a catalyst for progress, including toward permanently eliminating persistent racial inequities.

Military Spouse Career Education Act This bill (1) includes as qualified relicensing costs fees and continuing education courses, and (2) allows the reimbursement of a member of the uniformed services for the qualified relicensing costs of a spouse when such costs are imposed to maintain a license or certification to engage in the same profession that the spouse engaged in while in the state of the original duty station, and are imposed by the state of the new duty station to maintain a license or certification to engage in the same profession. The Department of Defense shall modify its My Career Advancement Account program to ensure that military spouses participating in the program may receive financial assistance for the maintenance (including continuing education courses) of a license, certification, or Associate's degree in any career field or occupation.

SFC Heath Robinson Burn Pit Transparency Act This bill requires the Department of Veterans Affairs to submit quarterly reports on veterans' burn pit exposure, and to inform veterans of the Airborne Hazards and Open Burn Pit Registry if a veteran presents at a medical facility for treatment related to exposure to toxic chemicals caused by open burn pits. A burn pit is an area used for burning solid waste in open air without equipment.

COVID-19 Pandemic Moment of Silence Act This bill directs the President to issue a proclamation designating a National Day of Mourning and Lament and calling on the people of the United States to observe a moment of silence to honor the memory of the lives lost in the United States due to the COVID-19 (i.e., coronavirus disease 2019) pandemic.

Understanding COVID-19 Subsets and ME/CFS Act or the U.C.S. ME/CFS Act This bill requires the National Institutes of Health to support research on myalgic encephalomyelitis/chronic fatigue syndrome among COVID-19 (i.e., coronavirus disease 2019) patients and survivors. This is a serious, chronic, and multisystem disease associated with survivors of viral infections. In addition, the Department of Health and Human Services may carry out a public awareness campaign about post-viral chronic neuroimmune diseases.

Child Care Is Essential Act This bill establishes and provides $50 billion in appropriations for the Child Care Stabilization Fund to award grants to child care providers during and after the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill establishes the fund within the existing Department of Health and Human Services Child Care and Development Block Grant (CCDBG) program, and the grants must be administered by the existing CCDBG lead agencies of states, tribes, or territories. Child care providers that are currently open or temporarily closed due to COVID-19 are eligible to receive grant awards, which are based on the provider's operating costs before the COVID-19 public health emergency and adjusted to account for the increased costs of providing child care as a result of COVID-19.

Amendments to PROMESA Act of 2020 This bill makes changes to the Puerto Rico Oversight, Management, and Economic Stability Act (PROMESA), including with respect to conflicts of interest by the Puerto Rico Oversight Board, funding, and public access to information regarding public debt of Puerto Rico. Specifically, the bill, among other things establishes provisions to prevent conflicts of interest by the oversight board, including the designation by the board of an ethics board comprised of three non-executive board members; requires the submission of an annual ethics report; includes public education, public safety, health care, and pensions as essential public services for funding purposes; provides funding to promote economic growth and funding for the operation of the University of Puerto Rico; provides for certain disclosures by professional persons employed by court order and by professional persons employed by the debtor; and establishes a Puerto Rico Public Credit Comprehensive Audit Commission. The Government Accountability Office shall report on expenditures and operation of the oversight board.

Black History is American History Act This bill requires entities (e.g., institutions of higher education, libraries, and museums), in order to be eligible for certain grants administered by the Department of Education (ED), to include Black history in their teaching of American history. It also requires Black history to be included in tests administered by the National Assessment of Educational Progress (NAEP). Specifically, the bill mandates the inclusion of Black history as a required component of American history for such entities to be eligible for American History and Civics Academies' competitive grants. These grants support the establishment of (1) Presidential Academies for Teachers of American History and Civics, which offer workshops to teachers of American history and civics to strengthen their knowledge and prepare them to teach in these subjects; and (2) Congressional Academies for Students of American History and Civics, which support high school students in developing an understanding of these subjects. (Currently, Black history is not a required component of American history for either academy.) In addition, ED must give priority to grant applicants that align their activities with programs and resources of the Smithsonian Institution's National Museum of African American History and Culture. The bill also requires the inclusion of Black history in tests administered by the NAEP, which measures student academic achievement in various subjects.

