Expresses the sense of Congress that the Secretaries of the military departments, in conjunction with aircraft training and cargo missions, should maximize opportunities for space-available travel for members of the Armed Forces in a leave or pass status who are traveling between December 18, 2009, and January 3, 2010.

Preventing Harmful Restraint and Seclusion in Schools Act - Directs the Secretary of Education (Secretary) to establish minimum standards that: (1) prohibit elementary and secondary school personnel from managing any student by using any mechanical or chemical restraint, physical restraint or escort that restricts breathing, or aversive behavioral intervention that compromises student health and safety; (2) prohibit such personnel from using physical restraint or seclusion, unless such measures are required to eliminate an imminent danger of physical injury to the student or others and certain precautions are taken; (3) require states and local educational agencies (LEAs) to ensure that a sufficient number of school personnel receive state-approved training and certification in first aid and certain safe and effective student management techniques; (4) prohibit physical restraint or seclusion from being written into a student's education plan, individual safety plan, behavioral plan, or individual education program as a planned intervention; and (5) require schools to establish procedures to notify parents in a timely manner if physical restraint or seclusion is imposed on their child. Authorizes the Secretary to award grants to states and, through them, competitive subgrants to LEAs to: (1) establish, implement, and enforce policies and procedures to meet such standards; (2) improve their capacity to collect and analyze data related to physical restraint and seclusion; and (3) implement school-wide positive behavior supports. Directs the Secretary to conduct a national assessment of this Act's effectiveness. Gives Protection and Advocacy Systems the authority provided under the Developmental Disabilities Assistance and Bill of Rights Act of 2000 to investigate, monitor, and enforce this Act's protections for students. Directs the Secretary of Health and Human Services to establish standards for Head Start agencies that are consistent with the minimum standards for the management of elementary and secondary school students. Authorizes the Secretary to allocate funds to the Secretary of Health and Human Services to assist Head Start agencies in establishing, implementing, and enforcing policies and procedures to meet such standards.

Regrets the killing of unarmed civilians and expresses deepest condolences to the families of the 57 victims who were slain in Maguindanao in the worst politically motivated violence in recent Philippine history. Calls for: (1) an independent investigation and prosecution of those responsible; (2) an end to extrajudicial killings and election-related violence; and (3) freedom of press and safety for the investigating reporters. Urges the Department of State, the Department of Justice (DOJ), and other U.S. government agencies to review their assistance programs to the government of the Philippines and to offer any technical assistance that Philippine authorities may request. Reaffirms the U.S. commitment to work with Philippine authorities to combat corruption, terrorism, and security threats.

Authorizes the Peace Corps Commemorative Foundation to establish a commemorative work on federal land in the District of Columbia to commemorate the formation of the Peace Corps and to honor the ideals upon which it was founded. Prohibits the use of federal funds to pay any expense to establish the commemorative work.

Community College Emergency Stabilization Fund Act - Directs the Secretary of Education to provide temporary emergency funding to states for use in awarding competitive grants to community colleges to assist them in maintaining, or hiring additional, staff. Allots such funding to states pursuant to a formula that takes into account each state's share of increased unemployment over the past 12 months and the extent to which its unemployment rate exceeds the national average. Directs the Secretary to award competitive grants to career and technical colleges to assist them in maintaining, or hiring additional, staff. Requires the states and the Secretary, when determining the amount of a grant to be awarded to a community college or career and technical college pursuant to this Act, to consider: (1) its student enrollment; (2) the increase in its enrollment over the preceding academic year; and (3) the most recent monthly unemployment rate in its locality. Requires the Comptroller General to conduct an evaluation this Act's grant programs and report its results to Congress.

FVPSA Reauthorization Act of 2009 - Revises requirements for and reauthorizes the Family Violence Prevention and Services Act at increased levels for FY2010-FY2014. Directs the Secretary of Health and Human Services (HHS) to establish grant programs for: (1) specialized services for abused parents and their children; (2) domestic violence prevention enhancement and leadership through alliances; and (3) enhancement of culturally competent services for adult and youth victims of domestic violence from racial and ethnic minority groups.

