Trade Adjustment Assistance for Workers, Farmers, Fishermen, Communities, and Firms Act of 2002 - Amends the Trade Act of 1974 to revise requirements with respect to: (1) agreements between the United States and cooperating States for certain services for workers adversely affected by import competition; (2) eligibility certification of a group of adversely affected workers for trade adjustment assistance; (3) payment to them of trade adjustment allowances; (4) training programs for them; and (5) the maximum amount of job search and relocation allowances payable to an adversely affected worker. Provides for the eligibility certification for such assistance of adversely affected secondary workers employed at a downstream producer (a firm that performs additional, value-added production processes to articles produced by another firm) or a supplier. Establishes a self-employment training pilot program to be administered by the Small Business Administration for adversely affected workers. Reauthorizes the trade adjustment assistance program for firms adversely affected by import competition. Revises eligibility requirements for certification of communities for trade adjustment assistance. Establishes trade adjustment assistance programs for adversely affected groups of agricultural commodity producers and commercial fishermen or U.S. fish processors. Establishes a program to provide 75 percent of the premium for COBRA continuation health coverage for workers (and their families) eligible for trade adjustment assistance. Allows a State to elect to provide temporary coverage under title XIX (Medicaid) of the Social Security Act for: (1) certain uninsured workers; and (2) for the unsubsidized portion of COBRA continuation premiums.

Employee Retirement Savings Bill of Rights - Amends the Internal Revenue Code to: (1) impose an excise tax on a pension plan failing to provide notice of generally accepted investment principles, including principles of risk management and diversification; (2) impose an excise tax on a pension plan failing to provide notice of any transaction restriction period to each applicable individual to whom the transaction restriction period applies (and to each employee organization representing such applicable individuals); and (3) set forth diversification requirements for plans, including requiring the provision of at least three investment options, other than employer securities, in amounts equivalent to the amounts invested in employer securities.

Employee Pension Freedom Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to set forth requirements for disclosure, diversification, account access, and accountability under defined contribution plans that are individual account plans (401(k) and similar plans). Requires pension plan administrators to provide certain benefit information to participants or beneficiaries periodically. Requires plan sponsors (employers) and plan administrators to provide all material investment information to participants and beneficiaries, in an accurate form, as required to be disclosed to investors under applicable securities laws, and treats misleading investment information as a violation. Requires individual account plans that permit participants or beneficiaries to exercise control over their account assets to grant them the right to allocate all their nonforfeitable accrued benefits which are readily tradable employer securities to any investment option provided under the plan. Reduces, from three years to one year, the maximum vesting period for individual account plans (so that an employee who has completed at least one year of service has a nonforfeitable right to all of the employee's accrued benefit derived from employer contributions). Requires individual account plan fiduciaries to give 30 days notice to plan participants and beneficiaries before a lockdown limiting their control over their account assets, and limits the maximum duration of any such lockdown to ten business days. Requires each fiduciary of an individual account plan to be bonded or insured in an amount sufficient to ensure coverage of financial losses due to failures to meet certain ERISA requirements. Requires joint boards of trustees, representing interests of employers and those of employee participants and beneficiaries, to hold in trust the assets of single-employer plans which are individual account plans with some or all assets derived from employee contributions. Makes liable anyone who participates in or conceals certain breaches of fiduciary duty. Provides that rights or claims under ERISA may not be waived, with specified exceptions. Establishes an Office of Pension Participant Advocacy in the Department of Labor. Directs the Pension Benefit Guaranty Corporation to study and report to specified congressional committees on the feasibility of and options for developing an insurance system for individual account plans.

401(k) Pension Right to Know Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to require plan administrators of individual account plans that include a cash or deferred arrangement under section 401(k)(2) of the Internal Revenue Code (401(k) plans) to make semiannual reports to participants and beneficiaries that: (1) fully and accurately disclose the financial health of the plan sponsor; and (2) advise them of the importance of diversifying investment of their plan assets and of the risk of holding securities of any one entity, including employer securities, in their portfolio.

