Stop China's Heinous Exploitation and Malicious Espionage Against Congressional Access Act or the SCHEME Against Congressional Access Act This bill requires the Sergeants at Arms of the House of Representatives and the Senate to develop an interagency plan to assess whether employees of either chamber have connections to, and intend to engage in unlawful activity to the advantage of, the Chinese Communist Party. If an individual meets both of these criteria, the employing office for the individual must terminate their employment and refer them to the Federal Bureau of Investigation for appropriate investigation.

Accelerating Access to Critical Therapies for ALS Act This bill establishes grant programs to address neurodegenerative diseases, such as amyotrophic lateral sclerosis (also known as ALS or Lou Gehrig's disease), and contains other related provisions. The Department of Health and Human Services (HHS) shall award grants to eligible entities to support research on and facilitate access to investigational drugs that diagnose or treat ALS. The Food and Drug Administration shall award grants to public and private entities to cover the costs of research and development of drugs that diagnose or treat ALS and other severely debilitating neurodegenerative diseases. HHS shall also establish the Collaborative for Neurodegenerative Diseases, which shall support the development and regulatory approval of drugs that address ALS and other rare neurodegenerative diseases.

The American PPE Supply Chain Integrity Act This bill requires the federal government to purchase medical supplies and personal protective equipment from the United States, with exceptions for small purchases. Specifically, the bill requires the Department of Health and Human Services, the Department of Homeland Security, and the Department of Veterans Affairs to purchase specified medical supplies (including disinfecting wipes and natural fiber products) and personal protective equipment (including surgical masks, face shields, and foot coverings) from products that are 100% grown, reprocessed, reused, or produced in the United States. The bill makes an exception for purchases for amounts not greater than $150,000. The bill applies the Berry Amendment (which requires the Department of Defense to give preference in procurement to domestically produced, manufactured, or home-grown products) to specified supplies and equipment, such as surgical dressing materials, hospital and surgical clothing, and textile medical supplies and equipment.

Abortion Providers Loan Elimination Act This bill modifies the Paycheck Protection Program, established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019), by making any individual or entity that provides abortions ineligible to receive a paycheck protection loan. An exception is allowed for abortions performed at hospitals or if the pregnancy is the result of rape or incest or endangers the life of the mother. The Inspector General of the Small Business Administration must investigate and report on the number of paycheck protection loans made to the Planned Parenthood Federation of America and other individuals or entities that provide abortions.

Open Schools Responsibly Act This bill limits civil liability for elementary and secondary schools and institutions of higher education relating to any harm arising from exposure to, or infection by, coronavirus (i.e., the virus that causes COVID-19) suffered by a student, employee, or visitor. Specifically, a school or institution shall not be liable for such harm if the school or institution was in compliance with applicable state and federal guidelines. However, a school or institution may be liable for acts or omissions that constitute willful or criminal misconduct, gross negligence, reckless misconduct, or a conscious flagrant indifference to the rights or safety of the individual harmed.

This bill directs the Department of Agriculture (USDA) to make payments to a timber harvesting business or timber hauling business that, as a result of the COVID-19 (i.e., coronavirus disease 2019) pandemic, experienced a loss of not less than 10% in gross revenue during the period beginning on January 1, 2020, and ending on July 31, 2020, as compared to its gross revenue during the same period in 2019. The amount of a payment made to an eligible entity shall be equal to 10% of the gross revenue of the business during the period beginning on January 1, 2019, and ending on July 31, 2019. USDA shall make such a payment only to a business that certifies that the payment will be used only for operating expenses.

Coastal and Inland Ports and Terminals Commerce Improvement Act This bill directs the U.S. Maritime Administration (MARAD) of the Department of Transportation to provide grants to the owners or operators of certain inland and small coastal port and terminal facilities, and for infrastructure improvements, equipment purchases, and capital investments at such facilities. Eligible facilities include piers, wharves, docks, terminals, and similar structures used principally for the movement of goods, including areas of land, water, or areas in proximity to such structure that are necessary for the movement of goods, located at a port, to and from which the average annual tonnage of cargo for the immediately preceding three calendar years from the time an application is submitted is less than 8 million short tons as determined using U.S. Army Corps of Engineers data. In providing assistance, MARAD must take into account the economic advantage and the contribution to freight transportation at eligible facilities, and the competitive disadvantage of such facilities; not make more than one award per applicant for each fiscal year appropriation; and promote the enhancement and efficiencies of such facilities. MARAD may not provide funding unless it determines that sufficient funding is available for a recipient to meet federal matching requirements.

