Authorizes the Secretary of Veterans Affairs to pay compensation in an amount of $20,000 to veterans, civilian employees, or contractor employees (or their surviving spouse) who: (1) served in or with U.S. combat forces during World War II; (2) were captured and held as prisoners of war by Japan during such service; and (3) were required by Japan or a Japanese corporation to perform slave labor during such War.

Amends Federal law to require U.S. agencies to waive any local matching fund requirements for the award of grants under $500,000 (including in-kind contributions) to American Samoa, Guam, the Virgin Islands, and the Northern Mariana Islands.

Keep America Healthy Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to make a new optional Medicaid eligibility group for individuals between ages 21 and 65 whose family income does not exceed a State-specified percentage up to 200 percent of the applicable poverty line. Authorizes the State also to require the individual's resources not to exceed whatever level the State may establish, so long as it is not more restrictive than the requirements of the Supplemental Security Income program under SSA title XVI (Supplemental Security Income). Provides for the application to such new group of the enhanced Federal medical assistance percentage described under SSA title XXI (State Children's Health Insurance Program). Amends SSA title XI to provide for an increase in the Medicaid payment limit for territories to accommodate expanded coverage for residents of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Northern Mariana Islands.

Support for Harbor Investment Program Act - Amends the Internal Revenue Code to repeal the harbor maintenance tax. Amends the Water Resources Development Act of 1986 to authorize appropriations for activities formerly funded with revenues from the Harbor Maintenance Trust Fund, including eligible operations and maintenance costs: (1) of those portions of the Saint Lawrence Seaway operated and maintained by the Saint Lawrence Seaway Development Corporation; and (2) assigned to commercial navigation of all harbors and inland harbors within the United States.

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Clean Diamond Trade Act - Prohibits the importation of rough diamonds into the United States unless the exporting country is implementing a system of controls on the export or import of rough diamonds that: (1) meets specified requirements, consistent with United Nations General Assembly Resolution 55/56 adopted on December 1, 2000, or is functionally equivalent; or (2) meets the requirements of an international agreement which requires such controls and to which the United States is a party. Prohibits the importation of polished diamonds (including jewelry containing diamonds) into the United States unless the exporting country: (1) is implementing a system of controls on the export and import of rough diamonds, except such system shall not be required for countries that do not import rough diamonds; and (2) requires that its own imports of diamonds originate from countries that have implemented a system of controls on the export and import of rough diamonds. Provides a waiver of the requirements of this Act. Urges the President to negotiate an international agreement to eliminate trade in diamonds used to support conflict in the country or regions in which such diamonds are mined.

Motor Vehicle Owners' Right to Repair Act of 2001 - Requires a manufacturer of a motor vehicle sold or introduced into commerce in the United States to disclose to the vehicle owner, a repair facility, and the Federal Trade Commission (FTC) the information necessary to diagnose, service, or repair the vehicle. Sets forth protections for trade secrets. States that manufacturer noncompliance with this Act constitutes an unfair method of competition and an unfair or deceptive act or practice affecting commerce within the purview of the Federal Trade Commission Act. Authorizes a vehicle owner or repair facility to bring a civil action in Federal district court for violations of this Act without regard to the amount in controversy or the citizenship of the parties. Instructs the FTC to prescribe a uniform methodology for manufacturer disclosure in writing, and on the Internet. Prohibits the FTC from prescribing rules that interfere with the authority of the Administrator of the Environmental Protection Agency regarding motor vehicle emissions control diagnostics systems.

Commends and congratulates Daw Aung San Suu Kyi on the tenth anniversary of her receiving the Nobel Peace Prize. Recognizes her contributions and work toward bringing peace and democracy to Burma. Expresses the sense of Congress that: (1) the President and Secretary of State should continue to encourage the Government of Burma to restore basic human rights to the Burmese people, to eliminate the practice of human trafficking, to address the manufacture of heroin and methamphetamine, to continue releasing political prisoners, to recognize the results of the 1990 democratic elections, and to allow Daw Aung San Suu Kyi and the National League for Democracy to enjoy unfettered freedom of speech and freedom of movement; and (2) Daw Aung San Suu Kyi should be invited to address a joint meeting of Congress.

