National Sea Grant College Program Act Amendments of 2001 - Amends the National Sea Grant College Act to include an emphasis on ocean and coastal resources conservation and management and collaboration between academia and the scientists and programs of the National Oceanic and Atmospheric Administration. Excludes grants to assist coastal and ocean research from the two-thirds limitation otherwise applicable. Revises and expands the terms of membership for the sea grant review panel. Authorizes appropriations for zebra mussel, oyster, harmful algal bloom, and coastal ocean research.

Requires the Secretary of Veterans Affairs, if in any year the maximum annual rate of pension for an eligible veteran is less than the applicable baseline income level (125 percent of the poverty income level) for that veteran, to apply the baseline income level in lieu of such maximum annual rate in determining such veteran's annual rate of pension.

Protect Victims of Identity Theft Act of 2001 - Amends the Fair Credit Reporting Act, with respect to the statute of limitations on actions, to provide that an action to enforce a liability may be brought not later than two years after the date on which the violation is discovered or should have been discovered by the exercise of reasonable diligence. Tolls such limitation period during any period during which a defendant has materially and willfully misrepresented information statutorily required to be disclosed where such misrepresentation is material to establishment of liability.

Medicare Physician Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to set the conversion factor (update) for payments under the Medicare physician fee schedule for 2002 at 0.9 percent less than the conversion factor for 2001. Declares that this conversion factor and a specified update adjustment factor for a year after 2002 shall be applied as if this Act had not been in effect. Directs the Medicare Payment Advisory Commission (MEDPAC) to study and report to Congress on replacing or modifying the use of the sustainable growth rate as a factor in determining the update for such payments such that the factor used more fully accounts for changes in the unit costs of providing physicians' services.

American Travel Promotion Act of 2001 - Directs the Secretary of Commerce to provide grants, based on a specified formula, to qualified State agencies for advertising to promote travel and tourism. Caps the Federal share of costs for such activities at 50 percent.

Veterans' Memorial Preservation and Recognition Act of 2001 - Authorizes the Secretary of Veterans Affairs to make grants for the repair, restoration, or maintenance of veterans' memorials on public property. Establishes in the Treasury a Veterans' Memorial Restoration Fund consisting of appropriations, civil penalty amounts, and donations to fund such grants. Establishes criminal and civil penalties for the willful damage of such memorials. States that a veterans cemetery shall be treated as a site for which a supplemental guide sign may be placed on any Federal-aid highway.

Reservist Pay Security Act of 2001 - Entitles a person who is absent from his or her position of Federal employment to perform service in the uniformed services or the National Guard to receive from his or her agency an amount that, when added to the pay and allowances for such service, equals the basic pay which would have been payable to such employee for such period of service for which such employee is not otherwise compensated.

Expresses: (1) gratitude to the Government and people of the Philippines for their sympathy and support since the September 11, 2001 terrorist attacks on the United States; (2) sympathy to the Filipino victims of terrorism and their families; and (3) support for the Philippine Government in its efforts to prevent and suppress terrorism. Affirms the U.S. commitment to the Republic of the Philippines pursuant to the 1951 Mutual Defense Treaty. Declares that Congress acknowledges the economic and military needs of the Philippines and pledges to continue to assist in addressing those needs.

Deadly Biological Agent Control Act of 2001 - Revises Federal criminal code provisions regarding biological weapons to set penalties for: (1) knowingly possessing a select biological agent or toxin (select agent) without obtaining a certification from the Department of Health and Human Services (HHS) under the Antiterrorism and Effective Death Penalty Act of 1996 (AEDPA); and (2) any research facility knowingly transferring a select agent to an entity that has not obtained such certification. Amends the AEDPA to direct the Secretary of HHS to: (1) annually review the existing list of select agents and, if necessary, revise the list; (2) prioritize countermeasures, including vaccines, therapies, medical devices, and diagnostic tests which must be developed, produced, or obtained in preparation for a bioterrorist attack or other significant disease emergency to treat, prevent, or identify infection by, or exposure to, listed biological agents and toxins (listed agents); and (3) provide for the establishment and enforcement of standards and procedures governing the possession and use of listed agents. Requires the Secretary to establish a certification process for the possession and use of listed agents. Sets forth legitimate purposes. Requires any individual who handles listed agents to pass a criminal background check, including a determination of whether that individual is a restricted person, and to be registered with the Department of HHS for the specific research project that requires the use of biological agents or toxins. Sets penalties for violations.

