School Access to Naloxone Act of 2023 This bill authorizes grants for expanding access to drugs or devices to treat opioid overdoses (e.g., naloxone) in elementary and secondary schools. The Department of Health and Human Services may award the grants to states, Indian tribes, and localities. To receive a grant, recipients must certify that schools in their jurisdictions will stock the drugs and devices and have trained staff on premises during operating hours to administer them. Additionally, the attorney general of the recipient's state must certify that trained staff are covered by state civil liability protections for individuals who administer aid in an emergency (commonly known as Good Samaritan laws).

Ending Forced Arbitration of Race Discrimination Act of 2023 This bill prohibits a predispute arbitration agreement from being valid or enforceable with respect to a case relating to a race discrimination dispute at the election of the person alleging the discrimination.

This resolution affirms the importance of free expression and freedom of the press around the world and condemns threats to these freedoms. The resolution calls on the President and the Department of State to (1) urge foreign governments to bring to justice those who threaten or attack journalists, and (2) leverage foreign assistance to help expand access to independent media in countries where authoritarian regimes control the internet.

Federal Extreme Risk Protection Order Act of 2023 This bill authorizes and establishes procedures for federal courts to issue federal extreme risk protection orders. Additionally, the bill establishes grants to support the implementation of extreme risk protection order laws at the state and local levels, extends federal firearms restrictions to individuals who are subject to extreme risk protection orders, and expands related data collection. Extreme risk protection order laws, or red flag laws, generally allow certain individuals (e.g., law enforcement officers or family members) to petition a court for a temporary order that prohibits an at-risk individual from purchasing and possessing firearms. Among its provisions, the bill authorizes a family or household member, or a law enforcement officer, to petition for a federal extreme risk protection order with respect to an individual who poses a risk to themselves or others; directs the Department of Justice to establish a grant program to help states, local governments, Indian tribes, and other entities implement extreme risk protection order laws; extends federal restrictions on the receipt, possession, shipment, and transportation of firearms and ammunition to individuals who are subject to extreme risk protection orders; and requires the Federal Bureau of Investigation to compile records from federal, tribal, and state courts and other agencies that identify individuals who are subject to extreme risk protection orders.

Drug Shortage Prevention Act of 2023 This bill requires drug manufacturers to notify the Food and Drug Administration (FDA) if there is an increased demand for certain critical essential medicines that may result in a shortage. Currently, drug manufacturers are required to notify the FDA in the event of a discontinuation or interruption in the supply of prescription drugs that are life-supporting, life-sustaining, or used for a debilitating disease or condition, including those used in medical emergencies, surgeries, or public health emergencies. The bill requires drug manufacturers to also notify the FDA if there is an increased demand for such drugs that lasts for at least six weeks and that may result in a shortage. Manufacturers must initially notify the FDA of the increased demand within 48 hours after this six-week period and must submit an additional notice within 30 days of the initial notification. The notice must include the reasons for the increased demand, the expected duration, and any other information the FDA requires. The bill's requirements apply to both prescription and nonprescription drugs.

Tax-Free Pell Grant Act This bill excludes from gross income, for income tax purposes, any amount received as a federal Pell Grant. It also expands the definition of qualified tuition and related expenses under the American Opportunity and Lifetime Learning tax credit to include computer or peripheral equipment (up to a maximum of $1,000), child and dependent care expenses, and course materials.

Postal Police Reform Act of 2023 This bill removes certain restrictions on U.S. Postal Service (USPS) police officers to investigate criminal matters related to the USPS and postal mail.

Autism Family Caregivers Act of 2023 This bill establishes a pilot program to provide training for caregivers on improving the well-being of children with autism spectrum disorder and other developmental disabilities or delays. To carry out the program, the Health Resources and Services Administration (HRSA) must award grants to, among other eligible entities, health systems and nonprofits to provide the training. HRSA must also establish a national center to provide technical assistance to grant recipients and to evaluate the program.

Public Service Loan Forgiveness Payment Completion Fairness Act or the PSLF Payment Completion Fairness Act This bill removes the requirement that a borrower must be employed in a public service job at the time of loan forgiveness under the Public Service Loan Forgiveness (PSLF) program. Under the current PSLF program, the Department of Education must cancel the balance of interest and principal due on a borrower's Federal Direct Loans after the borrower makes 120 monthly loan payments while employed in a public service job and, at the time of loan forgiveness, the borrower is employed in a public service job. This bill removes the requirement that the borrower must be working in a public service job at the time of loan forgiveness.