Employment Non-Discrimination Act of 2001 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares that this Act is inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Bring Our Children Home Act - Amends the Federal judicial code to provide that a contestant may bring an action in district court to determine which of conflicting State court child custody determinations shall prevail. Directs the Attorney General (AG) to establish a registry for all custody orders entered by State courts. Authorizes law enforcement officers of a State or local government to hold, for no more than 24 hours, any child listed as missing for proper disposition under the latest valid custody determination. Requires the Secretary of State to prepare a report on progress made by the United States in negotiating and entering into bilateral treaties relating to international child abduction with countries that are not contracting parties under the Hague Convention on the Civil Aspects of International Child Abduction. Amends the Foreign Assistance Act of 1961 to require information on each country's efforts to prohibit international child abduction. Requires the AG to prepare a report describing the status of each case involving a request for extradition in cases involving international kidnaping by parents.

Victims' Economic Security and Safety Act - Sets forth entitlement standards and implementation guidelines for employee use of emergency leave to address domestic or sexual violence. Permits victims of domestic or sexual violence to substitute existing leave in lieu of emergency leave. Authorizes State use of funds under part A of title IV of the Social Security Act (Temporary Assistance for Needy Families) (TANF) to provide nonrecurrent short-term emergency benefits for emergency leave precipitated by domestic or sexual violence . Amends the Internal Revenue Code relating to approval of State unemployment compensation laws to prohibit denial of compensation where an individual is separated from employment due to circumstances resulting from the individual's experience of domestic or sexual violence. Amends the Social Security Act to include training under this Act for unemployment compensation and TANF personnel. Authorizes the Secretary of Health and Human Services to award a grant to a national victim services organization to develop and disseminate a model program for domestic and sexual violence training. Victims' Employment Sustainability Act - Prohibits certain discriminatory employer practices relating to terms or conditions of employment in connection with victims of domestic or sexual violence. Victims of Abuse Insurance Protection Act - Prohibits denial or restriction of insurance coverage based on the status of the applicant or insured regarding abuse or abuse-related claims. Amends the Internal Revenue Code to allow a business related credit for 40 percent of an employer's costs for implementing workplace safety and education programs relating to domestic and sexual violence. Authorizes the Attorney General to provide a grant for a clearinghouse and resource center to provide information and assistance to employers, labor organizations, and advocates on behalf of victims of domestic or sexual violence.

Posthumous Citizenship Restoration Act of 2001 - Amends the Immigration and Nationality Act to extend until two years after the later of the date of enactment of this Act or the date of the person's death the deadline for the Attorney General to approve a request to grant posthumous citizenship to individuals who die while on active-duty military service.

Ordnance and Explosives Risk Management Act - Directs the Secretary of Defense to establish a program manager for unexploded ordnance (UXO) and other abandoned military munitions who shall serve as the single point of contact in the Department of Defense for policy and budgeting issues involving the characterization, remediation, and management of explosives and related risks at former military ranges known or suspected to contain UXO or other abandoned military munitions that pose a threat to human health or safety. Requires the Secretary to develop and maintain an inventory of former military ranges that are known or suspected to contain abandoned munitions, to prioritize each such range according to overall conditions, and to annually update the inventory and prioritization. Establishes the Abandoned Military Munitions Account, Defense, for the removal and cleanup of abandoned military munitions. Directs the Secretary to prepare a site security plan for each range listed on the inventory. Requires the UXO program manager to establish an independent UXO advisory and review panel.

Expresses the sense of Congress that the Government of Japan should: (1) issue an apology for the sexual enslavement of young women during the colonial occupation of Asia and the Pacific Islands during World War II; (2) pay reparations to the victims; (3) educate future generations about this crime against humanity; and (4) publicly refute claims that the subjugation and enslavement of such women never occurred.