Coronavirus Containment Corps Act This bill requires the Centers for Disease Control and Prevention (CDC) to develop, within 21 days, a nationwide contact tracing strategy for COVID-19 (i.e., coronavirus disease 2019) that addresses, among other issues, workforce needs. To implement that strategy, the bill also establishes grant programs in the CDC and the Indian Health Service (IHS), as well as expands grant programs in the Department of Labor. Specifically, the CDC must award grants to state and local health departments for, among other purposes, hiring and training individuals for contact tracing positions and related roles, and the IHS must award similar grants to tribes and tribal organizations. In addition, Labor shall award certain grants for dislocated workers to states, tribes, and other jurisdictions to support the hiring, deployment, and relevant employment transitions of individuals in contact tracing positions and related roles. Additionally, grants and contracts that include contact tracing and related roles within the scope of work must comply with prevailing wage requirements that apply to federal service contracts. Employees who work under such grants or contracts must receive wages and fringe benefits that are not less than those prevailing in the locality where work is performed. Finally, the CDC and Labor must report certain information in accordance with specified timelines, and the Government Accountability Office must evaluate the activities of funding recipients.

This bill provides certain lease protections for service members under stop movement orders in response to a local, national, or global emergency. A service member may terminate a lease for premises or for a motor vehicle, and may not be charged an early termination fee for doing so, if the service member (1) enters into the lease upon receipt of certain military orders for permanent change of station, deployment with a military unit, or individual support of military operations; and (2) subsequently receives, in response to a local, national, or global emergency, a stop movement order for an indefinite period or at least 30 days. For the bill to apply in the case of a lease for premises, the stop movement order must prevent the service member or the service member's dependents from occupying the premises.

Murder Hornet Eradication Act of 2020 This bill directs the Department of the Interior to establish a program to provide financial assistance to states for management, research, and public education activities necessary to (1) eradicate the Asian giant hornet, and (2) restore bee populations damaged by the Asian giant hornet.

Coral Reef Conservation Reauthorization Act of 2020 This bill sets forth requirements concerning the conservation and restoration of coral reef ecosystems, including to reauthorize through FY2025 and expand the Coral Reef Conservation Act of 2000, reauthorize through FY2025 the Deep Sea Coral Research and Technology program, and establish the Coral Reef Ecosystem Studies Program.

Small Business Transparency and Reporting for the Underbanked and Taxpayers at Home Act or the TRUTH Act This bill requires the Small Business Administration (SBA) to make information regarding economic relief measures implemented in response to COVID-19 (i.e., coronavirus disease 2019) publicly available. Specifically, with respect to the Paycheck Protection Program and economic injury disaster loans and emergency grants, the SBA must publish (1) the identity of each recipient of assistance and an explanation of the decision-making process underlying such disbursal; (2) the number of employees of each recipient and the date on which such assistance was disbursed; (3) an identification of each lender or intermediary through which assistance was disbursed; and (4) the amount of assistance disbursed to small businesses owned and controlled by socially and economically disadvantaged individuals, women, and veterans.

Insular Area Medicaid Coronavirus Recovery Act This bill establishes a 100% Medicaid Federal Medical Assistance Percentage (FMAP) for U.S. territories until the end of the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019) or through September 30, 2021, whichever is later. (Currently, the Medicaid FMAP for all states and U.S. territories is increased by 6.2% until the end of the public health emergency.) The bill applies retroactively.

