Expresses the sense of the House of Representatives that: (1) U.S. funding to the government of Iraq for reconstruction, training for Iraqi security forces, and fuel for U.S. operations in Iraq should be provided as loans; and (2) the U.S. government should work with the government of Iraq to ensure that the government of Iraq obligates its own budget surplus for reconstruction projects before U.S. reconstruction aid is obligated.

Prohibits the Secretary of the Treasury and the Board of Governors of the Federal Reserve System from proposing, prescribing, or implementing any regulation pursuant to the prohibition against acceptance of a financial instrument for unlawful internet gambling, including certain proposed regulations published in the Federal Register on October 4, 2007.

Pedestrian Safety Enhancement Act of 2008 - Directs the Secretary of Transportation to study and report to Congress on the minimum level of sound that is necessary to be emitted from a motor vehicle, or some other method, to alert blind and other pedestrians of the presence of operating motor vehicles while traveling.

Shark Conservation Act of 2008 - Amends the High Seas Driftnet Fishing Moratorium Protection Act to direct the Secretary of Commerce to list a nation in the biennial report on international compliance if the nation's fishing vessels are or have been engaged in fishing activities that target or incidentally catch sharks and the nation has not adopted a shark conservation program that is comparable, taking into account different conditions, to that of the United States, including measures to prohibit removal any of the fins of a shark (including the tail) and discarding the carcass of the shark at sea. Amends the Magnuson-Stevens Fishery Conservation and Management Act to make it a prohibited act to have a shark fin (including the tail) aboard a vessel (currently, aboard a fishing vessel) without the corresponding carcass. Removes provisions creating a rebuttable presumption that any shark fins on board a fishing vessel were in violation if the total weight of shark fins exceeds 5% of the total weight of shark carcasses on board.

Post-9/11 Veterans Educational Assistance Act of 2008 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill individuals in certain length-of-service categories who, commencing on or after September 11, 2001, serve on active duty in the Armed Forces. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Makes individuals entitled to assistance under this Act also eligible for supplemental educational assistance for additional active duty service. Requires the Secretary to carry out a program, to be known as the "Yellow Ribbon G.I. Education Enhancement Program," under which colleges and universities may enter into an agreement with the Secretary to cover, for certain individuals, a portion of established charges not otherwise covered and match contributions toward such costs. Requires educational assistance under this Act to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

Taxpayer Bill of Rights Act of 2008 - Amends the Internal Revenue Code to require the Secretary of the Treasury to publish a summary statement of specified taxpayer rights and obligations. Authorizes the Secretary to: (1) make grants to provide matching funds for qualified return preparation programs that provide volunteer income tax preparation assistance to low-income taxpayers; and (2) refer such taxpayers to taxpayer clinics funded by the federal government. Requires the Secretary to establish a system for regulating and testing federal income tax return preparers. Requires refund loan facilitators to file annual registrations with the Secretary and to make certain disclosures to borrowers about refund anticipation loans. Expands and increases penalties on tax return preparers for understating taxpayer liabilities. Requires the Secretary to furnish to the public the identity of enrolled agents and registered refund loan facilitators. Permits enrolled agents licensed to practice before the Department of the Treasury to use the designation "enrolled agent," "EA," or "E.A." Expresses the sense of Congress that the IRS should provide certain expanded services to taxpayers. Authorizes the Secretary to award demonstration project grants to eligible entitites to provide bank accounts to taxpayers who currently do not have an account with a financial institution.

United States Army Commemorative Coin Act of 2008 - Instructs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half dollar clad coins as numismatic items emblematic of the traditions, history, and heritage of the U.S. Army, and its role in American society from the Colonial period to today. Requires the design for such coins to contain motifs that honor specifically the American soldier of both today and yesterday, in wartime and in peace, consistent with the traditions and heritage of the U.S. Army, the mission and goals of the National Museum of the U.S. Army, and the missions and goals of the Army Historical Foundation. Restricts coin issuance to the one-year period beginning on January 1, 2011. Requires all surcharges from coin sales to be promptly paid by the Secretary to the Foundation to help finance the National Museum of the U.S. Army.

