Unaccompanied Alien Child Protection Act of 2001 - Establishes within the Department of Justice (DOJ) the Office of Children's Services which shall be responsible for coordinating and implementing law and policy for unaccompanied alien children. Establishes an Interagency Task Force on Unaccompanied Alien Children. States that an unaccompanied alien child found in the United States shall be promptly paroled into the United States and placed under the jurisdiction of the Office. Sets forth a family reunification preference order. Prohibits, with an exception for violent children, detention in adult or delinquent children facilities. Directs the Office to develop procedures for prohibited detention practices. Prohibits an unaccompanied alien child from being repatriated to a country unless an appropriate voluntary agency has conducted an assessment of the country conditions and the Office has conducted an assessment of the suitability of the placement of the child. Directs the Office to provide that each unaccompanied child have counsel and guardian ad litem. Amends the Immigration and Nationality Act to establish a special immigrant juvenile visa (J Visa). Expresses congressional commendation of the Immigration and Naturalization Service' s issuance of its "Guidelines for Children's Asylum Claims." Directs the Attorney General to provide immigration officers with related training. Amends the Act to exempt unaccompanied alien children from certain removal and asylum filing provisions. Directs the Comptroller General to report respecting the Office's effectiveness.

Racial Profiling Prohibition Act of 2001 - Directs the Secretary of Transportation to withhold specified apportionments of Federal-aid highway funds for a State that has failed to: (1) adopt and enforce standards that prohibit the use of racial profiling; and (2) maintain and allow public inspection of specified statistical information on each motor vehicle stop made by a law enforcement officer on a Federal-aid highway in the State.

Greater Access to Affordable Pharmaceuticals Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to provide for an accelerated date of approval for a generic drug application. Allows a drug to be considered a bioequivalent to a listed drug if the effects of such drug and the listed drug do not show a significant difference based on certain tests or studies. Sets forth requirements concerning the filing of a citizen petition review. Revises provisions concerning: (1) abbreviated new drug applications and new drug applications with respect to the time required for approval and the certification that a patent is invalid or will not be infringed; and (2) filing an application. Requires a report concerning the extent to which this Act has: (1) has enabled products to come to market in a fair and expeditious manner, consistent with the rights of patent owners under intellectual property law; and (2) has promoted lower prices of drugs and greater access to drugs through price competition..

Cultural Heritage Assistance Partnership Act of 2001 - Directs the Secretary of the Interior to establish a Cultural Heritage Assistance Partnership Program in the National Park Service. Requires the Secretary to: (1) gather specified information on cultural heritage resources and activities and make it available on an Internet site and by nonelectric means; and (2) establish a program for designing and making awards to persons, including Indian tribes, Federal agencies, and State or local governments, to recognize exemplary projects or programs that carry out the purposes of the Partnership Program. Establishes the: (1) Cultural Heritage Citizens Advisory Committee; and (2) the Federal Cultural Heritage Coordinating Council. Authorizes the Secretary to make competitive grants for up to 50 percent of the total cost of a project to States, Indian tribes, local governments, and nonprofit organizations for projects to carry out the Program's purposes.

State Infrastructure Banks for Schools Act of 2001 - Authorizes the Secretary of the Treasury to enter into cooperative agreements with States for the establishment of State infrastructure banks and multistate infrastructure banks to make loans to: (1) local educational agencies for building or repairing elementary or secondary schools which provide free public education; and (2) public libraries for building or repairing library facilities. Grants consent of Congress to the States to enter into a cooperative agreement with the Secretary, as well as an interstate compact, to establish a multistate infrastructure bank. Prescribes infrastructure bank requirements. Emphasizes that: (1) any infrastructure bank loan shall be used to supplement, not supplant other Federal, State, and local funds; and (2) the contribution of Federal funds into such infrastructure banks shall not be construed as a Federal commitment, guarantee, or obligation to any third party. Mandates review by the Secretary of the financial condition of each infrastructure bank.

