Worker Health Coverage Protection Act This bill provides health insurance premium assistance for individuals who become unemployed or are furloughed during or shortly after the coronavirus (i.e., the virus that causes COVID-19) public health emergency. Specifically, the bill treats premiums as paid for up to 15 months for individuals who (1) are terminated from employment and elect to continue insurance coverage through the COBRA (Consolidated Omnibus Budget Reconciliation Act) program or (2) receive a 20% or greater reduction in paid hours but remain eligible for coverage under a group health plan. Assistance is phased out based on adjusted gross income. The bill also specifies requirements for individuals changing, or enrolling in, health plans under the program. Additionally, the bill requires employers to provide eligible individuals specified written notice about the premium assistance program, including, among other information, available health plan enrollment options and the date that such assistance expires. The Department of the Treasury must reimburse employers, group health plans, and insurance issuers through a payroll tax credit or refund for unpaid premiums that were treated as paid under the program. Premium assistance is not considered income for federal income tax purposes.

Student Veteran Coronavirus Response Act of 2020

Student Veteran Coronavirus Response Act of 2020 This bill addresses education programs and assistance for veterans during emergency situations. Specifically, the bill authorizes the Department of Veterans Affairs (VA) to continue paying work-study allowances during emergency periods. The VA is also authorized to continue paying educational assistance and subsistence allowances for a specified amount of time for programs of education that are suspended due to an emergency situation. An educational assistance payment shall not be charged against an individual's entitlement to educational assistance if an individual was unable to complete a course or program due to the temporary closure of an educational institution or the temporary termination of a program by reason of an emergency situation. This includes assistance related to training and rehabilitation programs for veterans with service-connected disabilities. The bill extends the time limitation for using educational assistance under the Montgomery GI Bill and the Post-9/11 GI Bill when institutions are closed due to an emergency situation or executive order. The bill also extends the time limitation for participation in a vocational rehabilitation program when such participation is prevented due to an emergency situation or executive order. The bill authorizes the VA to pay a subsistence allowance for two additional months to a veteran following a program of employment services from March 1-December 21, 2020, for full-time training for the type of program the veteran was pursuing.

Emergency Social Security Benefits Improvement Act This bill makes changes to Old-Age, Survivors, and Disability Insurance (OASDI) benefits, including by (1) modifying funding formulas, (2) extending eligibility for certain benefits, and (3) increasing income thresholds used to determine the percentage of OASDI benefits subject to federal income tax. Changes to funding formulas include (1) increasing the primary insurance amount, and (2) establishing new methods to calculate benefits for individuals with lifetime low earnings and for widows and widowers. In addition, children of a deceased, disabled, or retired worker remain eligible for benefits through age 22 if they are full-time students. Under current law, they receive benefits through age 18. The bill also extends dependent child benefits to specified family members other than grandparents or step-grandparents, including in cases where a court grants custody of the dependent child to an eligible family member. To receive benefits under current law, either both parents must be disabled or deceased or a grandparent or step-grandparent must legally adopt the dependent child.

Supporting Students in Response to Coronavirus Act This bill establishes and provides funds for grant programs to respond to safety and health risks presented by qualifying emergencies, including COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill authorizes (1) the Department of Education (ED) to award grants to states and the Bureau of Indian Education (BIE), and (2) the Department of Health and Human Services (HHS) to award grants to agencies that administer Child Care Development block grants and Head Start agencies. ED grant recipients must award subgrants to BIE schools, local educational agencies, and institutions of higher education (IHEs). HHS grant recipients must award subgrants to early care and education programs. Subgrants under each grant program must be used for certain activities, such as coordinating preparedness and response efforts with public health departments; purchasing supplies to sanitize and clean facilities to minimize the spread of infectious diseases; and providing mental health services and supports to children, students, and staff. Additionally, ED must award grants to IHEs for creating and expanding emergency financial-aid grant programs that address the unexpected expenses related to basic needs (e.g., housing, food, and certain one-time costs) of enrolled students during a qualifying emergency. IHEs must use grant funds to make emergency financial-aid grants to eligible students. HHS must also award supplemental grants for certain organizations to address emergency-related child traumatic stress. ED may waive certain financial-aid requirements for students affected by qualifying emergencies. Such requirements include those related to subsidized usage limits, Pell Grant duration limits, leaves of absence, and satisfactory progress. The bill also authorizes ED to permit foreign IHEs to offer distance education during an emergency. No such program may be deemed ineligible.

