Family Violence Prevention and Services Improvement Act of 20 2 3 This bill modifies, expands, and reauthorizes through FY2028 the Family Violence and Prevention Services program, which funds emergency shelters and supports related assistance for victims of domestic violence. Specifically, the bill requires the Department of Health and Human Services (HHS) to award grants and enter cooperative agreements with state and tribal domestic violence coalitions, and community-based organizations, to support prevention services. Depending on the type of organization, grant recipients must use funding to (1) provide technical assistance; (2) promote evidence-informed prevention strategies; (3) implement coordinated, community responses to reduce risk factors for family violence; and (4) develop prevention partnership strategies. Further, HHS must award specified grants to organizations that provide population-specific services in underserved communities and to community-based organizations that provide culturally specific domestic violence services to racial and ethnic minority groups. The bill also establishes a grants program for tribal domestic violence coalitions to support the provision of local, tribal, family domestic or dating violence services and requires HHS to award a grant for the administration of a hotline dedicated to serving Indians affected by domestic violence. In addition, the bill modifies certain program-wide definitions; changes the requirements for specified grant applications, eligibility criteria, and use of funds; and makes other technical revisions.

Safe Step Act This bill requires a group health plan to establish an exception to medication step-therapy protocol in specified cases. A medication step-therapy protocol establishes a specific sequence in which prescription drugs are covered by a group health plan or a health insurance issuer. A request for such an exception to the protocol must be granted if (1) an otherwise required treatment has been ineffective, (2) such treatment is expected to be ineffective and delaying effective treatment would lead to irreversible consequences, (3) such treatment will cause or is likely to cause an adverse reaction to the individual, (4) such treatment is expected to prevent the individual from performing daily activities or occupational responsibilities, (5) the individual is stable based on the prescription drugs already selected, or (6) there are other circumstances as determined by the Employee Benefits Security Administration. The bill requires a group health plan to implement and make readily available a clear process for an individual to request an exception to the protocol, including required information and criteria for granting an exception. The bill further specifies timelines under which plans must respond to such requests.

Special Diabetes Program for Indians Reauthorization Act of 2023 This bill extends funding through FY2028 for the Special Diabetes Program for Indians. The program is administered by the Indian Health Service and provides funds to Indian health programs for diabetes prevention and treatment.

This bill expresses the sense of Congress that (1) medication abortion is appropriately approved and regulated under federal law, and (2) federal law preempts any in-person dispensing requirements or telehealth restrictions with respect to medication abortion under state law.

Preserving Rules Ordered for The Entities Covered Through 340B Act of 2023 or the PROTECT 340B Act of 2023 This bill prohibits pharmacy benefit managers (PBMs) and health insurance plans from discriminating against health providers participating in the 340B drug pricing program, including pharmacies contracted with such providers to dispense 340B drugs. The 340B program allows certain providers to receive covered outpatient drugs at reduced prices from manufacturers. Specifically, PBMs and insurance plans may not reimburse 340B participants at a lower rate than other entities not participating in the program; impose differing terms (such as fees, charge-backs, or audits) on 340B participants; interfere with an individual's choice to receive drugs from a 340B participant; require 340B participants to identify which drugs fall within the program; or refuse to contract with a 340B participant on the basis that they utilize the program. Further, insurance plans may not deny coverage of drug because it is a 340B drug. Violations of this bill are subject to a civil penalty of not more than $5,000 per violation per day. These prohibitions also apply to prescription drug (Part D) sponsors under Medicare. The bill also provides for a process to prevent duplicate 340B drug discounts to states under Medicaid.

Authorization for Use of Military Force Resolution of 2023 This joint resolution repeals the 2001 Authorization for Use of Military Force, which authorizes the President to employ U.S. military forces against any nation, organization, or persons determined to have planned, authorized, committed, or aided the September 11, 2001, terrorist attacks, or harbored such persons. This joint resolution also authorizes the President to use necessary and appropriate military force to defend against a direct and substantial armed attack against the United States, or a threat of such an attack, from Al Qaeda in Afghanistan, the Islamic State Khorasan organization based in Afghanistan, or the Islamic State of Iraq and Syria. This authority sunsets four years after enactment.

