That this House congratulates the trade union Unison on the launch of its 'Positively Public' campaign to highlight the contribution of public services to the success of this country; shares the belief that public services in the 21st century should be based on the principles of democratic accountability, effective delivery of services and measures to address the underfunding of public services by the previous government; believes that public authorities have an important role in promoting equality of opportunity and equality of access to services; and calls on all public authorities to make a commitment to the use of directly employed staff, the ending of a two-tier workforce and the improvement of public services through partnership with their staff.

BLACKBROOK COMMUNITY SAFETY INITIATIVE

That this House congratulates all the partners involved in the Blackbrook Community Safety Initiative, especially the local residents' association, members of Cheshire Fire Brigade and the young people of Blackbrook; notes that by working with young people to check smoke alarms, provide batteries and fit new alarms Cheshire Fire Brigade has raised awareness of fire safety and brought about a significant reduction in both the number of fires and the number of hoax calls in the area; believes that this initiative demonstrates the contribution the fire brigade can make towards reducing crime and anti-social behaviour; and calls upon the Home Office to encourage the development of similar schemes in other areas.

CLOSURE OF WHITWORTHS, WARRINGTON

That this House deplores the decision of Whitworths to close its factory in Warrington with the loss of approximately 250 jobs; regrets that the company failed to return to negotiations with Warrington Borough Council before announcing its decision; believes that its failure to recognise trade unions at its Warrington plant, while recognising them at its Irthlingborough site, is totally unjustifiable; and regards the proposed closure as a slap in the face for a loyal and diligent workforce.