Smuggled Tobacco Prevention Act of 2008 - Amends the Internal Revenue Code to require manufacturers and importers of tobacco products to legibly print a unique serial number on all packages of tobacco products manufactured or imported for sale or distribution. Imposes marking requirements for exports of tobacco products. Authorizes the Secretary of the Treasury to require additional secure methods of identification or marking of tobacco products. Requires the Secretary to prescribe a system of tobacco tax stamps, meter impressions, or other tax-payment indicia for tobacco products. Requires tobacco products sold on Indian reservations to be visibly and prominently labeled as such. Prohibits the export of tobacco products without the posting of a bond with the Secretary. Extends permit, recordkeeping, and reporting requirements to wholesalers of tobacco products. Establishes new criminal offenses relating to the distribution of tobacco products. Increases the civil penalty for tobacco-related infractions from $1,000 to $10,000. Amends the federal criminal code to: (1) extend criminal penalties for contraband cigarettes to tobacco products (i.e., cigars, cigarettes, smokeless tobacco, pipe tobacco, and roll-your-own tobacco) and define "contraband tobacco product" for purposes of such penalties; (2) establish new unlawful acts relating to tobacco products and machines used to manufacture or package tobacco products; and (3) establish whistleblower protections for employees who provide information about violations relating to contraband tobacco.

Defend the Olympic Spirit Act of 2008 - Prohibits the expenditure of appropriated funds to enable any U.S. officer or official to attend the opening ceremonies of the 2008 Olympic Games in the People's Republic of China. Permits expenditures to provide security during the Games to any U.S. athlete or associated support staff.

Putting Our Resources Towards Security (PORTS) Act - Directs the Secretary of Homeland Security, between fiscal years 2009 and 2013, to increase the number of full-time Customs and Border Protection (CBP) officers, agriculture specialists, and border security support personnel for U.S. ports of entry by not fewer than 5,000, 1,200, and 350, respectively, above the number of such personnel for which funds were made available during FY2008. Authorizes appropriations to the Administrator of the General Services Administration (GSA) for each of FY2009-FY2013 to make improvements to existing U.S. ports of entry to improve border security and for other purposes. Directs the Administrator to give priority to ports determined to be in most need of repair in accordance with required infrastructure assessment studies.

Families Beyond Bars Act of 2008 - Authorizes the Attorney General to award grants to qualified organizations to carry out child-parent visitation programs that foster and develop familial ties between eligible children and their incarcerated parents. Directs the Comptroller General to study and report to Congress on child-parent visitation programs.

National Sea Grant College Program Amendments Act of 2008 - Amends the National Sea Grant College Program Act to substitute "extension services" for "advisory services" in the definition of "project" and to add definitions for "regional research and information plan" and "National Ocean Research Priorities Plan and Implementation Strategy." Adds regional and national projects as elements of the national sea grant college program. Removes a reference to the sea grant review panel from provisions relating to the administration of the program. Refers to regional or national strategic investments being developed in consultation with the board and with the approval of sea grant colleges and the sea grant institutes. (Current law refers to the approval of the sea grant review panel as well as the colleges and institutes.) Revises the program director's duties. Modifies requirements regarding limits on: (1) grants and contracts to assist sea grant programs and projects; and (2) special grants to promote a strong educational base, research and training, dissemination of knowledge and techniques, and multidisciplinary approaches to environmental problems. Requires that sea grant colleges provide extension services (currently, advisory services). Redesignates the sea grant review panel as the National Sea Grant Advisory Board and modifies it's duties. Authorizes appropriations through FY2014. Repeals provisions regulating the distribution of any appropriated amounts exceeding the amounts appropriated for FY2003.

Child Protection Improvements Act of 2008 - Amends the National Child Protection Act of 1993 to direct the Attorney General to provide for a program for national criminal history background checks for child-serving organizations. Amends the PROTECT Act to provide for an extension of the Child Safety Pilot Program.

