Training and Nutrition Stability Act This bill excludes specific employment and training program funds from income when determining eligibility for the Supplemental Nutrition Assistance Program (SNAP). As background, a household must have an income below a certain level to qualify for SNAP program benefits. Certain allowances, earnings, and payments do not count towards a household's income. Under this bill, examples of programs excluded from income include Workforce Innovation and Opportunity Act (WIOA) programs, vocational rehabilitation programs, and refugee employment programs. This bill also removes the requirement that earnings from on-the-job training be considered earned income for purposes of determining SNAP eligibility.

Combating Organized Retail Crime Act of 2025 This bill expands federal enforcement of criminal offenses related to organized retail and supply chain crime. The term organized retail and supply chain crime includes criminal offenses involving the interstate transportation of stolen property, the sale or receipt of stolen goods, or theft from an interstate or foreign shipment that is committed by, in coordination with, or at the instruction of an organization. First, with respect to criminal offenses involving the interstate transportation of stolen property or the sale or receipt of stolen goods, the bill broadens the scope of conduct that qualifies as offenses by allowing prosecutions to be based on the aggregate value of stolen items over a 12-month period. Additionally, the bill makes the offenses predicate offenses (i.e., underlying offenses) for prosecutions under the federal money laundering statute and authorizes the criminal forfeiture of any property obtained from the proceeds of an offense. Second, with respect to criminal offenses involving theft from an interstate or foreign shipment, the bill also makes an offense an underlying offense for prosecution under the federal money laundering statute and authorizes the criminal forfeiture of any associated property. Third, the bill expands the federal money laundering statute to include offenses involving general-use prepaid cards, gift certificates, or store gift cards. Finally, the bill temporarily establishes a center within the Department of Homeland Security to coordinate federal law enforcement activities related to organized retail and supply chain crime.

Nurture Originals, Foster Art, and Keep Entertainment Safe Act of 2025 or the NO FAKES Act of 2025 This bill creates a federal intellectual property right to protect individuals from unauthorized digital replicas (e.g., digital content made using generative artificial intelligence) of their voice and visual likeness. Specifically, the bill gives each individual or right holder the right to authorize the use of the individual's voice or visual likeness (1) in a digital replica, or (2) for a product or service requiring authorization to avoid liability under the bill. This property right is not assignable during the individual’s lifetime but is licensable and does not expire upon the death of the individual. Generally, any individual or entity that engages in specified prohibited activities (e.g., distributing a digital replica without authorization) shall be liable in a civil action and subject to related penalties. The bill exempts specified uses from liability, such as categories of conduct likely to involve protected speech under the First Amendment (e.g., news reporting, sports broadcasts, and satire). The bill establishes a notice-and-takedown process for unauthorized digital replicas. The bill establishes penalties related to false or deceptive notice. The bill expressly preempts state laws related to digital replicas except for causes of action under state statutes or common law in existence as of January 2, 2025.

Fallen Servicemembers Religious Heritage Restoration Act This bill requires the American Battle Monuments Commission (ABMC) to establish the Fallen Servicemembers Religious Heritage Restoration Program to identify deceased members of the Armed Forces who were Jewish and buried in a U.S. military cemetery located outside of the United States under a marker indicating the member was not Jewish. The program must contact survivors and descendants of such members. The ABMC must seek to enter into a contract with a nonprofit organization to carry out the program during the first 10 fiscal years beginning after the date of enactment of the bill.

Sanctioning Russia Act of 2025 This bill imposes penalties on certain persons (individuals and entities) if the President determines that the Russian government or a person acting at Russia's direction is involved with (1) refusing to negotiate a peace agreement with Ukraine; (2) violating a negotiated peace agreement; (3) initiating another invasion of Ukraine; or (4) overthrowing, dismantling, or seeking to subvert the Ukrainian government. If the President makes such a determination, the bill requires certain actions including the President must impose visa- and property-blocking sanctions on specified persons such as the Russian president, certain Russian military commanders, and any foreign person that knowingly provides defense items to the Russian armed forces; the President must increase the rate of duty on all goods and services imported from Russia into the United States to at least 500% relative to the value of such goods and services; the President must increase the rate of duty on all goods and services imported into the United States from countries that knowingly engage in the exchange of Russian-origin uranium and petroleum products to at least 500% relative to the value of such goods and services; the Department of the Treasury must impose property-blocking sanctions on any financial institution organized under Russian law and owned wholly or partly by Russia, and any financial institution that engages in transactions with those entities; and the Department of Commerce must prohibit the export, reexport, or in-country transfer to or in Russia of any U.S.-produced energy or energy product.

Dairy Nutrition Incentive Program Act of 2025 This bill directs the Department of Agriculture (USDA) to establish a dairy nutrition incentive program to develop and test methods to increase the purchase and consumption of dairy under the Supplemental Nutrition Assistance Program (SNAP). Specifically, the program must provide an incentive to SNAP benefit recipients for the purchase of naturally nutrient-rich dairy, which the bill defines to include fluid milk, yogurt, and cheese made from cow's milk. To carry out the program, USDA must enter into cooperative agreements with, or provide competitive grants to, state or local governments and nonprofit organizations for projects. The bill provides funding for the program for each fiscal year. USDA must provide for an independent evaluation of each project that measures, to the maximum extent practicable, the effect of incentives on purchases of naturally nutrient-rich dairy by SNAP recipients. Projects currently carried out by the USDA Healthy Fluid Milk Incentives (HFMI) program must be transitioned to the new dairy nutrition incentive program; the bill repeals the HFMI program one year after USDA certifies that the transition is complete.