Living Donor Protection Act of 2023 This bill prohibits certain insurance carriers from discriminating against, and provides other protections for, living organ donors. Specifically, carriers may not deny, cancel, or otherwise impose conditions on policies for life insurance, disability insurance, or long-term care insurance based on an individual's status as a living organ donor. The bill also expressly specifies that recovery from organ-donation surgery constitutes a serious health condition that entitles eligible employees to job-protected medical leave. In addition, the Department of Health and Human Services must update educational materials on living organ donation to include information about the benefits of living organ donation and about access to insurance for living organ donors.

Stop Institutional Child Abuse Act This bill establishes an interagency Federal Work Group on Youth Residential Programs to support and implement best practices regarding the health and safety, care, treatment, and appropriate placement of youth in youth residential programs. The work group must develop recommendations about a national database to aggregate information about processes and outcomes for youth in such programs. The work group also must support the education and training of professional and paraprofessional personnel in fields that service such youth. Further, the Department of Health and Human Services must contract with the National Academies of Sciences, Engineering, and Medicine to study and make recommendations about various aspects of federal and state oversight of youth residential programs.

This concurrent resolution calls upon Serbia to bring individuals who are responsible for the sexual war crimes against Vasfije Krasniqi Goodman in Kosovo during the 1999 war to justice and to cease the glorification and protection of individuals involved. The concurrent resolution also condemns the use of rape and other gender-based violence in war, calls upon Kosovo to prioritize and expedite prosecution of rape and sexual assault cases from the 1999 war, and calls on the United States to uphold and strengthen commitments to counter and prevent the practice of gender-based violence.

College Transparency Act This bill requires the National Center for Education Statistics to establish a secure and privacy-protected data system that contains information about postsecondary students. Specifically, the data system must evaluate student enrollment patterns, progression, completion, and postcollegiate outcomes, and higher education costs and financial aid; provide complete and customizable information for students and families making decisions about postsecondary education; reduce the requirements for reporting by institutions of higher education; and periodically match with other federal systems of data. The bill also establishes a postsecondary student data system advisory committee.

Election Mail Act This bill addresses the delivery and processing of election mail for federal elections, including by establishing certain standards for mail-in ballots. Specifically, the bill requires the U.S. Postal Service (USPS) to ensure (to the maximum extent practicable) same-day processing of mail-in ballots, postmark each ballot, carry election mail (e.g., voter registration applications and mail-in ballots) as first-class mail that is free of postage, appoint an election mail coordinator at each area office and district office, and consult annually with Indian tribes regarding barriers to voting for eligible voters living on Indian lands. The bill prohibits the USPS, within 120 days of a federal election, from making any operational change that would restrict the prompt and reliable delivery of election mail. Each state and jurisdiction must provide with each mail-in ballot a return envelope with an intelligent mail barcode. This requirement does not apply to a state or jurisdiction that uses an alternative system that enables voters to track the ballot through the mail. The bill requires election officials to count mail-in ballots that are postmarked by election day and arrive within seven days after the election.

Forced Arbitration Injustice Repeal Act of 2023 or the FAIR Act of 2023 This bill prohibits a predispute arbitration agreement from being valid or enforceable if it requires arbitration of an employment, consumer, antitrust, or civil rights dispute.

Tribal Gaming Regulatory Compliance Act This bill allows the Ysleta del Sur Pueblo and Alabama-Coushatta tribes to conduct gaming activities on their land in Texas if certain conditions are met. Currently, the Ysleta del Sur Pueblo and Alabama-Coushatta Indian Tribes of Texas Restoration Act prohibits the tribes from conducting gaming activities on their land if those activities are prohibited by Texas law. The bill repeals those provisions and instead applies the Indian Gaming Regulatory Act (IGRA) to gaming activities on Indian lands of the tribes.

