Affirms that it is U.S. policy to provide for the ability of members of the uniformed services to exercise their constitutional right to vote and acknowledges that particular consideration be given to them due to restrictions, uncertainties, and risks, such as deployment, that present a challenge in voting. Recognizes the legislative and judicial precedent of granting particular consideration to members of the uniformed services and overseas citizens regarding absentee voting. Affirms that while the Equal Protection Clause of the Fourteenth Amendment to the U.S. Constitution protects against arbitrary classifications, and requires that similarly situated persons be treated equally, members of the uniformed services and overseas citizens are not similarly situated, and that the restrictions, uncertainties, and risks that members of the uniformed services face warrant consideration that is not arbitrary.

Amends the American Recovery and Reinvestment Act of 2009 to direct the Secretary of Veterans Affairs (VA) to accept any of the following as proof of service in determining the eligibility of an individual to receive amounts from the Filipino Veterans Equity Compensation Fund: (1) the name of the eligible person included on the Approved Revised Reconstructed Guerilla Roster (commonly known as the "Missouri List"); (2) documents included in the claims folder of the eligible person that prove such service, including an affidavit from the government of the Philippines certifying such service; or (3) any other documents issued or accepted by the government of the Philippines as proof of such service. Authorizes the Secretary to make a payment to such an individual filing a claim within 180 days after the enactment of this Act.

Commends the 5 living and 80 original members of the Doolittle Tokyo Raiders for their participation in the Tokyo, Japan, bombing raid of April 18, 1942. Recognizes the valor, skill, and courage of the Raiders that proved invaluable to the eventual defeat of Japan during the Second World War. Acknowledges that the actions of the Raiders helped to forge an enduring example of heroism in the face of uncertainty for the Army Air Corps of the Second World War, the future of the Air Force, and the United States as a whole.

Preserving Work Requirements for Welfare Programs Act of 2012 - Prohibits the Secretary of Health and Human Services (HHS) from finalizing, implementing, enforcing, or otherwise taking any action to give effect to the Information Memorandum dated July 12, 2012 (Transmittal No. TANF-ACF-IM-2012-03), or to any administrative action relating to the same subject matter or that reflects the same or similar policies. Prohibits the Secretary also from authorizing, approving, modifying, or extending any experimental, pilot, or demonstration project under the Social Security Act (SSA) that: (1) waives compliance with mandatory work requirements of SSA title IV part A (Temporary Assistance for Needy Families) (TANF), or (2) authorizes an expenditure not otherwise allowable under a state TANF program with respect to compliance with such work requirements. Rescinds and nullifies any waiver relating to the subject matter of the Information Memorandum granted before the enactment of this Act.

Taking Essential Steps for Testing Act of 2012 - Amends the Public Health Service Act to revise sanctions for laboratories that intentionally refer proficiency testing samples required for certification to another laboratory for analysis by: (1) giving the Secretary of Health and Human Services (HHS) discretion to substitute intermediate sanctions for such violations instead of the two-year prohibition against ownership or operation which would otherwise apply, and (2) making the one-year certificate revocation for such a laboratory optional rather than mandatory.

Religious Freedom Tax Repeal Act of 2012 - Amends the Internal Revenue Code to exempt an employer opposed by reason of adherence to a religious belief or moral conviction from the tax penalty imposed for failure of a group health plan to cover required women's preventive care and screenings. Amends the Employee Retirement Income Security Act of 1974 (ERISA) to prohibit the Secretary of Labor from bringing an action against a plan to enforce any requirement to provide such coverage to which an employer is opposed by reason of adherence to a religious belief or moral conviction. Exempts group health plans from penalties under state and federal enforcement provisions of the Public Health Service Act for failure to meet such women's health requirements insofar as they concern coverage to which an employer is opposed on the basis of religious belief or moral conviction.

Repeal of Obamacare Act - Repeals the Patient Protection and Affordable Care Act, effective as of its enactment. Restores provisions of law amended by such Act. Repeals the health care provisions of the Health Care and Education and Reconciliation Act of 2010, effective as of the Act's enactment. Restores provisions of law amended by the Act's health care provisions.

Child Protection Act of 2012 - Amends the federal criminal code to impose a fine and/or prison term of up to 20 years for transporting, receiving, distributing, selling, or possessing pornographic images of a child under the age of 12. Requires a U.S. district court to issue a protective order prohibiting harassment or intimidation of a minor victim or witness if the court finds evidence that the conduct at issue is reasonably likely to adversely affect the willingness of the minor witness or victim to testify or otherwise participate in a federal criminal case or investigation. Directs the U.S. Sentencing Commission to review and amend the federal sentencing guidelines and policy statements to ensure that such guidelines provide an additional penalty for sex trafficking of children and other child abuse crimes. Allows the Director of the U.S. Marshals Service to issue an administrative subpoena for the investigation of unregistered sex offenders by the U.S. Marshals Service. Amends the PROTECT Our Children Act of 2008 to: (1) double the amount that the Attorney General may award a non-law enforcement agency entity annually to establish and conduct training courses for National Internet Crimes Against Children Task Force Program task force members and other law enforcement officials, (2) require the Attorney General to designate a senior official at the Department of Justice (DOJ) with experience in investigating or prosecuting child exploitation cases as the National Coordinator for Child Exploitation Prevention and Interdiction to be responsible for coordinating the development of the National Strategy for Child Exploitation Prevention and Interdiction, (3) authorize appropriations for carrying out such strategy for FY2014-FY2018, (4) delete a requirement that the National Internet Crimes Against Children Data System identify high-priority suspects based on the volume of suspected criminal activity, and (5) require the Attorney General to report within 90 days after enactment of this Act on the status of the establishment of such System.

