Social Security Widow's Benefit Guarantee Act of 2002 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) provide for an increase in widow's and widower's insurance benefits; (2) repeal the seven year restriction on eligibility for widow's and widower's insurance benefits based on disability; (3) waive the two-year waiting period for a divorced spouse's benefits upon the other spouse's remarriage; and (4) disregard months ending after a deceased individual's death in applying early retirement rules with respect to the deceased individual for purposes of the limitation on widow's and widower's benefits. Amends SSA title XVI (Supplemental Security Income) (SSI) to provide that an eligible widow or widower who is entitled to a widow's or widower's insurance benefit for any month under OASDI, but is not eligible for benefits under SSI in that month, shall be deemed for purposes of SSA title XIX (Medicaid) to be an individual with respect to whom SSI benefits are paid in that month, if he or she: (1) has been continuously entitled to such widow's or widower's insurance benefits from the first month for which the increase in widow's or widower's insurance benefits resulting from this Act is reflected in such benefits through the month involved; and (2) would be eligible for benefits under SSI in the month involved if the amount of the increase in his or her widow's or widower's insurance benefits were disregarded.

Steel Industry Legacy Relief Act of 2002 - Amends the Trade Act of 1974 to establish a steel industry retiree benefits protection program administered by the Secretary of Commerce and the Board of Trustees of the Steel Industry Legacy Relief Trust Fund (created by this Act) to provide specified medical benefits to eligible steel retirees and beneficiaries. Prescribes qualifying events (acquisition, closing, election, or bankruptcy transfer) as a result of which the United States shall assume liability for the provision of steel retiree benefits for each eligible retiree and eligible beneficiary certified for participation in the retiree benefits program. Requires transfer to the Trust Fund by a qualified steel company and any applicable acquiring company of all assets which, under the terms of an applicable collective bargaining agreement, were required to be set aside under an employee benefit plan or otherwise for the provision of the steel retiree benefits. Requires contributions to the Trust Fund by such companies.

Amends provisions of the Federal Food, Drug, and Cosmetic Act set forth in the Medicine Equity and Drug Safety Act of 2000 to: (1) direct the Secretary of Health and Human Services to promulgate regulations permitting pharmacists and wholesalers to import Food and Drug Administration (FDA)-approved prescription drugs from Canada (currently, from Australia, Canada, Israel, Japan, New Zealand, Switzerland, South Africa, the countries in the European Union and the European Free Trade Association, or other countries designated by the Secretary); and (2) exclude an infused or intravenously injected drug or a drug that is inhaled during surgery. Prohibits discrimination in the sale of prescription drugs by manufacturers to pharmacists or wholesalers, requiring: (1) terms as favorable as those provided to foreign purchasers; and (2) full access to drugs permitted to be imported. Continues the requirement that exported donated prescription drugs may only be reimported by the manufacturer. Permits the Secretary to waive the prohibition against importing a prescription drug or device on a case-by-case basis, particularly those from Canada that are FDA-approved and for limited personal use. Requires a study and report by the: (1) Institute of Medicine of the National Academy of Sciences on the regulatory compliance of importers of drugs; and (2) Comptroller General on how drug prices were affected.

Instructional Materials Accessibility Act of 2002 - Directs Secretary of Education to: (1) develop and publish instructional materials accessibility standards for the national electronic file format to be used by publishers of instructional materials in the preparation of electronic files suitable for efficient conversion into specialized formats; (2) establish a National Instructional Materials Accessibility Advisory Committee to provide technical expertise and guidance in creating such national electronic file format; (3) periodically review and amend such standards to reflect technological advances or changes; and (4) establish a National Instructional Materials Access Center. Requires State educational agencies, as a condition for receiving Federal financial assistance under the Individuals with Disabilities Education Act, to develop and implement statewide plans and make contracts with publishers to ensure that instructional materials for classroom use in elementary and secondary schools are made available in specialized formats to individuals who are blind or have other print disabilities at the same time such materials are provided to individuals without such disabilities. Authorizes the Secretary to make grants to eligible entities to provide or improve their capacity to prepare or obtain instructional materials in specialized formats, including the national electronic format. Provides for enforcement of rights of children and parents under this Act.

Crackdown on Deadbeat Dealers Act of 2002 - Amends the Brady Handgun Violence Prevention Act to increase the number of allowed inspections for compliance with record-keeping requirements by firearms dealers to not more than three times (currently, once) during any 12-month period. Increases penalties for: (1) willfully engaging in an illegal firearms business; and (2) in connection with the acquisition or attempted acquisition of a firearm or ammunition, knowingly making false statements or furnishing false or misrepresented identification regarding any fact material to the lawfulness of the sale or other disposition of such firearm or ammunition. Directs the United States Sentencing Commission to review and amend the Federal sentencing guidelines for violations related to illegal firearms and ammunition businesses. Authorizes the Secretary of the Treasury to suspend a firearms dealer's license and to assess a civil penalty of up to $10,000 for firearms violations, including failure to have secure gun storage or safety devices (current penalties are limited to license revocation). Permits any licensed firearms dealer who is indicted for a felony to continue to operate until the date of conviction (currently, until the conviction becomes final).

