Methamphetamine Production Prevention Act of 2007 - Amends the Controlled Substances Act to expand electronic logbook requirements applicable to sellers and purchasers of listed chemicals (e.g., legal substances used in the production of methamphetamine). Authorizes the Attorney General to make three-year grants to state and local governments to plan, develop, implement, or enhance methamphetamine precursor electronic logbook systems. Establishes a preference for grant recipients who develop electronic logbook systems that are: (1) statewide; (2) capable of real-time capture and transmission of logbook information to law enforcement and regulatory agencies; and (3) designed to share information across jurisdictional boundaries. Requires the Comptroller General to study and report to Congress on the effectiveness of methamphetamine precursor electronic logbook systems.

NASA and JPL 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA) and the Jet Propulsion Laboratory (JPL), to mint and issue $50 gold and $1 silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA and JPL. Requires all such coin sales to include a surcharge of $50 per $50 coin, and of $10 per $1 coin. Requires distribution of the first $4 million to the NASA Family Assistance Fund for financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties. Requires distribution of: (1) one-half of the next $1 million of the remaining amounts to the Dr. Ronald E. McNair Educational (D.R.E.M.E.) Science Literacy Foundation and the Dorothy Jemison Foundation for Excellence; and (2) the remainder to the Secretary of the Smithsonian Institution for the preservation, maintenance, and display of space artifacts at the National Air and Space Museum (including the Steven F. Udvar-Hazy Center). Authorizes the Secretary to strike and sell bronze duplicates of the $50 gold coins.

Amends the Internal Revenue Code to increase the income tax deduction for business meals and entertainment expenses from 50 to 75% of such expenses in calendar year 2007 and 80% in 2008 and thereafter.

Commends the millions of fathers who serve as wonderful, caring parents for their children. Calls on fathers across the United States to use Father's Day to: (1) reconnect and rededicate themselves to their children's lives; (2) spend Father's Day with their children; and (3) express their love and support for their children. Urges men to understand the level of responsibility fathering a child requires, especially in the encouragement of children's moral, academic, and spiritual development. Encourages active involvement of fathers in the rearing and development of their children, including the devotion of time, energy, and resources.

North Maui Coastal Preservation Act of 2007 - Directs the Secretary of the Interior to study the feasibility of designating certain lands on the northern coast of Maui, Hawaii, as a National Seashore, National Historical Park, National Recreation Area, National Monument, National Preserve, or other unit of the National Park System.

340B Program Improvement and Integrity Act of 2007 - Amends the Public Health Service Act to expand the drug discount program to allow participation as a covered entity by certain: (1) children's hospitals; (2) critical access hospitals; (3) entities providing maternal and child health services, community mental health services, or treatment services for substance abuse; (4) Medicare-dependent, small rural hospitals; (5) sole community hospitals; and (6) rural referral centers. Prohibits enrolled hospitals from obtaining covered outpatient drugs through a group purchasing arrangement. Requires the Secretary of Health and Human Services to establish reasonable exceptions to such requirements, including for drugs unavailable through the program and to facilitate generic substitution when a generic covered drug is available at a lower price. Expands the program to include a drug used in connection with an inpatient or outpatient service by enrolled hospitals. (Currently, only outpatient drugs are covered under the program.) Requires hospitals enrolled in the 340B drug discount program to provide to each state a credit on the estimated annual costs to such hospital of single source and innovator multiple source drugs and noninnovator multiple source drugs provided to Medicaid recipients for inpatient use. Sets forth a formula for calculating the credit. Allows a hospital to avoid paying such credits under certain circumstances. Requires the Secretary to: (1) carry out activities to improve compliance by manufacturers and covered entities with the requirements of the drug discount program; and (2) establish an administrative process for resolving claims by covered entities and manufacturers of violations of such requirements. Requires manufacturers to offer each covered entity covered drugs for purchase at or below the applicable ceiling price if such a drug is made available to any other purchaser at any price.