Securities Fraud Prevention Act of 2002 - Amends Federal criminal law with respect to civil remedies for violations of prohibited activities by racketeer influenced and corrupt organizations (RICO). Repeals the denial of (thus permitting) civil remedies for securities fraud.

Children's Dental Health Improvement Act of 2002- Amends title V (Maternal and Child Health Services) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services to make grants to States to improve dental services to children enrolled in a State plan under title XIX (Medicaid) or title XXI (State Children's Health Insurance Program) (SCHIP). Amends the Public Health Service Act to establish a grant program for eligible entities and individuals (including Indian tribes) to expand the availability of primary dental care services where necessary. Offers retention bonuses for eligible dental officers of the Indian Health Service. Revises the process for designating dental health professional shortage areas. Directs the Secretary to establish: (1) demonstration projects to increase access to dental services for children in underserved areas; (2) an oral health initiative to reduce disparities in oral health, targeting low-income children and including community water fluoridation and dental sealants; and (3) a Chief Dental Officer for the Medicaid and State children's health insurance programs. Requires the Director of the Centers for Disease Control and Prevention to annually collect data on the dental, craniofacial, and oral health of residents of at least one State and one Indian tribe from each region. Requires the Secretary to identify populations at high risk for early childhood caries and provide for the development of prevention programs. Revises the eligibility requirements for the school-based dental sealant program to include Indian tribes.

Domestic Violence Victim Protection Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to: (1) include among the eligibility criteria for certain Federal grants State laws authorizing gun confiscation by law enforcement officers in certain domestic violence cases; and (2) authorize grants for State hire of additional personnel for entering information relating to protection orders. Amends the Violence Against Women Act of 1994 to: (1) authorize grants for training programs to establish integrated domestic violence courts; (2) include among the eligibility criteria of the National Stalker and Domestic Violence Reduction grant program State certification that its laws relating to the elements of a stalking offense require only that the defendant has on more than one occasion harassed or threatened the victim (thereby excluding any requirement for a specific intent to cause fear); and (3) authorize grants for State hire of additional personnel for entering information relating to stalking and domestic violence data.

Certified Nurse Midwifery Medicare Services Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to provide for the coverage of and payment for certified midwife services (currently only certified nurse-midwife services are covered) and freestanding birth center services under Medicare part B (Supplementary Medical Insurance). Declares that nothing precludes certified nurse-midwives and certified midwives from teaching or supervising an intern or resident-in-training.

Nursing Home Security Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to increase by ten percentage points the Federal medical assistance percentage for nursing facility services furnished by a nursing facility in a quarter if: (1) on average during the quarter at least 85 percent of the facility residents are entitled to have payment made for such services under Medicaid; and (2) the State provides satisfactory assurances that additional payments to it resulting from such increase are used exclusively to provide for an increase in payments to such facilities, and do not result in a reduction in aggregate State expenditures for nursing facilities under the State plan.

Child Development and Family Employment Act of 2002 - Amends the Child Care and Development Block Grant Act of 1990 (CCDBGA) to increase and extend the authorization of appropriations. Revises State plan requirements to include preservice training for child care providers. Requires payment rates to: (1) ensure access to comparable quality and types of services; (2) be adjusted to reflect increases in cost of living, as determined by market surveys at least every two years; and (3) reflect cost variations for different ages of children and different types of care. Revises requirements for activities to improve child care quality services. Earmarks funds for: (1) services for children from birth through three years of age; and (2) a statewide system of local child care resource and referral organizations carrying out certain functions, including training, to assist parents and providers. Directs the Secretary of Health and Human Services to make incentive grants to States to increase reimbursement rates for child care providers. Requires the Secretary to establish: (1) a national training and technical assistance center specializing in infant and toddler care and their families; and (2) a national data system on supply, demand, and quality of child care, early education, and non-school hours programs. Includes foster children among those who may be eligible for CCDBGA services if other conditions are met. Focus On Committed and Underpaid Staff for Children's Sake Act - FOCUS Act - Establishes: (1) the Child Care Provider Retention and Development Grant Program; and (2) the Child Care Provider Scholarship Program.

