Cure Hepatitis C Act of 2026

Cure Hepatitis C Act of 2026 This bill establishes programs and requirements to provide free medications to treat hepatitis C in certain high-risk or vulnerable populations. It also establishes grants and other resources to support testing and treatment for hepatitis C. The bill provides funding for FY2027 to implement these provisions. The Department of Health and Human Services (HHS) must enter into a five-year purchasing contract with manufacturers of drugs that treat hepatitis C so that eligible individuals may receive the drugs without cost-sharing. Eligible individuals are those diagnosed with hepatitis C who are (1) enrolled in Medicaid or the Children’s Health Insurance Program (CHIP), (2) confined to federal, state, or local correctional facilities (or were released and began treatment there), (3) uninsured, or (4) receiving health care through the Indian Health Service. State Medicaid and CHIP programs and state and local correctional facilities may opt into the program; participation is mandatory for federal correctional facilities and the Indian Health Service.  HHS must award grants to certain entities, including states, public health organizations, and correctional facilities, to support the coordination and provision of screening, treatment, and supportive services for the affected populations.  The bill also allows Medicare beneficiaries to receive hepatitis C drugs without cost-sharing from 2028-2032.

Securing Agriculture's Workforce Act of 2026 This bill expands the H-2A agricultural visa program; creates online platforms for H-2A employers, workers, and agencies; and codifies certain wage calculations. Under current law, workers on H-2A visas are only allowed to perform agricultural work of a seasonal or temporary nature. Under the bill, the seasonal work requirement is removed, thus allowing H-2A workers to qualify for agricultural work that occurs year-round. The bill also expands the type of agricultural work that qualifies, including reforestation, aquaculture, and livestock work. The Department of Agriculture must issue rules to define agricultural labor or services for purposes of the H-2A program. The bill also establishes an H-2A visa pathway for current unauthorized agricultural workers who otherwise meet requirements. The Department of Labor must maintain a national, publicly accessible online job registry and database of all job offers submitted by employers seeking a labor certification required to employ H-2A workers. The Department of Homeland Security must establish an online platform for employers to submit information and documentation for review by federal agencies in the course of admitting H-2A workers. The H-2A program requires employers to provide workers with wage rates at or above those set in regulations and such wages must not adversely affect the wages and working conditions of workers similarly employed in the United States. The bill codifies the current calculation method for the adverse effect wage rate as set in regulation.

Take Care of America's Veterans Act This bill addresses veterans’ benefits, health care, counseling, Department of Veterans Affairs (VA) personnel, VA infrastructure, and the Veterans Community Care Program (VCCP). The bill modifies various compensation programs for veterans, including by (1) allowing concurrent receipt of disability compensation and military retired pay for certain retirees with a combat-related disability, (2) extending entitlement for various benefits and services to remarried surviving spouses, (3) increasing the rate of dependency and indemnity compensation, and (4) establishing a supplemental monthly allowance for certain disabled veterans. The bill also addresses VA education and training benefits, including by (1) modifying which independent study programs are covered under veterans’ educational assistance benefits, (2) requiring Transition Assistance Program counseling to include a presentation about VA benefits, and (3) increasing the housing allowance rate for individuals pursuing apprenticeships. The bill revises health care provisions, including by (1) expanding support and assistance provided to family caregivers, (2) extending the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program, and (3) expanding the scope of VA mental health research. Among other elements, the bill revises VA disability ratings for sleep apnea and tinnitus; expands eligibility for a memorial headstone or marker for the spouse, surviving spouse, child, or dependent of a veteran or member of the Armed Forces; addresses the administration of the VCCP and codifies the eligibility standards; establishes a standardized screening process for priority or routine admission to certain mental health care programs; and addresses VA personnel, hiring, and infrastructure matters.

Provider Reimbursement Stability Act of 2026 This bill allows for larger annual adjustments to the Medicare physician fee schedule. It also requires the Centers for Medicare & Medicaid Services (CMS) to make certain corrections to compensate for expenditures under the fee schedule that exceed a certain amount in a given year, and it limits how much certain adjustment factors may vary each year. Current law prohibits annual adjustments to the Medicare physician fee schedule that would result in a more than $20 million difference between the adjusted amount and the non-adjusted amount of total expenditures. The bill increases this threshold to $54.3 million beginning in 2027, with adjustments for inflation every five years beginning in 2032. Additionally, for certain services, the bill requires the CMS to determine the difference between expenditures based on estimated utilization of the service and expenditures based on actual utilization. If this difference exceeds a certain percentage of total expenditures under the fee schedule, the CMS must reconcile this difference by adjusting payments for the following year. This requirement applies to services for which payment was bundled with another service and there was a separate or add-on payment during the previous year. Finally, the CMS must update the prices and rates of each category of direct costs that affect payments (e.g., prices of equipment) at least every five years, with updates made to each category in the same year. The bill also prohibits the CMS from varying a certain adjustment factor by more than 2.5% each year.

Precision Brain Health Research Act of 2026 This bill expands the Scott Hannon Initiative for Precision Mental Health, a program at the Department of Veterans Affairs (VA). Specifically, the bill expands the scope of the initiative by requiring the identification and validation of brain and mental health biomarkers among veterans for repetitive low-level blast exposure, dementia, and other such brain conditions. Currently, the initiative addresses several other conditions such as depression and post-traumatic stress disorder. The VA must work with the Department of Defense to establish a data-sharing partnership under the initiative. The bill requires the VA to conduct various research studies about repetitive low-level blast exposure under the initiative. The VA must seek to enter into a contract with the National Academies of Sciences, Engineering, and Medicine to work in tandem with the initiative on validation of brain and mental health biomarkers among veterans and report on the findings at least once every two years. The VA must assess all in progress and planned translational research studies under the initiative and report to Congress on the assessment. Additionally, the VA must report to Congress on the initiative at least once every two years and include recommendations for immediate administrative and legislative action to improve the initiative. The bill authorizes the initiative through FY2030.

Medicaid VBPs for Patients Act or the MVP Act This bill provides statutory authority for regulations that allow for the use of varying best price points under value-based purchasing arrangements for purposes of the Medicaid Drug Rebate Program. ( Value-based purchasing arrangements refer to arrangements in which the price of a drug is linked to clinical outcomes; such arrangements are particularly used for new high-cost treatments, such as gene therapies.) The Government Accountability Office must study the impact of value-based purchasing arrangements on federal health care programs, including with respect to the bill's changes. Additionally, the bill (1) exempts sales of drugs that are made under value-based purchasing arrangements from calculations of the manufacturer average sales price for purposes of payments under Medicare medical services, if the manufacturer reports multiple best prices under Medicaid in accordance with the bill's changes; and (2) requires the Centers for Medicare & Medicaid Services to issue guidance on how state Medicaid programs may cover drugs in inpatient settings via value-based purchasing arrangements.