Increasing Access to Voluntary Screening for HIV/AIDS and STIs Act of 2009 - Amends title XIX (Medicaid) of the Social Security Act to: (1) allow a higher payment to states for routine HIV/AIDS and STI (sexually transmitted infections recognized by the Centers for Disease Control and Prevention [CDC]) screening services; and (2) require coverage of low-income HIV/AIDS infected individuals. Directs the Administrator of the Centers for Medicare & Medicaid Services to adopt a broad policy for voluntary HIV/AIDS and STI screening for all Medicare beneficiaries who are 13 years of age or older. Authorizes the Administrator of the Health Resources and Services Administration of the Department of Health and Human Services (HHS) to award grants to federally qualified health centers to provide voluntary HIV/AIDS and STI screening. Amends the Public Health Service Act to require group and individual health plans to provide routine HIV/AIDS and STI screening. Requires the Director of the CDC to: (1) track national HIV/AIDS and STI screening trends and the burdens of HIV/AIDS and STIs among people with disabilities; (2) make sex education materials that promote voluntary screening for HIV/AIDS and STIs accessible to the deaf and hearing loss community and to people with intellectual disabilities; (3) ensure that national screening guidelines for cervical cancer state that women who have sex with women should have the same guidelines as women who have sex only with men; and (4) improve information collection concerning the transmission, morbidity, and screening for HIV/AIDS and STIs in transgender communities.

Literacy Education for All, Results for the Nation Act or the LEARN Act - Authorizes the Secretary of Education to award grants to states for comprehensive planning to improve the literacy of children from birth through grade 12. Directs the Secretary to award grants to states to implement their comprehensive literacy plans for such children through: (1) competitive subgrants to local educational agencies (LEAs) or early learning programs for specified activities that support early language and literacy development in children from birth through kindergarten entry; (2) competitive subgrants to LEAs that have the highest numbers or percentages of disadvantaged students and students reading or writing below grade level for specified activities to improve the literacy of students in kindergarten through grade 12, including the provision of family literacy services; and (3) additional state activities that include providing technical assistance to subgrantees, coordinating literacy programs and resources throughout the state, disseminating information on promising literacy programs, and enhancing the credentials of literacy instructors. Allots implementation grants to states on the basis of each state's share of disadvantaged students. Requires the Secretary to: (1) perform a five-year national evaluation of the implementation and effect of the literacy initiatives supported by this Act; and (2) provide technical assistance and information on literacy instruction to educational entities. Authorizes the Secretary to withhold this Act's funding from states and subgrantees, and states to withhold funding from subgrantees, whose initiatives are not making significant progress in improving student literacy.

Emergency Influenza Containment Act - Declares that it is the purpose of this Act to ensure that American workers are allowed to follow, without financial harm, employer and public health authority recommendations to stay home when they have symptoms of a contagious disease that may put co-workers, customers, or the public at risk. Requires an employer to provide paid sick leave to an employee for each workday, or portion of workday, that the employer directs the employee to leave work, or not come in to work, because the employee has symptoms of a contagious illness, or has been in close contact with an individual who has such symptoms. Limits paid sick leave up to a maximum of 5 days per 12-month period. Makes it unlawful for an employer to discharge, discipline, or otherwise discriminate against an employee who: (1) complies with this Act; or (2) has filed a complaint or instituted a proceeding under this Act, or has testified or is about to testify in such a proceeding. Subjects an employer to certain penalties for unpaid sick leave to, or unlawful termination of, an employee.

Reengaging Americans in Serious Education by Uniting Programs Act - Directs the Secretary of Labor to award competitive, renewable, five-year grants to eligible partnerships to assist them in providing disadvantaged youth with the support needed to: (1) attain a secondary school diploma; (2) attain a postsecondary credential, including those offered by institutions of higher education, industry groups, or registered apprenticeship programs; and (3) secure and succeed in a family-supporting career. Requires each eligible partnership to include: (1) the head of the local government assisted by the grant; (2) representatives from certain state and local service agencies; (3) representatives from certain educational entities; and (4) a representative from a community-based organization, a business, and a secondary school or labor-management committee; and (5) disadvantaged youth and their caregivers. Requires grantees to award subgrants and contracts to community-based organizations and other entities for the provision of a comprehensive array of coordinated services to disadvantaged youth that include workforce preparation, education support, and youth support services. Directs the Secretary to award planning grants to eligible partnerships to enable them to submit competitive applications for grants to support disadvantaged youth. Establishes an accountability system for measuring the performance of each grantee against specified interim, transitional, and long-term indicators of success. Directs the Secretary to: (1) award a grant or contract to an entity outside the Department of Labor for an evaluation of grant-assisted activities; (2) disseminate best practices that emerge from the partnership grant program; and (3) provide training, technical assistance, and professional development for organizations serving disadvantaged youth, including organizations that do not receive funding under this Act.