Spirit of the Nation Medal Act - Authorizes the President to present on behalf of Congress (where appropriate, posthumously), in recognition of the sacrifice made, a congressional gold medal to any individual who is killed or wounded as a result of an act of terrorism within the United States on or after September 11, 2001.

Retirement Account Protection Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to revise fiduciary duties with respect to pension plans that are specified types of eligible individual account plans, including employee stock ownership plans that are among qualifying plans under section 401(k) of the Internal Revenue Code (IRC), but excluding, with certain exceptions, individual retirement accounts or annuities (IRAs) under section 408 of IRC. Prohibits sponsors, administrators, or other fiduciaries of such plans, unless they apply for and obtain exemptions from the Secretary of Labor, from imposing any lockdown (including a blackout, freeze, suspension, or similar limitation) on participants' or beneficiaries' ability to transfer their nonforfeitable accrued benefits from investment in the form of qualifying employer securities to other investment vehicles otherwise available under the terms of the plan. Prohibits the Secretary from granting such an exemption without finding that it is: (1) administratively feasible; (2) in the interests of the plan, participants, and beneficiaries; and (3) protective of participant and beneficiary rights. Prohibits any such lockdown from taking effect until at least 90 days after written notice (which may include notice by means of electronic communication) is provided by the plan administrator to such participants or beneficiaries. Directs the Secretary to study, and report with recommendations to Congress on, the feasibility of statutory limits on investment of individual account plan assets in stock or other securities issued by the employer.

Use NICS in Terrorist Investigations Act - Amends the Brady Handgun Violence Prevention Act to direct the Attorney General to allow the Federal Bureau of Investigation to access National Instant Check System (NICS) audit log records for the purpose of responding to an inquiry from any Federal, State, or local law enforcement agency in connection with a civil or criminal law enforcement investigation. Requires firearms transaction records relating to the person or the transfer to be destroyed not less than 90 days after the date on which the firearms licensee first contacts the system with respect to the transfer if the receipt of the firearm would not violate such Act. Directs: (1) the Attorney General to make such records available to the Secretary of the Treasury to conduct audits to detect fraud and misuse, and to protect the privacy and security, of information in the system; and (2) the Department of the Treasury to maintain and destroy those records in accordance with all applicable laws.

Family Life Education Act - Requires the Secretary of Health and Human Services to make grants to States for family life education, including abstinence and contraception. Expresses the sense of Congress that States should, but need not, provide matching funds. Requires the Secretary to provide for national evaluation of a representative sample of such programs for effectiveness in changing adolescent sexual behavior, including the delay of sexual and high-risk activity, the prevention of pregnancy and disease (including HIV/AIDS), and the increase of contraceptive knowledge.

Health Care Safety Net Improvement Act - Amends the Public Health Service Act (PHSA) to increase the authorization of appropriations for health centers for FY 1997 through FY 2002 and authorize such appropriations as may be necessary for such centers for FY 2003 through FY 2006. Includes within: (1) "required primary health services" appropriate cancer screening (currently, screening for breast and cervical cancer), specialty referral when medically indicated, and specified housing-related services; and (2) "additional health services" behavioral and mental health substance abuse services. Permits grants to health centers for the planning and development of management networks. Rewrites PHSA provisions regarding rural health. Provide grants for expanded delivery of health care services in rural areas, for the planning and implementation of integrated health care networks in rural areas, and for the planning and implementation of small health care provider quality improvement activities. Telehealth Grant Consolidation Act of 2001 - Provides for the establishment: (1) of telehealth network and telehealth resource centers grant programs; and (2) an Office for the Advancement of Telehealth. Provides for grants to eligible entities to enable such entities to provide for improved emergency medical services in rural areas. Reauthorizes and rewrites PHSA provisions regarding the National Health Service Corps program. Prohibits an entity to which a Corps member is assigned from denying requested health services and discriminating in the provision of services because an individual is unable to pay. Provides for a community access demonstration program to improve the effectiveness, efficiency, and coordination of services for uninsured and underinsured individuals. Expands the availability of dental health services.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from making a determination that real estate brokerage activity or real estate management activity is an activity that is either financial in nature or incidental to any financial activity, or is complementary to a financial activity.