Amends the Internal Revenue Code to exclude from gross income gain from the sale of certain residential leased-fee interests to a holder of the leasehold right if such holder is: (1) an association of apartment owners of a multi-family residential leasehold property; or (2) a cooperative housing corporation for a residential leasehold property. Terminates such exclusion after 2012.

Internet Gambling Regulation and Tax Enforcement Act of 2007 - Amends the Internal Revenue Code to establish licensing requirements and fees for Internet gambling operators. Requires Internet gambling operators to pay to the Director of the Financial Crimes Enforcement Network during each 30-day period of operation a license fee of 2% of all bets and wagers placed during the preceding 30-day period. Requires the Director to grant Internet gambling licenses to applicants who meet criteria set by the Director and are generally fit to engage in the business of Internet gambling. Requires such operators to adopt appropriate mechanisms to ensure the collection of all taxes and license fees relating to Internet gambling that become due to federal and state governments.

Sunset of Public Law 107-243 Act of 2007 - Amends the Authorization for Use of Military Force Against Iraq Resolution of 2002 (Public Law 107-243) to terminate such Act 180 days after the date of enactment of this Act. States that nothing in this Act shall be construed to prevent or prohibit Congress, during the 180-day period, from: (1) reauthorizing Public Law 107-243; or (2) passing a new authorization for the use of military force against Iraq or a declaration of war against Iraq.

Access to Birth Control Act - Amends the Public Health Service Act to require pharmacies to comply with certain rules related to contraceptives, including: (1) providing a customer a contraceptive without delay if it is in stock; (2) immediately informing a customer if the contraceptive is not in stock and either transferring the prescription to a pharmacy that has the contraceptive in stock or expediting the ordering of the contraceptive and notifying the customer when it arrives, based on customer preference; and (3) ensuring that pharmacy employees do not take certain actions relating to a request for contraception, including intimidating, threatening, or harassing customers, interfering with or obstructing the delivery of services, intentionally misrepresenting or deceiving customers about the availability of contraception or its mechanism of action, breaching or threatening to breach medical confidentiality, or refusing to return a valid, lawful prescription. Provides that a pharmacy is not prohibited from refusing to provide a contraceptive to a customer if: (1) it is unlawful to dispense the contraceptive to the customer without a valid, lawful prescription and no such prescription is presented; (2) the customer is unable to pay for the contraceptive; or (3) the employee of the pharmacy refuses to provide the contraceptive on the basis of a professional clinical judgment. Provides that this Act does not preempt state law or any professional obligation of a state board that provides greater protections for customers. Sets forth civil penalties and establishes a a private cause of action for violations of this Act.

Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to: (1) limit the penalty for late enrollment under part B to 10% and twice the period of no enrollment; and (2) exclude periods of COBRA and retiree coverage from such late enrollment penalty. Provides for a special enrollment period for individuals whose COBRA or retiree coverage terminates.

National Digital Television Consumer Education Act - Amends the Communications Act of 1934 to require retail distributors of television receiving equipment (TVs) to place adjacent to each unit displayed for sale a consumer alert in English and Spanish that the TV has only an analog broadcast tuner and will require a converter box after February 17, 2009, to receive over-the-air broadcasts with an antenna. Imposes similar requirements on sellers that use direct mail, catalog, or electronic means such as the Internet. Requires broadcaster public service announcements about the deadline for termination of analog TV broadcasting and the equipment options for consumers following such termination. Directs the Federal Communications Commission (FCC) to create a DTV Transition Federal Advisory Committee to educate the public about the digital television transition. Requires such education to commence by January 1, 2008. Requires the FCC to use funds available for consumer information activities to obtain advertising in public transportation vehicles and facilities to provide information concerning the digital television transition. Amends the National Telecommunications and Information Administration Organization Act to authorize the Assistant Secretary of Commerce for Communications and Information to establish a temporary grant program to coordinate and lead a nationwide consumer education and outreach campaign regarding America's conversion to digital television.