Protecting the Medicaid Safety Net Act of 2008 - Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Appropriations Act, 2007 to extend until April 1, 2009, the moratorium on implementation of a proposed rule ("Medicaid Program; Cost Limit for Providers Operated by Units of Government and Provisions To Ensure the Integrity of Federal-State Financial Partnership") relating to the federal-state financial partnerships under titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act. Extends until April 1, 2009, the moratorium on any action by the Secretary of Health and Human Services to restrict Medicaid payments for graduate medical education (GME). Amends the Medicare, Medicaid, and SCHIP Extension Act of 2007 to extend until April 1, 2009, the moratorium on certain restrictions relating to Medicaid coverage or payment for rehabilitation services or school-based administration and school-based transportation, including specified proposed regulations, if such restrictions are more restrictive in any aspect than those applied to such areas as of July 1, 2007. Establishes additional moratoria until April 1, 2009, on specified regulatory actions concerning Medicaid: (1) treatment of optional case management services; (2) outpatient hospital services; and (3) allowable provider taxes.

Expanding Tax Assistance Act of 2008 - Amends the Internal Revenue Code to direct the Secretary of the Treasury, subject to available funding, to expand Taxpayer Assistance Centers with the goal of providing at least one Center in each congressional district. Authorizes the use of volunteers and private contractors and grants to accomplish the expansion of such Centers.

Encourages support and appreciation for returning troops, especially those who have been wounded.

Investment in Kids' Instruction, Development and Support Act, or the Invest in KIDS Act - Amends part B of title IV of the Social Security Act to revise requirements for foster care and adoption assistance and for child welfare services. Authorizes a state foster care and adoption assistance plan, at state option, to include a child and family services component. Eliminates certain income eligibility requirements for foster care and adoption assistance. Authorizes: (1) Indian tribes to receive federal funds for such assistance; and (2) separate standards for foster family homes in which a foster parent is a relative of the foster child that protect the child's safety and provide for criminal records checks. Requires application to all children in state custody of state plan standards for foster family homes and child care institutions. Requires the Secretary of Health and Human Services, acting through the Administration of Children and Families, to make child welfare service quality improvement grants to states. Provides for an increased payment rate to states for short-term training of certain child welfare agency staff and court personnel. Allows state coverage of children in foster care after age 18 and up to age 21. Provides for state-optional kinship guardianship assistance payments for children. Authorizes the Secretary to make family connection grants to states. Extends the adoption incentives program for five years, and increases incentives payments for special needs adoptions and older child adoptions. Requires state plans to provide for siblings removed from their homes to be placed in the same foster care placement, unless contrary to their safety or well-being. Requires a state child welfare services plan to provide for development of a plan for the ongoing oversight and coordination of health care services for any child in a foster care placement. Requires case plans to include a plan for ensuring the educational stability of the child in foster care.

Strategic Petroleum Reserve Fill Suspension and Consumer Protection Act of 2008 - Directs the Secretary of Energy to suspend, during calendar year 2008, petroleum acquisition for the Strategic Petroleum Reserve (SPR) through the royalty-in-kind program or any other acquisition method. Authorizes resumption of such acquisition during calendar 2008 not earlier than 30 days after the Secretary notifies Congress that the weighted average price of petroleum in the United States for the most recent 90-day period is $50 or less per barrel.

Dorothy I. Height and Whitney M. Young, Jr. Social Work Reinvestment Act - Directs the Secretary of Health and Human Services to establish the Social Work Reinvestment Commission to provide independent counsel to Congress on policy issues associated with the recruitment, retention, research, and reinvestment in the profession of social work. Directs the Commission to study and report to Congress on issues facing the social work profession, including: (1) fair market compensation, high social work educational debt, social work workforce trends, knowledge development, and social work safety; and (2) state-level social work licensure and reciprocity agreements for providing services across state lines. Authorizes the Secretary to award various grants to eligible entities to support demonstration programs and other activities related to research, workplace improvements, education, training, and programs of excellence. Directs the Secretary to: (1) contract with a national social work research entity to serve as a coordinating center and clearinghouse for information on activities under the demonstration program; and (2) develop and issue public service announcements that advertise and promote the social work profession. Expresses the sense of Congress that the President should designate a National Social Work Awareness month.

Coastal Zone Reauthorization Act of 2008 - Amends the Coastal Zone Management Act of 1972 to authorize appropriations for grants under provisions relating to administration of a state's coastal zone management program, resource management improvement, coastal zone enhancement, and national estuarine reserves. Authorizes the use of amounts in the Coastal Zone Management Fund for expenses incidental to the administration of the Act. Increases, beginning in FY2009, the portion of amounts appropriated to carry out provisions relating to administration of a state's coastal zone management program and resource management improvement to be retained for use in implementing coastal zone enhancement grant provisions.