Strengthening Medicare for Patients and Providers Act This bill modifies certain adjustments to payment amounts under the Medicare physician fee schedule. Payment amounts under the Medicare physician fee schedule are based on a service's relative value, a conversion factor, and a geographic adjustment factor. Current law provides for separate conversion factors for physicians that are qualifying participants in advanced alternative payment models (also known as qualifying APM participants) and for other physicians beginning in 2026, with an annual update of 0.75% and 0.25%, respectively. The bill replaces the separate conversion factors for qualifying APM participants and other physicians with a single conversion factor and provides for an update that is equal to the annual percentage increase in the Medicare Economic Index, beginning in 2024. (The Medicare Economic Index is a specialized index that is generally used to determine allowed charges for physician services based on annual price changes.)

Nancy Gardner Sewell Medicare Multi-Cancer Early Detection Screening Coverage Act This bill allows for Medicare coverage and payment for multi-cancer early detection screening tests that are approved by the Food and Drug Administration and that are used to screen for cancer across many cancer types, if the Centers for Medicare & Medicaid Services determines such coverage is appropriate.

Panama Canal Zone Veterans Act of 2023 This bill establishes a presumption of service-connection for specified conditions associated with active duty service in or near the Panama Canal Zone (zone) from January 1, 1958, through the latter of December 31, 1999, or the date on which the last service member departed from duty in the zone. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. The presumption of service-connection applies to illnesses listed in the bill (e.g., Hodgkin's disease) or those that (1) have a positive association with exposure to an herbicide agent that is known or presumed to be associated with service in the zone during the specified time period, and (2) become manifest in a veteran who served in the zone during the specified time period and was exposed to an herbicide agent during such service. The Department of Veterans Affairs must prescribe regulations providing for a presumption of service-connection whenever there is a determination that a positive association exists between the exposure to an herbicide agent known or presumed to be associated with service in or near the zone and the occurrence of an illness in humans.

National Nursing Workforce Center Act of 2023 This bill sets out a pilot program to support state agencies, state boards of nursing, nursing schools, or other eligible entities with establishing or expanding state-based nursing workforce centers that carry out research, planning, and programs to address nursing shortages, nursing education, and other matters affecting the nursing workforce. The bill also expands the authority of the Health Resources and Services Administration (HRSA) to establish health workforce research centers and specifically requires that HRSA establish a center focused on nursing.

Ally's Act This bill requires private health insurance plans to cover certain hearing devices and systems (e.g., bone-anchored auditory implants) and related items and services. The financial requirements and treatment limitations applicable to such coverage may be no more restrictive than the requirements and limitations for other medical and surgical benefits covered under the plan. Further, a plan may not deny or limit coverage based on the plan's review of the medical necessity of such items or services.

Helping Kids Cope Act This bill establishes programs within the Health Resources and Services Administration (HRSA) to support pediatric behavioral health care. Specifically, HRSA must award grants, contracts, or cooperative agreements to eligible health care providers for (1) integrating and coordinating pediatric behavioral health care within communities, and (2) pediatric mental health and substance use disorder workforce training. Additionally, HRSA must award grants, contracts, or cooperative agreements to hospitals or rural health clinics that predominately treat individuals under age 21 for expanding their capacity to provide pediatric behavioral health services. Recipients may use awards for constructing or modernizing sites of care and enhancing digital infrastructure, telehealth capabilities, or other improvements to patient care infrastructure.

Minorities in Aviation Education Act of 2023 This bill establishes grants for increasing the exposure and access of students to the aviation industry, with a particular focus on women and minorities. Specifically, the Department of Transportation (DOT) must establish the Bessie Coleman Aviation Education Program to award the grants to state and local governments or educational agencies for activities that increase exposure and access to aviation-related education and jobs, such as programs to increase the recruitment and retention of underrepresented minorities in aviation degree programs. DOT must prioritize grant applicants that propose to use the funds to encourage the participation of women, minorities, and individuals in rural and urban areas in the aviation industry.