Mental Health Equitable Treatment Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. States that the foregoing shall not be construed as requiring a group health plan (or related insurances) to: (1) provide any mental health benefits; (2) prevent the medical management of mental health benefits; or (3) require the provision of specific mental health services, except to the extent that failure to provide such services would result in a disparity between the coverage of mental health and medical-surgical benefits. Exempts specified small employers from such requirements. Requires that, in the case of a group health plan that offers a participant or beneficiary two or more benefit package options, the coverage requirements shall be applied separately with respect to each such option. Provides that, in the case of a plan or insurance providing in-network mental health benefits, out-of-network mental health benefits need not be provided at parity to medical-surgical benefits, as long as in-network mental health benefits are provided at parity with medical-surgical benefits and the plan or insurance provides reasonable access to in-network providers and facilities. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality and a cost estimation of extending such requirements to the treatment of substance abuse and chemical dependency.

Veterans Judicial Review Improvement Act of 2002 - Amends Federal provisions relating to the Court of Appeals for Veterans Claims (Court) to: (1) hold unlawful and set aside a finding of material fact when not supported by a preponderance of the evidence (currently, only when clearly erroneous); (2) allow the Court to enter a default judgment against the Secretary of Veterans Affairs upon a determination that the Secretary has unlawfully withheld or unreasonably delayed action on a claim or has failed to plead or otherwise defend; and (3) allow judicial review by the Circuit Court of Appeals of any question of law, or application of law to the facts, that was relied upon by the Court. Directs the Secretary to provide for the expeditious treatment: (1) by the appropriate office of the Veterans Benefits Administration of any claim remanded to that office by the Board of Veterans' Appeals; and (2) by such Board of any claim remanded to the Secretary by the Court. Authorizes the Court, in claims remanded to the Secretary involving compensation, dependency and indemnity compensation, or pension, to order the Secretary to pay interim benefits when a decision on such claim is not rendered within 180 days. Authorizes the Court, upon a showing of excusable neglect or good cause, to extend the time for filing a notice of appeal.

Amends SSA title V (Maternal and Child Health Services) to require States to set aside a reasonable portion of maternal and child health services block grant funds to provide for domestic violence screening and treatment services. Authorizes the Secretary of Health and Human Services, with respect to such funds retained for certain projects, to provide preference to State applicants who include training of providers in how to screen for, and treat, domestic violence. Requires the Secretary to allot funds to States to provide for a separate program for domestic violence screening and treatment.

Revises State water pollution control revolving fund provisions concerning: (1) agreements for treatment works capitalization grants; (2) project eligibility; (3) loan payments, subsidization, and administrative expenses; (4) technical and planning assistance for small treatment works; (5) funding allotments; (6) priorities and intended use plans; and (7) Federal oversight review procedures. Increases the limit on amounts authorized for grants for development of management plans and construction of publicly owned treatment works to serve Indians. Waives application of the Federal Reports Elimination and Sunset Act to various water pollution-related reporting requirements, thereby leaving them in place. Amends the Internal Revenue Code to exempt from the private activity bond volume cap bonds issued as part of an issue whose proceeds are to be used to provide water or sewage facilities. Revises arbitrage bond rules to exclude from consideration as proceeds of an issue any amounts derived from a Federal grant or related State contribution made in connection with a FWPCA or Safe Drinking Water Act State revolving loan fund.

Amends the Federal Food, Drug, and Cosmetic Act to extend Food and Drug Administration regulatory authority to tobacco products, with exceptions for certain health-or disease treatment-related uses. Sets forth provisions respecting: (1) adulterated and misbranded tobacco products; (2) required health information; (3) registration and recordkeeping; (4) control of tobacco products; (5) performance standards; (6) remedies; (7) premarket review; (8) judicial review; (9) reduced risk tobacco products; (10) access and marketing restrictions; and (11) mandatory disclosures. Amends the Federal Cigarette Labeling and Advertising Act and the Comprehensive Smokeless Tobacco Health Education Act of 1986, respectively, to revise cigarette and smokeless tobacco labeling and advertising warning provisions. Amends the Federal Cigarette Labeling and Advertising Act to direct the Secretary to determine whether cigarette labeling and advertising shall be required to provide tar, nicotine, and other smoke constituent information.

