That this House recognises the need for collective international action to tackle the scourge of illicit drug production, trafficking and consumption; applauds the Colombian government's Shared Responsibility initiative, which highlights the need to tackle cocaine abuse by both consuming and producing countries; further notes that cocaine consumption throughout the world causes devastation in Colombia's economy; further applauds the success of the Alternative Development Programme, which offers coca farmers an alternative livelihood; notes the success of Colombian eradication, which in 2005 eradicated 170,000 hectares of coca, and seized 168.5 tonnes of cocaine, the largest seizure in six years; and urges the Government and the governments of other European states to build on the Shared Responsibility initiative to pursue such solutions internationally, with particular reference to Afghanistan.