Environmental Justice For All Act This bill establishes several environmental justice requirements, advisory bodies, and programs to address the disproportionate adverse human health or environmental effects of federal laws or programs on communities of color, low-income communities, or tribal and indigenous communities. Specifically, the bill prohibits disparate impacts on the basis of race, color, or national origin as discrimination. Aggrieved persons may seek legal remedy when faced with such discrimination. In addition, the bill directs agencies to follow certain requirements concerning environmental justice. For example, agencies must prepare community impact reports that assess the potential impacts of their actions on environmental justice communities under certain circumstances. Further, it creates a variety of advisory bodies and positions, such as the Interagency Working Group on Environmental Justice Compliance and Enforcement. Among other things, the group must issue an environmental justice strategy. It also establishes requirements and programs concerning chemicals or toxic ingredients in certain products. For example, the bill (1) requires certain products (e.g., cosmetics) to include a list of ingredients or warnings; and (2) provides grants for research on designing safer alternatives to chemicals in certain consumer, cleaning, toy, or baby products that have an inherent toxicity or that are associated with chronic adverse health effects. Finally, it creates a variety of funding programs, such as a grant program to enhance access to park and recreational opportunities in an urban areas.

In addition, the FWS must establish and maintain a research program: (1) to evaluate the impacts of commercial activities on birds, (2) to evaluate the effectiveness of best management practices and technologies to avoid or minimize such impacts, and (3) to develop new or improved best management practices and technologies.

American Public Lands and Waters Climate Solution Act of 2019 This bill requires the Department of the Interior and the Forest Service to reduce net greenhouse gas emissions from public lands. The bill increases royalties on fossil fuels produced from public lands and creates annual, per-acre fees for federal oil and gas leases. The bill prohibits Interior from holding new lease sales for coal, oil, or gas for one year and until Interior (1) certifies that additional fossil fuel leasing on public lands is not inconsistent with achieving net-zero greenhouse gas emissions from public lands by 2040, and (2) releases a Public Lands Greenhouse Gas Reduction Strategy. Interior and the Forest Service shall reduce net emissions associated with the extraction and end-use combustion of fossil fuels produced from public lands to meet specified targets. The U.S. Geological Survey (USGS) must determine if the emission reduction targets have been met. If net emissions from public lands have exceeded the targets, Interior must not approve new fossil fuel permits and not hold new fossil fuel lease sales until the USGS has certified and issued a notice that net emissions are below the target level. Interior shall make available on a public website (1) information regarding fossil fuel operations, including the aggregate amount of each fossil fuel produced on federal leases; and (2) information that describes the amount and sources of renewable energy produced from public lands. The bill sets forth how revenue raised by the bill is to be distributed.

100% Clean Economy Act of 2019 This bill establishes requirements to reduce greenhouse gas pollution. Specifically, the bill sets a national goal of achieving a 100% clean economy (i.e., economy-wide, net-zero greenhouse gas emissions) by no later than 2050. Each federal agency must develop and implement a plan to rapidly achieve the national goal. The Environmental Protection Agency (EPA) must monitor, evaluate, and report on the progress of the United States in achieving the national goal. In addition, the EPA must establish the Clean Economy Federal Advisory Committee to make recommendations to the EPA on one or more interim greenhouse gas emissions reduction goals for the United States to achieve before achieving the national goal. After obtaining the committee's recommendations, the EPA must recommend to Congress one or more interim goals.