Stop Deceptive Advertising for Women's Services Act - Requires the Federal Trade Commission (FTC) to: (1) promulgate rules prohibiting, as unfair and deceptive acts or practices, persons from advertising with the intent to deceptively create the impression that such persons provide abortion services; and (2) enforce violations of such rules as unfair methods of competition and unfair or deceptive acts or practices in or affecting commerce.

Protecting Our Children Comes First Act of 2007 - Amends the Missing Children's Assistance Act to reauthorize through FY2013, and revise requirements for uses of, the annual grant to the National Center for Missing and Exploited Children by the Administrator of the Office of Juvenile Justice and Deliquency Prevention.

FDA Scientific Fairness for Women Act - Amends the Federal Food, Drug, and Cosmetic Act to establish the Office of Women's Health within the Office of the Commissioner of the Food and Drug Administration (FDA). Deems a breast implant to be a class III medical device. Requires premarket approval of breast implants irrespective of whether the implant has been cleared for commercial distribution in interstate commerce before the date of enactment of this Act. Prohibits the Secretary of Health and Human Services from finding that a reasonable assurance of safety has been shown for an application for premarket approval for a a breast implant unless the applicant involved has demonstrated its safety for the life of the implant. Deems an already approved breast implant to be unsafe under the conditions of use prescribed, recommended, or suggested in the labeling. Requires the Secretary to: (1) issue appropriate, voluntary guidance for clinical care, removal, and replacement for breast implants; (2) require such guidance to be clearly expressed in the labeling and all marketing materials; and (3) require dissemination of such guidance to patients who have already received the implant. Requires the Breast Implant Advisory Panel of the General and Plastic Surgery Advisory Committee to review the results and quality of the research on saline breast implants and silicone gel implants. Requires the Secretary to study the ionization and levels of platinum in silicone breast implants. Requires the Secretary, acting through the Commissioner of Food and Drugs, to convene a scientific workshop to review and evaluate current scientific data on the use of emergency contraception by females of childbearing potential under the age of 18.

America's Better Classrooms Act of 2007 - Amends the Internal Revenue Code to allow a tax credit for investment in qualified public school modernization bonds, defined to include: (1) bonds for the construction, rehabilitation, or repair of a public school facility or for the acquisition of land for such facility (qualified school construction bonds); and (2) bonds to finance certain academic programs below the postsecondary level in empowerment zones or enterprise communities (qualified zone academy bonds). Establishes a national limitation on the issuance of such bonds and provides for the allocation of bond amounts among the states according to a specified formula. Terminates the authority for issuance of such bonds after 2009. Amends the General Education Provisions Act to apply certain labor standards to public school construction projects financed by this Act. Amends the Workforce Investment Act of 1998 to require states to establish employment and training programs relating to the construction or reconstruction of public school facilities.

Garrett Lee Smith Memorial Act Reauthorization Act of 2007 - Amends the Public Health Service Act to revise provisions requiring centers to provide appropriate information, training, and technical assistance on youth suicide to require such information, training, and assistance on suicide among all ages, particularly for youth. Reauthorizes appropriations for FY2008-FY2012 for research, training, and technical assistance centers related to mental health, substance abuse, and the justice system and suicide. Requires the Secretary of Health and Human Services to ensure that a state does not receive more than one grant or cooperative agreement for the development of youth suicide early intervention and prevention strategies at any one time. (Current law requires the Secretary to ensure that each state is awarded only one such grant or cooperative agreement.) Reauthorizes appropriations for FY2008-FY2012 for such grants or cooperative agreements. Reauthorizes appropriations for FY2008-FY2012 for grants to institutions of higher education for services to students with mental and behavioral health problems.