Just and Unifying Solutions To Invigorate Communities Everywhere Act of 2020 or the JUSTICE Act This bill addresses policies and issues regarding policing practices and law enforcement accountability. Accelerating Access to Critical Therapies for ALS Act This bill establishes a grant program, as well as a new center within the Food and Drug Administration (FDA), to facilitate access to investigational therapies for neurodegenerative diseases such as amyotrophic lateral sclerosis (i.e., ALS, also known as Lou Gehrig's disease, a progressive and fatal disease). Specifically, the Department of Health and Human Services (HHS) must award grants for the provision of investigational drugs for ALS and other rapidly progressing neurodegenerative diseases through an expanded access (i.e., compassionate use) program. HHS may award these grants to (1) a small business that is the sponsor of an investigational new drug application, or (2) a participating clinical trial site for such a sponsor. Additionally, HHS must establish within the FDA a Center of Excellence for Neurodegenerative Diseases. The center shall have duties and authorities similar to those of the FDA's Oncology Center of Excellence, which helps expedite the development of medical products and assists providers in requesting access to investigational drugs.

Safeguarding Educational Institutions, Colleges, Universities, and Research Entities from China's Attempts to Misappropriate Property of the United States Act of 2020 or the SECURE CAMPUS Act of 2020 This bill prohibits certain Chinese citizens from receiving visas to participate in graduate or post-graduate studies in science, technology, engineering, or math (STEM) and contains other related provisions. This prohibition applies to F (academic student) and J (exchange visitor) visas and does not apply to citizens or permanent residents of Taiwan or Hong Kong. (China considers Taiwan a Chinese province. Hong Kong is a special administrative region within China, and most of its permanent inhabitants are Chinese citizens.) The Department of State may waive this prohibition on a case-by-case basis for national security purposes or if the applicant is a member of a religious or ethnic group that is systematically oppressed by the Chinese Communist Party. A recipient of a federal STEM research grant must certify that the recipient (1) is not a Chinese citizen or a participant in a Chinese government foreign researcher recruitment program (a program that compensates individuals to conduct STEM-related research and development), and (2) will not knowingly use grant funds to employ such an individual. Entities that receive certain federal research or education assistance shall not knowingly employ any individual participating in a Chinese government foreign researcher recruitment program. An individual who recruits or performs research for such a program must register as an agent of a foreign principal.

Healthy Dog Importation Act This bill imposes requirements on the importation of live dogs. Specifically, the bill prohibits the importation of a live dog into the United States unless the Department of Agriculture (USDA) determines the dog (1) is in good health, (2) has received all necessary vaccinations and demonstrated negative test results as evidenced by a certificate from a licensed veterinarian, and (3) is officially identified by a permanent method approved by USDA. Additionally, dogs entering the United States for transfer must be at least six months of age and accompanied by a USDA permit. Transfer is defined as a change of ownership or control of an imported dog to another person, including by sale, adoption, exchange, or donation. USDA must provide an exception to any requirements under the bill for dogs that are transferred for (1) research purposes; (2) veterinary treatment under certain conditions, including appropriate quarantining; or (3) lawful importation into the state of Hawaii if the dog is not transported out of Hawaii for resale at less than six months of age. USDA also has enforcement authority under the bill.

No TikTok on Government Devices Act This bill prohibits federal employees from using the social media video application TikTok on government-issued devices. Specifically, the bill prohibits employees and officers of the United States, Members of Congress, congressional employees, and officers and employees of government corporations from downloading or using TikTok, or any successor application from the developer, on any device issued by the federal government or a government corporation, with the exception of specified activities (e.g., cybersecurity research).

Protecting Life in Crisis Act This bill specifies that federal funds allocated for COVID-19 (i.e., coronavirus disease 2019) response efforts may not, in general, be used for abortions. Current law (specifically, language that has historically been included in certain appropriations bills, commonly referred to as the Hyde Amendment) generally prohibits the use of federal funds for abortions. The bill also restricts the use of federal tax credits or other federal funding for health insurance coverage if the coverage includes abortions.

Landing Pass Extension Act of 2020 This bill allows a qualified alien crew member of a vessel to obtain a permit to land temporarily in the United States for up to 180 days, where currently such permits generally do not allow for stays exceeding 29 days. Specifically, an immigration officer may grant a crew member a 180-day landing permit if the officer is satisfied that the crew member (1) intends to depart within the prescribed period on a vessel other than the vessel the crew member arrived on, and (2) will perform ship-to-ship cargo transfer operations to or from a vessel engaged in foreign trade.