Modern, Clean, and Safe Trucks Act of 2025 This bill repeals the 12% federal excise tax imposed on the first retail sale of certain heavy trucks, trailers, and tractors that generally are used on the highway. As background, a 12% federal excise tax is imposed on the sale price (of the first retail sale) of truck bodies and chassis suitable for use with a vehicle having a gross vehicle weight of over 33,000 pounds; truck trailer and semitrailer bodies and chassis suitable for use with a vehicle having a gross vehicle weight over 26,000 pounds; and tractors that are generally used for highway transportation in combination with a trailer or semitrailer, have a gross vehicle weight over 19,500 pounds, and have a gross combined weight of greater than 33,000 pounds. Amounts collected from the excise tax on the retail sale of heavy trucks, trailers, and tractors are deposited into the Highway Trust Fund. (The Highway Trust Fund supports surface transportation programs and projects.) Under current law, the excise tax on the retail sale of heavy trucks, trailers, and tractors expires on October 1, 2028.

Black Vulture Relief Act of 2025 This bill allows livestock producers and their employees to take certain actions against black vultures to protect livestock. (Black vultures are protected under the Migratory Bird Treaty Act.) Specifically, livestock producers and their employees may (1) take (i.e., capture, kill, or disperse, or transport the carcass of) a black vulture that they reasonably believe will cause death, injury, or destruction to livestock; or (2) in the course of taking or attempting to take the black vulture, cause injury to the bird. However, they may not take or attempt to take a black vulture through the use of poison. Livestock producers and their employees must submit an annual report to the U.S. Fish and Wildlife Service (FWS) on black vultures taken under this bill. The FWS must develop a reporting form and make this reporting form available on its website. Currently, the FWS has a permit process under the Migratory Bird Treaty Act for the taking of black vultures.

Improving Law Enforcement Officer Safety and Wellness Through Data Act of 2025 This bill requires the Department of Justice to report on (1) targeted attacks on law enforcement officers, (2) the feasibility of incorporating such attacks into existing crime reporting systems, and (3) the mental health resources that are available to law enforcement officers.

Innovative Feed Enhancement and Economic Development Act of 2025 or the Innovative FEED Act of 2025 This bill provides for the regulation of zootechnical animal food substances as food additives. The bill defines zootechnical animal food substance as a substance that is added to the food or drinking water of animals and that affects only the animal's gastrointestinal tract, with the intended purpose of affecting the byproducts of the animal's digestion, reducing foodborne pathogens, or altering the animal's gastrointestinal biome. The definition does not include substances that are used to treat or prevent diseases in animals, hormones, or active ingredients of animal drugs. Labels for zootechnical animal food substances must include a disclaimer that the substance may not be used to treat or prevent diseases in animals.

Law-Enforcement Innovate to De-Escalate Act This bill removes less-than-lethal projectile devices (e.g., certain TASERs) from regulation under the Gun Control Act. The term less-than-lethal projectile device means a device that (1) is not designed or intended to expel (and may not be readily converted to discharge) commonly used ammunition or projectiles exceeding a velocity of 500 feet per second; (2) is designed and intended to be used in a manner not likely to cause death or serious bodily injury; and (3) does not accept (and cannot be readily modified to accept) an ammunition feeding device. The bill also requires the Bureau of Alcohol, Tobacco, Firearms and Explosives to determine whether a device satisfies the definition of a less-than-lethal projectile device within 90 days of a request.

This resolution expresses the sense of Congress that Congress and the Administration must work together to pursue effective food and agricultural trade policies that include specified components. Among others, these components include (1) a renewed commitment to secure market access and maintain global competitiveness for the U.S. food and agriculture industries; and (2) consideration of comprehensive trade agreements, enforcement of existing trade agreements, and elimination of certain nontariff trade barriers.

Medical Supply Chain Resiliency Act This bill authorizes actions to facilitate trade in medical goods (i.e., medical devices, pharmaceutical goods, or inputs for such devices or goods). Specifically, the bill authorizes the President to (1) negotiate, enter into, and enforce a trusted trade partner agreement with a country or countries with respect to medical goods; and (2) proclaim a modification of any existing duty, a continuance of existing duty-free or excise treatment, or additional duties to carry out the trade agreement. These actions may only be taken if the President determines, based on specified considerations, that the reciprocal elimination of existing duties or other import restrictions with respect to medical goods would contribute to U.S. national security and public health. A trusted trade partner agreement may include certain provisions, such as those to (1) reduce or eliminate duties, quotas, or other trade barriers; (2) diversify and expand supplier networks to secure a reliable supply of medical goods; and (3) harmonize regulatory procedures. Not later than 60 days before initiating negotiations with a trusted trade partner, the President must submit written notice to Congress. The bill requires congressional consultation and review of these trade agreements. A trade agreement shall not take effect if, during the required review period, Congress enacts a joint resolution of disapproval. The Office of the U.S. Trade Representative must monitor compliance by a trusted trade partner with the trade agreement's commitments and obligations. Further, the President may take certain actions in response to a failure to comply.