Recognizes the historic significance of the 114th anniversary of the independence of the Philippines on June 12, 1898. Reaffirms the friendship and cooperation which have existed between the United States and the Philippines. Commends the people of the Philippines for enduring through struggle and hardship. Reaffirms support for the Philippines to defend its internal security from terrorism. Recognizes the courage of the Filipino and Filipino American servicemen and servicewomen who have fought alongside and in the U.S. Armed Forces. Supports: (1) increased public awareness of the events surrounding the Philippine Declaration of Independence, and the vibrant culture of the Philippines; and (2) the continuing development of the Filipino American community as a integral part of America's cultural fabric.

Declares that the House of Representatives should observe a minute of silence to commemorate the 40th anniversary of the 1972 Munich Olympics terrorist attack and remember those who lost their lives. Urges the International Olympic Committee to: (1) take the opportunity afforded by that anniversary to remind the world that the Olympics were established to send a message of hope and peace through sport and athletic competition; and (2) recognize those who lost their lives at the 1972 Munich Olympics with a minute of silence at every future Olympics Opening Ceremony, beginning with the 2012 London Summer Olympic Games, in an effort to reject and repudiate terrorism as antithetical to the Olympic goal of peaceful competition.

Expresses support for: (1) the designation of Mental Health Month, and (2) the finding of the President's Commission on Mental Health that the nation's failure to prioritize mental health is a national tragedy. Recognizes that mental well-being is as important as physical well-being for citizens, communities, businesses, and the economy. Applauds the coalescing of national and community organizations in working to promote public awareness of mental health and in providing critical information and support to the people and families affected by mental illness. Encourages organizations and health practitioners to use Mental Health Month as an opportunity to promote mental well-being and awareness, ensure access to appropriate services, and support overall quality of life for those living with mental illness.

Palestinian Peace Promotion and Ant-Incitement Act - Expresses the sense of Congress that the Palestinian Authority (PA) has not lived up to its agreements with Israel to end incitement and should do more to prepare the Palestinian people for peace with Israel. Amends the Foreign Assistance Act of 1961 to prohibit assistance to the PA. Waives such prohibition if the President certifies to Congress that the waiver is important to U.S. national security interests. Directs the Secretary of State, upon the exercise of such waiver and prior to the obligation of funds, to certify to Congress that the PA: (1) has established a single treasury account for all PA financing and all financing mechanisms flow through this account, no parallel financing mechanisms exist, and there is a single comprehensive civil service roster and payroll; and (2) no longer engages in a pattern of incitement against the United States or Israel and is engaged in peace preparation activities aimed at promoting peace with Israel.

Expresses the sense of the House of Representatives that: (1) Americans rely on coal and the inexpensive energy it provides for nearly half of our energy needs; (2) the proposed rule entitled "Standards of Performance for Greenhouse Gas Emissions for New Stationary Sources: Electric Utility Generating Units" will likely lead to increased energy costs, resulting in the loss of American jobs, making American businesses less competitive, and damaging our nation's economic recovery; and (3) the Environmental Protection Agency (EPA) should not be setting energy policy with environmental regulations that dictate fuel choices for new power plants.

Recognizes Israel's independence as a significant event in providing refuge and a national homeland for the Jewish people and congratulates Israel's people as they celebrate the 64th anniversary of Israel's independence. Commends the bipartisan commitment of all U.S. administrations and congresses since 1948 to stand by Israel and work for its security and well-being. Supports Israel's right to confront and eliminate nuclear threats posed by Iran, including the use of military force if no other peaceful solution can be found within a reasonable time. Congratulates the United States and Israel for the strengthening of bilateral relations in the fields of defense, diplomacy, and homeland security.

Interstate Drug Monitoring Efficiency and Data Sharing Act of 2012 or the ID MEDS Act - Directs the Attorney General to establish national interoperability standards to facilitate the exchange of prescription information by states receiving grant funds under the Harold Rogers Prescription Drug Monitoring Program (Rogers Program) and the Controlled Substance Monitoring Program (CS Program). Directs the Attorney General to ensure that such standards: (1) implement open standards that are freely available to promote broad implementation; (2) provide for the use of exchange intermediaries to facilitate interstate interoperability; (3) support transmissions that are fully secured, using industry standard methods of encryption, to ensure that protected health information and personally identifiable information are not compromised during transmission; and (4) employ access control methodologies to share protected information solely in accordance with state laws and regulations. Requires a grant recipient under the Rogers Program to ensure that the state databases comply with the national interoperability standards. Allows a recipient of an enhancement grant under such Program to use grant funds to standardize the technology architecture used by the recipient to comply with such standards. Amends the Public Health Service Act to require states to ensure that databases established under the CS Program comply with such standards. Directs the Attorney General to report on enhancing the interoperability of state prescription monitoring programs with other technologies and databases used for detecting and reducing fraud, diversion, and abuse of prescription drugs.

Small Business Tax Cut Act - Amends the Internal Revenue Code to allow domestic businesses a tax deduction for 20% of the lesser of their qualified domestic business income (income effectively connected with a trade or business in the United States) or their taxable income for the taxable year. Limits the amount of such deduction to 50% of the the greater of the W-2 wages (payroll) paid to business non-owners or the sum of the W-2 wages paid to non-owner family members of direct owners (i.e., stockholders), plus any W-2 wages paid to direct owners who have a 10% or less interest in a business.
