Breast Cancer Patient Protect Action of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group health plan or a health issuer offering group health insurance coverage that provides medical and surgical benefits to ensure that inpatient (and in the case of a lumpectomy, outpatient) coverage and radiation therapy are provided for breast cancer treatment. Prohibits such a plan or issuer from: (1) restricting benefits for any hospital length of stay to less than 48 hours in connection with a mastectomy or breast conserving surgery or 24 hours in connection with a lymph node dissection; or (2) requiring that a provider obtain authorization from the plan or issuer for prescribing any such length of stay. Requires such a plan or issuer to: (1) provide notice to each participant and beneficiary regarding the coverage required under this Act; and (2) ensure that full coverage is provided for secondary consultations by specialists in the appropriate medical fields to confirm or refute a diagnosis of cancer. Applies such requirements to health insurance issuers offering coverage in the individual market.

Requires the government to: (1) conduct its official business in English, including publications, income tax forms, and informational materials; and (2) preserve and enhance the role of English as the official language of the United States of America. Provides that no person has a right, entitlement, or claim to have the government act, communicate, perform, or provide services or materials in any other language, unless specifically stated in applicable law. Provides that this Act shall not apply to the use of a language other than English for religious purposes, for training in foreign languages for international communication, or in school programs designed to encourage students to learn foreign languages. States that this does not prevent the U.S. government from providing interpreters for persons over age 62. Repeals provisions of the Voting Rights Act of 1965 regarding bilingual election requirements and regarding congressional findings of voting discrimination against language minorities, prohibition of English-only elections, and other remedial measures. Amends the Immigration and Nationality Act to require that all public ceremonies in which the oath of allegiance is administered pursuant to such Act be conducted solely in English. Specifies that this Act shall not preempt any state law.

Entitles a preference eligible involuntarily separated in the circumstances described above to appeal to the Merit Systems Protection Board any failure to comply with the requirements of this Act.

National Guard Empowerment Act of 2007 - Expands the: (1) authority of the Chief of the National Guard Bureau (Bureau) to include membership on the Joint Chiefs of Staff (JCS) (and raises the grade of the Chief from lieutenant general to general); and (2) functions of the Bureau to include facilitating and coordinating, with other federal agencies and the states, the use of Guard personnel and resources for, and in, contingency operations, military operations other than war, natural disasters, and support of civil authorities. Directs the Chief to: (1) identify gaps between federal and state capabilities to prepare for and respond to emergencies; and (2) make recommendations to the Secretary of Defense on Guard programs and activities to address such gaps. Requires annual Department of Defense (DOD) budget justification documents to include separate amounts for Guard training and equipment for military assistance to civil authorities and other domestic operations. Expresses the sense of Congress calling for consideration of eligible reserve officers for promotion to the grades of lieutenant general or vice admiral on the active duty list. Treats service as a Bureau adjutant general as joint duty experience. Requires the position of Deputy Commander of the U.S. Northern Command to be filled by a qualified Guard officer eligible for promotion to the grade of lieutenant general. Requires an annual plan for the use of the Armed Forces and National Guard for responding to disasters and acts of terrorism.

Gives grant priority to applicants that demonstrate the greatest financial need. Reserves the following portions of grant funds made available for each fiscal year: (1) at least 10% for historically Black colleges and universities, Hispanic-serving institutions, and tribally controlled colleges and universities; and (2) at least 10% for social fraternities and sororities. Provides that any application for assistance under this Act, any negative determination on the part of the Secretary with respect to such application, or any statement of reasons for the determination, shall not be admissible as evidence in any proceeding of any court, agency, board, or other entity (except a proceeding to enforce an agreement entered into between the Secretary and a grantee under this Act).

Consistency, Accuracy, Responsibility, and Excellence in Medical Imaging and Radiation Therapy Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish standards to ensure the safety and accuracy of medical imaging studies and radiation therapy treatments. Imposes such standards on personnel who perform, plan, or evaluate, or verify patient doses for, medical imaging studies and radiation therapy procedures and not on the equipment used. Exempts physicians, nurse practitioners, and physician assistants. Directs the Secretary to ensure that individuals demonstrate compliance with such standards. Requires the Secretary to provide a method for the recognition of individuals whose training and experience are determined to equal or exceed that of: (1) a graduate of an accredited educational program in that specialty; or (2) an individual who is regularly eligible to take the licensure or certification examination for that discipline. Directs the Secretary to certify qualified nonprofit organizations as approved bodies to provide accreditation to individuals that demonstrate compliance with such standards. Requires individuals who provide medical imaging services relating to mammograms to continue to meet standards under the Mammography Quality Standards Act of 1992. Deems state standards for licensure or certification of personnel, accreditation of educational programs, or administration of examinations to be in compliance with the standards under this Act unless the Secretary determines otherwise. Requires the Secretary to establish a process by which a state may appeal such a determination. Requires the Secretary to ensure that all programs under the authority of the Secretary meet such standards. Authorizes the Secretary to develop alternative standards for rural areas or health professional shortage areas as appropriate to assure access to quality medical imaging.