Law Enforcement Officers Equity Act - Redefines the term "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) Federal employees not otherwise covered by such term whose duties include the investigation or apprehension of suspected or convicted individuals and who are authorized to carry a firearm; and (2) such employees of the Internal Revenue Service whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns. Requires that such service which is performed by an incumbent law enforcement officer be treated: (1) on or after the enactment date of this Act, for all purposes, as service performed as a law enforcement officer, irrespective of how such service is treated under the following; and (2) before, on, or after such date, for purposes of CSRS and FERS, as service performed as such an officer, but only if an appropriate written election is submitted to the Office of Personnel Management five years after such date or before separation from Government service, whichever is earlier. Provides that nothing under current law respecting mandatory separation from Government service under CSRS or FERS shall cause the involuntary separation of an officer before the end of the three-year period beginning on such date.

Veterans Housing Fairness Act of 2001 - Authorizes the use of veterans' housing loan benefits to purchase stock or membership in a development, project, or structure (structure) of a cooperative housing corporation as long as such structure: (1) complies with criteria prescribed by the Secretary of Veterans Affairs; and (2) is a one-family residential unit.

Guadalupe-Hidalgo Treaty Land Claims Act of 2001 - Establishes the Guadalupe-Hidalgo Treaty Land Claims Commission to determine the validity of land claims arising out of the Treaty of Guadalupe-Hidalgo of 1848. Authorizes three or more eligible descendants of the same community land grant to petition the Commission for such a determination on behalf of themselves and all other descendants. Directs the Commission to recommend appropriate relief to a valid petition, including whether the community land grant should be reconstituted and its non-Federal lands restored. Directs the Commission to establish a Community Land Grant Study Center at the Onate Center in Alcalde, New Mexico, to be responsible for directing the research, study, and investigations necessary to assist the Commission in performing its duties. Directs the Comptroller General to make available General Accounting Office (GAO) personnel, equipment, and facilities to assist the Commission in performing its activities in examining such land claims. Permits the Commission to review reports prepared by GAO regarding community land grants and to request an interview with the authors of such reports.

Relief, Community Vitalization, and Emergency Readiness in India and El Salvador (RECOVERIES) Act of 2001 - Authorizes the President to provide emergency international disaster assistance for: (1) recovery from the earthquakes of January and February 2001 in the Republic of India and the Republic of El Salvador; and (2) disaster mitigation activities in such countries and other countries that contain highly disaster-prone areas.

National Museum of African American History and Culture Act of 2001 - Establishes within the Smithsonian Institution the National Museum of African American History and Culture to be operated as a center for scholarship and a location for museum training, public education, exhibits, and collection and study of items and materials relating to the life, art, history, and culture of African Americans form slavery and the era of reconstruction to the Harlem renaissance, the civil rights movement, and beyond. Establishes the National Museum of African American History and Culture Council. Requires the Council to appoint a Director to manage the Museum. Authorizes the Council to plan, design, reconstruct, renovate, and expand the Arts and Industries Building to house the Museum.

Commends the 24 crew members of the Navy EP-3 Aries II reconnaissance aircraft that was struck on April 1, 2001, by a fighter aircraft of the People's Republic of China for the conduct of their mission, for the operation of the aircraft after the collision, for their actions in minimizing sensitive national security information, and for their conduct while being detained. Expresses the sense of Congress that: (1) the incident should not be the basis for a reduction in, or cessation of, lawful reconnaissance and surveillance flights in that area; (2) the U.S. aircraft now on Hainan Island, China, should be immediately returned to the United States; and (3) continued interception and aggressive tactics by Chinese pilots toward such lawful flights may undermine important relationships between the two countries.