Hepatitis C Epidemic Control and Prevention Act of 2007 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to develop and implement a plan for the prevention, control, and management of hepatitis C virus (HCV). Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) implement programs to increase awareness of HCV; and (2) support activities to promote the early detection of HCV infection, identify risk factors for infection, and conduct surveillance of HCV infection trends. Directs the Secretary, acting through the Director of CDC and the Director of the National Institutes of Health (NIH), to: (1) conduct epidemiologic research to identify best practices for HCV prevention; (2) establish a Hepatitis C Clinic Research Network to conduct research related to the treatment and medical management of HCV; and (3) conduct basic research to identify new approaches to prevent and treat HCV. Requires the Secretary to: (1) promote state, local, and tribal programs to provide referrals for medical evaluation and management to HCV-positive individuals; and (2) develop benchmarks for evaluating the programs and activities conducted under this Act. Authorizes the Secretary to award grants to states, political subdivisions of states, Indian tribes, or nonprofit entities to carry out activities under this Act.

States that: (1) Congress finds that the relationship between the United States and the indigenous peoples of the United States, the United States Tribal Nations, grounded in the Constitution and implemented through Indian treaties, federal statutes, and policies, may be considered a model by other countries in recognizing the rights of self-determination and self-governance; (2) the interests of tribal nations may be further advanced and protected by adoption of such rights as U.S. policy; and (3) Congress recommends that the U.S. Ambassador to the U.N. General Assembly support the Declaration on the Rights of Indigenous Peoples when it comes before the General Assembly during their fall 2007 session.

Clean Water Restoration Act of 2007 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to replace the term "navigable waters," throughout the Act, with the term "waters of the United States," defined to mean all waters subject to the ebb and flow of the tide, the territorial seas, and all interstate and intrastate waters and their tributaries, including lakes, rivers, streams (including intermittent streams), mudflats, sandflats, wetlands, sloughs, prairie potholes, wet meadows, playa lakes, natural ponds, and all impoundments of the foregoing, to the fullest extent that these waters, or activities affecting them, are subject to the legislative power of Congress under the Constitution. Declares that nothing in such Act shall be construed as affecting the authority of the Secretary of the Army or the Administrator of the Environmental Protection Agency (EPA) under the provisions of the Federal Water Pollution Control Act related to discharges: (1) composed entirely of agricultural return flows; (2) of stormwater runoff from oil, gas, and mining operations; or (3) of dredged or fill materials resulting from normal farming, silviculture, and ranching activities or from activities with respect to which a state has an approved program, or for the purposes of maintenance of currently serviceable structures or drainage ditches, construction or maintenance of farm or stock ponds, irrigation ditches, or farm, forest, or temporary roads for moving mining equipment, or construction of temporary sedimentation basins on construction sites.

National Hurricane Research Initiative Act of 2007 - Requires the Under Secretary for Oceans and Atmosphere of the Department of Commerce and the Director of the National Science Foundation (NSF) to establish a National Hurricane Research Initiative and to cooperate with other specified federal agencies to carry it out. Requires such Initiative to set research objectives (based on a National Science Board report on the need for such Initiative) to: (1) make recommendations to the Board and to the National Oceanic and Atmospheric Administration (NOAA) Science Advisory Board; (2) assemble the science and engineering expertise of state or local government agencies and nongovernmental entities through a multi-agency effort focused on improving severe tropical storm forecasting capabilities, on durable and resilient infrastructure, and on mitigating impacts on coastal populations, the coastal built environment, and the natural coastal environment; and (3) make grants for hurricane research, including regarding storm internal dynamics, predicting high winds, tornadoes, and storm surge, and improving measurements of hurricanes and tropical storms through specified technologies. Directs the White House Office of Science and Technology Policy, through the National Science and Technology Council, to coordinate U.S. activities related to the Initiative as a formal program with a well-defined organizational structure and execution plan. Directs the Under Secretary and the Director to: (1) issue a request for proposals to undertake the basic and applied research with a sufficient annual budget to accomplish the desired research results during a 10-year term; (2) establish a National Infrastructure Database; and (3) develop a National Hurricane Research Model.