Economic Revitalization Tax Act of 2001 - Amends Internal Revenue Code provisions concerning investment of earnings in U.S. property to set forth a separate rule governing any foreign corporation which is a controlled foreign corporation and is created or organized under the laws of, or engaged in the active conduct of a trade or business within, the Commonwealth of Puerto Rico or a possession of the United States. Provides that in the case of certain dividends received by a domestic corporation from such a corporation, there shall be allowed as a deduction an amount equal to 85 percent of such dividend. Establishes a safe harbor rule for certain transfers or licenses of intangible property to such a corporation.

Help Is on the Way Military Pay Equity Act of 2001 - Prescribes increases in military basic pay rates as of January 1, 2002, of a minimum of 7.3 percent. Waives for FY 2002 any required adjustment in such pay based upon the General Schedule of Compensation for Federal employees.

Combat Merchant Mariners Veterans Benefits Act of 2001 - Provides that: (1) qualifying service in the U.S. merchant marine during a period of war for a total period equal to at least 12 months shall be considered active duty in determining eligibility for veterans' benefits; and (2) such service may be verified by entries in a continuous discharge book, a certificate of discharge to merchant seamen, a certificate of substantially continuous service, or other documentation available from the Secretary of Transportation or the head of any other Federal agency.

Insular Areas Oversight Avoidance Act - Requires the Director of the Office of Management and Budget (OMB) to publish with respect to each covered statement issued by OMB (including executive orders and agreements, presidential proclamations or directives, treaties, and submitted legislation) that does not include any U.S. insular area in any definition of "United States," "United States of America," or "State": (1) an explanation of the reasons for that omission; and (2) a recommendation of whether the definition should include such insular area.

Peopling of America Theme Study Act - Directs the Secretary of the Interior to prepare and submit to Congress a national historic landmark theme study on the peopling of America to identify regions, areas, trails, districts, communities, sites, buildings, structures, objects, organizations, societies, and cultures that: (1) best illustrate and commemorate key events or decisions affecting the peopling of America; and (2) can provide a basis for the preservation and interpretation of the peopling of America that has shaped U.S. culture and society.

Reaffirms the U.S. commitment to opposing any commercial and lethal scientific whaling and to supporting the expansion of whale sanctuaries. Calls for: (1) the President to use all available diplomatic channels to convey U.S. opposition to commercial whaling activities and lethal scientific whaling and to consider actions, including bilateral negotiations and sanctions, to eliminate such whaling and to prevent any trade in whale meat; and (2) the United States to strongly oppose any effort at the 53rd meeting of the International Whaling Commission in London to approve the resumption of commercial whaling and all efforts at the 12th Conference of the Parties to the Convention on International Trade in Endangered Species to downlist any threatened or endangered whale population and to reopen international trade in whale meat.

Tohono O'odham Citizenship Act of 2001 - Amends the Immigration and Nationality Act to recognize persons listed on the official membership roll of the Tohono O'odham Nation, a federally recognized American Indian nation located in Arizona, as U.S. citizens as of the date such listing occurs. Provides that the valid membership credential issued to such listed persons shall be considered, for all purposes subject to Federal law, equivalent to: (1) a certificate of citizenship; and (2) a State-issued birth certificate.

Directs the Architect of the Capitol to enter into a contract for the design and construction of a monument, which shall be placed on permanent display in the Capitol rotunda, commemorating the contributions of minority women to women's suffrage and to the participation of women in U.S. public life. Requires the monument to depict African, Hispanic, Asian Pacific, Jewish, and Native American women. Requires use of an advisory committee to make recommendations.