Women's Health Protection Act of 2023 This bill prohibits governmental restrictions on the provision of, and access to, abortion services. Before fetal viability, governments may not restrict providers from using particular abortion procedures or drugs, offering abortion services via telemedicine, or immediately providing abortion services if delaying risks the patient's health. Furthermore, governments may not require providers to perform unnecessary medical procedures, provide medically inaccurate information, or comply with credentialing or other conditions that do not apply to providers who offer medically comparable services to abortions. Additionally, governments may not require patients to make medically unnecessary in-person visits before receiving abortion services or disclose their reasons for obtaining services. After fetal viability, governments may not restrict providers from performing abortions when necessary to protect a patient's life and health. The same provisions that apply to abortions before viability also apply to necessary abortions after viability. Additionally, states may authorize post-viability abortions in circumstances beyond those that the bill considers necessary. Further, the bill recognizes an individual's right to interstate travel, including for abortion services. The bill also prohibits governments from implementing measures that are similar to those restricted by the bill or that otherwise single out and impede access to abortion services, unless the measure significantly advances the safety of abortion services or health of patients and cannot be achieved through less restrictive means. The Department of Justice, individuals, or providers may sue states or government officials to enforce this bill, regardless of certain immunity that would otherwise apply.

Access to AEDs Act This bill requires the Department of Health and Human Services to award grants to local educational agencies (LEAs), including public charter schools operating as LEAs under state law, to promote student access to defibrillation in elementary and secondary schools.

Advancing Cutting Edge Agriculture Act or the ACE Agriculture Act This bill reauthorizes the Agriculture Advanced Research and Development Authority (AGARDA) and expands the program's environmental sustainability goals. (The program supports innovative research and development of technology, research tools, and products to address long-term and high-risk challenges related to food and agriculture.) The bill expands the program's goals to include water conservation and responding to greenhouse gas emissions, as well as resilience to (1) drought, (2) infectious diseases, and (3) plant and animal pathogens and pests. The bill also removes the current pilot program designation and requires the Department of Agriculture to establish and maintain an AGARDA staff.

Protection from Abusive Passengers Act This bill addresses the banning of abusive passengers from commercial aircraft flights. Abusive passenger is defined as any individual who engages in behavior that results in a civil penalty or conviction for assaulting, threatening, or intimidating a crew member or passenger on an aircraft flight, or for taking any action to interfere with security screening personnel or any security system related to civil aviation security. The bill requires the Federal Aviation Administration or the Department of Justice to provide the identity (including the full name, date of birth, and gender) of all abusive passengers to the Transportation Security Administration (TSA). The TSA must maintain a list of abusive passengers and develop and make publicly available policies and procedures for handling individuals included on the list. Any individual on the list is prohibited from boarding any commercial aircraft flight until the individual is removed from such list. Additionally, all abusive passengers are permanently ineligible to participate in the TSA PreCheck or the U.S. Customs and Border Protection's Global Entry programs, with specified exceptions.

Truck Parking Safety Improvement Act This bill directs the Department of Transportation (DOT) to provide competitive grants for projects that provide public parking for commercial motor vehicles and improve the safety of commercial motor vehicle drivers. States, metropolitan planning organizations, tribal governments, and local governments are eligible for these grants. The grants must be used for projects on federal-aid highways or a facility with reasonable access to such a highway or a freight facility. In providing grants, DOT must determine that there is a shortage of commercial motor vehicle parking capacity in the corridor in which the project is located; the eligible entity has consulted with motor carriers, commercial motor vehicle drivers, public safety officials, and private providers of commercial motor vehicle parking regarding the project; the project will likely increase the availability or utilization of commercial motor vehicle parking, facilitate the efficient movement of freight or improve highway safety, traffic congestion, and air quality; and the eligible entity has demonstrated the ability to provide for the maintenance and operation of the facility. To the maximum extent practicable, DOT must select grant projects that maximize the geographic dispersion of new commercial motor vehicle parking capacity across the United States.

National Plan to End Parkinson's Act This bill requires the Department of Health and Human Services (HHS) to carry out a project to prevent and cure Parkinson's disease (a progressive brain disorder that causes unintended or uncontrollable movements) and related conditions. Among other components of the project, HHS must (1) implement and periodically update a national plan to coordinate and guide efforts to prevent, slow the progression of, and cure the disease; and (2) improve diagnosis, treatment, and care of those with the disease. HHS must also annually assess the preparations for and response to the increased burden of Parkinson's disease. In addition, the bill establishes a council, comprised of federal and nonfederal stakeholders, to advise HHS on and make recommendations concerning the prevention and treatment of Parkinson's disease. The provisions of the bill terminate at the end of calendar year 2035.