Equity in Prescription Insurance and Contraceptive Coverage Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to prohibit a group health plan, and a health insurance issuer providing group coverage, from: (1) excluding or restricting benefits for prescription contraceptive drugs, devices, and outpatient services if the plan provides benefits for other outpatient prescription drugs, devices, or outpatient services; (2) denying eligibility based on use or potential use of such items or services; (3) providing monetary payments or rebates to a covered individual to encourage acceptance of less than the minimum protections available; (4) penalizing, reducing, or limiting a professional's reimbursement because the professional prescribed such drugs or devices or provided such services; or (5) providing incentives to a professional to induce the professional to withhold such drugs, devices, or services. Applies such prohibitions to coverage offered in the individual market.

Student Bill of Rights - Directs the Secretary of Education to make annual determinations as to whether each state's public school system provides all its students with educational resources to succeed academically and in life. Requires such education to enable students to: (1) acquire knowledge and skills necessary for responsible citizenship; (2) meet challenging academic achievement standards; and (3) compete and succeed in a global economy. Requires each system to do so through: (1) providing specified fundamentals of educational opportunity to students at each public elementary and secondary school; (2) providing educational services in school districts that receive funds for disadvantaged students that are, taken as a whole, at least comparable to educational services provided in school districts not receiving such funds; and (3) complying with any final federal or state court order in any matter concerning the adequacy or equitableness of the system. Requires withholding of specified portions of its federal funding for administrative expenses if a system: (1) fails to meet a yearly interim goal; (2) does not remedy, after two school years, a failure to provide comparable educational services to schools that receive funds for disadvantaged children; or (3) does not comply with a court order. Allows students or parents aggrieved by violations of this Act to bring civil actions for enforcement in federal district courts. Directs the Commissioner of Education Statistics to study the effects of educational disparities on economic growth and on national defense.

Family and Workplace Balancing Act of 2007, or Balancing Act of 2007 - Family Income to Respond to Significant Transitions Act - Directs the Secretary of Labor to make five-year grants to a state or local government to pay for the federal share of projects that assist families by providing wage replacement for eligible individuals responding to family caregiving needs, especially those related to the birth or adoption of a child. Family and Medical Leave Enhancement Act of 2007 - Amends the Family and Medical Leave Act of 1993 (FMLA) and federal civil service law to allow employees covered by FMLA and civil servants to take specified additional leave for: (1) parental involvement in their children's or grandchildren's educational and extracurricular activities; and (2) routine family medical care needs. Amends FMLA to revise criteria for covered employees. Amends the Child Care and Development Block Grant Act of 1990 to authorize additional funds for expanding child care activities for young children under age three. Directs the Secretary of Health and Human Services (HHS), in collaboration with the Secretary of Education, to make grants to enable states, Indian tribes, and tribal organizations to establish or expand quality programs of early childhood home visitation. Establishes: (1) the Child Care Provider Development and Retention Grant Program; and (2) the Child Care Provider Scholarship Program. Healthy Early Education Workforce Grant Program Act - Authorizes the HHS Secretary to allot funds to eligible states, Indian tribes, and tribal organizations to pay the federal share of providing access to affordable health benefits coverage for: (1) eligible child care providers; and (2) at state option, the spouses, domestic partners, and dependents of such providers. Child Care Construction and Renovation Incentive Grants Act - Amends the Housing and Community Development Act of 1974 to provide for use of community development block grants to establish child care facilities. Amends the National Housing Act to provide for related mortgage insurance. Authorizes the Secretary of Housing and Urban Development to make technical and financial assistance grants for acquiring or improving such facilities or related equipment. Directs the Secretary of HHS to establish a business child care incentive grant program. Universal Prekindergarten Act - Directs the HHS Secretary to make grants to state agencies to develop full-day, full-year universal prekindergarten programs for all children three, four, and five years old. Amends the Child Nutrition Act of 1966 (CNA) to direct the Secretary of Agriculture to carry out a universal free school breakfast program without regard to family incomes. Amends the Richard B. Russell National School Lunch Act (NSLA) to direct the Secretary of Agriculture to establish a program of healthy school nutrition environment incentive grants. Afterschool Education Enhancement Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to require state educational agencies to give priority to 21st century community learning centers program grant applications submitted jointly by eligible entities consisting of at least: (1) one local educational agency receiving funds under ESEA provisions for disadvantaged students; and (2) at least one community-based organization or other public or private entity. Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for treatment of employees working at less than full-time under participation, vesting, and accrual rules governing pension plans and under group health plans, including certain individuals whose services are leased or contracted for. United States Business Telework Act - Directs the Secretary of Labor to conduct a pilot program in up to five states to raise awareness about telework among employers and to encourage them to offer telework options to employees.