Stroke Treatment and Ongoing Prevention Act of 2001 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to carry out a national education and information campaign promoting stroke prevention and immediate treatment. Directs the Secretary to: (1) maintain the Paul Coverdell National Acute Stroke Registry and Clearinghouse, including conducting and/or making available research concerning best practices for prevention, treatment, and rehabilitation; (2) make grants to States to establish statewide stroke prevention, treatment, and rehabilitation systems; and (3) develop a model curriculum for training emergency medical services personnel. Sets forth requirements for the State grant program, including matching funds, standards for care and facilities, central data reporting and analysis, special consideration for geographic areas with high rates of disability from stroke or significant need, and technical assistance. Authorizes the Secretary to make grants to develop and implement education programs for appropriate medical personnel with regard to newly developed diagnostics, technologies, and therapies for stroke prevention and treatment.

Employment Contract Protection Act of 2001 - Amends the Federal bankruptcy code with respect to priority of claims to revise the third level of priority (allowed unsecured claims) to repeal the limitation of claims to $4,000 of wages, salaries, or commissions earned by an individual or corporation within 90 days before the filing date of debtor's petition in bankruptcy or the debtor's cessation of business (thus allowing any such claim earned before petition filing or business cessation). Revises the fourth level of priority, allowed unsecured claims for contributions to an employee benefit plan, to: (1) repeal the limitation to claims arising from services rendered within 180 days before petition filing or business cessation, thus allowing any claim for services rendered before such date; and (2) reduce the current deduction from such amount to a deduction of only the aggregate amount paid by the estate in bankruptcy on behalf of such employees to any other employee benefit plan.

Medicare Regulatory and Contracting Reform Act of 2001 - Amends part D (Miscellaneous) of title XVIII (Medicare) of the Social Security Act (SSA) with respect to: (1) a regular timeline for the publication of final regulations; and (2) contracts with Medicare administrative contractors. Outlines requirements for provider education and technical assistance under Medicare. Amends SSA title XVIII part D with respect to the Practicing Physicians Advisory Council to direct the Secretary to appoint a Medicare Provider Ombudsman to: (1) assist confidentially service providers and suppliers with respect to grievances and requests for information; and (2) submit recommendations to the Secretary for improvement in Medicare administration. Amends SSA title XVIII to direct the Secretary to appoint a Medicare Beneficiary Ombudsman to assist Medicare beneficiaries with respect to grievances and requests for information. Directs the Secretary of Health and Human Services (HHS) to establish a demonstration program making certain technical assistance available, upon request on a voluntary basis, to small providers of services or suppliers to evaluate their billing and related systems for compliance with the applicable Medicare requirements. Outlines requirements with respect to provider appeals and recovery. Directs the Secretary to establish a process for expedited access to judicial review. Amends SSA title XVIII part D with respect to: (1) the Medicare Integrity Program to provide for the recovery of overpayments; and (2) agreements with service providers to direct the Secretary to establish a process for enrollment of Medicare service providers and suppliers. Prohibits the Secretary from implementing any documentation guidelines for evaluation and management physician services under Medicare unless the Secretary has, among other things, established a plan with specific goals and a schedule for improving the use of such guidelines.

Medicare Patient Access to Physical Therapists Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize qualified physical therapists to provide services for Medicare beneficiaries without the requirement of a physician referral. Provides for treatment of outpatient speech-language pathology services separately from outpatient physical therapy services.