Vietnam Veterans Children's Disability Act - Directs the Secretary of Veterans Affairs to: (1) identify diseases occurring in children of Vietnam veterans or other veterans that have a positive association with parental exposure to an herbicide agent before the date of conception; (2) include myelogenous leukemia among such diseases; (3) provide needed health care for such children's covered diseases or any associated disabilities; and (4) pay a monthly allowance to such children for any disability resulting from a covered disease, to be based on the degree of disability. Authorizes the Secretary to provide vocational training to such children if the achievement of a vocational goal is reasonably feasible.

Community Character Act of 2001 - Directs the Secretary of Housing and Urban Development to establish a program to provide grants to States (including tribal governments and Native Hawaiian organizations) to assist in the development or revision of land use planning legislation and the creation or revision of State and multi-State comprehensive land use plans or plan elements. Requires grant funds to be used to obtain technical assistance in: (1) drafting such legislation; (2) research and development for land use planning programs and requirements relating to the development of State guide plans; (3) conducting workshops, educating and consulting policy makers, and involving citizens in the planning process; and (4) integrating State and regional concerns and land use plans with such Federal plans. Authorizes increased Federal cost sharing for projects with tribal governments or Native Hawaiian organizations.

Veterans' Emergency Telephone Service Act of 2001 - Authorizes the Secretary of Veterans Affairs to award a grant to a private, nonprofit entity for the operation of a national, toll-free telephone hotline providing information and assistance to veterans and their families, including crisis intervention counseling, general veterans' benefits information, emergency shelter and food, substance abuse rehabilitation, employment training and related opportunities, and small business assistance programs. Limits such grant to a two-year period, subject to annual approval by the Secretary.

Prescription Drug Fairness for Seniors Act of 2001 - Requires each participating manufacturer of a covered outpatient drug to make it available for purchase by each pharmacy: (1) in an amount equal to the aggregate amount sold or distributed by the pharmacy to Medicare beneficiaries; and (2) at a price no greater than the manufacturer's average foreign price. Sets forth special provisions with respect to hospice programs.

Directs Congress to enact legislation by October 2004 to guarantee that every person in the United States, regardless of income, age, or employment or health status, has access to health care that: (1) is affordable and that removes financial barriers to needed care; (2) is as cost efficient as possible; (3) provides comprehensive benefits; (4) promotes prevention and early intervention; (5) includes parity for mental health and other services; (6) eliminates disparities in access to quality health care; (7) addresses the needs of people with special health care needs and underserved populations in rural and urban areas; (8) promotes quality and better health outcomes; (9) addresses the need to have adequate numbers of qualified health care practitioners; (10) provides adequate and timely payments; (11) fosters a strong network of health care facilities; (12) ensures continuity of coverage and continuity of care; (13) maximizes consumer choice of health care providers and practitioners; and (14) is easy for patients, providers, and practitioners to use and reduces paperwork.

Local Law Enforcement Hate Crimes Prevention Act of 2001 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that: (1) constitutes a crime of violence under Federal law or a felony under State or Indian tribal law; and (2) is motivated by prejudice based on the race, color, religion, national origin, gender, sexual orientation, or disability of the victim or is a violation of the hate crime laws of the State or tribe. Directs the Attorney General to give priority for assistance to crimes committed by offenders who have committed crimes in more than one State and to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses. Authorizes the Attorney General to award grants to assist State, local, and Indian law enforcement officials with such extraordinary expenses. Directs the Office of Justice Programs to: (1) work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and (2) award grants to State and local programs designed to combat hate crimes committed by juveniles. Prohibits specified offenses involving actual or perceived race, color, religion, national origin, gender, sexual orientation, or disability. Directs the U.S. Sentencing Commission to study and provide sentencing enhancements for adult recruitment of juveniles to commit hate crimes. Amends the Hate Crimes Statistics Act to require the crime data to be collected and published by the Attorney General to include data about crimes that manifest evidence of prejudice based on gender.

