RECOVERY OF HOUSING BENEFIT FROM LANDLORDS

United Kingdom · UK Parliament · 13 December 2000

That this House welcomes the Government's intention to replace the current system of internal reviews of housing benefit decisions by individual local authorities with a new, more robust, independent appeal mechanism; notes that local authorities will retain the right to reclaim benefit overpayments from third parties, such as landlords, where payments are made directly; is concerned, however, that the practice of allowing these third parties to appeal such decisions will be excluded from the new procedure; calls on the Government to recognise that it is unjust to demand repayment of fraudulently claimed or incorrectly paid benefits direct from landlords, who are unable to know this is taking place, without a right of appeal and asks that such a right be included in regulations when they are laid before the House.

FEES FOR BILL PAYMENT AT POST OFFICES

United Kingdom · UK Parliament · 18 May 2000

That this House notes that certain water companies make a charge to customers who wish to pay their bills at the post office; believes that this practice further undermines the sub-post office network; and therefore calls on all water companies to ensure that customers who wish to pay their bills at the post office are not charged for doing so.

WIDOWS' SERPS ENTITLEMENTS

United Kingdom · UK Parliament · 14 March 2000

That this House notes that the 1986 Social Security Act introduced a halving of widows' SERPS entitlements in respect of deaths occurring after April 2000; notes that DSS leaflets and correspondence failed to reflect that change for at least a decade after the Act reached the statute book, leading to an investigation by the Parliamentary Ombudsman; notes that many more pensioners who were not actively misled by these leaflets nonetheless knew nothing about the change until they were too old to make realistic alternative provision; and therefore calls on the Government not only to compensate those future pensioners who were misled but also to exempt from the proposed cut any person who has already reached state pension age.