Children's Act for Responsible Employment of 2001 - CARE Act of 2001 - Amends the Fair Labor Standards Act of 1938 to repeal certain exemptions from child labor prohibitions for agricultural employment. Applies the same age restrictions to agricultural employment as to other forms of employment. Limits exemptions to agricultural labor outside of school hours, if the individual is employed by a specified family member on the member's farm. Raises from 16 to 18 years old the minimum age for engaging in hazardous agricultural employment. Increases civil and criminal penalties for child labor violations. Directs the Secretary of Labor and the Director of the Bureau of the Census to compile data biannually from State employment security agencies and from other sources in all the States concerning: (1) the types of industries and occupations in which children under the age of 18 are employed; and (2) cases in which children were employed in violation of Federal child labor prohibitions. Requires each employer to report to the State employment security agency on any injury to an employee under age 18 that results in lost employment time or any illness such individual incurred while at work. Directs the Secretary to establish closer working relationships with non-governmental organizations and with State and local government agencies having responsibility for administering and enforcing labor and safety and health laws. Requires State and local government agencies to inform the Secretary, upon request, about employee injuries and deaths. Directs the Secretary to: (1) employ at least 100 additional inspectors within the Wage and Hour Division of the Department of Labor to enforce child labor laws; and (2) provide for a ten percent increase in the budget for the Employment Standards Division within the office of the Solicitor of Labor to increase prosecution of violations of such laws. Amends the Federal Insecticide, Fungicide, and Rodenticide Act to direct the Administrator of the Environmental Protection Agency to revise, and review every five years, a farmworker protection standard to take into account the routine presence of children, including nursing children, and nursing or pregnant women employed on, or present near, a farm or in or around a field in which a pesticide is applied. Amends the Workforce Investment Act of 1998 to direct the Secretary to make competitive grants for specified types of programs for migrant and seasonal farmworker youth dropout prevention.

Federal Firefighters Fairness Act of 2001 - Amends Federal law to provide that, with regard to an employee in fire protection activities: (1) heart disease, lung disease, specified cancers and infectious diseases shall be presumed to be proximately caused by the employee's employment; (2) the disability or death of an employee in fire protection activities due to such a disease shall be presumed to result from personal injury sustained while in the performance of such employee's duty; and (3) such presumptions may be rebutted by a preponderance of the evidence.

Paso al Norte National Museum of Immigration History Act - Requires the Secretary of the Interior, if land is made available to or by the University of Texas at El Paso under specified conditions, to make a grant for the establishment of the Paso al Norte National Museum of Immigration History (a museum and research center for the interpretation and commemoration of migration at the U.S. southern border). Directs the Secretary, after receiving a grant proposal from the University in agreement with the City of El Paso that meets certain requirements, to award a grant to the University for the establishment of the museum, including planning, design, construction, furnishing, and startup expenses.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program and TRICARE supplemental premiums on a pretax basis; and (2) a deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums and enrollment fees.

End Racial Profiling Act of 2001 - Prohibits any law enforcement agency or agent from engaging in racial profiling. Authorizes the United States, or an individual injured by racial profiling, to bring a civil action for declaratory or injunctive relief to enforce this prohibition. Specifies that proof that the routine investigatory activities of law enforcement agents in a jurisdiction have had a disparate impact on racial or ethnic minorities shall constitute prima facie evidence of a violation. Authorizes the court to allow a prevailing plaintiff, other than the United States, reasonable attorneys' fees as part of the costs, including expert fees. Requires Federal law enforcement agencies to: (1) maintain adequate policies and procedures designed to eliminate racial profiling; and (2) cease existing practices that encourage racial profiling. Directs that any application by a State or governmental unit for funding under a covered program include a certification that such unit and any agency to which it is redistributing program funds: (1) maintains adequate policies and procedures designed to eliminate racial profiling; and (2) has ceased existing practices that encourage racial profiling. Authorizes the Attorney General to make grants to States, law enforcement agencies and other governmental units, Indian tribal governments, or other public and private entities to develop and implement best practice devices and systems to ensure the racially neutral administration of justice. Directs the Attorney General to submit to Congress a report on racial profiling by Federal, State, and local law enforcement agencies.

School and Day-Care Lead-Based Paint Reduction Act of 2001 - Authorizes the Secretary of Housing and Urban Development to make matching grants to States, local governments, and local educational agencies to evaluate and reduce lead-based paint hazards at public elementary schools and licensed child day-care facilities.

