Airspace Location and Enhanced Risk Transparency Act of 2026 or the ALERT Act This bill addresses aviation safety by increasing requirements for aircraft tracking and communication using Automatic Dependent Surveillance-Broadcast (ADS-B) technology and expanding oversight. As background, ADS-B for broadcasting (Out) and receiving (In) transmits information (e.g., location and weather) among aircraft and air traffic control (ATC). The bill requires the Department of Defense (DOD) and the Department of Transportation (DOT) to enter into an agreement regarding the use of collision prevention technologies on DOD aircraft. The agreement must require the use of ADS-B Out as the default practice for DOD helicopters operating in the national airspace, unless such use would affect operational security. For DOD helicopters that are carrying out special missions in the Washington, DC, metropolitan area and are exempt from ADS-B Out transmission requirements, DOD must coordinate with DOT to conduct a safety risk assessment and implement appropriate mitigations. By December 31, 2031, DOD aircraft (other than certain special mission aircraft) must be equipped with and operating integrated ADS-B In technology. With respect to civil aircraft, by December 31, 2031, the Federal Aviation Administration (FAA) must generally require aircraft that are currently required to be equipped with ADS-B Out to also be equipped with ADS-B In. Additionally, among other requirements, the FAA must establish time-on-position limits for supervisory ATC personnel; establish a process to timely notify parties involved in certain near-miss incidents; and evaluate and revise, as necessary, helicopter routes around Ronald Reagan Washington National Airport.

Department of Homeland Security Appropriations Act, 2026 This bill provides FY2026 appropriations for various agencies and offices within the Department of Homeland Security (DHS), except for U.S. Immigration and Customs Enforcement (ICE), U.S. Customs and Border Protection (CBP), and management and oversight activities of the Office of the Secretary. Specifically, the bill provides appropriations to DHS for the Federal Protective Service, the Office of Inspector General, the Transportation Security Administration, the U.S. Coast Guard, the U.S. Secret Service, the Cybersecurity and Infrastructure Security Agency, the Federal Emergency Management Agency (FEMA), U.S. Citizenship and Immigration Services, the Federal Law Enforcement Training Centers, and the Science and Technology Directorate. The bill does not provide appropriations for some agencies and activities that have been funded in prior DHS appropriations acts, including ICE, CBP, and management and oversight activities of the Office of the Secretary.

National Cemetery Access Act This bill requires that national cemeteries administered by the Department of Defense, Department of Veterans Affairs, or the National Park Service must be open to visitors on the 11 legal public holidays (e.g., Memorial Day).

Keep SNAP and WIC Funded Act of 2025 This bill provides FY2026 appropriations for the Department of Agriculture (USDA) to continue operating the Supplemental Nutrition Assistance Program (SNAP); the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC); and a related block grant program if there is a lapse in FY2026 appropriations for USDA. Specifically, the bill provides appropriations to USDA for any period in which legislation to provide FY2026 interim continuing appropriations or full-year appropriations for USDA has not been enacted. If such a lapse in appropriations occurs, the bill provides the appropriations that are necessary to continue providing uninterrupted SNAP benefits, providing consolidated block grants to Puerto Rico and American Samoa for nutrition assistance programs, and carrying out WIC without interruption. In addition, the bill provides appropriations to pay any benefits under these programs that were missed on or after September 30, 2025, and before this bill is enacted. The appropriations for these purposes are available until the earlier of (1) the enactment into law of legislation to provide FY2026 appropriations for USDA (including continuing appropriations), or (2) September 30, 2026. The bill also requires USDA to use the funds provided by this bill to reimburse state agencies for costs that were incurred to carry out these programs during a lapse in appropriations, to the extent that the programs were carried out in accordance with federal law (including regulations) during the lapse.

This resolution expresses the sense of the House of Representatives that the Trump Administration is legally obligated to fund the Supplemental Nutrition Assistance Program (SNAP) through the use of the contingency fund, the Administration has the legal authority and the funds to finance SNAP through November 2025, exercising this power is extremely important for the health and wellness of families experiencing hunger, and the Administration should immediately exercise this authority.

Veterans Heroin Overdose Prevention Examination Act or the Veterans HOPE Act This bill requires the Department of Veterans Affairs (VA) to complete a review of the deaths of all covered veterans who died from opioid overdoses during the five-year period preceding the enactment of this bill. Covered veterans are those who received VA hospital care or medical services during the five-year period preceding the death of the veteran. The VA shall report on the results of the review and make such report publicly available.

Fight Illicit Pill Presses Act This bill broadens the scope of pill machines that are subject to regulation under the Controlled Substances Act (CSA). The bill also requires regulated machines to have serial numbers and imposes criminal penalties for conduct involving the removal of serial numbers or the transportation of regulated machines knowing the serial numbers have been removed. Currently, the CSA requires persons who manufacture, distribute, import, export, or purchase certain regulated machines to keep records of and report on transactions involving the machines. Currently, the term regulated machines includes tableting machines and encapsulating machines. This bill requires persons who sell or deliver regulated machines to comply with the CSA's recordkeeping and reporting requirements, in addition to persons who manufacture, distribute, import, export, or purchase them. The bill also expands regulated machines , for which transactions must be recorded and reported, to include critical parts of tableting and encapsulating machines such as dies used to mold pills and punches used to imprint markings and logos onto pills. The bill requires serial numbers to be permanently affixed to encapsulating machines, tableting machines, and critical parts of tableting and encapsulating machines. Finally, the bill prohibits, subject to criminal penalties, the (1) removal, alteration, or obliteration of any serial number affixed to a tableting machine, encapsulating machine, or a critical part; or (2) transportation, shipment, receipt, possession, distribution, delivery, sale, import, or export of any tableting machine, encapsulating machine, or critical part knowing the serial number has been removed, altered, or obliterated.

504 Program Risk Oversight Act This bill requires the Small Business Administration (SBA) to annually conduct a risk analysis of all loans guaranteed under the 504 loan program. The 504 loan program provides long-term, fixed-rate financing to qualifying small businesses for major fixed assets, such as land, buildings, equipment, and machinery. The SBA must annually report the results of the risk analysis for each preceding fiscal year, including the steps taken by the SBA to mitigate the risks identified in the analysis.

Home Energy Assistance in Times of Shutdown Act or the HEATS Act This bill provides appropriations for the Low Income Home Energy Assistance Program (LIHEAP) during any period in which there is a lapse in discretionary appropriations for any fiscal year (i.e., a government shutdown). Under LIHEAP, the federal government makes annual grants to states, tribes, and territories to operate home energy assistance programs for low-income households. The bill provides appropriations for LIHEAP payments to continue during a government shutdown.

Under LIHEAP, the federal government makes annual grants to states, tribes, and territories to operate home energy assistance programs for low-income households. The bill provides appropriations to continue making LIHEAP payments during a government shutdown in FY2026 at a rate that is equal to the rate for the corresponding month of FY2025.