Secure and Fair Enforcement Banking Act of 2023 or the SAFE Banking Act of 2023 This bill provides protections for federally regulated financial institutions that serve state-sanctioned marijuana businesses. Currently, many financial institutions do not provide services to state-sanctioned marijuana businesses due to the federal classification of marijuana as a Schedule I controlled substance. Under the bill, a federal banking regulator may not penalize a depository institution for providing banking services to a state-sanctioned marijuana business. For example, regulators may not terminate or limit the deposit or share insurance of a depository institution solely because the institution provides financial services to a state-sanctioned marijuana business. The bill also prohibits a federal banking regulator from requesting or ordering a depository institution to terminate a customer account unless (1) the regulator has determined that the depository institution is engaging in an unsafe or unsound practice or is violating a law or regulation, and (2) that determination is not based primarily on reputation risk. Additionally, proceeds from a transaction involving activities of a state-sanctioned marijuana business are no longer considered proceeds from unlawful activity. (Financial institutions that handle proceeds from unlawful activity are subject to anti-money laundering laws. Violators of these laws are subject to fines and imprisonment.) Furthermore, a financial institution, insurer, or federal agency may not be held liable or subject to asset forfeiture under federal law for providing a loan, mortgage, or other financial service to a state-sanctioned marijuana business.

National Center for the Advancement of Aviation Act of 2023 This bill establishes the National Center for the Advancement of Aviation to (1) develop a skilled and robust U.S. aviation and aerospace workforce; (2) serve as a national independent forum to support collaboration and cooperation between governmental, nongovernmental, and aviation and aerospace industry stakeholders regarding the advancement of the U.S. aviation and aerospace workforce; and (3) serve as a repository for research conducted by institutions of higher education, research institutions, or other stakeholders regarding the aviation and aerospace workforce, or related technical and skill development. The center must perform the following duties improve access to aviation and aerospace education and related skills training to help grow the U.S. aviation and aerospace workforce; support Armed Forces personnel and veterans seeking to transition to a career in civil aviation or an aerospace-related field through outreach, training, apprenticeships, or other means; and amplify and support the research and development efforts conducted as part of the National Aviation Research Plan and work done at the Federal Aviation Administration Centers of Excellence and Technical Centers regarding the aviation and aerospace workforce. Additionally, the center may issue grants to certain entities to, among other things, (1) establish new education programs that teach technical skills used in aviation maintenance; (2) establish scholarships, internships, or apprenticeships for individuals pursuing employment in the aviation maintenance industry; and (3) support outreach about educational opportunities and careers in the aviation maintenance industry.

The resolution also states that the peace brought by Ukraine's victory must be secured by integrating Ukraine into NATO and other Euroatlantic institutions.

Flight Education Access Act This bill increases federal student loan limits for students in undergraduate flight education and training programs. It also establishes a grant program to support the education of future pilots and to diversify the pilot training workforce. Specifically, the bill increases the maximum aggregate amount of Federal Direct Unsubsidized Stafford Loans to $111,000 for dependent students and $137,500 for independent students. It also increases the maximum aggregate amount of Federal Direct Stafford Loans to $65,000. The bill directs the Department of Education (ED) to collect data and annually calculate the completion rate of each undergraduate flight education and training program at each eligible institution. The bill also requires the Government Accountability Office to (1) examine and review the implementation of this bill, (2) develop recommendations for ED on any changes to improve the bill's implementation, and (3) submit a report to Congress on its findings and recommendations. The bill directs ED to award grants to eligible partnerships to (1) support the education of future airline and commercial pilots, (2) diversify the pilot training workforce, and (3) generate interest and support for a career as an airline and commercial pilot. An eligible partnership is a collaboration between at least one workforce partner (e.g., a labor organization representing aircraft pilots or an entity that employs pilots) and at least one educational partner (e.g., a local or state educational agency).

Raise the Age Act of 2023 This bill establishes new restrictions on the sale or transfer of certain semiautomatic firearms to individuals under 21 years of age. Specifically, this bill makes it unlawful for a licensed gun dealer, importer, manufacturer, or collector to sell or deliver a semiautomatic center-fire rifle or semiautomatic center-fire shotgun that has (or has the capacity to accept) an ammunition feeding device with a capacity of more than five rounds to an individual who the licensee knows or has reasonable cause to believe is under age 21. The prohibition does not apply if the individual under age 21 is a full-time law enforcement officer or active-duty member of the Armed Forces. The bill also requires the Federal Bureau of Investigation to report on the operation of its public access line, including a description of information sharing protocols and recommendations for improving such protocols.