Relaunching America's Workforce Act This bill establishes several grant programs to address employment, the workforce, and education access in response to the COVID-19 (i.e., coronavirus disease 2019) national emergency. The Department of Labor must provide grants in response to the COVID-19 national emergency to provide training and employment for dislocated, unemployed, and underemployed workers; support youth employment; establish workforce information systems improvements; provide reentry employment opportunities for justice-involved youth and young adults; and create or expand apprenticeship programs. Programs directed towards assisting Native Americans and migrant and seasonal farmworkers may be extended. The Department of Education must provide grants to expand the capacity of adult education providers to prioritize serving adults with low-literacy or numeracy levels negatively impacted by the COVID-19 national emergency, and to improve or expand career and technical education programs and programs of study to respond to state and local needs as a result of the COVID-19 national emergency.

Health Equity and Accountability Act of 2020 This bill directs the Department of Health and Human Services (HHS) and others to undertake efforts to reduce health disparities. For example, the bill (1) requires more detailed reporting of demographic and health disparities data, (2) directs certain components of HHS to support health workforce diversity, and (3) increases access to culturally and linguistically appropriate health care. The bill also modifies eligibility and other requirements for Medicare, Medicaid, private health insurance, and other programs to reduce health disparities among vulnerable populations. The bill includes specific provisions with respect to noncitizens; maternal, infant, and child health; mental and behavioral health; and specified conditions that disproportionately affect racial and ethnic minority groups, such as certain cancers, HIV/AIDs, kidney disease, and diabetes. Additionally, the bill (1) revises health information technology programs to address health disparities; (2) establishes an Office of Health Disparities within HHS, as well as civil rights compliance offices within HHS agencies; and (3) supports health impact assessments and other efforts pertaining to environmental justice and social determinants of health. The Government Accountability Office must report on health workforce diversity and other specified issues related to health care and health disparities.

This bill makes permanent the limitation on excess business losses of noncorporate taxpayers and allows certain taxpayers a two-year carryback of net operating losses arising in 2020.

This resolution recognizes the 50th anniversary of Earth Day and addresses environmental challenges. It urges (1) the President to issue a proclamation recognizing the anniversary; and (2) governments and people to continue building upon the Paris Agreement and other efforts to ensure that future generations inherit a livable, sustainable, and ecologically rich planet. The resolution reaffirms that immediate action is needed to reduce greenhouse gas emissions to protect our planet, public health, and overall well-being of all people and wildlife. In addition, it encourages the American people to mark Earth Day by working to address environmental challenges, educate others about the need for year-round action, and honor the stewardship ethic for which Senator Gaylord Nelson stood.

Territorial Judgeship Retirement Equity Act of 2020 This bill lowers the age and service requirements for a district court judge in Guam, the Northern Mariana Islands, or the Virgin Islands to receive a retirement annuity and be eligible to serve as a senior judge. Under the bill, such a judge may receive a retirement annuity after having served for at least 10 years and reaching 50 years of age, along with meeting other requirements. Such a retiring judge may serve as a senior judge if the judge (1) has served for at least 15 years, or (2) has served for at least 10 years and is at least 65 years old. Current law generally requires a greater combination of age and length of service before a district court judge in one of these territories may receive an annuity and obtain senior status. The bill also lowers various requirements for such a district court judge to receive an annuity if the judge retired, or was removed, due to a disability.

Improving Social Determinants of Health Act of 2020 This bill requires the Centers for Disease Control and Prevention (CDC) to establish a program to improve health outcomes and reduce health inequities by, for example, coordinating activities across the CDC. As part of the program, the CDC must award grants to eligible organizations to build capacity to address social determinants of health. The CDC shall provide for an independent evaluation of certain grants and report findings to Congress.

COVID-19 Every Worker Protection Act of 2020 This bill requires the Department of Labor to promulgate both an emergency temporary occupational safety or health standard and a permanent standard to protect certain employees from occupational exposure to the coronavirus (i.e., the virus that causes COVID-19). These standards apply to health care sector employees, paramedic and emergency medical services employees, and other employees identified as having an elevated risk for exposure. Further, the Centers for Disease Control and Prevention must collect and make public information regarding employee exposure in these occupations and provide guidance to further protect such employees.