Trade Adjustment Assistance for Workers, Farmers, Communities, and Firms Act of 2001 - Amends the Trade Act of 1974 to revise requirements for trade adjustment assistance for adversely affected workers. Amends the Internal Revenue Code to allow an eligible individual a refundable income tax credit equal to 50 percent of the amount paid as continuation health coverage premiums Authorizes appropriations for trade adjustment assistance for firms. Provides for trade adjustment assistance for communities. Establishes an Office of Community Economic Adjustment in the Office of the Secretary of Commerce. Requires eligible communities to establish a Community Economic Development Coordinating Committee as a condition for receiving assistance. Provides for trade adjustment assistance for farmers.

General Aviation Industry Reparations Act of 2001 - Directs the President to take certain actions to compensate general aviation entities for losses incurred by them as a result of the terrorist attacks on the United States on September 11, 2001, including to: (1) issue Federal credit instruments (including subsidy amounts for such instruments) to such entities; and (2) compensate them for direct losses incurred as a result of any Federal ground stop order issued by the Government and any incremental losses incurred as a direct result of such attacks. Authorizes the Air Transportation Stabilization Board to enter into agreements with one or more obligors to issue such instruments. Sets forth certain instrument and compensation requirements. Authorizes the Secretary of Transportation to provide insurance or reinsurance, or reimbursement of insurance costs increases, to a general aviation entity against loss or damage arising from the operation of nonmilitary aircraft while in the United States. Defines "general aviation entity" to mean any person (other than an air carrier) that operates nonmilitary aircraft or provides aviation services directly related to nonmilitary aircraft or nonmilitary airport operations or relies on direct or indirect access to U.S. airspace to conduct its primary business as determined by the Secretary. Includes fixed based operators, flight schools, manufacturers of general aviation products, and persons engaged in nonscheduled commercial aviation enterprises.

Medicare Physician Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to set the conversion factor (update) for payments under the Medicare physician fee schedule for 2002 at 0.9 percent less than the conversion factor for 2001. Declares that this conversion factor and a specified update adjustment factor for a year after 2002 shall be applied as if this Act had not been in effect. Directs the Medicare Payment Advisory Commission (MEDPAC) to study and report to Congress on replacing or modifying the use of the sustainable growth rate as a factor in determining the update for such payments such that the factor used more fully accounts for changes in the unit costs of providing physicians' services.

Putting Americans First Act - Sets forth provisions for a temporary unemployment compensation (UC) program. Permits any State to enter into and participate in an agreement with the Secretary of Labor for such program under which States receive Federal payments and State agencies pay: (1) modified regular UC to individuals; and (2) temporary supplemental UC to individuals who have otherwise exhausted their rights to regular (or extended) UC. Requires the modified regular UC to: (1) have an alternative base period; (2) not be denied to individuals who can show good cause for seeking or being available for only part-time employment; and (3) include increased benefits. Requires temporary supplemental UC accounts for eligible individuals who file applications for such UC. Limits such agreements to weeks of unemployment: (1) beginning after the date on which such agreement is entered into; and (2) ending before January 1, 2003. Sets forth health insurance coverage options for recently unemployed individuals and their families. Requires establishment of a temporary program under which 75 percent of the premium for COBRA continuation coverage for Medicaid be provided for an individual who: (1) at any time during the period that begins on September 11, 2001, and ends on December 31, 2002, is separated from employment; and (2) is eligible for, and has elected coverage under, COBRA continuation coverage. (COBRA refers to title X of the Consolidated Omnibus Budget Reconciliation Act of 1985, and concerns employee group health plan coverage under specified provisions of the Public Health Service Act, the Internal Revenue Code, and the Employee Retirement Income Security Act of1974.) Permits a State to elect to provide temporary Medicaid coverage (under title XIX of the Social Security Act) for individuals who: (1) are separated from employment at any time during the period that from September 11, 2001, through December 31, 2002; (2) are not eligible for COBRA continuation coverage; (3) are uninsured; and (4) do not have assets, resources, and earned or unearned income that exceed limitations set by the State. Permits a State to pay the entire COBRA premium for individuals whose family income does not exceed 200 percent of the poverty line and who are receiving COBRA premium assistance under this Act. Provides for temporary increases in the Medicaid Federal Medical assistance percentage (FMAP) for FY 2002. Amends the Social Security Act title IV part A (Temporary Assistance for Needy Families) (TANF) to: (1) reauthorize TANF supplemental grants for population increases for FY 2002; and (2) extend and increase TANF contingency fund grants through FY 2002.