MediKids Health Insurance Act of 2007 - Amends the Social Security Act to add a new title XXII (Medikids Program), which creates a program to guarantee comprehensive health care coverage, including prescription drugs for all children meeting specified age requirements. Creates the MediKids Trust Fund. Expands the membership of the Medicare Payment Advisory Commission to 19. Amends the Internal Revenue Code to: (1) impose a MediKids premium for the taxable year, with an exemption for very low-income taxpayers; and (2) create a refundable tax credit providing a catastrophic limit on MediKids cost-sharing expenses. Directs the Secretary of the Treasury to propose a gradual schedule of progressive tax changes to fund the Medikids program, as the number of enrollees grows in the out-years.

Education Begins at Home Act - Directs the Secretary of Health and Human Services (HHS) to: (1) allot grants to states, Indians, territories, and possessions for programs of early childhood home visitation; and (2) make competitive grants to local educational agencies and other eligible applicants for early home visitation for families with English language learners. Directs the Secretary of Defense to make competitive grants to eligible applicants for early home visitation for military families. Amends the Head Start Act to direct the Secretary of HHS to establish standards for home visitor staff in Early Head Start programs with respect to their training, qualifications, and conduct of home visits. Revises Early Head Start programs to provide for: (1) training in parenting skills and child development; (2) certain home-based and family support services; (3) procedures for transition into Head Start or other local early childhood education programs; (4) staff communication and program coordination; and (5) professional development and personnel enhancement. Directs the Secretary of HHS to develop and implement a public information and educational campaign to inform the public and new parents about the importance of proper care for infants and children under five years of age.

Cancer Screening, Treatment, and Survivorship Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make matching grants to states or Indian tribes for: (1) cancer screening and referrals; (2) developing and disseminating public information and education programs for the detection and control of certain cancers; (3) improving the education, training and skills of health professionals in detecting certain cancers; and (4) establishing mechanisms to monitor the quality of screening procedures. Amends title XIX (Medicaid) of the Social Security Act to allow states to provide coverage under Medicaid for individuals not otherwise eligible who are under the age 65 and who: (1) have been screened for cancer and have been referred for treatment; or (2) have been diagnosed or treated for cancer. Requires the Director of the National Institutes of Health (NIH), acting through the Director of the National Cancer Institute (NCI), to expand research programs to identify and improve cancer screening and testing protocols and tools, with particular emphasis on those cancers with the highest incidence of mortality and disability. Directs the Secretary to award grants for activities to raise public awareness to ensure widespread use of cancer screening programs and access to the best available screening and testing services. Requires the Director of NIH to: (1) expand cancer survivorship research activities at NCI-designated cancer centers; and (2) provide assistance to such centers for research to evaluate models of survivorship care.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS) and other motor neuron disorders that can be confused with ALS, misdiagnosed as ALS, or progress to ALS; and (2) establish a national registry for the collection and storage of such data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to review information and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS and other motor neuron disorders. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for research access to ALS data as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Amends the Small Business Act to authorize a Small Business Development Center in an eligible state to apply for an additional grant to be used solely to provide services to assist with outreach, development, and enhancement on Indian lands of small business startups and expansions owned by Indian tribe members, Alaskan Natives, and Native Hawaiians. Defines an "eligible state" as a state that has a combined population of Indian tribe members, Alaska Natives, and Native Hawaiians that comprises at least 1% of the state's total population. Prohibits any applicant from receiving more than $300,000 in such grants for one fiscal year. Requires a Small Business Development Center receiving such a grant to request the advice of the local tribal organization on how best to provide assistance and where to locate satellite centers to provide such assistance.