Military Pain Care Act of 2008 - Directs the Secretaries of Defense, Veterans Affairs, and Health and Human Services and the Surgeon General of the United States to develop and implement a pain care initiative in all military health care facilities. Requires the initiative to ensure that all active and retired military personnel and dependents receiving treatment in military health care facilities: (1) are assessed for pain at the time of admission or initial treatment, and periodically thereafter, using a professionally recognized pain assessment tool or process; and (2) receive appropriate pain care consistent with recognized means for assessment, diagnosis, treatment, and management of acute and chronic pain, including, as appropriate, access to specialty pain management services. Requires: (1) Department of Defense (DOD) contracts for medical care for military retirees, dependents, and survivors to include the provision of appropriate care for the treatment of pain; and (2) a Comptroller General study on the adequacy of pain care in DOD health care facilities, services, and programs.

Commercial Fishing Industry Health Care Coverage Act of 2008 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, through the Health Resources and Services Administration, to establish a grant program to assist commercial fishing states in establishing or strengthening programs to expand health care coverage and access for uninsured or underinsured workers in the commercial fishing industry and their families. Requires the Secretary to provide: (1) program planning grants for commercial fishing states and organizations within such states, including for initial research and planning to develop a qualified health care coverage program; and (2) implementation and administration grants for such states.

Provides that, if the federal medical assistance percentage (FMAP) determined under title XIX (Medicaid) of the Social Security Act without regard to this Act for a state for FY2008 is less than the FMAP as so determined for FY2007, the FY2007 FMAP shall be substituted for the FMAP for the third and fourth calendar quarters of FY2008, before the application of this Act. Provides that, if the FMAP determined without regard to this Act for a state for FY2009 is less than the FMAP as so determined for FY2008, the FY2008 FMAP shall be substituted for the FMAP for the first, second, and third calendar quarters of FY2009, before the application of this Act. Provides that, for each eligible state for the third and fourth calendar quarters of FY2008, and for the first, second, and third calendar quarters of FY2009, the FMAP shall be increased by 2.95 percentage points. Provides for an increase in the cap on Medicaid payments to Puerto Rico, the Virgin Islands, Guam, the Northern Mariana Islands, and American Samoa. Declares that, only for FMAP computation purposes, any significant disproportionate employer pension or insurance fund contribution shall be disregarded in computing the per capita income of a state, but not in computing the per capita income for the continental United States (and Alaska) and Hawaii.

Credit Cardholders' Bill of Rights Act of 2008 - Amends the Truth in Lending Act to prohibit a creditor from using certain adverse information, including information in a consumer report or any change in a consumer's credit score, as the basis for increasing any annual percentage rate (APR) of interest on the consumer's outstanding balance under an open end consumer credit plan, except for actions or omissions of the consumer directly related to such account. (Thus eliminates the universal default for credit already outstanding.) Bars a creditor from changing any term of the contract or agreement of an open end consumer credit plan until contract renewal, except for specific material reasons already contained in the contract or agreement. Requires advance notice of credit card account rate increases. Authorizes a consumer who receives such notice to: (1) cancel the credit card without penalty or the imposition of any fee; and (2) pay any outstanding balance that accrued before the effective date of the increase at the APR and in the repayment period in effect before notice was received. Prohibits a creditor from imposing interest on credit repaid within the interest-free repayment time period. (Thus prohibits double cycle billing). Prohibits the imposition of fees on any outstanding balance on a credit card account attributable only to accrued interest on previously repaid credit. Requires each periodic statement of account to provide specified information on obtaining the payoff balance. Prohibits a creditor from furnishing information to a consumer reporting agency concerning a newly opened credit card account until the consumer has used or activated the credit card. Details mandatory pro rata payment allocations by a creditor. Authorizes a consumer to opt-out of creditor authorization of over-the-limit transactions if fees are imposed. Restricts the frequency of over-the-limit fees. Specifies the contents of credit card price and availability information the Board of Governors of the Federal Reserve System must collect and make public semiannually. Prescribes a standard for the initial issuance of subprime or "fee harvester" cards (accounts requiring first-year fee payments in excess of 25% of the total amount of credit authorized).