Resident Physician Shortage Reduction Act of 2023 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for qualifying hospitals, including hospitals in rural areas and health professional shortage areas. Current law provides for an increase of up to 200 positions per fiscal year beginning in FY2023, with a total increase of 1,000 positions; each hospital may receive up to 25 additional positions. Current law also provides for an additional increase of up to 200 positions for FY2026, with at least 100 of these positions for psychiatry or related specialties; each hospital may receive up to 10 additional positions. The bill provides for an additional increase of 2,000 positions per fiscal year from FY2025-FY2031; during this period, each hospital may receive up to 75 additional positions in total under the bill and current law. Additionally, one-third of the positions that are made available under the bill must be allocated to hospitals that are already operating above applicable resident limits. The bill also requires the Government Accountability Office to report on strategies to increase the diversity of the health professional workforce, including with respect to representation from rural, low-income, and minority communities.

Prostate-Specific Antigen Screening for High-risk Insured Men Act or the PSA Screening for HIM Act This bill requires private health insurance plans to cover preventive prostate cancer screenings that are not already covered under the recommendations of the U.S. Preventive Services Task Force for men with a family history of prostate cancer, without imposing any cost-sharing requirement.

International Human Rights Defense Act of 2023 This bill establishes in the Department of State a permanent Special Envoy for the Human Rights of LGBTQI+ (lesbian, gay, bisexual, transgender, queer, or intersex) Peoples who shall serve as the principal State Department advisor regarding human rights for LGBTQI+ people and represent the United States in diplomatic matters relevant to the human rights of LGBTQI+ people. The special envoy shall periodically provide Congress with a U.S. global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTQI+ people. The State Department and the U.S. Agency for International Development may provide assistance to prevent and respond to such activities against LGBTQI+ people. The bill also requires that specified annual country reports on human rights practices include information on criminalization, discrimination, and violence based on sexual orientation and gender identity.

Global Health, Empowerment and Rights Act This bill establishes that a foreign nongovernmental organization shall not be disqualified from receiving certain U.S. international development assistance solely because the organization provides medical services using non-U.S. government funds if the medical services do not violate the laws of the country in which they are being provided. Such foreign organizations shall not be subject to requirements relating to their use of non-U.S. funds for advocacy or lobbying activities, other than those that apply to U.S. nongovernmental organizations.

This resolution encourages the African Union (AU) and its member countries to prioritize economic and political reforms that uphold human rights, combat corruption, create an enabling climate for private sector investment, and promote transparent and accountable governance. The resolution also calls on the U.S. President and Secretary of State to carry out initiatives that bolster trade, elevate diplomatic engagement, combat food insecurity, and promote peace in Africa. (AU is a multilateral organization consisting of 55 member states of the African continent.)

Block the Use of Transatlantic Technology in Iranian Made Drones Act This bill requires plans to prevent Iran from acquiring certain technologies related to unmanned aircraft systems (UAS). The bill requires the Department of Commerce to develop a strategy to supplement the existing U.S. sanctions regime against Iran by preventing the export to Iran of certain technologies (including microcontrollers, voltage regulators, and microprocessors) that can be used in the development and employment of UAS. The Department of State must develop a strategy to engage with European and Asian allies and partners to prevent the export of these technologies to Iran by such allies and partners. The Department of Defense must develop a range of options that may be employed by the U.S. Armed Forces to counter or deny the ability of Iran to acquire these technologies, computer-aided design software, and computer numerical control machines.

Safeguarding Human Rights in Arms Exports Act of 2023 or the SAFEGUARD Act of 2023 This bill establishes specified measures to prevent the sale, export, or transfer of defense articles or defense services to foreign countries for use in violation of international humanitarian law or internationally recognized human rights. These measures include (1) prohibiting arms sales to countries committing genocide or war crimes, (2) requiring a consideration of human rights practices and democratization in any foreign country to which an arms sale is contemplated, and (3) providing for congressional oversight of arms exports to foreign countries wherein certain human rights violations have occurred.