Military Overseas Voter Empowerment Act of 2001 - Amends the Soldiers' and Sailors' Civil Relief Act of 1940 to provide that, for purposes of voting for a Federal or State office, a person who is absent from a State in compliance with military or naval orders shall not, solely by reason of that absence be deemed to have: (1) lost a residence or domicile in that State, without regard to whether or not the person intends to return to that State; (2) acquired a residence or domicile in any other State; or (3) become a resident in or a resident of any other State. Amends the Uniformed and Overseas Citizens Absentee Voting Act to provide for: (1) extension of registration and balloting rights for absent uniformed services voters to State and local elections; (2) treatment of applications and absentee ballots submitted by absent uniformed services voters; and (3) coverage of recently separated uniformed services voters as absent uniformed services voters. Directs the Secretary of Defense to carry out a demonstration project under which absent uniformed services voters are permitted to cast ballots in the regularly scheduled general election for Federal office for November 2002 through an electronic voting system.

Emergency Retiree Health Benefits Protection Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide emergency protections for retiree health benefits. Prohibits group health plans from making post-retirement reductions of retiree health benefits. Requires group health plans to adopt provisions barring post-retirement reductions in retiree health benefits. Requires group health plans to restore benefits reduced after retirement. Authorizes the Secretary of Labor to waive or vary such requirements, if a plan sponsor applies for such exemption, upon finding that compliance would: (1) be adverse to the interests of plan participants in the aggregate; (2) not be administratively feasible; and (3) cause substantial business hardship to the sponsor. Establishes the Emergency Retiree Health Loan Guarantee Program and its Board. Authorizes the Program, through its Board, to guarantee loans provided by private banking and investment institutions to eligible plan sponsors to assist them in meeting obligations under this Act to restore benefits reduced after retirement. Authorizes the Secretary to assess civil penalties for violations of this Act.

Education Technology Equity Act of 2001 - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to: (1) reserve half of one percent of funds authorized under this Act for FY 2002 through 2006 for grants to Guam, American Samoa, the U.S. Virgin Islands, the Commonwealth of the Northern Mariana Islands, the Republic of Palau, the Marshall Islands, and the Federated States of Micronesia; (2) reserve one percent of such funds for the Secretary of the Interior to carry out programs for Indian children; and (3) allocate the remainder of such funds to States according to a formula based in part on eligibility under the national school lunch program. Requires each State educational agency seeking a grant under this Act to submit an application providing assurances that the State will provide technical assistance to local educational agencies (LEAs) in developing a comprehensive system for the acquisition and use of technology and technology-enhanced curricula, instruction, and administrative support services. Requires each LEA seeking a grant to submit an application which includes: (1) the student to computer ratios; (2) the Internet connectivity of schools to be served; and (3) a plan for the acquisition and use of technology. Requires each LEA receiving a grant to use such funds to purchase computers for classrooms and related activities (teacher training, computer maintenance and support, home computer use by students).

Detroit River International Wildlife Refuge Establishment Act - Establishes the Detroit River International Wildlife Refuge (Refuge) which shall consist of specified lands and waters in Michigan, including the Wyandotte National Wildlife Refuge. Authorizes the Secretary of the Interior to: (1) conserve, enhance, and restore the native aquatic and terrestrial community characteristics of the Detroit River; (2) use available authority for the conservation of fish and wildlife and for provision of appropriate fish and wildlife oriented recreational opportunities in the Refuge; (3) ensure that compatible hunting, fishing, wildlife observation and photography, and environmental education and interpretation are the priority public uses of the Refuge; and (4) permit such activities on Federal lands and waters within the Refuge. Allows the Secretary to designate zones where and periods when such activities will not be permitted. Authorizes the Secretary to enter into cooperative agreements with the State of Michigan, any political subdivision thereof, or any other person or entity: (1) for the management of lands within the Refuge owned by such person or entity; and (2) to promote public awareness of the Refuge's resources and encourage public participation in the conservation of those resources. Directs the Secretary to encourage the State to use existing authorities under the Transportation Equity Act for the 21st Century to provide funding for acquisition and development of trails within the Refuge.