Defines a "corporate expatriation transaction" as, with certain exceptions, one in which a "nominally foreign corporation" acquires substantially all of the properties held by a domestic corporation and in which, immediately after the transaction, more than 80 percent of the stock of the acquiring corporation is held by former shareholders of the domestic corporation. Lowers the 80 percent threshold to 50 percent when the acquiring "nominally foreign corporation" lacks substantial business activities in the foreign country in which it was created and organized compared to the total activities of the "expanded affiliated group" and the stock is publicly traded, with the principal market of trading being the United States. Defines the terms "nominally foreign corporation" and "expanded affiliated group." Applies similar rules to partnership transactions. Establishes that a series of related transactions relevant to the Act shall be handled as a single transaction.

Battered Immigrant Family Relief Act of 2001 - Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to make qualifying battered alien spouses and children eligible for specified public benefits. Redefines "qualified alien" for such purposes. Amends the Immigration and Nationality Act to modify procedures and provide special rules for battered aliens with respect to: (1) public charge inadmissibility (2) immigrant petitions, including self-petitioning petitions; (3) implementation of immigration provisions in the Violence Against Women Act (VAWA); (4) fiancee conditional residency requirement; (5) removal and inadmissibility; (6) adjustment of status; and (7) access to VAWA for visa waivers. Amends the Departments of Commerce, Justice, and State, the Judiciary and Related Agencies Appropriations Act, 1998 to provide that requirements and restrictions placed upon Legal Services Corporation funding shall not be construed to prohibit a recipient from providing related legal assistance to certain aliens who have been battered or subjected to extreme cruelty. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to direct the Violence Against Women Grants Office in the Department of Justice to report on services for underserved populations. Amends the Family Violence Prevention and Services Act to include alienage status within the scope of underserved populations.

Rescinds within a specified period existing approvals and exemptions concerning the nontherapeutic use of certain antimicrobial drugs until the applicant meets the same standard of lack of harm to human health as required for new animal drugs, including the use of penicillins, tetracyclines, macrolides, lincomycin, bacitracin, virginiamycin, aminoglycosides, and sulfonamides in an animal and fluroroquinolones in poultry.

Investor, Shareholder, and Employee Protection Act of 2002 - Establishes within the Securities and Exchange Commission (SEC) an independent regulatory agency to be known as the Federal Bureau of Audits, which shall conduct an annual audit of the financial statements submitted to the SEC by reporting issuers. Requires the President to appoint the Director of the Bureau, by and with the advice and consent of the Senate. Declares that officers, employees, and other Bureau personnel shall not be responsible to or subject to the supervision or direction of Commission personnel. Prohibits Bureau employees from receiving employment or compensation from an issuer audited by the Bureau, or any accountant that provides audit-related services to a Bureau-audited issuer, for ten years after employment with the Bureau. Requires the SEC to establish standards for such audits, incorporating generally accepted auditing standards in effect on the enactment of this Act, with any necessary and appropriate modifications. Directs the SEC to assess and collect a fee from each reporting issuer whose financial statements are audited by the Bureau.

Requires: (1) the substituting party to file a substitution application or motion within one year of the original claimant's death; and (2) the Secretary of Veterans Affairs to notify the estate and legal representative of the deceased claimant that the claim will be dismissed if a substitute application or motion is not filed within such time period. Authorizes: (1) the payment of accrued benefits in the case of deaths occurring before the date of enactment of this Act; and (2) the substitution of the above eligible parties in cases pending before a U.S. Circuit Court or the U.S. Court of Appeals for Veterans Claims.

Improved Maternal and Children's Health Coverage Act of 2002 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to require a State child health plan, among other things, to provide for: (1) development and use of a uniform, simplified application form for establishing SCHIP- and Medicaid-eligibility under SSA title XIX (Medicaid); (2) an enrollment process coordinated with that under Medicaid so that a family need only interact with a single agency to determine whether a child is SCHIP- or Medicaid-eligible; (3) acceptance and timely response to inquiries received through the national toll-free system established by this Act; (4) methods to ensure that children within a family eligible for SCHIP assistance are allowed to be seen by the same pediatric provider or group of pediatric providers in a manner that permits coordinated receipt of care by children in the same family to the extent a State child health plan provides coverage other than through providing benefits under the State's Medicaid plan; and (5) responsibility of the State and its contractors for assuring compliance with limitations on cost-sharing. Amends SSA titles XIX and XXI to provide for automatic reassessment of eligibility for Medicaid and SCHIP benefits for children losing Medicaid or SCHIP eligibility. Amends SSA title XXI to provide for optional coverage of low-income, uninsured pregnant women under a State child health plan. Amends SSA title XIX to grant States the option of: (1) using enhanced Federal medical assistance percentage for coverage of additional pregnant women under Medicaid; and (2) covering qualified alien children under Medicaid and SCHIP programs. Amends SSA titles XIX and XXI to provide for program coordination with the Maternal and Child Health program under SSA title V.
