Substance Use Disorder Workforce Act This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for hospitals that have addiction or pain medicine programs, with an aggregate increase of 1,000 positions over a five-year period.

Access to Family Building Act This bill provides a statutory right to access assisted reproductive technology (e.g., in vitro fertilization). Specifically, under the bill, individuals have the right to access assisted reproductive technology, and to retain all rights with respect to the use or disposition of reproductive genetic materials (e.g., eggs or sperm), without prohibitions or unreasonable restrictions. Health care providers and insurers also have the right to provide and cover these services, respectively. The bill does not affect state or local health and safety regulations that achieve their purpose in the least restrictive manner possible. The Department of Justice may bring civil actions against states, localities, or government officials or entities that enact or enforce limitations or requirements that violate this bill. Individuals and health care providers who are affected by violations may also bring civil actions for relief.

This resolution calls on the Taliban to immediately release Ryan Corbett (an American citizen wrongfully detained by the Taliban in Afghanistan on August 10, 2022) and all other American detainees. The resolution also (1) urges the Taliban to respect Ryan Corbett's fundamental human rights and provide full, unfettered, and consistent health and welfare visits; and (2) condemns the Taliban’s practice of hostage-taking.

Nutrition Counseling Aiding Recovery for Eating Disorders Act of 2024 or the Nutrition CARE Act of 2024 This bill provides for Medicare coverage of medical nutrition therapy services for individuals with eating disorders. Such services must be furnished by a registered dietitian or nutrition professional pursuant to a referral from a physician, psychologist, or other authorized mental health professional.

This bill requires the Joint Committee on the Library to enter into an agreement to obtain a statue of Benjamin Franklin. The committee shall place the statue in a permanent public location in the U.S. Capitol.

Affordable Connectivity Program Extension Act of 2024 This bill extends and provides FY2024 funding for the Affordable Connectivity Program, which provides a monthly benefit that allows eligible low-income households to receive discounted internet service. The program also provides a one-time discount that may be used to purchase a connected device, such as a computer.

Roberto Clemente Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue coins in recognition of the life of Roberto Clemente, baseball player and human rights activist. All sales of coins issued under this bill must include a surcharge to be paid to the Roberto Clemente Foundation.

This bill directs the Agricultural Marketing Service (AMS) to establish a grant program to provide farmworkers, meat processing workers, and grocery workers stabilization payments in the case of a natural disaster or other disaster. Specifically, AMS must provide funding to membership organizations or labor unions representing farmworkers, meat processing workers, and grocery workers for the payments.

Passport System Reform and Backlog Prevention Act This bill addresses issues related to the passport issuance process, including by providing the Department of State with emergency hiring authorities. Under this bill, the State Department may hire additional personal services contractors to meet the exigent needs of the Bureau of Consular Affairs from FY2024 through FY2026. The State Department may have up to 100 such positions at any given time, and such positions may not be for longer than two years. Furthermore, the bureau must award or expand contracts to implement certain information technology (IT) programs. Specifically, these contracts shall be to (1) provide a digital dashboard to congressional offices to track individual passport applications; (2) establish a program to provide automated messages and notifications to passport applicants, such as notifications of application errors; (3) establish a mobile application to allow passport applicants to communicate with the State Department and submit documents; (4) expand the online passport renewal system to also accommodate routine first-time adult passport applications; and (5) provide rules-based tools to screen online passport renewal applications with no changed biographical information against commercial databases. The bureau must also solicit the private sector for proposals about commercially available technologies that may improve the passport issuance process. The Government Accountability Office (GAO) must report to Congress a comprehensive review of the passport issuance process, including opportunities to enhance the process. The bureau must periodically report to Congress on its progress in implementing the GAO's recommendations.

LGBTQI Business Equal Credit Enforcement and Investment Act This bill requires financial institutions to report certain credit application data to the Consumer Financial Protection Bureau for the purposes of enforcing fair lending laws. Specifically, financial institutions must report this data regarding lesbian-, gay-, bisexual-, transgender-, queer-, or intersex-owned businesses. Currently, this data is reported regarding women-owned, minority-owned, and small businesses.