Viral Hepatitis and Liver Cancer Control and Prevention Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to develop, implement, and update a plan for the prevention, control, and medical management of hepatitis B and hepatitis C. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), the Administrator of the Health Resources and Services Administration, and the Administrator of the Substance Abuse and Mental Health Services Administration (SAMHSA), to implement programs to increase awareness and enhance knowledge and understanding of hepatitis B and hepatitis C. Requires the Secretary, acting through the Director of CDC, to: (1) support the integration of voluntary hepatitis B and hepatitis C testing programs into existing clinical and public health programs; (2) provide increased support to Adult Viral Hepatitis Coordinators to integrate prevention and control activities into existing health programs; (3) support the establishment of a hepatitis B and hepatitis C surveillance program; and (4) report on seroprevalence studies and the impact of hepatitis B and hepatitis C. Directs the Secretary to support state, local, territorial, and tribal efforts to: (1) provide counseling and education on hepatitis B and hepatitis C; (2) expand the current vaccination programs for hepatitis B; and (3) provide referrals for treatment to individuals with hepatitis B or hepatitis C. Requires the Secretary, acting through the Director of CDC, the Director of the National Cancer Institute, and the Director of the National Institutes of Health (NIH), to conduct research on hepatitis B and hepatitis C. Authorizes the Secretary to award grants to, or enter into cooperative agreements with, governmental and nonprofit entities that have special expertise relating to hepatitis B and hepatitis C to support prevention activities. Requires the Secretary, acting through the Administrator of SAMHSA, to develop educational materials and intervention strategies to reduce the risks of hepatitis among substance abusers and individuals with mental illness.

Congress 2014 Commission Act - Establishes the Congress 2014 Commission to make recommendations on the appropriate size of membership of the House of Representatives and the method by which Members are elected, including: (1) examining methods of providing greater representation in the House for the people of the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, Guam, the Northern Mariana Islands, and the U.S.Virgin Islands; and (2) reporting to the President and Congress on its work, together with a draft of legislation (including technical and conforming provisions) to implement its proposals.

Post 9/11 Troops to Teachers Enhancement Act - Amends the Troops-to-Teachers program of the Elementary and Secondary Education Act of 1965 (which provides veterans with teacher certification stipends in exchange for three years of service in a high-need local educational agency [LEA] or public charter school). Expands program eligibility to cover certain individuals: (1) who, on or after September 11, 2001, serve at least 90 continuous days on active duty in the Armed Forces before being honorably released from such service; or (2) who, on or after January 8, 2002, are separated or released from active duty after at least four (currently, six) years of continuous active duty immediately preceding such separation or release, and agree to serve in the Armed Forces Reserves for at least three years. Makes any LEA that is receiving school improvement funds eligible to host Troops-to-Teachers program participants. Directs the Secretary of Education to establish an Advisory Board, composed of federal, state, and veteran service organization representatives, to collect, study, and disseminate feedback from the program and report to Congress on how the program is operating and might be improved. Reserves specified funding to carry out the Troops-to-Teachers program through FY2014.

Emergency Senior Citizens Relief Act of 2009 - Amends the American Recovery and Reinvestment Act of 2009 to extend the $250 economic recovery payment payable to certain individuals through calendar year 2010. Applies the Old Age, Survivors, and Disability Insurance tax in 2010 to certain earnings in excess of $1.29 million.

Expresses appreciation to the foreign governments that are lending their support to the United States Territory of American Samoa. Commends: (1) the efforts of all persons and relief organizations; and (2) the over 100,000 Samoans residing in the United States from American Samoa and Samoa for coming to the aid of their "aiga" in the affected islands.

Protecting Older Workers Against Discrimination Act - Amends the Age Discrimination in Employment Act of 1967 to declare that a plaintiff establishes an unlawful employment practice if the plaintiff demonstrates by a preponderance of the evidence that: (1) an impermissible factor or authority was a motivating factor for the practice complained of, even if other factors also motivated that practice; or (2) the practice complained of would not have occurred in the absence of an impermissible factor. Specifies the types of: (1) evidence that a plaintiff may utilize; and (2) relief and damages available to a successful plaintiff.