21st Century Higher Education Act - Amends the Higher Education Act of 196 (HEA) to revise and to extend and increase the authorization of appropriations of HEA programs, including: (1) Pell Grants; (2) Federal Trio Programs; (3) Gear Up; (4) Federal Supplemental Educational Opportunity Grants; (5) College Work-Study; and (6) Strengthening and Developing Institutions. Establishes new HEA programs, including: (1) Byrd Honors Teacher Scholarships; (2) Dual Degree Achievement; (3) Community College Opportunity; (4) College Preparation; (5) Promoting Postbaccalaureate Opportunities for Hispanic Americans; (6) Collaborative Centers of Excellence in Teacher Preparation; and (7) a demonstration program in recruiting and preparing teachers. Tribal College or University Teacher Loan Forgiveness Act - Establishes a new HEA program of specified Federal student loan repayment or cancellation for individuals who teach for up to five years in Tribal Colleges or Universities. Access to High Standards Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to establish Advanced Placement (AP) programs of assistance grants to increase the access of low-income students to AP high school courses and AP tests to earn advanced placement and credits at institutions of higher education. Dropout Prevention Act - Establishes a new ESEA assistance grant program to address school dropout problems, including a coordinated national strategy and a national school dropout prevention initiative. NTIA Digital Network Technology Program Act - Amends the National Telecommunications and Information Administration (NTIA) Organization Act to direct the Secretary of Commerce to establish within NTIA's Technology Opportunities Program a digital network technologies program to award grants, contracts, or cooperative agreements to eligible institutions to provide educational instruction in digital network technologies. Amends the Omnibus Parks and Public Lands Management Act of 1996 to authorize the Secretary of the Interior, with respect to eligible Historically Black Colleges and Universities, to make at least 15 annual grants for buildings or structures listed on, or eligible for listing on, the National Register of Historic Places, if the grantee agrees to provide funds derived from non-Federal sources in an amount equal to 25 percent of the grant.

Reading Readiness Act of 2001 - Amends the Head Start Act to require Head Start programs to include a strong focus on reading readiness. Requires research, demonstration, and evaluation activities to: (1) determine whether every Head Start program is providing participating children the tools necessary to succeed in school, including reading readiness; and (2) review current best practices of Head Start programs with respect to reading readiness. Directs the Secretary of Health and Human Services to award competitive grants to selected Head Start applicants to carry out current best practices in reading readiness activities. Allows Head Start programs that demonstrate by community assessment that all reasonable attempt has been made to enroll children whose families' incomes are below the poverty line to make eligible for program participation children whose families' incomes are no greater than 150 percent of the poverty line. Directs the Secretary to implement an outreach campaign to promote enrollment in Head Start programs and Early Head Start programs. Expresses the sense of Congress that: (1) the Secretary should allow Head Start grantees that find evidence of community need to modify the use of their current grants so as to enroll infants and toddlers without obtaining a separate Early Head Start grant; and (2) Congress should appropriate sufficient funds to carry out the Head Start Act so that all eligible children may participate.

Equal Protection of Voting Rights Act of 2001 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to outline requirements for equal protection of voting rights in Federal elections and voting rights in State and local elections. Establishes a grant program to provide equal protection of voting rights with regard to States and localities. Creates the Commission on Voting Rights and Procedures to study and report to the President and Congress on specified issues with respect to elections for Federal, State, and local office, including alternative voting methods, ballot designs, ballot uniformity, and absentee voting, in order to develop specific recommendations of best practices in voting and election administration.

Human Rights Information Act - Requires certain Federal agencies to identify, review, and organize all human rights records, for declassification and public disclosure, if the President determines bona fide a request for them by an individual or entity carrying an official mandate to investigate a pattern of gross violations of internationally recognized human rights. Prescribes guidelines under which the Interagency Security Classification Appeals Panel shall review agency determinations to postpone disclosure of any human rights record. Authorizes postponement of such public disclosures on specified grounds. Requires each Federal agency to identify, review, and organize all human rights records regarding activities occurring in Guatemala and Honduras for declassification and public disclosure.

