That this House recognises the importance of the international human rights framework which underpins the international rules-based order; notes that to mark this year’s International Human Rights Day, the UN has highlighted the critical role of human rights as a preventative, protective and transformative force for good; celebrates the human rights achievements of UK Parliamentarians working with inspiring civil society organisations and activists, including securing the release of wrongfully imprisoned individuals, such as Nazanin Zaghari-Ratcliffe and Anoosheh Ashoori; further recognises the Government’s commitment to building support for victims of gender-based violence in conflict and of modern-day slavery; further notes that UK Parliamentarians have a key role in taking this impressive legacy forward to further justice and democracy, and to support human rights defenders; and also recognises the Government’s commitment to international law and human rights internationally.

A Bill to make provision about Lasting Powers of Attorney; to place duties on banks in respect of Lasting Powers of Attorney; to make provision about the powers of the Office of the Public Guardian to investigate the actions of an attorney; to require the Secretary of State to review the effectiveness of the powers of the Office of the Public Guardian to investigate the actions of an attorney and of its use of those powers; to make provision about the duties of care homes in respect of Lasting Powers of Attorney; to require an attorney to notify the Office of the Public Guardian of the death of a donor; to require the Office of the Public Guardian to take steps to promote the facility to request a search of its registers of powers of attorney; and for connected purposes.

That this House recognises the unique achievements of Second Lieutenant Walter Tull (1888-1918) who had a notable football career and was only the second black man to play football professionally in the UK; notes that he joined the Footballers Battalion when war was declared in 1914, and served with distinction for the entire duration of the war; further notes that he was the only non-white man to become a combat officer in the British Army; further notes that he was killed in an attack on the German trenches at Favreuil in 1918; and urges the Government to honour him posthumously with the Military Cross.