Community College Energy Training Act of 2009 - Directs the Secretary of Energy, in coordination with the Secretary of Labor, to create a program awarding grants to community colleges to provide workforce training and education in sustainable energy industries and practices, such as: (1) alternative energy; (2) energy efficient construction, retrofitting, and design; (3) sustainable energy technologies; (4) water and energy conservation; (5) recycling and waste reduction; and (6) sustainable agriculture and farming. Requires at least one-half of the grant funds to be awarded to community colleges with existing sustainability programs leading to certificates or degrees in one or more of the industries or practices listed above.

Urban Revitalization and Livable Communities Act - Requires the Secretary of Housing and Urban Development (HUD) to establish an urban revitalization and livable communities program to provide federal grants to eligible general purpose local governments for various park and recreation purposes, including grants for rehabilitation and construction, innovation, at-risk youth recreation, and recovery action programs. Requires the Secretary to publish in the Federal Register a list of such governments meeting specified criteria. Authorizes the Secretary to authorize other eligible governments in standard metropolitan statistical areas, but not on the list, to receive up to a specified portion of such grants. Authorizes the Secretary, upon approval of an application by the chief executive of an eligible applicant, to provide 70% matching rehabilitation and construction, innovation, and at-risk youth recreation grants directly to such applicant. Allows an applicant, at its discretion, to transfer a grant in whole or in part to special purpose local governments or private nonprofit agencies for recreational areas and facilities they own or operate which offer recreational opportunities to the general population Requires an applicant, as a requirement for project approval, to submit to the Secretary evidence of its commitment to ongoing planning, rehabilitation, service, operation, and maintenance programs for its park and recreation systems, expressed in a five-year local park and recreation recovery action program. Requires an eligible applicant for an at-risk youth recreation grant to include in its five-year program the goal of, and implementation strategies for, reducing crime and juvenile delinquency. Authorizes the Secretary to increase all grants to a state under this Act by up to 15% (but not more than 85% in total). Prohibits the conversion of any property improved or developed with assistance under this Act, without HUD approval, for uses other than for public recreation. Prohibits the use of funds under this Act for acquisition of land or interests in land.

Expand School Meals Act of 2009 - Amends the Richard B. Russell National School Lunch Act and the Child Nutrition Act of 1966 to expand eligibility for free meals under the school lunch and breakfast programs to children whose family income falls at or below 185% of the federal poverty guidelines. (This makes children who are currently eligible for reduced price meals eligible for free meals.)

Native Hawaiian and Other Pacific Islander Health Data Act of 2009 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS) to: (1) develop and implement an ongoing and sustainable national strategy for identifying and evaluating the health status and health care needs of NHOPI (Native Hawaiians and Other Pacific Islanders) populations living in the continental United States, Hawaii, American Samoa, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia, Guam, the Republic of Palau, and the Republic of the Marshall Islands; and (2) conduct a preliminary health survey to identify the major regions of such areas in which NHOPI people reside, including data the Secretary determines to be useful in determining health status and health care needs or required for developing or implementing the national strategy. Directs the Secretary to enter into an agreement with the Institute of Medicine to conduct a study on: (1) the standards and definitions of health care applied to health care systems in Guam, the Northern Mariana Islands, American Samoa, the U,S. Virgin Islands, Micronesia, Palau, or the Marshall Islands; (2) the status and performance of health care systems in such areas; (3) the effectiveness of donor aid in addressing health care needs and priorities in such areas; and (4) progress toward implementing recommendations of the Institute's Committee on Health Care Services in the United States-Associated Pacific Basin that are set forth in the 1998 report, "Pacific Partnerships for Health; Charting a New Course for the 21st Century."