FDA Tobacco Authority Amendments Act - Amends the Federal Food, Drug, and Cosmetic Act to, among other things: (1) include "nicotine in a tobacco product" in the definition of the term "drug" and to include "a tobacco product" in the definition of the term "device;" and (2) set forth provisions for tobacco products concerning special standards for such products, warnings regarding such products, and a rule of construction regarding farmers and related entities.

America's Better Classroom Act of 2001 - Amends the Internal Revenue Code to establish a limited credit for qualified public school modernization bonds (qualified school construction bonds and qualified zone academy bonds). Amends the General Education Provisions Act to provide for the application of certain labor standards to projects financed under this Act. Amends the Workforce Investment Act of 1998 to establish provisions concerning employment and training activities related to the construction or reconstruction of public school facilities.

Amends the Elementary and Secondary Education Act of 1965 to establish a grants program to help States and local educational agencies recruit, train, and hire 100,000 additional teachers over a seven-year period in order to: (1) reduce class sizes nationally, in grades one through three, to an average of 18 students per classroom; and (2) improve teaching in the early grades so that all students can learn to read independently and well by the end of the third grade.

Child Handgun Injury Prevention Act - Directs the Secretary of the Treasury to prescribe regulations governing the design, manufacture, performance of, and commerce in, handgun discharge protection products to reduce or prevent unreasonable risk of injury to children from the unintentional discharge of handguns. Requires a minimum safety standard that ensures that such a product: (1) is of adequate quality and construction to prevent children from operating a handgun; and (2) cannot be removed except through the use of a key, combination, or other method of access made possible by the manufacturer. Directs the Secretary to: (1) consider products that are not detachable but are permanently installed and incorporated into the design of a handgun; and (2) consider using test protocols relating to poison prevention packaging standards. Authorizes the Secretary to: (1) require the manufacturer to recall, repair, replace, or provide refunds with respect to, a handgun discharge protection device which has been designed, manufactured, transferred, or delivered in violation of this Act; and (2) make inspections to ascertain compliance. Prohibits: (1) a licensed manufacturer or importer from selling, transferring, or delivering to any person any handgun without a product that meets the standard; and (2) a licensed dealer from selling, transferring, or delivering to any person any handgun without the product supplied to the dealer by the licensed manufacturer or importer. Makes exceptions for Federal, state, and local governments. Requires warning labels for handguns. Provides for enforcement of this Act through civil penalties, firearms license revocation, a private right of action, and criminal penalties. Allows State law to afford greater protection to children regarding handguns than is afforded by this Act.

States' Right To Innovate in Health Care Act of 2001 - Amends the Social Security Act to add a new title XXII (State Comprehensive Health Care and Cost Containment Demonstration Projects) to allow a limited number of States to apply to the Secretary of Health and Human Services for a planning grant and a demonstration grant to achieve a cost-effective delivery system of universal, comprehensive health care with simplified administration.

Young American Workers' Bill of Rights - Amends the Fair Labor Standards Act of 1938 to revise and increase requirements relating to child labor standards, including those for: (1) reporting, recordkeeping, and certification; (2) orders and regulations; (3) penalties; (4) coverage regardless of sales volume; (5) civil actions; and (6) migrant or seasonal agricultural labor. Directs the Secretary of Labor to: (1) compile (jointly with the Census Bureau) annual child labor data with respect to individuals under age 18; (2) provide for coordination among enforcement personnel for Federal and State labor standards, occupational health and safety laws, and Federal immigration laws; (3) establish an Advisory Committee for Child Labor; and (4) publicize violators of child labor laws.