IMPACT Act 2.0 This bill expands and modifies Federal Highway Administration (FHWA) programs, including the Surface Transportation Block Grant (STBG) program, to provide states reimbursement, incentives, and technical assistance to purchase low-emissions cement, concrete, asphalt binder, or asphalt mixtures. Under the bill, these are products that reduce, to the maximum extent practicable, greenhouse gas or directly related pollutant emissions to levels below the commercially available products. Specifically, the FHWA must provide to states reimbursement for the additional cost of using low-emissions cement, concrete, asphalt binder, and asphalt mixtures used in state highway projects; incentives for the acquisition of these products for use in state highway projects; technical assistance to update the state's specifications and standards to be performance-based specifications and standards; and technical assistance to benchmark and quantify embodied greenhouse gas emissions (i.e., emissions associated with the production and transportation of goods). The FHWA must leverage the Every Day Counts Initiative to promote the commercialization of low-emissions cement, concrete, asphalt binder, and asphalt mixtures. The FHWA must establish and maintain a publicly available directory of state-submitted low-emissions products that the FHWA determines to be eligible for reimbursement or incentives. Further, the bill modifies the STBG program to allow states to issue advance purchase commitments for cement, concrete, asphalt binder, or asphalt mixtures (1) with superior durability and performance to conventional materials, or (2) that achieve superior performance with respect to environmental performance or energy efficiency. The bill allows for multi-year contracts, under specific conditions.

Homes for Every Local Protector, Educator, and Responder Act of 2025 or the HELPER Act of 2025 This bill establishes a program administered by the Department of Housing and Urban Development to provide mortgage assistance to law enforcement officers, elementary and secondary school teachers, firefighters, or other first responders. Specifically, these individuals may be eligible for a first-time mortgage on a primary family residence with no down payment. Instead, the mortgage is subject to a one-time, up-front mortgage insurance premium.

Metastatic Breast Cancer Access to Care Act This bill expedites payment of Social Security Disability Insurance (SSDI) benefits and eligibility for Medicare coverage for those with metastatic breast cancer (i.e., breast cancer that has spread to other sites in the body). Specifically, the bill eliminates the 5-month waiting period for SSDI benefits and the subsequent 24-month waiting period for Medicare coverage for individuals with metastatic breast cancer. Under current law, individuals generally must wait 5 months after the onset of disability to begin receiving SSDI benefits and an additional 24 months to become eligible for Medicare.

Space National Guard Establishment Act of 2025 This bill establishes a Space National Guard as the reserve component of the U.S. Space Force, specifically in Alaska, California, Colorado, Florida, Hawaii, New York, and Ohio. The Space National Guard consists of specified units of the Air National Guard and must use existing facilities, infrastructure, and installations.

25th Anniversary of 9/11 Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue coins to commemorate the 25th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial and Museum at the World Trade Center. The sale of all coins issued under this bill must include a surcharge to be paid to the National September 11 Memorial and Museum at the World Trade Center to support operations and maintenance. However, if the issuance of this commemorative coin exceeds certain annual limits, no surcharge may be included.

Foreign Agricultural Restrictions to Maintain Local Agriculture and National Defense Act of 2025 or the FARMLAND Act of 2025 This bill expands federal authority and oversight over foreign investments in the U.S. agricultural industry. The bill expands the authority of the Committee on Foreign Investment in the United States (CFIUS) to include the review of land transactions (involving foreign entities) that exceed $5 million or 320 acres of land over the preceding three years. This applies to land that is primarily used for agriculture, the extraction of energy sources, or the extraction of critical precursor materials for biological technology industries, information technology components, or national defense technologies. Further, the bill adds the Secretary of Agriculture and the Commissioner of Food and Drugs to CFIUS membership. As background, CFIUS is an interagency committee that oversees the national security risks of certain foreign direct investment in the U.S. economy, including by reviewing certain real estate transactions. Further, the bill expands enforcement of the Agricultural Foreign Investment Disclosure Act (AFIDA). The Department of Agriculture (USDA) must appoint a Chief of Operations of Investigative Actions to (1) monitor AFIDA compliance, and (2) conduct investigations on efforts to steal agricultural knowledge and technology and to disrupt the U.S. agricultural base. The bill prohibits foreign persons who own or operate land from participating in Farm Service Agency programs and establishes penalties for violators. The bill also requires USDA and the Department of Homeland Security to jointly develop a database of agricultural land owned by foreign persons.

TAP Promotion Act This bill requires that pre-separation counseling under the Transition Assistance Program include a presentation that promotes the benefits available to veterans from the Department of Veterans Affairs (VA). The bill also requires the VA to annually report on the presentation to (1) identify veterans service organizations that participate, (2) provide the number of members of the Armed Forces who attend, and (3) provide any recommendations for changes to the presentation.
