Stronger Communities through Better Transit Act

United States · United States Congress · 18 January 2024

Stronger Communities through Better Transit Act This bill requires the Department of Transportation (DOT) to establish a grant program to support operating projects for public transportation and related service improvements, particularly in underserved communities and areas of persistent poverty. Specifically, the bill requires DOT to allocate funding under the program for urbanized areas, states, and Indian tribes that are recipients of funds under either the Federal Transit Administration's (FTA's) Urbanized Area Formula Funding program or Formula Grants for Rural Areas program. Eligible recipients may use funding for operating costs associated with projects that improve public transportation service for transit-dependent populations and support increased transit ridership (e.g., service expansion, information technology enhancements, and workforce development). The bill requires DOT to apportion the funding so that recipients receive funds that are proportional to their share of operating costs. The bill also provides for an increased federal cost share for operating assistance for projects or programs carried out in areas of persistent poverty or underserved communities. DOT must set up a multimodal access measurement interface for public agencies to aid transit agencies in determining and reporting on access to jobs and essential services. A grant recipient must also (1) report specific information to the FTA for inclusion in the National Transit Database, and (2) survey transit riders and non-riding residents regarding transit service improvements. Further, the bill expands the purposes of the public transportation programs to include supporting public transportation's role in combating climate change through growing/retaining transit ridership.

Marriage Equality for Disabled Adults Act

United States · United States Congress · 6 December 2023

Marriage Equality for Disabled Adults Act This bill eliminates certain marriage-related criteria for individuals entitled to Social Security child’s benefits and Supplemental Security Income (SSI). Specifically, the bill removes the requirement that individuals receiving Social Security child’s benefits be unmarried. Those eligible for Social Security child’s benefits generally include the minor children of eligible or deceased workers and disabled adult children (the disabled adult children of such workers for whom the onset of disability occurred before age 22). Under current law, child beneficiaries generally lose their benefits upon marriage to an individual who is not also eligible for Social Security benefits.  With respect to SSI, the bill removes the requirement that couples who present themselves as married in their community be considered married for purposes of SSI eligibility. The bill also exempts SSI recipients who are disabled adult children, or who marry disabled adult children, from the general requirement that the income or resources of an SSI recipient’s spouse be considered in an eligibility determination.   Further, married disabled adult children and their spouses who would otherwise be eligible for Medicaid in a state if they were unmarried must remain eligible for Medicaid regardless of their marriage.

United States · United States Congress · 19 September 2023

John R. Lewis Voting Rights Advancement Act of 2023 This bill establishes new criteria for determining which states and political subdivisions must obtain preclearance before changes to voting practices may take effect. Preclearance is the process of receiving preapproval from the Department of Justice (DOJ) or the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights. A state and all of its political subdivisions shall be subject to preclearance of voting practice changes for a 10-year period if, during the previous 25 years: 15 or more voting rights violations occurred in the state; 10 or more violations occurred, at least 1 of which was committed by the state itself; or 3 or more violations occurred and the state administers the elections. A political subdivision as a separate unit shall also be subject to preclearance for a 10-year period if three or more voting rights violations occurred there during the previous 25 years. States and political subdivisions that meet certain thresholds regarding minority groups must preclear covered practices before implementation, such as redistricting. States and political subdivisions must notify the public of changes to voting practices. The bill authorizes DOJ to require states or political subdivisions to provide certain documents or answers to questions for enforcing voting rights. The bill outlines factors courts must consider when hearing challenges to voting practices, such as the extent of any history of official voting discrimination in the state or political subdivision.

Expanding the VOTE Act

United States · United States Congress · 25 August 2023

Expanding the Voluntary Opportunities for Translations in Elections Act or the Expanding the VOTE Act This bill expands access to voting materials for individuals with limited proficiency in the English language. Section 203 of the Voting Rights Act of 1965 (VRA) requires covered states and political subdivisions to provide voting materials and other language assistance to persons who are American Indian, Asian American, Alaskan Natives, or of Spanish heritage and whose ability to speak or understand English limits electoral participation. A state or political subdivision that is subject to Section 203 is prohibited from providing English-only voting materials in an election. Among other requirements, this bill (1) requires the Department of Justice to issue a notice of prohibition, including the trigger threshold at which the prohibition applies, to certain states and political subdivisions; and (2) requires covered states and political subdivisions to provide written translations of all voting materials, with the consent of any applicable tribal government, to election workers. Additionally, the bill requires the Election Assistance Commission to make incentive grants for states and political subdivisions to provide translated voting materials.