American Travel Promotion Act of 2001 - Directs the Secretary of Commerce to provide grants, based on a specified formula, to qualified State agencies for advertising to promote travel and tourism. Caps the Federal share of costs for such activities at 50 percent.

Reservist Pay Security Act of 2001 - Entitles a person who is absent from his or her position of Federal employment to perform service in the uniformed services or the National Guard to receive from his or her agency an amount that, when added to the pay and allowances for such service, equals the basic pay which would have been payable to such employee for such period of service for which such employee is not otherwise compensated.

Cancer Testing, Education, Screening, and Treatment Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to make grants to qualifying health centers for programs providing cancer information, education, screening, counseling, and treatment. Targets service populations with significant numbers of low-income minority individuals who are at-risk for cancer, requiring programs to provide outreach and culturally sensitive services (including same language) to such populations. Requires the Secretary to designate the type(s) of cancer covered by a grant.

Help America Vote Act of 2001 - Directs the Administrator of General Services to establish programs under which the Administrator makes payments to each eligible State or local government to: (1) replace a punch card voting system with a voting system which does not use punch cards; or (2) make technical enhancements to the performance of its punch card voting system. Establishes: (1) an independent Election Assistance Commission to serve as a national clearinghouse and resource for the compilation of information and review of procedures with respect to the administration of Federal elections; and (2) the Election Assistance Commission Standards Board and the Election Assistance Commission Board of Advisors to review any of the voluntary standards for engineering and procedural performance, for maintenance and enhancement of the accessibility and privacy of registration facilities, polling places, and voting methods, and for election management practices recommended by the Commission. Establishes the Technical Standards Development Committee to assist the Executive Director of the Commission by recommending standards to ensure the usability, accuracy, security, accessibility, and integrity of voting systems and voting equipment. Directs the Commission to: (1) provide for the testing, certification, decertification, and recertification of voting system hardware and software by accredited laboratories; (2) make payments to States for voting system improvements, grants to entities for voting equipment and technology research and development, and grants for pilot programs to try out new voting systems and equipment technologies; and (3) develop the Help America Vote College Program to encourage college students to assist State and local governments in election administration. Amends Federal law to create the Help America Vote Foundation as a nonprofit charitable corporation to mobilize secondary school students to participate in the election process in a nonpartisan manner as poll workers or assistants. Outlines minimum standards for State election systems. Sets forth provisions regarding voting rights of military members and overseas citizens. Amends Federal postal service law to replace reduced rates for voter registration purposes with reduced rates for official election mail.

Cleanup and Reconstruction Assistance Act of 2001 - Requires the President, if and when he vests and liquidates assets frozen pursuant to Executive Order 13224 of September 23, 2001, or subsequent Executive orders issued as a result of the terrorist attacks of September 11, 2001, to: (1) deposit such assets in a separate account in the Treasury; and (2) distribute amounts in the account to the State of New York, the State of Pennsylvania, and the Department of Defense to cover costs associated with the removal of debris left as a result of the damage caused by the terrorist attacks on the World Trade Center and the Pentagon, and the crash of the hijacked airliner in Pennsylvania, on September 11, 2001, including reconstruction on the damaged sites.

Expands the moratorium on foreclosure of Federal Housing Administration-insured single family mortgage loans of borrowers affected by the events of September 11, 2001, to employees of domestic or foreign air carriers or aircraft manufacturers who were involuntarily separated (except for cause) from work after such date. States that the moratorium for affected borrowers shall be 180 days from the mortgage letter, and for borrowers included in this Act,180 days from the date of enactment of such Act.