Prohibits, subject to an existing provision, an alien who on May 8, 2008, was a resident of the Commonwealth of the Northern Mariana Islands (CNMI) from being removed from the United States on the grounds of illegal presence in the CNMI prior to the date that is five years after the transition program effective date if such alien is lawfully present in the CNMI on such date and is: (1) a permanent resident of the CNMI; (2) an immediate relative of a citizen; or (3) the parent of a citizen who was under 21 years old. Makes such an alien parent eligible for a special nonimmigrant visa. Specifies conditions for such visa, including the requirement that the parent reside in the CNMI. Makes an alien who, as of May 8, 2008, was subject to CNMI immigration regulations eligible for a special nonimmigrant visa. Provides that such visa shall: (1) grant the alien all the privileges of an alien lawfully admitted for permanent residence except that the alien must reside in the CNMI; and (2) be valid until the earlier of the date on which the alien adjusts to permanent resident status or the date on which the alien ceases to reside in the CNMI. Makes an alien who, as of May 8, 2008, was subject to CNMI immigration regulations eligible for adjustment to permanent resident status if such alien applies for adjustment between January 1, 2014-November 28, 2014. Extends the effective date of the CNMI visitor entry program for 180 days. Directs the Secretary of Homeland Security (DHS) to administer the program during such 180-day period consistent with CNMI provisions governing the program that were in effect prior to the commencement of such period. Amends the Consolidated Natural Resources Act of 2008 to: (1) direct the Secretary of State, the Attorney General, and the Secretary of DHS to reduce the fees for family-based immigration benefit applications and petitions collected from CNMI residents who had immediate relative status pursuant to CNMI immigration laws as of May 8, 2008; and (2) waive related sponsor income requirements.

Bay-Watershed Education and Training (B-WET) Regional Program and National Environmental Literacy Grant Program Act - Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to establish a national competitive grant program under which the Administrator shall provide financial assistance to: (1) expand the adoption of coastal, ocean, and watershed environmental education within mainstream educational systems and other appropriate media; (2) build administrative and technical capacity with coastal, ocean, and watershed communities and stakeholder groups to enhance their effectiveness; (3) encourage water-dependent and outdoor recreation, experiential learning, and hands-on involvement with coastal and watershed resources as a method of promoting stewardship of those resources; and (4) develop and implement new approaches to advance coastal, ocean, and watershed education and environmental literacy at national, regional, and local levels. Requires the Administrator to: (1) give priority, in awarding grants, to innovative, strategic, high-leverage projects that demonstrate strong potential for being sustained; and (2) publish guidelines regarding implementation of the grant program. Directs the Administrator to: (1) establish the Bay-Watershed Education and Training (B-WET) Regional Program, which shall be carried out through specified regional program offices; and (2) appoint a Regional Program Manager for each office. Authorizes the Administrator, in awarding grants under such Program, to give priority to projects that will: (1) promote bay-watershed education throughout the region; (2) advance strategic initiatives to incorporate bay-watershed education into education systems; (3) build capacity within bay-watershed education communities and stakeholder groups for expanding and strengthening their work; (4) build bay-watershed education into professional development or training activities for educators; and (5) broadly replicate existing, proven bay-watershed education programs. Requires NOAA's Office of Education to work with Regional Program Managers. .

Services for Ending Long-Term Homelessness Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Administrator of Substance Abuse and Mental Health Services Administration, to design national strategies for providing services in supportive housing that will assist in ending chronic homelessness and to implement programs that address chronic homelessness. Requires the Secretary to make matching grants to eligible entities to provide services that promote recovery and self-sufficiency and that address barriers to housing stability to chronically homeless individuals and families in, or who are scheduled to become residents of, permanent supportive housing and to other individuals and families who have voluntarily chosen to seek other housing opportunities after a period of tenancy in supportive housing. Directs the Secretary to require grantees to report data regarding the performance outcomes of projects carried out under this Act, which shall include measuring and reporting specific performance outcomes related to the long-term goals of: (1) increasing stability within the community for individuals and families who have been chronically homeless; and (2) decreasing recurrence of periods of homelessness.

Emergency Senior Citizens Relief Act of 2009 - Amends the American Recovery and Reinvestment Act of 2009 to extend the $250 economic recovery payment payable to certain individuals through calendar year 2010. Applies the Old Age, Survivors, and Disability Insurance tax in 2010 to certain earnings in excess of $250,000.

Children's Act for Responsible Employment of 2009 or the CARE Act of 2009 - Amends the Fair Labor Standards Act of 1938 (FLSA) to repeal certain exemptions from child labor prohibitions for agricultural employment. Applies such child labor prohibitions with respect to any employee under 18 employed in agriculture unless employed by a parent or a person standing in place of a parent on a farm owned or operated by such parent or person. Eliminates any waiver of such prohibitions for hand-harvesting of certain crops. Increases civil and establishes criminal penalties for child labor violations. Directs the Secretary of Labor to analyze data and report to Congress on work-related injuries to children and related matters. Requires employers to report on work-related serious injuries, illnesses, or deaths of agricultural employees under age 18. Directs the Secretary to revise federal child labor regulations to prohibit the employment of children under 18 in occupations that prohibit exposure to pesticides.