Veteran Improvement Commercial Driver License Act of 2023 This bill authorizes approval of certain commercial driver education programs for purposes of Department of Veterans Affairs (VA) educational assistance if the programs meet specified requirements. Under current law, the VA may not approve enrollment of a veteran in courses for programs that do not lead to a standard degree that are offered at a new branch (i.e., a branch that has been operating for less than 2 years) of an educational institution. Under the bill, a commercial driver education program offered at a new branch of an educational institution may be approved if it is appropriately licensed and uses the same curriculum as a commercial driver education program offered by the educational institution at another location that is already approved for purposes of VA educational assistance. The educational institution must submit a report demonstrating the curriculum at the new branch is the same as the curriculum at the primary location in order to be exempt from the current prohibition against course approval at new branches.

Autonomy for Disabled Veterans Act This bill increases the maximum amount authorized under the Home Improvements and Structural Alterations (HISA) grant program to $10,000 for veterans with a service-connected disability and $5,000 for those with disabilities that are not service-connected. The HISA grant program provides medically necessary improvements and structural alterations to veterans' (or service members') primary residence for specified purposes (e.g., allowing for entrance to their home). The bill requires the Department of Veterans Affairs to increase the dollar amount of the grant in accordance with inflation as determined by the Consumer Price Index.

Arnold Daniel Palmer Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in recognition and celebration of Arnold Palmer. All surcharges received by Treasury from the sale of such coins must be paid to the Arnold & Winnie Palmer Foundation.

Uyghur Policy Act of 2023 This bill addresses human rights issues concerning the Uyghurs and other minority groups residing primarily in the Xinjiang Uyghur Autonomous Region in China. The bill authorizes the establishment of a Special Coordinator for Uyghur Issues position within the Department of State. The State Department's Bureau of Educational and Cultural Affairs may, subject to appropriations, make certain funds available to human rights advocates working on behalf of Uyghurs and members of other persecuted minority groups in China. The funds, if made available, shall be used to facilitate the presence of such human rights advocates at public diplomacy forums to speak on issues related to the human rights and religious freedoms of persecuted minority groups in China. The State Department must ensure that Uyghur language training is available to Foreign Service officers. It must also ensure that a Uyghur-speaking member of the Foreign Service is assigned to U.S. diplomatic and consular missions in China.

AANAPISI Opportunity Act This bill requires the Department of Agriculture (USDA) to establish a scholarship grant program for covered Asian American and Native American Pacific Islander-serving institutions (AANAPISIs) to provide scholarships in agriculture-related fields. Covered institutions include community colleges, colleges, or universities that (1) have a student body consisting of at least 10% Asian American or Native American Pacific Islander students; and (2) offer associate, bachelors, or other accredited degree programs in agriculture-related fields. USDA may only award the grants to AANAPISIs that have established a competitive scholarship awards process for individuals who intend to pursue a career in agriculture, including in the agricultural disciplines of business, engineering, technology, food science, forestry, home economics, nutrition, soil conservation, non-medical biological sciences, and computer science. This bill also allows USDA to provide competitive grants for up to five years for integrated agricultural research, education, and extension projects at covered AANAPISIs to address U.S. agriculture priorities. The project grants include a 50% matching funds requirement that USDA may waive if certain requirements are met.

Fighting Inhumane Gambling and High-Risk Trafficking Act or the FIGHT Act This bill expands protections of animals provided under the Animal Welfare Act, including by prohibiting any (1) broadcasts from international, interstate, or intrastate sources of animal fighting ventures in the United States or U.S. territories; and (2) shipments or transport of certain mature roosters.

Stop Antiabortion Disinformation Act or the SAD Act This bill prohibits deceptive advertising for reproductive health services. Specifically, the bill makes deceptive advertising regarding whether a person provides contraceptives, abortion services, or access to licensed medical personnel subject to Federal Trade Commission enforcement.

Charlotte Woodward Organ Transplant Discrimination Prevention Act This bill expressly prohibits health care providers and other entities involved in matching donated organs with recipients from denying or restricting an individual's access to organ transplants solely on the basis of the individual's disability, except in limited circumstances. Specifically, these entities may consider an individual's disability when making decisions about transplants only if a physician finds, based on an individualized evaluation, that the individual's physical or mental disability is medically significant to the provision of the transplant. A disability shall not be considered medically significant if the individual has an adequate support system in place to comply with transplant-related medical requirements. These entities must also make reasonable changes to their policies to make transplants and related care more available to individuals with disabilities. Aggrieved individuals may bring claims of discrimination to the Office of Civil Rights of the Department of Health and Human Services or before a federal court. The bill provides for expedited resolutions of these claims. In addition, entities that receive federal contracts to manage all or part of the Organ Procurement and Transplantation Network may not issue policies that prohibit or hinder access to an organ transplant based solely on the individual's disability. This network is a public-private partnership linking professionals involved in the U.S. organ donation and transplantation system.