Bioterrorism Protection Act (BioPAct) of 2001 - Amends the Public Health Service Act to provide for grants, scholarships, and loans in order to strengthen the nursing profession. Establishes the National Nursing Service Corps Scholarship Program. Authorizes appropriations to: (1) increase hospital and provider capacity, training, and resources for treating bioterrorism victims; (2) increase and improve vaccine and antibiotic supplies for attack victims; and (3) provide for the coordination, training, and equipping of bioterrorism emergency responders. Authorizes appropriations for Department of Agriculture activities to: (1) reduce agricultural pathogen and insect pest threats; and (2) increase Department information systems security. Directs the Secretary of Health and Human Services to expand the Food and Drug Administration's capacity to ensure the safety of the food supply system, including imported food, and protect against the threat of bioterrorism. Amends the Federal Food, Drug, and Cosmetic Act to: (1) permit debarment for repeated or serious food import violations; (2) deem as misbranded imported food without country-of-origin labeling; (3) deem as adulterated a food item imported by a debarred person; and (4) require registration of food manufacturing, processing, and handling facilities. Directs the Administrator of the Environmental Protection Agency to: (1) undertake public water systems vulnerability assessments and review related emergency response plans; and (2) provide such systems with assistance for basic security enhancements and information systems protection. Amends the Federal criminal code to set penalties for possessing a select agent known to be a biological agent, with reckless disregard for the public health and safety. Authorizes appropriations for neutron scanner technology and technology to detect biological or chemical agents and for increased numbers of border patrol and immigration officers. Directs the Attorney General to develop or carry out various programs, including programs to improve identification of those appearing on law enforcement "watch lists" and to mandate better tracking of visas. Requires the Assistant to the President for Homeland Security to: (1) assess terrorist threats within the United States and its territories and possible responses to such threats; (2) implement a public education campaign concerning appropriate response to a terrorist attack; and (3) coordinate the deployment of chemical and biological detection capabilities. Requires the President to: (1) establish a database of information concerning terrorist activity; and (2) reduce barriers to the sharing of such information among Federal law enforcement agencies and the intelligence community. Requires the Secretary of Defense to: (1) increase military capability to respond to domestic crises involving chemical or biological weapons; (2) implement interagency crisis response and consequence management; and (3) accelerate response research and development. Requires the Secretary of Energy to increase efforts relating to nonproliferation verification of chemical and biological materials in countries other than the United States. Urges the President to seek to establish a United States-Russian Federation Biological-Chemical Working Group.

Spirit of America Commemorative Coin Act of 2001 - Directs the Secretary of the Treasury to mint and issue $50 gold coins, one-dollar silver coins, and half-dollar clad coins emblematic of the tragic events that occurred at the Pentagon, in New York City, and in Pennsylvania, on September 11, 2001. Establishes the Victims of September 11th Fund which shall consist of amounts from surcharges received from the sale of such coins transferred to the Office for Victims of Crime for individuals who were injured, and to the families of individuals who were killed or injured, in the terrorist attacks against the United States on September 11, 2001.

Declares that the House of Representatives: (1) recognizes the grave humanitarian crisis that existed in Afghanistan before the terrorist attacks on the United States on September 11, 2001, and that has since been exacerbated; (2) commends the heroic work of organizations led by Afghan women that have persevered during this time of crisis to assist vulnerable Afghan women and their families; (3) urges the Secretary of State to support, and the United Nations to provide funding to, these organizations in order to strengthen their ability to deliver services during this humanitarian crisis and to enhance their role in fostering a more civil society; (4) urges the President to direct the international coalition engaged in combating terrorism in Afghanistan to protect women's rights as it attempts to provide humanitarian relief to the Afghani people; and (5) urges the President to encourage any new government established in Afghanistan to include women as leaders and as full and active participants.