Medicare Education and Regulatory Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) concerning: (1) prospective application only of certain regulations prescribed by the Secretary of Health and Human Services (HHS); and (2) certain requirements for judicial and regulatory challenges of regulations. Requires the Secretary, with respect to Medicare audits, except when clear and convincing evidence exists of fraud or similar fault, to give a physician, provider of services, or provider of ambulance services (physicians or providers) the option of entering into: (1) an arrangement to offset alleged overpayments against future payments; or (2) a repayment plan with its carrier or fiscal intermediary to recoup such an overpayment. Prohibits the Secretary from taking any action to recoup an overpayment or to impose a penalty during the period in which a physician or provider is appealing a determination that such an overpayment has been made or the amount of the overpayment. Prohibits carriers, absent cause, from demanding the production of records or documentation before paying a Medicare claim. Amends SSA title XI with respect to prohibited extensions of remuneration to a Medicare-eligible individual to influence a choice of provider, practitioner, or supplier. Excludes from the meaning of remuneration any waiver of copayment made in a written, mailed communication with existing patients. Amends SSA title XVIII with regard to: (1) construction of hearing rights related to decisions to deny or not renew a physician enrollment agreement; (2) the post-payment audit process; (3) definitions relating to physicians or providers; and (4) the right to appeal on behalf of deceased beneficiaries. Amends SSA title XVIII to require carriers, fiscal intermediaries, and contractors to conduct education programs (funded from the Medicare Integrity Program) for physicians and providers on billing, coding, cost reporting, and documentation regulations and procedures. Outlines provisions with regard to certain information requests from physicians and providers. Amends SSA title XVIII to provide for the inclusion of regulatory costs in the calculation of the sustainable growth rate with respect to the costs of physicians' services. Prohibits the Health Care Financing Administration (HCFA) from implementing any new evaluation and management documentation guidelines under Medicare, unless it: (1) has provided for an assessment of the proposed guidelines by organizations representing physicians; (2) has established a plan that contains specific goals, including a schedule, for improving use of such guidelines; (3) has completed a minimum of four pilot projects to test such guidelines; and (4) finds that specified objectives will be met in the implementation of such guidelines.

Antitrust Technical Corrections Act of 2001 - Repeals: (1) the Act of March 3, 1913, requiring proceedings for the taking of depositions for use in suits in equity brought by the United States under the Sherman Act to be open to the public; and (2) provisions of the Panama Canal Act which bar use of the Panama Canal to violators of antitrust laws. Amends the Sherman Act to apply the prohibitions against monopolizing trade or commerce among the States or with foreign nations to monopolizing trade or foreign commerce in or among any U.S. Territories and the District of Columbia. Amends the Wilson Tariff Act to repeal provisions that authorized any person injured in his business or property by reason of anything prohibited by such Act to sue therefor in U.S. circuit court and to recover treble damages and the costs of suit.

IDEA Full Funding Act of 2001 - Amends the Individuals with Disabilities Education Act (IDEA) to authorize funding to reach the Federal Government's goal of providing 40 percent of the national average per pupil expenditure to assist States and local educational agencies with the excess costs of educating children with disabilities. Authorizes appropriations for IDEA part B programs of assistance for education of all children with disabilities.

Paycheck Fairness Act - Amends the portion of the Fair Labor Standards Act of 1938 (FLSA) known as the Equal Pay Act to revise remedies for and enforcement of prohibitions against sex discrimination in the payment of wages to: (1) add nonretaliation requirements; (2) increase penalties; and (3) authorize the Secretary of Labor to seek additional compensatory or punitive damages. Requires the Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs to train EEOC employees and affected individuals and entities on matters involving wage discrimination. Directs the Secretary to provide for certain studies, information, a national summit, guidelines, awards, and assistance for employer evaluations of job categories based on objective criteria. Establishes the Alexis Herman National Award for Pay Equity in the Workplace. Amends the Civil Rights Act of 1964 to require the EEOC to collect certain pay information.