Edward Hebert School of Medicine.

Bioterrorism Protection Act (BioPAct) of 2001 - Amends the Public Health Service Act to provide for grants, scholarships, and loans in order to strengthen the nursing profession. Establishes the National Nursing Service Corps Scholarship Program. Authorizes appropriations to: (1) increase hospital and provider capacity, training, and resources for treating bioterrorism victims; (2) increase and improve vaccine and antibiotic supplies for attack victims; and (3) provide for the coordination, training, and equipping of bioterrorism emergency responders. Authorizes appropriations for Department of Agriculture activities to: (1) reduce agricultural pathogen and insect pest threats; and (2) increase Department information systems security. Directs the Secretary of Health and Human Services to expand the Food and Drug Administration's capacity to ensure the safety of the food supply system, including imported food, and protect against the threat of bioterrorism. Amends the Federal Food, Drug, and Cosmetic Act to: (1) permit debarment for repeated or serious food import violations; (2) deem as misbranded imported food without country-of-origin labeling; (3) deem as adulterated a food item imported by a debarred person; and (4) require registration of food manufacturing, processing, and handling facilities. Directs the Administrator of the Environmental Protection Agency to: (1) undertake public water systems vulnerability assessments and review related emergency response plans; and (2) provide such systems with assistance for basic security enhancements and information systems protection. Amends the Federal criminal code to set penalties for possessing a select agent known to be a biological agent, with reckless disregard for the public health and safety. Authorizes appropriations for neutron scanner technology and technology to detect biological or chemical agents and for increased numbers of border patrol and immigration officers. Directs the Attorney General to develop or carry out various programs, including programs to improve identification of those appearing on law enforcement "watch lists" and to mandate better tracking of visas. Requires the Assistant to the President for Homeland Security to: (1) assess terrorist threats within the United States and its territories and possible responses to such threats; (2) implement a public education campaign concerning appropriate response to a terrorist attack; and (3) coordinate the deployment of chemical and biological detection capabilities. Requires the President to: (1) establish a database of information concerning terrorist activity; and (2) reduce barriers to the sharing of such information among Federal law enforcement agencies and the intelligence community. Requires the Secretary of Defense to: (1) increase military capability to respond to domestic crises involving chemical or biological weapons; (2) implement interagency crisis response and consequence management; and (3) accelerate response research and development. Requires the Secretary of Energy to increase efforts relating to nonproliferation verification of chemical and biological materials in countries other than the United States. Urges the President to seek to establish a United States-Russian Federation Biological-Chemical Working Group.

Spirit of America Commemorative Coin Act of 2001 - Directs the Secretary of the Treasury to mint and issue $50 gold coins, one-dollar silver coins, and half-dollar clad coins emblematic of the tragic events that occurred at the Pentagon, in New York City, and in Pennsylvania, on September 11, 2001. Establishes the Victims of September 11th Fund which shall consist of amounts from surcharges received from the sale of such coins transferred to the Office for Victims of Crime for individuals who were injured, and to the families of individuals who were killed or injured, in the terrorist attacks against the United States on September 11, 2001.

American Small Business Emergency Relief and Recovery Act of 2001 - Amends the Small Business Act to authorize the Small Business Administration (SBA) to make disaster loans to a small business concern that has been directly affected and suffered or is likely to suffer substantial economic injury as the result of the terrorist attacks of September 11, 2001, including injury due to closure or suspension of its business for national security purposes by the Federal Government. Authorizes the refinancing of prior business debt of businesses eligible for such loans. Authorizes the SBA, during the year after enactment of this Act, to make loans to small business concerns that have suffered or are likely to suffer economic harm to or disruption of operations as a result of such attacks. Reduces guarantee fees and increases the guarantee percentage on such loans for one year after the enactment of this Act. Amends the Small Business Investment Act of 1958 to: (1) waive development company debenture guarantee loan fees for financings made after enactment of this Act for one year; and (2) authorize and encourage small business investment companies to provide equity capital and make loans to assist small business concerns adversely impacted by the terrorist attacks. Amends the Small Business Act to authorize individualized assistance to small business concerns adversely impacted by the terrorist attacks through the following programs; (1) small business development centers; (2) Service Corps of Retired Executives (SCORE); (3) microloan program (women, low-income, veterans, minority); and (4) women's business center program. Directs the Office of Advocacy of the SBA to conduct annual studies on the impact of the events of September 11, 2001, on small business concerns, and the effects of assistance provided under this Act.