American Small Business Emergency Relief and Recovery Act of 2001 - Amends the Small Business Act to authorize the Small Business Administration (SBA) to make disaster loans to a small business concern that has been directly affected and suffered or is likely to suffer substantial economic injury as the result of the terrorist attacks of September 11, 2001, including injury due to closure or suspension of its business for national security purposes by the Federal Government. Authorizes the refinancing of prior business debt of businesses eligible for such loans. Authorizes the SBA, during the year after enactment of this Act, to make loans to small business concerns that have suffered or are likely to suffer economic harm to or disruption of operations as a result of such attacks. Reduces guarantee fees and increases the guarantee percentage on such loans for one year after the enactment of this Act. Amends the Small Business Investment Act of 1958 to: (1) waive development company debenture guarantee loan fees for financings made after enactment of this Act for one year; and (2) authorize and encourage small business investment companies to provide equity capital and make loans to assist small business concerns adversely impacted by the terrorist attacks. Amends the Small Business Act to authorize individualized assistance to small business concerns adversely impacted by the terrorist attacks through the following programs; (1) small business development centers; (2) Service Corps of Retired Executives (SCORE); (3) microloan program (women, low-income, veterans, minority); and (4) women's business center program. Directs the Office of Advocacy of the SBA to conduct annual studies on the impact of the events of September 11, 2001, on small business concerns, and the effects of assistance provided under this Act.

Expresses the sense of Congress that any presidential candidate should be permitted to participate in debates among candidates if: (1) at least five percent of all respondents in national public opinion polls of all eligible voters support the candidate's election for President; or (2) a majority of respondents in such polls support the candidate's participation in such debates.

Accidental Shooting Prevention Act of 2001 - Amends the Brady Handgun Violence Prevention Act to prohibit any person from manufacturing or importing, or any Federal firearms licensee from transferring possession of or title to, a pistol manufactured on or after January 1, 2004, unless the pistol includes: (1) a plainly visible device in a contrasting color that clearly indicates whether the pistol is loaded; and (2) a mechanism that prevents any semiautomatic pistol that has a detachable ammunition magazine from being fired when the magazine is not attached. Specifies that compliance with such provision shall not relieve any person from liability at common law or under State statutory law to any other person.

Disaster Relief Charities Accountability Act - Establishes the Charity Accountability Board which shall: (1) request information from and make recommendations to qualifying charitable organizations regarding the amount of disaster relief funds collected and dispersed by such organizations, administrative costs incurred, and the criteria used in dispersing disaster relief funds; (2) provide information about disaster relief funds to disaster victims and those wishing to contribute to such funds; and (3) report to the President and Congress on the status of such funds.

Staffing for Adequate Fire and Emergency Response Act of 2001 - SAFER Act of 2001 - Amends the Workforce Investment Act of 1998 to authorize the Secretary of Labor to make matching grants for up to 75 percent of the costs of projects to hire firefighters to eligible States, local governments, tribal organizations, or other public entities, or multi-jurisdictional or regional consortia of such entities.

International Disability and Victims of Landmines, Civil Strife and Warfare Assistance Act of 2001 - Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance to individuals with disabilities, including victims of civil strife and warfare, in foreign countries. Authorizes the Secretary of Health and Human Services to conduct programs (including the provision of grants to nongovernmental organizations for the purpose of carrying out research, prevention, public awareness, and assistance programs) in foreign countries related to individuals with disabilities, including victims of landmines and other victims of civil strife and warfare. Authorizes the Secretary of Veterans Affairs to provide: (1) advice and expertise on prosthetics, orthotics, physical and psychological rehabilitation and treatment, and disability assistance to other Federal agencies with respect to the implementation of programs to provide assistance to victims of landmines and other victims of civil strife and warfare in foreign countries and landmine research and health-related programs; and (2) technical assistance to private voluntary organizations with respect to the planning, development, operation, and evaluation of such landmine assistance, research, and prevention programs. Directs the Secretary of State to establish and chair an interagency group to coordinate all Federal programs that furnish assistance to victims of landmines and other victims of civil strife and warfare, and conduct landmine research, demining and prevention programs.