Recognizes: (1) the contributions of the National Oceanic and Atmospheric Administration (NOAA) and its predecessor agencies over a 200-year period to human understanding of the oceans and atmosphere and their stewardship of the marine environment; (2) the vision of President Thomas Jefferson in supporting scientific advancement and coastal surveys; and (3) the contributions of employees and officers of the Coast Survey, the National Geodetic Survey, and the Center for Operational Oceanographic Products and Services of the National Oceanic and Atmospheric Administration.

Unemployment Insurance Modernization Act - Amends the Social Security Act to require the Secretary of Labor to make unemployment compensation modernization incentive payments in FY2008-FY2012 by certain transfers from the federal unemployment account to the accounts of the states in the Unemployment Trust Fund. Prescribes a formula for determining the maximum allowable incentive payments. Specifies requirements state law must meet for the state to qualify for such a payment. Limits the use of transferred amounts to the payment of cash unemployment benefits to individuals (including for dependents' allowances and for unemployment compensation, exclusive of administrative expenses). Requires the Secretary of the Treasury to reserve specified funds out of the federal unemployment account for such incentive payments. Amends the Internal Revenue Code to extend through FY2013 the Federal Unemployment Tax Act (FUTA) excise tax imposed on every employer.

Disabled Veterans Tax Fairness Act of 2007 - Amends the Internal Revenue Code to allow members of the uniformed services whose retired pay in any taxable year is reduced due to an award of disability compensation by the Department of Veterans Affairs an extension of the three-year limitation period for filing tax refund claims until one year after the date of a disability determination. Limits the period for which such refund claims may be filed to taxable years beginning less than 15 years before the date of a disability determination.

Diabetes Treatment and Prevention Act of 2007 - Amends the Public Health Service Act to require the Director of the Centers for Disease Control and Prevention (CDC) to establish the Division of Diabetes Translation to eliminate diabetes. Requires the Director to develop pilot demonstration projects to evaluate various approaches to: (1) screening and identifying persons with pre-diabetes and undiagnosed diabetes; and (2) providing such persons with access to appropriate lifestyle interventions. Requires such projects to be carried out with the goal of translating the Diabetes Prevention Program clinical trial into interventions to reduce the incidence of type-2 diabetes and its related complications in the U.S. population. Requires the Secretary of Health and Human Services, acting through the Director, to engage in partnerships with state and local health departments to carry out: (1) national, state, and local surveillance related to diabetes; and (2) education and information campaigns to increase awareness about the importance of primary prevention, ways to assess personal risk, and how to locate and access diabetes prevention programs. Requires the Director, acting through the Division, to develop a pilot program to improve treatment for individuals with diabetes and other co-occurring chronic conditions for which treatment may complicate the treatment for diabetes. Requires the Director to give preference to research that: (1) focuses on conditions which have a high prevalence among individuals with diabetes or for which the treatment involved has the potential to impact adherence to diabetes treatment regiments; and (2) builds upon existing work designed to improve the quality of care for patients with diabetes.

Requires the President to submit to the congressional foreign relations committees a report that identifies and includes a brief description of every federal program that authorizes or requires the gathering of information on individuals in the United States, established whether in whole or in part pursuant to the "all necessary and appropriate force" clause contained in the Authorization for Use of Military Force.

