United States · United States Congress · 16 December 2025

Essential Caregivers Act of 2025   This bill prohibits certain health care facilities from limiting the access of essential caregivers to residents of those facilities, including during designated emergency periods.   Specifically, the bill generally prohibits Medicare skilled nursing facilities, Medicaid nursing facilities, Medicaid intermediate care facilities, and associated inpatient rehabilitation facilities from restricting the access of essential caregivers to residents of the facilities, including during emergency periods in which visitation rights are otherwise restricted. During emergency periods, facilities may restrict access for an initial period of up to seven days and for one additional maximum seven-day period (if the additional period is approved by the state health department). Facilities may restrict access for a total of 7 days (or 14 days with the approval of the state health department) during an emergency period. MATCH Act of 2025

United States · United States Congress · 17 October 2025

Making Access To Cleanup Happen Act of 2025 or the MATCH Act of 2025 This bill modifies the Department of Agriculture's (USDA's) Emergency Watershed Protection (EWP) program to allow sponsors (i.e., states, local governments, and Indian tribes) to undertake certain emergency watershed protection measures prior to entering into a project agreement with USDA and count the costs as part of the sponsor's share of the project cost once an agreement with USDA is in place. As background, USDA's EWP Program offers assistance to sponsors to carry out projects that help safeguard people and property from floods, drought, fires, windstorms, and other natural disasters that impair a watershed. This bill requires USDA to identify a list of emergency watershed protection measures that a sponsor may incur costs for prior to entering into a project agreement with USDA under the EWP Program. USDA must develop a procedure, to be implemented at the state level, through which these entities may request additional emergency watershed protection measures. The cost of undertaking these additional measures may be incurred by a sponsor prior to entering into an agreement with USDA. Further, USDA must consider pre-agreement costs incurred by a sponsor for undertaking the emergency watershed protection measures as meeting part of a sponsor's contribution towards the project costs.

United States · United States Congress · 30 September 2025

Fair Pay for Federal Contractors Act of 2025 This bill provides back pay to employees of federal contractors who lost pay due to a lapse in appropriations (i.e., government shutdown) in FY2026. Specifically, the bill provides appropriations for federal agencies that are subject to a lapse in appropriations in FY2026 to adjust the price of contracts to compensate federal contractors for providing back pay to employees who were affected by the lapse in appropriations.  The agencies must adjust the price of any contract for which the contractor stopped, suspended, delayed, or interrupted all or part of the work under the contract due to the lapse in appropriations. The price adjustment must compensate the contractor for reasonable costs incurred to (1) compensate employees who were furloughed or laid off, were not working, or experienced a reduction of hours or compensation due to the lapse in appropriations; or (2) restore paid leave taken by employees during the lapse in appropriations if the contractor required or permitted employees to use paid leave as a result of the lapse in appropriations. The bill also requires the Office of Federal Procurement Policy to submit a report to Congress on the adjustments made under this bill.