Patient and Physician Safety and Protection Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to require a participating hospital that uses the services of physician residents or postgraduate trainees to limit their working hours to specified schedules.

Anthrax Victims Assistance Act - Directs the Attorney General to expand the September 11th Victim Compensation Fund of 2001 (title IV of the Air Transportation Safety and System Stabilization Act) to include individuals diagnosed with anthrax between September 11, 2001, and December 31, 2001.

Disaster Relief Charities Accountability Act - Establishes the Charity Accountability Board which shall: (1) request information from and make recommendations to qualifying charitable organizations regarding the amount of disaster relief funds collected and dispersed by such organizations, administrative costs incurred, and the criteria used in dispersing disaster relief funds; (2) provide information about disaster relief funds to disaster victims and those wishing to contribute to such funds; and (3) report to the President and Congress on the status of such funds.

Military Widows Equity Act - Repeals, as of October 1, 2002, certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military pay or who would be entitled to retired pay except for being under 60 years of age. Provides for the recoupment of certain amounts previously paid to SBP recipients in the form of a retired pay refund.

International Disability and Victims of Landmines, Civil Strife and Warfare Assistance Act of 2001 - Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance to individuals with disabilities, including victims of civil strife and warfare, in foreign countries. Authorizes the Secretary of Health and Human Services to conduct programs (including the provision of grants to nongovernmental organizations for the purpose of carrying out research, prevention, public awareness, and assistance programs) in foreign countries related to individuals with disabilities, including victims of landmines and other victims of civil strife and warfare. Authorizes the Secretary of Veterans Affairs to provide: (1) advice and expertise on prosthetics, orthotics, physical and psychological rehabilitation and treatment, and disability assistance to other Federal agencies with respect to the implementation of programs to provide assistance to victims of landmines and other victims of civil strife and warfare in foreign countries and landmine research and health-related programs; and (2) technical assistance to private voluntary organizations with respect to the planning, development, operation, and evaluation of such landmine assistance, research, and prevention programs. Directs the Secretary of State to establish and chair an interagency group to coordinate all Federal programs that furnish assistance to victims of landmines and other victims of civil strife and warfare, and conduct landmine research, demining and prevention programs.

Rebuild America: Financing Infrastructure Renewal and Security for Transportation Act of 2001 - Amends the Internal Revenue Code to allow a limited tax credit to holders of qualified Amtrak bonds. Requires Secretary of Transportation approval of qualified Amtrak projects funded by such bonds. Amends Federal rail transportation law to authorize appropriations to the Secretary for Amtrak capital expenditures, including specified tunnel life safety projects, bridges, tracks, and other improvements, and equipment, including acquisition of trainsets and rolling stock. Directs the Secretary to establish a program of capital grants to class II and class III railroads (or with the concurrence of such railroads, to a State or local government) to rehabilitate, preserve, or improve certain railroad track. Amends the Railroad Revitalization and Regulatory Reform Act of 1976 to set forth additional requirements with respect to cohorts of direct loans and loan guarantees for certain railroad rehabilitation and improvement projects. Amends the Federal Water Pollution Control Act to remove certain requirements for States with respect to construction of treatment works under capitalization grant agreements. Directs the Administrator of the Environmental Protection Agency to assist States in establishing simplified procedures for small water systems to obtain assistance under this Act. Requires revolving funds to be used only for providing assistance for activities which have as a principal benefit the improvement or protection of water quality. Provides for an extended repayment period and additional subsidization with respect to loans from revolving funds to financially distressed communities. Amends the Transportation Equity Act for the 21st Century to increase the Federal-Aid Highway program obligation ceiling for FY 2002. Authorizes additional appropriations from the Mass Transit Account and the Highway Trust Fund for FY 2002 for certain formula grants for mass transportation projects, including projects for special needs of elderly individuals and individuals with disabilities and non-urbanized areas. Amends the Internal Revenue Code to raise the $100 transportation fringe benefit limitation (applicable to commuter highway vehicles and transit passes) to $175. Amends Federal aviation law to increase appropriations from the Airport and Airway Trust Fund for FY 2002 for airport planning and airport development, including airport noise compatibility planning and programs. Authorizes additional appropriations for FY 2002 and 2003 for guaranteed loans for ferries using a streamlined process. Authorizes the Secretary to make grants to U.S. port or maritime cargo terminal operators to acquire the best available technology, equipment, or infrastructure. Amends the Public Works and Economic Development Act of 1965, the Appalachian Regional Development Act of 1965, and the Consolidated Farm and Rural Development Act to authorize additional FY 2002 appropriations, respectively, for public works and economic development, Appalachian regional development, and Delta, Mississippi regional development. Authorizes additional FY 2002 appropriations to: (1) carry out construction, operation, and maintenance activities (including security measures) for Corps of Engineers projects; and (2) enhance the security of General Services Administration properties. Amends the John F. Kennedy Center Act to authorize additional appropriations for FY 2002 to enhance the security of: (1) the John F. Kennedy Center for the Performing Arts; and (2) the Smithsonian Institution.

