Oversight and Transparency for Small Business Certifications Act of 2026 This bill requires the Small Business Administration (SBA) to report annually, as part of the President's budget submission, information about specified SBA contracting programs. The reporting requirement applies to the 8(a) Business Development program, Women-Owned Small Business Federal Contract program, HUBZone program, and Service-Disabled Veteran-Owned Small Business program.  The report must include the total number of unique small business concerns certified for participation in each program, the number of applications for certification for two or more such programs, and the percentage of total applicants that received two or more certifications.

No War Appropriations through Reconciliation Act or the No WAR Act This bill establishes a budget point of order that prohibits considering reconciliation legislation that provides funding for unauthorized military force against Iran. (Reconciliation is an expedited method by which Congress may adopt changes in spending and revenue laws to achieve the budgetary goals reflected in a congressional budget resolution. Reconciliation bills are considered by Congress using expedited legislative procedures that prevent a filibuster and restrict amendments in the Senate.) Specifically, the point of order may be raised to prohibit the consideration of reconciliation legislation that provides budget authority for hostilities, including hostilities conducted by a proxy force, against Iran unless Congress has authorized such hostilities through a declaration of war or a specific authorization for use of military force. Under the bill, hostilities includes any offensive military operation, strike, covert action, or sustained engagement involving armed conflict against Iranian military forces, territory, or government institutions.  The point of order may be waived by a vote of at least three-fifths of all Senators duly chosen and sworn (60 votes if there are no vacancies).

Bureau of Industry and Security License Administration Enhancement Act This bill revises certain processes used by the Department of Commerce's Bureau of Industry and Security (BIS) to review applications for export licenses. Specifically, the bill requires BIS to administer any export control license or other authorization considered pursuant to an is informed letter or similar guidance or communication sent to a U.S. or foreign person in the same way as the standard interagency process. (An is informed letter notifies individual companies and universities of supplemental license requirements and requires compliance with the letter's license requirements. BIS guidance states that noncompliance with a letter is treated the same as noncompliance with any other license requirement under the Export Administration Regulations.) The bill requires any is informed letter or similar guidance or communication to be terminated within 60 days after issuing a related license or other authorization unless BIS publishes a regulation that provides for the parameters of the letter or guidance or publishes the communication in the Federal Register. BIS must establish standards and factors that licensing officers should use when applying a presumption-of-denial standard to license applications. BIS must submit these factors to Congress prior to publishing them in the Federal Register. The bill expands the requirements for BIS technical advisory committees, including by requiring BIS to establish committees for specified topics. BIS must regularly review (and report to Congress on) the implementation of a 2025 interim final rule, which provides additional due diligence procedures regarding advanced computing integrated circuits.
