An amendment (en bloc) consisting of several amendments to clarify that nothing in the provisions of the bill shall be construed as requiring an employer to adopt hiring or promotion quotas on the basis of race, color, religion, sex, or national origin. The amendment further stipulates that the mere existence of statistical imbalance in the workplace of race, color. religion, sex, or national origin is not sufficient evidence to establish proof of violation of the law.

An amendment comprised of several amendments en bloc to reduce the costs of the bill by $509 million (10 percent) over five years by requiring states to implement immediate wage withholding for child support payments, even when the parent is not in arrears. The amendment also tries to more sharply focus the child care transition program, and terminates, effective October 1, 1991, the bill's provisions for an increased federal match for states that increase their AFDC benefits.

TABLE OF CONTENTS: Title I: Retirement Savings Incentives Subtitle A: Restoration of IRA Deduction Subtitle B: Nondeductible Tax-Free IRAs Title II: Penalty-Free Distributions Title III: Aid to Families with Dependent Children Savings and Investment Incentive Act of 1994 - Title I: Retirement Savings Incentives - Subtitle A: Restoration of IRA Deduction - Amends the Internal Revenue Code to remove the limitation on the deductibility of contributions to individual retirement plans (IRAs) by active participants in employer-maintained plans, thereby restoring the IRA deduction. Provides an inflation adjustment after 1995. Allows certain spouses a full deduction for contributions to an IRA. Subtitle B: Nondeductible Tax-Free IRAs - Allows individuals to establish individual retirement plus (IRA Plus) accounts with tax treatment similar to that for individual retirement plans. Makes contributions to such accounts nondeductible. Title II: Penalty-Free Distributions - Allows distributions from certain retirement plans without penalty to purchase first homes, pay higher education expenses and financially devastating medical expenses, and assist certain unemployed individuals. Title III: Aid to Families with Dependent Children - Amends part A (Aid to Families with Dependent Children) (AFDC) of title IV of the Social Security Act to exclude from AFDC eligibility determinations certain income and resources that are to be used for education, training, and employability purposes. Requires the Secretary of Health and Human Services to report to the Congress on a revision of the AFDC limit on automobiles in order to increase the employability of AFDC recipients.

United States China Policy Act of 1994 - Affirms the President's policy and makes specified recommendations for the conduct of U.S. policy toward China, including those for promoting human rights. Makes it U.S. policy to promote: (1) an effective legal system based on the rule of law; (2) respect for human rights; (3) the emergence of civil society; and (4) the creation of institutions that provide humane and effective governance. Earmarks U.S. Information Agency funds to carry out such objectives. Makes additional funds available for international broadcasting to China. Expresses the sense of the Congress that, in the event that international humanitarian organizations undertake activities in China related to the treatment of prisoners, the President should make available an additional contribution to such organizations to support such activities. Endorses President Clinton's efforts to work with U.S. business leaders to develop voluntary principles to advance human rights in China and commends U.S. companies that have adopted such principles. Urges the President to encourage other governments to adopt similar principles. Authorizes the President to establish a U.S. commission on law and society in the People's Republic of China.

Civil War Battlefields Preservation Tax Incentives Act of 1994 - Amends the Internal Revenue Code to allow a deduction from the value of a gross estate of the transfer by an heir of a qualified conservation easement on land within a Civil War battlefield site. Provides that the dollar limitation on the valuation of farm and other real property does not apply to property within a Civil War battlefield site. Allows a tax credit of 50 percent of the amount of any qualified Civil War battlefield charitable contribution.

Establishes in the Fund: (1) the Anti-Drugs in Schools Account; and (2) the Anti-Tobacco Use Advertising Account. Transfers to the Fund and the Accounts specified revenues resulting from the tobacco advertising deduction disallowance. Amends the Public Health Service Act to establish a public education program about the health risks of tobacco products.

Expresses the sense of the Congress that: (1) the Department of the Interior, the Department of Transportation, the Environmental Protection Agency, and other executive agencies with relevant jurisdiction should evaluate the Walt Disney Company's proposed theme park, Disney's America, and ensure that it is in strict compliance with existing Federal environmental, transportation, and historic preservation statutes; (2) the congressional committees of jurisdiction should hold hearings to examine such aspects of the proposed theme park and the associated development of the surrounding area; (3) the historic Northern Piedmont area of Virginia should not be the site of a massive theme park and real estate project; and (4) the Walt Disney Company should seek another location for the park where its impact would not disturb areas of such great historical significance as the Northern Piedmont area of Virginia.

Providing for the consideration of the bill (H.R. 3266) to provide for automatic downward adjustments in the discretionary spending limits for fiscal year 1994 set forth in the Congressional Budget Act of 1974 equal to the amount of rescissions contained in the Act.