Setting Consumer Standards for Lithium-Ion Batteries Act This bill requires the Consumer Product Safety Commission to issue a consumer product safety standard for rechargeable lithium-ion batteries used in micromobility devices, such as electric bicycles and scooters, to protect against the risk of fires.

End Tuberculosis Now Act of 2023 This bill authorizes actions, including the provision of international assistance, to combat tuberculosis. The President may provide international assistance to prevent, treat, control, and eliminate tuberculosis. The President must also establish goals for U.S. efforts to detect, cure, and prevent all forms of tuberculosis globally by updating the National Action Plan for Combating Multidrug-Resistant Tuberculosis. The Government Accountability Office must periodically report to Congress on the impact of efforts to combat tuberculosis that are supported by U.S. bilateral assistance.

VA Emergency Transportation Act This bill requires the Department of Veterans Affairs (VA) to reimburse a veteran for the reasonable value of emergency transportation by a non-VA provider (1) to a facility for emergency treatment, or (2) from a non-VA facility where the veteran was treated to a VA or other federal facility for additional care.

LA28 Olympic and Paralympic Games Commemorative Coin Act This bill directs the Department of the Treasury to mint coins in commemoration of the 2028 Olympic and Paralympic Games in Los Angeles, California. All surcharges received by Treasury from the sale of the coins shall be promptly paid by Treasury to the United States Olympic and Paralympic Properties for the objects and purposes related to the hosting of the 2028 Olympic and Paralympic Games and to aid in the execution of its legacy programs, including the promotion of youth sports in the United States. Treasury is encouraged to develop and execute a marketing and educational program to promote and sell the coins.

This concurrent resolution condemns Russia's unjust and arbitrary detention of Russian democratic opposition leader Vladimir Kara-Murza and calls for his immediate release and the release of all other Russian opposition leaders. It also (1) calls on Russian citizens to condemn Russia's invasion of Ukraine, (2) calls for the release of all political prisoners in Russia and in Belarus, as well as for the release of Ukrainian citizens held by Russia, and (4) calls on the President and leaders of the free world to work tirelessly for the release of political prisoners in Russia.

This resolution expresses the sense of the House of Representatives that Canada should not allow construction of a nuclear waste repository within the Great Lakes Basin and that the President and the Department of State should work with Canada to prevent such construction and craft a long-term solution for nuclear waste storage that does not threaten the Great Lakes.

American Families United Act This bill authorizes the Department of Homeland Security (DHS) or the Department of Justice (DOJ) to exercise discretion in certain immigration cases. Under this bill, DOJ or DHS may, on a case-by-case basis, exercise discretion by declining to remove a non-U.S. national ( alien under federal law) or bar an alien from entering the United States to prevent hardship for the alien's U.S. citizen spouse, parent, or child. This discretion may also be exercised if the alien is the spouse or child of a deceased U.S. citizen. For the purposes of this bill, it shall be presumed that family separation constitutes hardship. However, DOJ or DHS may not exercise this discretion if the alien is removable or inadmissible due to certain grounds, including specified crime- and security-related grounds. This exercise of discretion may be applied to an alien who was ordered removed or denied entry prior to this bill's enactment if the alien files a motion to reopen or reconsider within two years of this bill's enactment.

Abortion is Health Care Everywhere Act of 2023 This bill authorizes using certain foreign assistance funds to provide comprehensive reproductive health care services in developing countries, including abortion services, training, and equipment. The bill also removes a statutory prohibition on using such funds in developing countries to (1) pay for abortions performed as a method of family planning, or (2) motivate or coerce any person to practice abortions.