Hershel "Woody" Williams National Medal of Honor Monument Location Act This bill requires the authorized commemorative work honoring Medal of Honor recipients to be attached to, or not more than 1,000 feet from, the Lincoln Memorial. President Lincoln established the Medal of Honor award.

Women in Aviation Advisory Board Act This bill establishes a Federal Advisory Committee on Women in Aviation. The committee must advise the Department of Transportation and the Federal Aviation Administration on matters related to the education, training, mentorship, outreach, recruitment, and retention of women in the aviation industry. Membership in the committee must include representatives from aviation-related manufacturers, commercial air carriers, general aviation operators, unmanned aircraft systems operators, airports, aviation training and maintenance providers, labor organizations, educational institutions, and nonprofit organizations within the aviation industry.

Keep Our Promise to America's Children and Teachers Act or the Keep Our PACT Act This bill provides funding through FY2033 for grant programs operated by local educational agencies to provide supplementary educational and related services to low-achieving students and other students who attend elementary and secondary schools with relatively high concentrations of students from low-income families. Additionally, the bill permanently reauthorizes the grant program to assist states and outlying areas in providing special education and related services to children with disabilities.

Do No Harm Act This bill prohibits the application of the Religious Freedom Restoration Act of 1993 (RFRA) to specified federal laws or the implementation of such laws. Currently, RFRA prohibits the government from substantially burdening a person's exercise of religion even if the burden results from a rule of general applicability, except in furtherance of a compelling governmental interest when using the least restrictive means. Under the bill, RFRA is inapplicable to laws or the implementation of laws that protect against discrimination or require the promotion of equal opportunity (e.g., the Civil Rights Act of 1964); require employers to provide wages, other compensation, or benefits, including leave; protect collective activity in the workplace; protect against child labor, abuse, or exploitation; or provide for access to, information about, referrals for, provision of, or coverage for any health care item or service. The bill prevents RFRA from being used to deny (1) goods or services the government has agreed to provide to a beneficiary of or participant in a program or activity funded by a government contract, grant, agreement, or other award; or (2) a person's full and equal enjoyment of a government-provided good, service, benefit, facility, privilege, advantage, or accommodation. In order for a person to assert a RFRA claim or defense in a judicial proceeding, the government must be a party to the proceeding.

Small Business Payment for Performance Act of 20 2 3 This bill allows a small business that is awarded a construction contract by a federal agency to request an equitable adjustment if the agency's contracting officer directs a change in the contract's performance without the agreement of the small business. The agency must provide the small business with an interim partial payment to cover additional costs resulting from such a change, and the small business must pay a first tier subcontractor or supplier the portion of the partial payment that is attributable to additional costs incurred due to the change.

EIDL Relief Act This bill provides temporary relief for certain borrowers of Economic Injury Disaster Loans (EIDL) that were made in response to the COVID-19 emergency. Specifically, for one year, the Small Business Administration must reduce the interest rate and limit the monthly payment due for borrowers of these loans experiencing short-term financial challenges.

Workplace Violence Prevention for Health Care and Social Service Workers Act This bill requires the Department of Labor to address workplace violence in health care, social service, and other sectors. Specifically, Labor must issue an interim occupational safety and health standard that requires certain employers to take actions to protect workers and other personnel from workplace violence. The standard applies to employers in the health care sector, in the social service sector, and in sectors that conduct activities similar to those in the health care and social service sectors. In addition, Labor must promulgate a final standard within a specified time line.

American Innovation and R&D Competitiveness Act of 2023 This bill eliminates the five-year amortization requirement for research and experimental expenditures, thus allowing continued expensing of such expenditures in the taxable years in which they are incurred.

Supporting Safety Net Hospitals Act This bill delays reductions to Medicaid disproportionate-share hospital (DSH) allotments until FY2026. (DSHs are hospitals that receive additional payments under Medicaid for treating a large share of low-income patients.)

Safety From Violence for Healthcare Employees Act or the SAVE Act This bill establishes a new criminal offense for knowingly assaulting or intimidating hospital personnel during the performance of their official duties in a manner that interferes with their performance of the duties or limits their ability to perform the duties. Additionally, the bill authorizes grants to reduce the incidence of violence at hospitals, including violence or intimidation against hospital personnel in the performance of their duties.
