Workforce for AI Trust Act

Workforce for AI Trust Act This bill provides for various workforce development and research programs related to artificial intelligence (AI). For example, the bill authorizes the National Institute of Standards and Technology (NIST) to support education and workforce development activities to expand careers in the AI workforce. Further, the bill requires NIST to develop a common system for describing and classifying AI-related tasks, knowledge, and skills that can be used to develop job descriptions or competency areas (an AI workforce framework ). NIST must develop guidelines for using the framework and take other steps to support external use (e.g., through outreach and dissemination to AI education programs). Separately, the National Science Foundation (NSF) may make awards through eligible institutions of higher education to support graduate and postdoctoral research fellowships across disciplines (including in social science and humanities) related to trustworthy AI. NSF may also make awards to support institutional workshops to advance the development and training of trustworthy AI systems. NSF must encourage the use of AI to accelerate work across NSF-supported fields, including by supporting (1) training for undergraduate and graduate students and postdoctoral researchers, (2) workshops on the application of trustworthy AI to new uses, and (3) supplements to existing research awards for applying AI to ongoing research. Further, NSF must generally ensure that merit review panels convened to evaluate AI-related proposals incorporate perspectives from diverse research disciplines (e.g., social science, ethics, and linguistics).

ALERT Act

Airspace Location and Enhanced Risk Transparency Act of 2026 or the ALERT Act This bill addresses aviation safety by increasing requirements for aircraft tracking and communication using Automatic Dependent Surveillance-Broadcast (ADS-B) technology and expanding oversight. As background, ADS-B for broadcasting (Out) and receiving (In) transmits information (e.g., location and weather) among aircraft and air traffic control (ATC). The bill requires the Department of Defense (DOD) and the Department of Transportation (DOT) to enter into an agreement regarding the use of collision prevention technologies on DOD aircraft. The agreement must require the use of ADS-B Out as the default practice for DOD helicopters operating in the national airspace, unless such use would affect operational security. For DOD helicopters that are carrying out special missions in the Washington, DC, metropolitan area and are exempt from ADS-B Out transmission requirements, DOD must coordinate with DOT to conduct a safety risk assessment and implement appropriate mitigations. By December 31, 2031, DOD aircraft (other than certain special mission aircraft) must be equipped with and operating integrated ADS-B In technology. With respect to civil aircraft, by December 31, 2031, the Federal Aviation Administration (FAA) must generally require aircraft that are currently required to be equipped with ADS-B Out to also be equipped with ADS-B In. Additionally, among other requirements, the FAA must establish time-on-position limits for supervisory ATC personnel; establish a process to timely notify parties involved in certain near-miss incidents; and evaluate and revise, as necessary, helicopter routes around Ronald Reagan Washington National Airport.

Main Street Capital Access Act

Main Street Capital Access Act or the Main Street Act This bill lessens and otherwise modifies banking regulations, including those regarding institution formation, supervision by federal financial regulators, and bank merger requirements.  Under the bill, new banks have a three-year phase-in period to meet certain capital requirements. The bill also reduces the leverage ratio for certain rural community banks. Financial regulators must (1) tailor regulatory actions to limit burdens on financial institutions and must consider the institutions' risk profiles and business models, and (2) review their regulations more frequently and expand the scope of these reviews.  The bill eases requirements regarding bank mergers, for example, by allowing financial regulators to approve certain bank mergers without considering if the merger is noncompetitive or monopolistic. The bill increases the dollar asset thresholds for various fees, reporting requirements, and other regulatory requirements so that more financial companies and banks are exempt from these requirements. For example, the bill increases the total asset threshold above which financial holding companies need Federal Reserve Board approval to acquire a company, thereby allowing for more acquisitions without board approval. The bill also raises certain asset thresholds so as to allow additional small bank holding companies to operate with higher debt levels and additional small banks to qualify for a longer examination cycle. The bill also provides flexibilities regarding the use of reciprocal deposits, the resolution of failed banks, and other regulated activities.

