That this House notes with alarm that up to 24,000 people with diabetes die in England each year from causes that could have been avoided according to NHS figures published this month; further notes that there is no reason why people with diabetes cannot live long and healthy lives if they receive the right care and support to help them manage their condition; recognises Diabetes UK's 15 healthcare essentials campaign which outlines 15 diabetes checks or services that every person with diabetes should receive or have access to; further notes that half of people with Type 2 and more than two-thirds of people with Type 1 diabetes are not receiving the care they need to stay healthy; and calls on the Government to place a greater emphasis on prioritising diabetes in the Health Outcomes and Commissioning Frameworks to improve standards of care so that the 2.3 million people with diabetes in England receive the care they need to stay healthy.

That this House deplores the shooting of hares throughout their breeding season as cruel and unnecessary; notes that in Scotland the brown hare and mountain hare now have close seasons to protect nursing mothers and their dependent young; and calls on the Government to confer similar protection upon these icons of the British countryside.

That this House condemns Arts Council England's proposed budget cuts that threaten the continued existence of the Northcott Theatre, Exeter; notes that the Northcott is the only producing theatre between Plymouth and Bristol and something of an oasis in an already under-provisioned and under-funded part of the United Kingdom where arts and culture are concerned; and therefore calls on Arts Council England to commission a study into the impact of such a draconian cut to arts provision in the far South West of England to test whether it is consistent with the Council's aim `to get more art to more people in more places'.

That this House welcomes the Government's public consultation on proposals to allow drivers who treat their diabetes with insulin to be individually assessed for fitness to drive vans and other medium sized vehicles up to 7.5 tonnes (requiring a C1 licence); welcomes the Government's commitment to a research programme into driving and hypoglycaemia; further notes there is no substantive evidence to justify the continued ban on other Group II vehicles or its extension to volunteer minibus drivers; and calls on Her Majesty's Government to extend its good practice on individual medical assessment to all minibuses, LGVs and buses.

That this House believes that urgent action is needed to deal with fraudulent charity collections, that the existing law does not prevent the registration of crooked charities, and that the official advice on how to prevent fraudulent collections on private premises is ineffective; notes that the Dundee Report to the Scottish Executive, published in June 2000, contains many essential lessons for the better administration of charitable collections outwith as well as inside Scotland, including its warning to owners of premises against the common reliance on a charity number and headed notepaper when considering whether a proposed collection is in order, its finding that charities commonly refuse to help police with their enquiries, and its suggestion that charities cannot be relied upon to police themselves; further notes that the many signs of support for the charity check system, including a written statement of opinion in the National Assembly for Wales signed by a majority of backbenchers, a motion passed unanimously by the London Assembly, welcoming the support already shown for the Charity Check system by licensing authorities and retail managers, endorsements from many eminent institutions, including the British Retail Consortium, the Guild of Management Consultants, the London Voluntary Service Council and the continued use of the system by some leading retailers which has prevented many fraudulent collections; and calls on Her Majesty's Government to investigate a non-legislative solution along the lines of the Charity Check system to reduce fraudulent charity collections.

That this House notes the disappointment of leaseholder organisations at the publication of the draft bills on commonhold and leasehold reform; notes that it does not allow for the automatic transfer from leasehold to commonhold and that there are no plans to abolish, 'Marriage Values'; further notes the comments of the Campaign for the Abolition of Residential Leasehold that, 'The Government's proposals will do little to end the leasehold misery, and fall a long way short of what was promised', and those of the Leasehold Enfranchisement Association that, 'The draft bill is totally unacceptable to us'; and calls on Her Majesty's Government to take these comments on board and substantially amend the draft bills.

That this House notes that there are an estimated one million people in the United Kingdom with undiagnosed diabetes, and that untreated diabetes can result in heart disease, blindness, kidney failure and neuropathy leading to amputations; further notes that diabetes and its complications cost the NHS ú4.9 billion a year, and that early intervention can delay or prevent complications, saving resources and lives; and urges Her Majesty's Government to support Diabetes UK's 'Missing Million' campaign by directing resources to diagnosis and intervention, including a national screening programme for diabetes.

That this House welcomes the Government's commitment to review licensing procedures for insulin-treated diabetic drivers of Group II vehicles; notes the conclusions of the Third Report from the Science and Technology committee, HC (1999-2000) 206, into the Scientific Advisory System on Driving Licences and Diabetes which describes current blanket restrictions as 'illogical' and 'arbitrary'; notes that the current regulations automatically deny 100,000 drivers the right to drive vehicles over 3.5 tonnes and many passenger carrying vehicles, and calls on the Government to replace the prejudicial blanket ban with a system of individual assessment of fitness to drive.

That this House congratulates the relief agencies on their efforts in response to the crisis in Mozambique, but regrets the delay in co-ordinating a response which left many people frustrated and angry that they were unable to offer personal contributions to the disaster relief effort; and calls upon the Government to create in partnership with non-governmental organisations a permanent disaster relief contact point with a publicised emergency hotline phone number where offers of assistance can be logged while a substantive response is co-ordinated.