Municipal Preparation and Strategic Response Act - Requires the Director of the Federal Emergency Management Agency (FEMA) to make grants to local governments and emergency response units for use for: (1) developing strategic response plans that provide for a unified, coordinated response to a terrorist attack or other catastrophe; (2) preparing and issuing reports to local governments, State legislatures, and Congress; and (3) conducting public forums or other appropriate activities to educate the public about potential threats and steps they can take to prepare for them, the contents of such plans, how to communicate with authorities in an emergency; and emergency shelters. Requires the Director to designate for each State a FEMA representative to: (1) assist local governments with the development of strategic response plans; (2) act as a liaison between such governments and the Federal Government; and (3) coordinate the sharing of information about Government initiatives and protocol. Amends the Federal Fire Prevention and Control Act of 1974 to authorize the Director to make grants to fire departments, and amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Attorney General to make grants to States, local governments, Indian tribal governments, other public and private entities, and multi-jurisdictional or regional consortia thereof, to fund counterterrorism training and provide related equipment. Exempts such grants from matching requirements.

Rediscover America Act of 2001 - Establishes in the Department of Commerce a United States Travel and Tourism Promotion Bureau to: (1) work to help restore consumer confidence in travel in the two years following the September 11, 2001, terrorist attacks on the United States; and (2) work with private industry and industry employee representatives to design and implement public service announcements and advertising to promote U.S. tourism. Establishes a United States Travel and Tourism Promotion Bureau Advisory Committee to recommend activities to the Bureau.

TANF Reauthorization Act of 2001 - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act (SSA) to revise and extend the TANF program through FY 2008, with changes made to: (1) work and various other specified requirements and prohibitions; (2) penalties; (3) studies and reports; (4) minimum benefit rules; and (5) child care.

Aviation Security Technology Enhancement Act - Directs the National Institute of Standards and Technology to develop certain standards and measures for aviation security technologies. Directs the Administrator of the Federal Aviation Administration (FAA) to carry out a pilot program to test and evaluate new and emerging technologies designed to: (1) control access of air carrier employees, airport employees, and other personnel to closed and secure airport areas; (2) enhance identification and authentication systems for air passenger check-in, baggage control, and access to an aircraft; and (3) identify suspected terrorists through the use of biometrics or other means. Directs the Administrator to carry out a program to establish a biometric database with images of suspected terrorists and incorporate its use into the air passenger screening system of the FAA.

Higher Education Relief Opportunities for Students Act of 2001 - Authorizes the Secretary of Education to waive or modify certain requirements of student financial aid programs under title IV of the Higher Education Act of 1965 as the Secretary deems necessary in connection with the national emergency declared by the President with respect to the terrorist attacks of September 11, 2001, or any subsequent national emergency declared by reason of terrorist attacks (the emergency). Authorizes such waiver or modification of requirements in order to provide relief from certain financial and administrative burdens to affected individuals who: (1) are serving on active duty during the emergency; (2) reside or are employed in a disaster area declared by any Federal, State, or local official in connection with the emergency; or (3) suffered direct economic hardship as a direct result of the emergency, as determined under a waiver or modification issued under this Act. Authorizes waiver or modification of certain reporting requirements for institutions of higher education, lenders, guarantee agencies, and other entities participating in such programs, if such entities are located in declared disaster areas connected to the emergency. Expresses the sense of Congress that institutions offering postsecondary education should provide refunds and waivers of certain requirements to students who are members of the Armed Forces serving on active duty during the national emergency.

