Homeward Bound Act

Homeward Bound Act This bill allows dogs under six months of age, and dogs without microchips born before the bill becomes law, to be imported into the United States from low-risk countries for rabies. The bill delays the applicability of new requirements on importing dogs for certain government personnel importing dogs from low-risk countries, and for service animals imported from low-risk countries.  On May 13, 2024, the Centers for Disease Control and Prevention (CDC) published a rule adding new requirements for importing dogs to prevent the reintroduction and spread of rabies. The rule, among other things, requires that every dog imported into the United States must be at least six months of age and must have a microchip implanted. The bill requires the CDC to revise the rule so that dogs of any age may be imported from low-risk countries for rabies, and so that dogs imported from low-risk countries do not need a microchip if born before the bill becomes law. In addition, the bill delays the applicability of the rule by 18 months for (1) members of the Armed Forces stationed in a foreign country, personnel serving at a diplomatic or consular post, and their families seeking to import a dog from a low-risk country; and (2) individuals seeking to import service animals from low-risk countries.

ORBITS Act of 2024

Orbital Sustainability Act of 2024 or the ORBITS Act of 2024 This bill directs specified agencies to take actions to remediate orbital debris (human-made space objects that are no longer in use and can harm orbiting satellites and on-orbit activities). The Department of Commerce must publish and periodically update a list of orbital debris that may be remediated to reduce the risk of harm to orbiting satellites and on-orbit activities. In addition, the National Aeronautics and Space Administration (NASA) must (1) establish a demonstration program to foster the development of technologies to remediate the orbital debris on the list, and (2) carry out other research and development activities to advance technologies for remediating orbital debris. NASA (and other relevant agencies) may also contract for remediation services to support the commercial availability of such services. Additionally, the National Space Council must update the Orbital Debris Mitigation Standard Practices within 90 days of the enactment of the bill and update them periodically thereafter. The updates must address matters including satellite constellations and other planned space systems, collision risks, and disposal of space systems after missions. The updates must inform (1) regulations of other agencies concerning orbital debris, and (2) bilateral and multilateral discussions with other countries concerning certain space activities. Finally, Commerce must facilitate the development of standard practices to coordinate on-orbit space traffic. Upon completion of the practices, Commerce and other federal departments must promote their adoption and use for space missions.

Israel Security Assistance Support Act

Israel Security Assistance Support Act This bill specifies that no federal funds may be used to withhold, halt, reverse, or cancel the delivery of defense articles or defense services to Israel. Also, no funds may be used to pay the salary of any Department of Defense (DOD) or Department of State employee who acts to limit defense deliveries to Israel. Additionally, DOD and the State Department shall ensure prompt delivery of all defense articles and services expected to be delivered to Israel in FY2024 and FY2025. Unobligated funds for operation and maintenance for the Office of the Secretary of Defense, diplomatic programs for the Office of the Secretary of State, and the National Security Council may not be spent until each office certifies to Congress that any withheld defense articles or services are delivered to Israel. DOD and the State Department must obligate any remaining funds for assistance to Israel. DOD and the State Department must periodically report to Congress on defense articles and services provided to Israel.