Tailoring and Indexing Enhanced Regulations Act of 2025 or the TIER Act of 2025 This bill increases the dollar asset thresholds for various fees, reporting requirements, and regulatory supervision applicable to certain financial companies and banks. For example, the bill increases the asset threshold above which bank holding companies and savings and loan companies must pay certain Federal Reserve Board assessments; financial holding companies need board approval to acquire a company; bank holding companies must report on the company’s financial condition to the Financial Stability Oversight Council; and bank holding companies may be subject to increased supervision if, among other things, they are found to pose a grave threat to U.S. financial stability. Periodically, the Federal Reserve Board must increase statutory thresholds and thresholds established by rule to reflect increases in the gross domestic product.

Dismantle Foreign Scam Syndicates Act This bill requires the President to (1) impose applicable sanctions on foreign persons (individuals or entities) responsible for online financial scams against U.S. nationals, and (2) establish an interagency task force to shut down the criminal syndicates perpetuating such scams. Under the bill, the President must determine whether 43 specified foreign persons, and any other foreign persons the President determines are responsible for or complicit in online financial scams against U.S. nationals, are subject to sanctions under specified laws and Executive Order 13581 . Upon such determination, the President must impose applicable sanctions (for example, blocking the sanctioned person's property transactions within the United States). The President must also establish an interagency task force to shut down transnational criminal syndicates that use large scam centers and forced labor of trafficked persons to perpetuate mass online scams against Americans. The task force must (1) submit a comprehensive strategy to Congress to combat these scam centers and dismantle the criminal elements involved with them, and (2) coordinate and oversee implementation of the strategy. Within 360 days of submitting the strategy to Congress and annually thereafter for five years the task force must submit to Congress a report addressing various topics related to such scam centers including a list of all foreign persons sanctioned by the United States for their scam center involvement. The Department of State is authorized to provide trauma-informed care, shelter, reintegration, and support services for victims of trafficking in persons within online scam centers.

Weather Research and Forecasting Innovation Reauthorization Act of 2025 or the Weather Act Reauthorization Act of 2025 This bill reauthorizes, revises, and establishes several programs related to weather forecasting, monitoring, and research.  For example, the bill reauthorizes through FY2030 programs that are administered by the Office of Oceanic and Atmospheric Research in the National Oceanic and Atmospheric Administration (NOAA), including the U.S. Weather Research Program. It also provides statutory authority for NOAA's Verification of the Origins of Rotation in Tornadoes Experiment (known as VORTEX-USA). The bill also requires NOAA to establish programs that support weather forecasting technology, including improvements to radar accuracy, weather forecasting in underserved areas, and coastal flooding forecasting. NOAA must also acquire weather-related data from the private sector and establish a pilot program to test the compatibility of this data with NOAA infrastructure.  In addition, NOAA must improve weather-related communication systems, including those related to hazardous weather events, through system upgrades that use more modern technology (e.g., cloud-based services) and that allow for expanded coverage (e.g., in rural areas). Finally, NOAA must administer programs that support weather forecasting for agricultural and water management, including pilot programs to improve precipitation forecasts in the western and central states and a soil moisture monitoring network.

The review must consider topics such as the sufficiency of the technology infrastructure, the effectiveness of the existing operating hours of the discount window, and how the discount window interacts with other liquidity providers during normal operations and in times of financial distress. The remediation plan must address any identified deficiencies, establish timelines and milestones for implementation, and be approved by the board. The bill requires annual reports to Congress regarding the plan.

Homebuyers Privacy Protection Act This bill limits the circumstances in which credit reporting agencies may provide consumer credit reports to third parties in connection with residential mortgage transactions.  Specifically, the bill prohibits a credit reporting agency from providing a consumer's credit report to a third party in connection with a residential mortgage transaction unless the transaction consists of a firm offer of credit or insurance and (1) the third party provides documentation certifying that it has the consumer's consent; or (2) the third party has originated a mortgage on behalf of the consumer, is a current mortgage loan servicer to the consumer, or has a current specified banking relationship with the consumer. These provisions take effect 180 days after the bill's enactment.

