Independent Office for Police Conduct findings on Norman Bettison

That this House recognises the December 2025 findings of the Independent Office for Police Conduct (IOPC) investigations relating to Sir Norman Bettison and the circumstances surrounding his application for the post of Chief Constable of Merseyside in 1998; notes the IOPC view that had Bettison still been serving, he would have had a case to answer for gross misconduct, for deliberate dishonesty in relation to his explanation of his involvement in the aftermath of the Hillsborough disaster during his application for, and appointment to, the post, that he underplayed the extent of his role in the aftermath of the disaster, and that he would have a case to answer for continually providing misleading and inaccurate press statements minimising his role to one on the periphery of the post-disaster investigations carried out by SYP; urges the Honours Forfeiture Committee to take these findings into account in the case of Bettison, which it says is "under consideration"; believes that Bettison’s knighthood should be rescinded for the reason he is unworthy to retain it and in order to preserve the integrity of the honours system; and expresses the importance of this action, as the only remaining meaningful sanction Bettison can face, owing to his retirement from the police service in 2013, as officers who retired before 2017 cannot face charges despite IOPC conclusions.

Knowsley Livv Housing industrial dispute

That this House notes with concern the ongoing industrial dispute at Livv Housing Group; further notes that this dispute follows Livv Housing workers facing years of real terms pay cuts; notes the unprecedented cost-of-living crisis faced by Livv Housing workers, including soaring prices of essentials like food and energy; expresses concern that the failure to reach an agreement in the dispute is impacting services for the 13,000 properties managed and maintained by Livv Housing across Liverpool City Region and the North West; expresses further concern about allegations that Livv Housing has engaged in tactics that undermine collective bargaining and trade unions; recognises that the trade unions representing Livv Housing workers, Unite and Unison, are eager to reach a resolution to the dispute; notes that Livv Housing recorded significant surpluses in recent years and reportedly had reserves of £110 million as of March 2024; and therefore calls on Livv Housing to enter into meaningful negotiations with trade unions to resolve the dispute and give workers a fair deal.