Directs the Secretary to choose three quality measures from the study for LTCHs to report. Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to require annual updates of LTCH base rates and wage indices and the reweighting of LTCH-DRGs. Prohibits the Secretary from extending application of the 25% (or applicable percentage) patient threshold payment adjustment to freestanding LTCHs.

Health Partnership Through Creative Federalism Act - Requires the Secretary of Health and Human Services to establish a State Health Coverage Innovation Commission to: (1) request states to submit proposals for state health care expansion and improvement programs, which may include reform options such as tax credit approaches, expansions of public programs, or other appropriate alternatives; (2) review state applications and submit to Congress a list of state applications that the Commission recommends for approval; (3) report to the public concerning progress made by states; and (4) make recommendations to the Secretary and Congress for minimizing the negative effect of state programs on national employer groups, provider organizations, and insurers because of differing state requirements under the programs. Requires states to prepare and submit to the Commission a healthcare plan that has as its goal increased coverage and such additional goals as improvements in quality, efficiency, cost-effectiveness, and the appropriate use of information technology. Sets forth rules for congressional consideration of state proposals. Requires the Secretary to provide a grant to a state that has an application approved to enable such state to carry out an innovative state health program. Requires the Commission to direct the Secretary to: (1) fund a balanced diversity of approaches; and (2) link allocations to the state to the meeting of goals and performance measures related to health care coverage and health care costs. Prohibits states from: (1) changing eligibility criteria for state medical assistance programs; or (2) permitting the imposition of any preexisting condition exclusion for covered benefits, with exceptions.

Requires institutions to give such students certain refunds of tuition or fees paid prior to active duty. Includes as active duty, in the case of National Guard members, active state duty. Excludes training or attendance at a service school from treatment as active duty.

Requires that the new federal tax system be approved by Congress in its final form by July 4, 2010.

Sets forth penalties for violations. Amends title XVIII (Medicare) of the Social Security Act to prohibit issuers of Medicare supplemental policies from discriminating on the basis of genetic information. Extends medical privacy and confidentiality rules to the disclosure of genetic information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate against an individual or deprive such individual of employment opportunities because of genetic information. Prohibits the collection and disclosure of genetic information, with certain exceptions. Establishes a Genetic Nondiscrimination Study Commission to review the developing science of genetics and advise Congress on the advisability of providing for a disparate impact cause of action under this Act.

Outlines conditions under which Department facilities shall be deemed geographically inaccessible. Authorizes the Secretary to waive the requirement of geographic inaccessibility, on a case-by-case basis, if the costs to the Department of providing such care significantly outweigh the benefits of localized health care for the veteran.

Makes eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay those individuals who were retired or separated from military service due to a service-connected disability.

Requires, with respect to the Bayou aux Carpes Addition and the CIT Tract Addition, any federal land acquired in such Additions to: (1) be transferred without consideration to the administrative jurisdiction of the National Park Service; and (2) any federal land in the Additions that is transferred, be subject to any easements that have been agreed to by the Secretary and the Secretary of the Army. Permits the acquisition of any private land, water, or interests in land and water in the Unit only with the owner's consent. Modifies and/or eliminates certain provisions related to the acquisition of property within the Unit. Permits hunting, fishing, and trapping within the Unit, but only as to land, water, or interests in land and water managed by the Secretary. Continues to provide for the designation of zones where, and established periods when, no hunting, fishing, or trapping shall be permitted except for public safety reasons.

Requires a state seeking a grant to carry out its activities through a lead entity to be known as a 2-1-1 Collaborative. Requires grant amounts to be used solely to make available to a state 2-1-1 telephone service for community information and referral on human services to all citizens of that state with phone access, including telephone connections between families and individuals seeking services and the service providers. Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.