Bipartisan Workforce Pell Act This bill expands student eligibility for Pell Grants by establishing the Workforce Pell Grant Program. The bill also places conditions on certain private educational institutions. Specifically, the bill requires the Department of Education (ED) to award Workforce Pell Grants to students enrolled in eligible workforce programs. Eligible programs are those that provide at least 150 clock hours (but less than 600 clock hours) of instruction during a minimum of 8 weeks (but less than 15 weeks). A state workforce development board must first make a determination that the program (1) provides education aligned with the requirements of high-skill, high-wage, or in-demand industry sectors or occupations; (2) meets the hiring requirements of potential employers; and (3) satisfies any applicable educational prerequisite requirement for professional licensure or certification in the state or states in which the program is offered. Furthermore, an eligible program must lead to a recognized postsecondary credential that is portable across multiple employers and accepted toward requirements for a certificate or degree, as determined by an accrediting agency or association recognized by ED. Next, ED must determine if a program meets verified completion and job placement rates. ED must also collect and publish information regarding eligible workforce programs. The bill also places certain conditions on private educational institutions that are subject to an excise tax (also known as the endowment tax) on their net investment income. For example, the bill prohibits these institutions from awarding federal student loans to eligible students.

Immigration Visa Efficiency and Security Act of 2023 This bill addresses issues concerning family- and employment-based visas. The bill increases the annual per-country cap on family-based immigrant visas from 7% of the total number of such visas available to 15% and eliminates the per-country cap for employment-based immigrant visas. The bill establishes transition rules for employment-based visas such as (1) reserving a percentage of EB-2 (workers with advanced degrees or exceptional ability) and EB-3 (skilled and other workers) visas for individuals not from the two countries with the largest number of recipients of such visas, and (2) allotting a number of visas for professional nurses and physical therapists. The bill imposes additional requirements for H-1B visas, such as prohibiting (1) an employer from advertising that a position is limited to H-1B applicants or that H-1B applicants are preferred, and (2) certain employers from having more than half of their employees as nonimmigrant visa workers. The Department of Labor shall create a publicly available website where an employer seeking an H-1B visa must post information about the open position. The bill also expands Labor's authority to investigate H-1B applications for fraud or misrepresentations. The bill also prohibits H-1B or H-3 (trainee or special education exchange) visas for nationals of a foreign adversary country for employment in any matter vital to U.S. national interests. The bill also allows certain nonimmigrant visa holders to obtain lawful permanent resident status if the individual (1) has an approved immigrant visa petition, and (2) has waited at least two years for a visa.

Hydrogen Safety and Environmental Responsibility Act This bill directs the Department of Transportation (DOT) to complete a study assessing the potential and existing use of pipelines constructed with composite materials to safely transport hydrogen and hydrogen blended with natural gas. In completing the study, DOT must hold a public meeting with interested stakeholders, release a draft version of the study for public comment, and address any substantive comments submitted during the public comment period. DOT must present the study's findings at a public meeting. Within 18 months of the public meeting, DOT must issue a rulemaking to allow for the use of composite materials for pipeline transportation of hydrogen and hydrogen blended with natural gas.

Preventing Adversaries from Developing Critical Capabilities Act This bill requires the President to (1) identify categories of technologies and products in certain advanced technology sectors that may pose a particularly acute threat to national security if developed or acquired by North Korea, China, Russia, or Iran; and (2) prohibit U.S. persons from engaging in transactions related to identified categories with those countries. The Department of State should conduct bilateral and multilateral engagement with partners and allies to coordinate protocols and procedures to facilitate the prevention of such transactions. Additionally, the President is authorized to exercise all emergency economic powers to implement this bill, including imposing sanctions on foreign persons.

Think Differently About Emergencies Act This bill requires the Federal Emergency Management Agency (FEMA) and the Government Accountability Office (GAO) to report to Congress regarding assistance and resources provided by FEMA to persons with intellectual and developmental disabilities and the families of such individuals who are impacted by major disasters. Specifically, FEMA must report within 120 days of this bill's enactment, describing the assistance and resources that FEMA provides to such individuals and families through states, localities, nonprofit organizations, and individuals. Further, FEMA and GAO must each (1) review such assistance and resources, (2) identify potential legal impediments to providing such assistance and resources, and (3) provide recommendations to Congress.

Think Differently Transportation Act This bill requires the National Railroad Passenger Corporation (Amtrak) to include information on compliance with the Americans with Disabilities Act of 1990 (ADA) in a required annual report to Congress. Specifically, Amtrak must incorporate into the annual report an action plan for bringing Amtrak rail cars and stations into compliance with the ADA as required by a 2020 settlement agreement entered into between Amtrak and the Department of Justice. (Under the agreement, Amtrak committed to complying with the ADA and making intercity rail stations accessible.) Amtrak must also include a status report on ADA compliance at Amtrak-served stations (based on an assessment by Amtrak). For those Amtrak-served stations where Amtrak is not responsible for ADA compliance, Amtrak must include in the report information on the responsible entity.