Full-Service Community Schools Act of 2009 - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to: (1) consortia composed of a local educational agency and one or more community-based, nonprofit, or other public or private entities to assist public elementary or secondary schools to function as full-service community schools; and (2) state collaboratives to support the development of full-service community school programs. Requires such schools to: (1) participate in community-based efforts to coordinate educational, developmental, family, health, and other comprehensive services through community-based organizations and public and private partnerships; and (2) provide access to such services to students, families, and the community. Gives local grant priority to consortia that: (1) will serve at least two full-service community schools eligible for schoolwide programs under the Act, and more than one full-service community school as part of a community or districtwide strategy; (2) demonstrate a record of effectiveness in coordinating multiple qualified services; and (3) will be connected to a school and community partnership group that brings together key stakeholders across varied sectors to improve results for students and their families. Establishes a Full-Service Community Schools Advisory Committee.

Marianas Trench Marine National Monument Visitor Facility Authorization Act of 2009 - Authorizes the Secretary of the Interior to construct a multipurpose visitor facility in the Commonwealth of the Northern Mariana Islands for the interpretation and public education and enjoyment of the marine environment within the boundaries of the Marianas Trench Marine National Monument.

Commends the Rape Treatment Center for providing necessary services to sexual assault victims. Calls upon local law enforcement agencies and state legislatures to work towards eliminating delays in processing rape kits. Urges Congress to support programs for timely processing of DNA evidence.

Recognizes the contributions of U.S. automobile dealerships. Expresses the sense of the House of Representatives that a quantifiable number of automobile dealerships that have been successful and are being closed not of their own doing, but as a function of the auto market as a whole, should be given an opportunity to obtain a dealership franchise when auto manufacturers seek new partners to open dealerships in their respective geographic areas.

Northern Mariana Islands College Access Act of 2009 - Directs the Governor of the Northern Mariana Islands to use federal funds authorized by this Act to award grants to public four-year institutions of higher education (IHEs) located in the states, the District of Columbia, Puerto Rico, or Guam to cover the difference between the in-state and out-of-state tuition and fees for students who have: (1) been domiciled in the Northern Mariana Islands for at least the 12 months preceding their enrollment in the IHE; and (2) received on or after January 1, 2008, a secondary school diploma or its equivalent while domiciled there. Requires the Comptroller General to monitor the progam's effectiveness in expanding educational opportunities for such students. Directs the Secretary of Education to provide financial assistance to Northern Marianas College so it can award a subgrant to an IHE to plan and implement a vocational training program at the College that awards certificates of completion in areas that include: (1) food preparation, services, and the culinary arts; (2) hospitality management; (3) carpentry; (4) electrical skills; (5) plumbing; and (6) other construction skills.

US and the World Education Act - Amends the Department of Education Organization Act to require the Deputy Assistant Secretary for International and Foreign Language Education to: (1) assist the Secretary of Education in administering this Act's grant program; and (2) develop an international education research repository and make it available to states and local educational agencies (LEAs). Directs the Secretary, acting through the Deputy Assistant Secretary, to award competitive grants to LEAs, or partnerships between LEAs and private organizations or institutions of higher education that provide their LEA partners with funding, to promote international education in elementary and secondary schools. Requires each grantee to use: (1) one-half of its grant on enhancing international education within core curricula, such as by increasing teacher competency; and (2) the other half on providing supplemental international education services outside of normal instruction hours. Directs the Secretary to conduct a biennial independent evaluation of such international education programs.

Prohibits a naval vessel (or any other vessel under the jurisdiction of the Secretary of the Navy) that has its home port in the United States, Guam, or the Commonwealth of the Northern Mariana Islands from being overhauled, repaired, or maintained in a shipyard outside the United States, Guam, or the Commonwealth of the Northern Mariana Islands, except for voyage repairs. (Under current law, the prohibition does not cover a naval vessel with a home port in the Commonwealth of the Northern Mariana Islands.)

FLTFA Reauthorization Act of 2009 - Amends the Federal Land Transaction Facilitation Act to reauthorize the program for the completion of appraisals and satisfaction of other legal requirements for the sale or exchange of public land identified for disposal under approved land use plans under the Federal Land Policy and Management Act of 1976. Makes the Act non-applicable to land eligible for sale under specified public land laws.
