That this House takes note of Cm 4895, Framework Agreement between the French Republic, the Federal Republic of Germany, the Italian Republic, the Kingdom of Spain, the Kingdom of Sweden and the United Kingdom of Great Britain and Northern Ireland concerning Measures to Facilitate the Restructuring and Operation of the European Defence Industry, presented to Parliament on 1st November; and requests that Her Majesty's Government does not ratify the Agreement until the Defence Committee has reported its opinion on its provisions to the House.

That this House is saddened to hear of the death of Stanley George Hurrell MBE on 5th May after a long fight against cancer; notes that he and his family have supplied the House with newspapers for 80 years, 365 days a year and that the news-stand outside Westminster Underground has been patronised by many from all over the world; and sends its condolences to his wife Kirsten (Gwennie) Hurrell, their family, including his brother Jim, the partner in his business until his retirement 12 years ago.

That this House deplores the decision to hold the debate on defence in the world on the day of the English local elections, when most English Members are expected to be in their constituencies; and believes this is entirely inappropriate less than 12 months after the end of Operation Allied Force and at a crucial stage in the development of the European Security and Defence Identity.

That this House takes note of the Agreement on Adaptations of the Treaty on Conventional Armed Forces in Europe (Cm 4630), done at Istanbul on 19th November 1999 and presented to Parliament on 25th February, and requests Her Majesty's Government not to ratify the Agreement until the Defence committee has examined and reported on its implications.
