AIM Act

United States · United States Congress · 19 November 2025

ATF Improvement and Modernization Act of 2025 or the AIM Act This bill removes limitations on the authority of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to conduct activities related to the administration of federal firearms laws. Specifically, the bill removes provisions that limit the use of firearms tracing data; prohibit consolidating or centralizing records maintained by federal firearm licensees, or FFLs (e.g., gun dealers); prohibit imposing a requirement that gun dealers conduct a physical inventory; require background check records to be destroyed within 24 hours; limit the disclosure of data under the Freedom of Information Act; prohibit the ATF from altering the definition of or denying certain import applications for a curio or relic firearm; prohibit the denial of a federal firearms license due to lack of business activity; prohibit the electronic retrieval of information gathered from firearm transaction records of FFLs that go out of business; prohibit the ATF from denying an application to import certain shotguns; and limit the number of annual compliance inspections. Additionally, the bill lowers the standard for denying or revoking a federal firearms license due to violations of federal firearms laws by requiring only a knowing violation rather than a willful violation, and removes the requirement that an appeal of a denial or revocation of a federal firearms license shall be subject to the  de novo standard of judicial review (i.e., without deference to the agency determination).

Aviation Funding Solvency Act

United States · United States Congress · 18 November 2025

Aviation Funding Solvency Act This bill provides continuing appropriations to the Federal Aviation Administration (FAA) if (1) an appropriations bill for the FAA has not been enacted before a fiscal year begins, or (2) a law making continuing appropriations for the FAA is not in effect. Specifically, the bill provides appropriations from the Aviation Insurance Revolving Fund at the rate of operations that was provided for the prior fiscal year to continue programs, projects, and activities that were funded in the preceding fiscal year. The FAA may use the balance of the fund, minus $1 billion. If the FAA determines that the amounts from the fund are insufficient to continue all programs, projects, or activities, then the FAA must prioritize compensation payments for employees of the Air Traffic Organization (e.g., air traffic controllers). The bill provides the appropriations until the date on which either (1) specified appropriations legislation for the fiscal year becomes law, or (2) a bill making continuing appropriations becomes law. Finally, the bill permanently extends the FAA Non-premium War Risk Insurance Program. This program provides aviation insurance without a premium to eligible air carriers at the request of the Department of Defense or another federal agency, provided that the agency agrees to indemnify the FAA from all losses covered under the insurance. Eligible air carriers include those whose operations are under a federal contract and are necessary for national security or to carry out U.S. foreign policy.

Shutdown Guidance for Financial Institutions Act

United States · United States Congress · 3 October 2025

Shutdown Guidance for Financial Institutions Act This bill directs financial regulators—including the Federal Reserve Board, the Consumer Financial Protection Bureau, the Office of the Comptroller of the Currency, the Federal Deposit Insurance Corporation, and the National Credit Union Administration—to jointly issue guidance relating to a government shutdown. Specifically, financial regulators must issue guidance encouraging financial institutions to work with consumers and businesses affected by a shutdown, recognize that consumers and businesses affected by a shutdown may lose access to credit and face temporary hardship in making payments on debts, consider efforts to modify terms on existing loans or extend new credit to assist consumers and businesses affected by a shutdown, and take steps to prevent adverse credit information from being reported in a manner that harms consumers affected by a shutdown. In addition, financial regulators must jointly issue a press release to notify financial institutions, consumers, and businesses of this guidance in the event of a government shutdown. Financial regulators must also complete a report after a government shutdown regarding the guidance's effectiveness and update the guidance if any shortcoming are identified in the report.