Railway Safety Act of 2023 This bill addresses safety requirements for rail carriers and trains transporting hazardous materials. Specifically, the Department of Transportation (DOT) must issue safety regulations for trains carrying hazardous materials to require that rail carriers or shippers (1) provide state emergency response commissioners with advanced notice and information about the hazardous materials; (2) reduce blocked rail crossings; and (3) comply with certain requirements regarding train length and weight specifications, track standards, speed restrictions, and response plans. DOT must also establish requirements for wayside defect detectors. These are used by railway systems alongside the tracks to detect defects and failures (e.g., wheel bearing failures). Current federal regulations do not require their use, but federal guidance does address their placement and use. Under the bill, DOT must issue regulations establishing requirements for the installation, repair, testing, maintenance, and operation of wayside defect detectors for each rail carrier operating a train carrying hazardous materials. The bill also increases the maximum fines DOT may impose on rail carriers for violating safety regulations, requires DOT to update rail car inspection regulations and audit the federal inspection program, requires a minimum two-person crew for certain freight trains, phases out certain railroad tank cars by May 1, 2025 (four years sooner than required under current law), expands training for local first responders, imposes a new fee on certain rail carriers, and authorizes grants to improve railway safety.

Black Sea Security Act of 2023 This bill authorizes the National Security Council to direct an interagency strategy to (1) increase coordination with NATO and the European Union, (2) deepen economic ties, and (3) strengthen the security and democratic resilience of partners in the Black Sea region in accordance with U.S. values and interests.

VA Zero Suicide Demonstration Project Act of 2023 This bill requires the Department of Veterans Affairs (VA) to establish the Zero Suicide Initiative pilot program for the purpose of improving safety and suicide care for veterans. The program must be implemented at five VA medical centers, including one that serves veterans in rural and remote areas.

Puppy Protection Act of 2023 This bill requires the Department of Agriculture to expand standards that govern the humane handling, care, treatment, and transportation of animals to include new requirements for commercial dog dealers. Specifically, the standards must require dog dealers to provide to dogs adequate housing, exercise, and veterinary care; appropriate and nutritious food; continuous access to potable water; and meaningful socialization with humans and compatible dogs for at least 30 minutes each day. The standards must also include requirements for breeders to use safe breeding practices and make all reasonable efforts to find humane placement for retired breeding dogs.

Making Insulin Affordable for All Children Act This bill limits cost-sharing for insulin under private health insurance and Medicaid for individuals who are 26 years of age or younger. Specifically, the bill caps cost-sharing under private health insurance and Medicaid for these individuals for a month's supply of selected insulin products at $35 or 25% of a plan's negotiated price (after any price concessions), whichever is less, beginning in 2024.

America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill reauthorizes and revises various national and community volunteer service programs. Specifically, it (1) renames the Corporation for National and Community Service as the AmeriCorps Administration, converts it from a government corporation into an executive department, and revises its membership, leadership, and authority; (2) reauthorizes programs carried out by the administration; (3) establishes a National Service Foundation to accept and administer gifts on behalf of the administration; (4) generally increases the living allowance amounts for program participants and excludes the amounts from taxable income; and (5) makes the national service educational award amount equal to twice the national average yearly cost for in-state tuition and fees at public, four-year institutions of higher education. Additionally, the bill creates an interagency Civilian Climate Corps, operated by the administration, to conduct service projects addressing climate change.

Hello Girls Congressional Gold Medal Act of 2023 This bill provides for the award of a single Congressional Gold Medal in honor of the female telephone operators of the Army Signal Corps, commonly known as the Hello Girls , in recognition of their military service, devotion to duty, and 60-year struggle for veterans' benefits and recognition as soldiers.

Mental Health in International Development and Humanitarian Settings Act or the MINDS Act This bill authorizes and requires certain actions by the U.S. Agency for International Development (USAID) to integrate mental health and psychosocial support (MHPSS) activities across U.S. development and humanitarian assistance programs. The bill authorizes USAID to designate an MHPSS coordinator. The coordinator's duties include (1) guiding, overseeing, and directing MHPSS programming and integration across U.S. development and humanitarian assistance programs; and (2) promoting best practices, coordination, and reporting in MHPSS across such programs. Focus populations for the coordinator include adult caretakers, children separated from a family unit, and displaced populations. In addition, the bill establishes a working group comprised of representatives from relevant USAID bureaus, the Department of State, and other federal agencies. The purpose of the working group is to ensure continuity and integration of MHPSS across U.S. development and humanitarian assistance programs. The provisions of the bill expire five years after enactment.