Ronald Reagan Centennial Commission Act - Establishes the Ronald Reagan Centennial Commission to: (1) plan and carry out activities to honor Ronald Reagan on the occasion of the 100th anniversary of his birth; (2) provide assistance to federal, state, and local governmental agencies and civic groups to carry out such activities; and (3) study other federal activities to honor Ronald Reagan, including the issuance of a postal stamp, the issuance of a $1 coin for one year, and the convening of a joint session of Congress.

Robin Danielson Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to provide for the conduct or support of research on the extent to which additives in feminine hygiene products pose any risks to the health of women or the health of the children of women who use those products during or before the pregnancies involved. Directs the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) collect, analyze, and make available data on toxic shock syndrome, including data on the causes of such syndrome; and (2) determine the national incidence and prevalence of such syndrome.

States that any formal agreement emerging from the "Declaration of Principles for a Long-term Relationship of Cooperation and Friendship Between the Republic of Iraq and the United States of America" shall not have the effect of force of law unless the agreement is approved by Congress after the date of enactment of this Act. Expresses the sense of Congress that any formal agreement emerging from such Declaration must be approved by the Iraqi legislature. Prohibits funds appropriated or otherwise made available to the Department of Defense (DOD) or any other U.S. department or agency from being used to enforce or implement any formal agreement emerging from such Declaration unless the agreement is approved by Congress.

National Marine Mammal Research Program Act of 2007 - Amends the Marine Mammal Protection Act of 1972 to require the Marine Mammal Commission to establish the National Marine Mammal Research Program and a National Marine Mammal Research Program Office for the Research Program. Includes in the Program's purposes: (1) undertaking research on marine mammals, the factors that affect their populations and habitats, and related mitigation; and (2) coordinating and strengthening scientific research by developing partnerships among federal agencies, academia, industry, and other members of the oceanographic and marine mammal scientific communities. Authorizes the Commission to enter into contracts, make grants, or enter other arrangements as necessary to carry out the Program. Directs the President to create a National Marine Mammal Research Coordinating Committee, including in its duties: (1) developing a national marine mammal research plan; and (2) seeking to enter into an agreement with the National Research Council to periodically evaluate the scientific content of the plan and the implementation of research conducted under the Program.

Emergency Assistance for Secure Elections Act of 2008 - Directs the Administrator of General Services to reimburse certain jurisdictions for the costs of: (1) converting from electronic or other voting systems to paper ballot voting systems for the general elections for federal office to be held in November 2008; and (2) providing emergency paper ballots if the jurisdiction uses a direct recording electronic voting system which happens to fail. Directs the Administrator to reimburse any state, county, or equivalent location for the documented reasonable costs it incurs in conducting manual audits or hand recounts of the results of any of the regularly scheduled elections for federal office in November 2008 (including, at state or local option, manual audits of state and local elections, ballot initiatives, and referenda). Requires the Director of the National Institute of Standards and Technology (NIST) to study, test, and develop products and practices that ensure the accessibility of paper ballot verification and casting for individuals with disabilities, for voters whose primary language is not English, and for voters with difficulties in literacy.

Domestic Partnership Benefits and Obligations Act of 2007 - Provides that a federal employee and his or her domestic partner shall be entitled to benefits available to, and shall be subject to obligations imposed upon, a married federal employee and his or her spouse. Defines "domestic partner" to mean an adult unmarried person living with another adult unmarried person of the same sex in a committed, intimate relationship. Defines "benefits" to include federal health insurance and enhanced dental and vision benefits, retirement and disability benefits, family, medical, and emergency leave, group life insurance, long-term care insurance, compensation for work injuries, and benefits for disability, death, or captivity. Excludes members of the uniformed services from the definition of "employee." Sets forth requirements for filing: (1) an affidavit of eligibility as such a domestic partner, which shall include a certification that the employee and the domestic partner are each other's sole domestic partners and intend to remain so indefinitely; and (2) a statement upon dissolution of such a domestic partnership.