Consumer Credit Report Accuracy and Privacy Act of 2001 - Amends the Fair Credit Reporting Act to require a consumer reporting agency to provide a free annual credit report to any consumer upon request.

Credit Card Consumer Protection Act of 2001- Amends the Truth in Lending Act to: (1) prohibit fee assessment against a credit card account under an open-end consumer credit plan solely on the basis of on-time payments; (2) require advance notice of any interest rate increase for a credit card account, and of the consumer's right to cancel such account before the effective date of that increase; and (3) prohibit post-cancellation increases in interest rates and fees on the outstanding balance of any canceled cards. Mandates disclosure to a credit card account holder of the fees and interest rates imposed upon credit advances through the use of third party checks. Proscribes over-the-limit fees in creditor-approved transactions, and two-cycle billing. Prescribes additional notice requirements governing: (1) introductory ("teaser") rates to identify the fixed and variable interest rate which will apply following the introductory period; (2) last payment date and payment processing date before imposition of late fees; and (3) the period of time required to pay off the outstanding balance if only the minimum payment is forwarded.

Veterans Educational Opportunities Enhancement Act of 2001 - Amends Federal veterans' benefits provisions to allow the basic pay reduction for entitlement to veterans educational assistance under the Montgomery GI Bill to be taken over two years (currently one year). Allows the withdrawal of an election not to receive such assistance during a specified open period for an individual who: (1) first becomes a member or enters into active service on or after the enactment of this Act; (2) continues to serve the period of obligated service without a service break; (3) before completing such period, is discharged or released from duty for a service-connected disability, a preexisting medical condition, a hardship, a physical or mental condition that did not result from the individual's own willful misconduct, or for the convenience of the Government; (4) completes the requirements of a secondary school diploma or equivalency certificate or 12 semester hours toward a standard college degree; and (5) is discharged honorably or placed on one of specified retirement lists. Provides a basic pay reduction for entitlement to such assistance. Provides an opportunity for certain active-duty military personnel who first became a member of the armed forces before July 1, 1985, to enroll for such assistance during an open period under eligibility requirements very similar to those above, and requires a similar basic pay reduction for such assistance.

Home Ownership Tax Credit Act of 2001 - Amends the Internal Revenue Code to establish a home ownership tax credit which shall be allocated, through State housing finance agencies, to qualified lenders making qualified home ownership loans to certain low-income households.

First-Time Homebuyer Affordability Act of 2001 - Amends the Internal Revenue Code to make the tax on prohibited transactions inapplicable to a qualified home equity participation arrangement (one in which up to $10,000 in an individual retirement plan is used to acquire an ownership interest in a dwelling unit that is to be used as the principal residence for a first-time homebuyer). Requires such ownership interest to be a fee interest requiring full repayment. Defines "first-time homebuyer" as an individual on whose behalf an individual retirement plan is established (eligible participant) or a family member (child, parent, or grandparent) who had no present ownership interest in a principal residence during the two-year period before the date of the arrangement. Allows the use of amounts in an individual retirement plan to make loans of up to $10,000 to purchase a home for a first-time homebuyer on behalf of an eligible participant or a family member. Prohibits a related interest deduction.

Native American Veterans Home Loan Act of 2001 - Extends through December 31, 2005, a program under which the Secretary of Veterans Affairs may make direct housing loans to Native American veterans. Authorizes the tribal organization with jurisdiction over such a veteran to enter into a memorandum of understanding with any Federal department or agency with respect to such loans.

Good Samaritan Volunteer Firefighter Assistance Act of 2001 - Provides that neither a person (including any other entity) who donates re-certified fire control or fire rescue equipment, nor a State or local agency that administers the distribution of such equipment, shall be liable for personal injuries, property damage, or death proximately caused after the donation by a defect in such equipment. Waives such liability protection if: (1) the person's or agency's act or omission causing the injury, damage, or loss constitutes malice, gross negligence, recklessness, or intentional misconduct; or (2) the person or agency is the manufacturer of such equipment.