Requires the President to close the Department of Defense (DOD) detention facility at Guantanamo Bay, Cuba. Requires all current detainees there to be: (1) transferred to a military or civilian detention facility in the United States (U.S. facility) and charged with a violation of U.S. or international law and tried before a regularly-constituted court; (2) transferred to a U.S. facility without being charged if the detainee may be held as an enemy combatant or pursuant to other legal authority; (3) transferred to an international tribunal operating under authority of the United Nations (UN) with jurisdiction to hold trials; (4) transferred to their country of citizenship or a different country for further legal process, provided that such country provides adequate assurances that the individual will not be subject to torture or cruel, inhuman, or degrading treatment; or (5) released from any further detention.

Diabetes Prevention Access and Care Act of 2007 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to: (1) conduct, coordinate, and support research and other activities with respect to pre-diabetes and diabetes in minority populations; and (2) conduct and support programs to treat diabetes in minority populations. Requires the Director of NIH, through the National Center on Minority Health and Health Disparities, to provide for: (1) health care professionals' mentoring; and (2) minority health professionals' participation in diabetes-focused research programs. Directs the Diabetes Mellitus Interagency Coordinating Committee to develop and implement a federal plan to address diabetes mellitus within communities of color. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) conduct and support research and other activities with respect to diabetes in minority populations; (2) direct the Division of Diabetes Translation to conduct and support programs to educate the public on diabetes in minority populations; and (3) carry out diabetes health promotion and prevention programs for minority populations. Directs the Secretary to carry out: (1) education and awareness programs designed to increase participation of minority populations in clinical trials; and (2) mentorship programs for minority researchers who are conducting research on diabetes in minority populations. Provides for studies on the shortage of adult and pediatric endocrinologists specializing in diabetes and on outcomes of minority children with diabetes compared to non-minority children.

Establishes in the Department of Veterans Affairs (VA) an Office of the Ombudsman to act as a liaison for veterans and their family members with respect to the receipt of VA health care and benefits. Requires the: (1) Secretary of Veterans Affairs to ensure that Office services are available to all veterans and their families; (2) Secretary to make available to such veterans and family members information on contacting and utilizing the services of the Office; and (3) confidentiality of information provided to the Office by veterans and family members.

Stop Tax Haven Abuse Act - Amends Internal Revenue Code provisions relating to tax shelter activities to: (1) establish legal presumptions against the validity of transactions involving offshore secrecy jurisdictions (i.e., foreign tax havens identified in this Act and by the Commissioner of the Internal Revenue Service); (2) impose restrictions on foreign jurisdictions, financial institutions, or international transactions that are of primary money laundering concern or that impede U.S. tax enforcement; (3) increase the period for Internal Revenue Service review of tax returns involving offshore secrecy jurisdictions; (4) require tax withholding agents and financial institutions to report certain information about beneficial owners of foreign-owned financial accounts and accounts established in offshore secrecy jurisdictions; and (5) disallow tax advisor opinions validating transactions in offshore secrecy jurisdictions. Amends the Securities Exchange Act of 1934 and other federal enactments to impose a penalty for failure to disclose holdings or transactions involving a foreign entity. Requires the Secretary of the Treasury to publish a final rule requiring unregistered investment companies, including hedge funds or private equity funds, to establish anti-money laundering programs and to submit suspicious activity reports. Modifies requirements for certain third party summonses used to obtain information in tax investigations that do not identify the person with respect to whose liability the summons is issued (John Doe summons). Increases penalties for promoting abusive tax shelters and for aiding and abetting the understatement of tax liability. Prohibits tax advisor contingent fee agreements for obtaining tax savings or benefits. Allows increased disclosure of tax information for enforcement purposes. Directs the Secretary to impose standards for written tax opinions by tax practitioners. Denies tax deductions for certain fines and penalties for violations of law and for interest paid on certain understatements of tax. Sets forth rules for the application of the economic substance doctrine and imposes penalties for underpayments of tax due to transactions lacking economic substance.

Medicare Ambulance Payment Extension Act - Amends title XVIII (Medicare) of the Social Security Act to provide an additional 5% increase in Medicare payments for ground ambulance services furnished on or after January 1, 2008, and before January 1, 2010.
