That this House notes that Govia Thameslink Railway (GTR), which is seeking to extend driver only operation, runs Southern Rail services through a contract let by the Government; further notes that the unions have recently reached agreement on other government rail contracts, such as Great Western and East Coast in respect of new modern rolling stock, the role of the guard and train dispatch; therefore believes that the basis for a resolution to the Southern rail dispute exists; and calls on the Government to urgently meet the unions without any preconditions and before further strike action to explore how its contractor GTR can reach a similar deal with the unions.

That this House expresses its concern about the European Court of Justice (ECJ) judgment made on 11th December against the Finnish seafarers' right to take action on the grounds of employers' freedom of establishment; notes specifically that this ruling would allow Viking Line to ignore collective agreements made with Finnish unions, re-flag its vessels to Estonia and recruit local crews on lower rates of pay; notes that at the same time the ECJ recognised that the right to take industrial action is a `fundamental right of overriding public importance'; is further concerned that this contradictory judgment has profound longer term implications as courts and legislators may in future take the judgment as a licence to undermine industrial action and decide the legality of industrial action under EC law; considers that this judgment provides further evidence that the European Union is increasingly promoting a neo-liberal economic agenda which will further restrict and weaken trade union and worker rights; believes that this process will be strengthened with further integration of the European Union under the Lisbon Treaty; and therefore calls for a referendum on the Treaty as a matter of urgency.

That this House welcomes the research report, Low Cost but Acceptable Incomes for Older People, produced by the Family Budget Unit and commissioned by Age Concern, which provides, for the first time, detailed information about the income pensioners need to live on; notes the research findings that, at January 1999 prices single people aged 65 to 74 years needed ú99 to ú125 a week and couples ú149 to ú184 to avoid living in poverty; urges the Government to adopt the use of budget standards and the ability of low income pensioners to pay tax and other levies; and calls on the Government to increase the state pension and relevant benefits to lift older people out of poverty.

That this House welcomes the Instrument Amnesty from the National Foundation for Youth Music in collaboration with BBC Music Live; notes the cross-party support for the initiative which aims to increase access among children and young people to music-making; notes that well over 4,000 instruments have so far been donated; congratulates the BBC on its successful five day Music Live festival; applauds the National Foundation for Youth Music's commitment to supporting and encouraging access to a wide variety of music-making opportunities for children and young people, particularly those with least opportunity; and applauds the BBC's continuing commitment to nurturing new talent and supporting and promoting the arts.

That this House warmly welcomes the support for free long-term nursing home care for the elderly expressed by the Secretary of State for Health following his speech to the Royal College of Nursing Congress in Bournemouth on 5th April; notes that this is in line with the recommendations of the Royal Commission Report on Long Term Care, With Respect to Old Age, published in March 1999; asks the Secretary of State to make a formal statement to the House at the earliest opportunity; and urges the Government to bring forward legislation as soon as possible, abolishing means-tested charges for elderly, nursing and residential home care and lifting the burden from all those elderly citizens who are in, or soon to enter, long-term care.

That this House notes the launch of UNISON's Invest for Change campaign; further notes their concerns about rising levels of stress and low morale of local government staff; believes local government has a key role to play in building effective local partnerships, in delivering modern accountable services and regenerating communities; welcomes the new powers for local authorities in community planning and the commitment to introduce a fairer, more transparent system of local government finance; recognises that the implementation of change in local government is resource intensive; calls on the Government to strengthen local democracy through reform of local government finance; and urges the Government to invest sufficient resources in local government to implement change effectively, including the ground-breaking single status agreement.