Baggage Screening Act - Amends Federal aviation law to require, before boarding or loading, or both, the screening of all property that will be carried in aircraft in air transportation and intrastate air transportation. Requires the Administrator of the Federal Aviation Administration to assume such screening requirement with respect to foreign as well as domestic air carriers.

Declares that, in the quest to identify, locate, and bring to justice the perpetrators and sponsors of the September 11, 2001 terrorist attacks on the United States, the civil rights and liberties of all Americans, including Sikh-Americans, should be protected. Condemns bigotry and acts of violence or discrimination against any Americans, including Sikh-Americans. Calls upon local and Federal law enforcement authorities to: (1) work to prevent hate crimes against all Americans; and (2) prosecute to the fullest extent of the law all those who commit hate crimes.

General Aviation Small Business Relief Act of 2001 - Amends the Small Business Act to direct the Small Business Administration to make grants to general aviation small business concerns in amounts equal to direct losses sustained since September 11, 2001, as a result of any Federal ground stop order(s) related to the terrorist attacks. Authorizes loans to assist such a business that has suffered, as a result of such attacks, substantial economic injury that is not incidental to the business's revenue and that is not compensated for by insurance or otherwise. Extends the due date for excise tax deposits for general aviation small business concerns.

Terrorist Disaster Relief for Small Businesses Act - Directs the Administrator of the Small Business Administration to treat: (1) the terrorist attacks on the United States that occurred on September 11, 2001, as a disaster for which loans to affected small business concerns are authorized; and (2) the entire United States as the affected area. Allows the Administrator to waive certain size standards that would otherwise preclude a business concern from being an eligible recipient of such a loan.

Displaced Workers Assistance Act - Authorizes certain groups of workers who have become totally or partially separated (or threatened with total or partial separation) from employment with the airline industry as a result of reductions in service by an air carrier or closure of an airport due to a terrorist action or security measures to petition the Secretary of Labor for a certification of eligibility to apply for adjustment assistance (similar to trade adjustment assistance under the Trade Act of 1974). Provides certain benefits (employment services, job training, and readjustment allowances) to eligible workers meeting certain eligibility requirements. Provides eligible workers who do not meet certain requirements for State unemployment compensation with a limited readjustment allowance under this Act. Provides for payment of premiums for COBRA health care continuation coverage of eligible workers. Authorizes a State to elect to provide medical assistance under its Medicaid program under title XIX of the Social Security Act for eligible workers who are not eligible for COBRA health care continuation coverage, and who are uninsured.

Ancillary Airline Industry Relief Act of 2001 - Directs the Secretary of Transportation to make grants to a travel agency, car rental company, or other business in the ancillary airline industry to provide compensation for losses incurred by them as a result of the terrorist attacks on the United States that occurred on September 11, 2001. Sets forth certain grant eligibility requirements.

Directs the Attorney General to provide for the granting of posthumous citizenship, as of September 12, 2001, to certain nonculpable aliens or noncitizen nationals otherwise eligible for naturalization who died as a result of the hijackings of four airliners, the attacks on the World Trade Center and the Pentagon, or as a result of injuries sustained while assisting in the emergency response to the events of September 11, 2001.

Expresses the sense of Congress that the children who lost one or both parents or a guardian in the September 11, 2001, World Trade Center and Pentagon tragedies, including the aircraft crash in Somerset County, Pennsylvania, should be provided with all necessary services and benefits, including foster care assistance, adoption assistance, and medical, nutritional, and psychological care. Urges each responsible Federal agency to put the highest priority on providing such assistance, services, and benefits within 60 days of the determination of the death of the child's parent or guardian.

Declares that in the quest to identify, bring to justice, and punish the perpetrators and sponsors of the terrorist attacks on the United States on September 11, 2001, the civil rights and civil liberties of all Americans, including Arab-Americans, American Muslims, and Americans from South Asia, should be protected. Condemns any acts of violence or discrimination against any Americans.

Expresses the sense of Congress that a National Day of Remembrance should be established to remember those who lost their lives as a result of the terrorist attacks of September 11, 2001, and to honor the people of the United States who displayed heroism and courage during and after such attacks.