Aviation Education Remaining Operational Act or the AERO Act This bill directs the Federal Aviation Administration (FAA) to continue FAA Academy operations in Oklahoma City, Oklahoma, including air traffic controller training, during a lapse in FAA appropriations that results in a government shutdown or an emergency furlough. If such a lapse in FAA appropriations occurs, the bill also exempts from furlough (1) all FAA employees providing services at the academy, and (2) students who are completing training at the academy and are FAA employees. This exemption requires the employees to continue working during a government shutdown.

Sanctioning Russia Act of 2025

Sanctioning Russia Act of 2025   This bill imposes penalties on certain persons (individuals and entities) if the President determines that the Russian government or a person acting at Russia's direction is involved with (1) refusing to negotiate a peace agreement with Ukraine; (2) violating a negotiated peace agreement; (3) initiating another invasion of Ukraine; or (4) overthrowing, dismantling, or seeking to subvert the Ukrainian government.   If the President makes such a determination, the bill requires certain actions including the President must impose visa- and property-blocking sanctions on specified persons such as the Russian president, certain Russian military commanders, and any foreign person that knowingly provides defense items to the Russian armed forces; the President must increase the rate of duty on all goods and services imported from Russia into the United States to at least 500% relative to the value of such goods and services; the President must increase the rate of duty on all goods and services imported into the United States from countries that knowingly engage in the exchange of Russian-origin uranium and petroleum products to at least 500% relative to the value of such goods and services; the Department of the Treasury must impose property-blocking sanctions on any financial institution organized under Russian law and owned wholly or partly by Russia, and any financial institution that engages in transactions with those entities; and the Department of Commerce must prohibit the export, reexport, or in-country transfer to or in Russia of any U.S.-produced energy or energy product.

Black Vulture Relief Act

Black Vulture Relief Act of 2025 This bill allows livestock producers and their employees to take certain actions against black vultures to protect livestock. (Black vultures are protected under the Migratory Bird Treaty Act.) Specifically, livestock producers and their employees may (1) take (i.e., capture, kill, or disperse, or transport the carcass of) a black vulture that they reasonably believe will cause death, injury, or destruction to livestock; or (2) in the course of taking or attempting to take the black vulture, cause injury to the bird. However, they may not take or attempt to take a black vulture through the use of poison. Livestock producers and their employees must submit an annual report to the U.S. Fish and Wildlife Service (FWS) on black vultures taken under this bill. The FWS must develop a reporting form and make this reporting form available on its website. Currently, the FWS has a permit process under the Migratory Bird Treaty Act for the taking of black vultures.

Fair and Open Competition Act of 2025 or the FOCA Act of 2025 This bill requires that federal contracts for construction projects neither require nor prohibit a bidder, offeror, contractor, or subcontractor from entering into agreements with one or more labor organizations with respect to such projects or related projects. Under the bill, the controlling documents for federal construction contracts (such as bid specifications and project agreements) may not require or prohibit a bidder, offeror, contractor, or subcontractor from entering into or adhering to such labor agreements. Additionally, the controlling documents may not discriminate against or give preference to a bidder, offeror, contractor, or subcontractor who signs or refuses to sign such a labor agreement. These requirements also apply to any (1) construction manager acting on behalf of the federal government with respect to such contract, (2) recipient of a federal grant or financial assistance for construction projects or construction manager acting on the recipient's behalf, and (3) party to a federal cooperative agreement for construction projects or construction managers acting on the party's behalf. An agency may exempt a project from this prohibition to avert an imminent threat to public health or safety or to serve the national security.

This resolution supports preserving the stepped-up basis of certain inherited assets (such as land, equipment, or buildings), opposes any efforts to impose new taxes on family farms or small businesses, and recognizes the importance of generational transfers of farm and family-owned businesses.  As background, the basis for federal tax purposes of certain inherited assets is reset (or stepped up) from the original cost basis to the fair market value of the asset on the date of the previous owner’s death. Thus, any gain or loss on the subsequent sale of an inherited asset generally is calculated based on the asset’s stepped-up basis (and not the original cost basis).