Runaway and Homeless Youth and Trafficking Prevention Act of 2019 This bill modifies and reauthorizes through FY2025 the Runaway and Homeless Youth Act, which provides community-based services for runaway or homeless youth who are in need of temporary shelter, counseling, or aftercare services. Specifically, the bill makes grants for centers and services for five-year terms and such grants must include trauma-informed and culturally-competent services, as appropriate. Grant recipients must make services accessible to runaway or homeless youth who are victims of sexual abuse, exploitation, or trafficking. Grant recipients also must collect, and keep confidential, specified aggregated data about the demographics of program participants. The bill requires grants for home-based services to (1) include suicide prevention, (2) provide staff training about trauma-informed care, and (3) ensure eligibility for youth at risk of separation from their family. The bill also revises and expands the transition living grants program to provide five-year grants to support long-term residential services for older homeless youth. Additionally, the bill requires the Department of Health and Human Services (HHS) to coordinate with specified agencies to deliver programs for runaway and homeless youth and provide five-year grants for technical assistance to regional nonprofit organizations to implement trauma-informed programs for such youth. Further, the bill authorizes five-year grants for the sexual abuse prevention program and the national communications system to connect runaway and homeless youth with their families and service providers. The bill also prioritizes grants for research and evaluation projects that examine the intersection of human trafficking and youth homelessness populations, among other provisions.

LEARNS Act

Leveraging Effective Apprenticeships to Rebuild National Skills Act or the LEARNS Act This bill establishes, in the Employment and Training Administration of the Department of Labor, an Office of Apprenticeship to determine whether an apprenticeship program meets requirements for registration and maintains the standards necessary to remain registered, manage the national apprenticeship system (the collective group of registered apprenticeship programs and pre-apprenticeship programs in the nation), and make grants on a competitive basis to eligible entities to carry out projects that support development of pre-apprenticeship programs. The bill also establishes in Labor a National Advisory Committee on Apprenticeships. Labor and the Department of Education shall establish a voluntary Registered Apprenticeship-College Collaborative consisting of the sponsors carrying out registered apprenticeship programs, two- or four-year postsecondary educational institutions, and organizations that represent such programs or institutions, that agree to meet certain criteria in order to promote stronger connections between the registered apprenticeship programs involved and participating two- and four-year postsecondary educational institutions. College Affordability Act This bill reauthorizes and revises the Higher Education Act of 1965, including to revise federal student financial aid programs, consolidate federal student loans and expand loan forgiveness , increase college access and success for certain students, and revise accountability measures. Specifically, the bill revises financial aid programs, including to (1) increase the maximum federal Pell Grant award, (2) provide incentives for states to fund public institutions of higher education (IHEs), and (3) increase and make permanent funding for minority-serving IHEs. The bill also revises federal student loan programs, including to (1) replace existing student loan repayment plans with one income-based repayment plan and one fixed repayment plan, (2) allow existing borrowers to lower their payments by switching to the new plans, and (3) expand public service loan forgiveness programs (e.g., TEACH grants) and create appeal processes for denied applications. In addition, the bill increases college access and success for certain students (e.g., students with low-income, children, or the disabled) through investments and practices, such as student support services and accelerated learning opportunities. Finally, the bill revises accountability measures for IHEs (including for-profit IHEs), job training programs, college accrediting agencies, and lenders. In particular, the bill updates the performance goals of the Office of Federal Student Aid and requires the Department of Education to be responsible for the oversight of the office.

Stopping Harmful Interference in Elections for a Lasting Democracy Act or the SHIELD Act This bill establishes a duty to report election interference from foreign entities, applies existing campaign advertising requirements to online advertisements, and generally limits political spending and election interference by foreign entities. Specifically, a political committee must report certain foreign contacts involving an offer of unlawful election assistance to the Federal Bureau of Investigation and the Federal Election Commission. The bill establishes criminal penalties for violations of these requirements. Existing requirements for political advertisements and electioneering communications apply to internet and digital advertisements, including requirements related to disclosures and contributions. Additionally, large online platforms must maintain a public database of certain political advertisements. The bill places limitations on political spending by foreign entities. Specifically, foreign entities may not (1) contribute to campaigns related to ballot initiatives and referenda, or (2) make disbursements for certain internet activity referring to a candidate or a political issue. A candidate is prohibited from offering to share nonpublic campaign information with certain foreign entities. The bill also prohibits (1) the dissemination of false statements regarding federal elections or public endorsement, or (2) the intentional hindering of voting or registering to vote. The bill establishes criminal penalties and a private right of action with respect to these prohibitions.
