Accelerating Veterans Recovery Outdoors Act This bill requires the Department of Veterans Affairs to establish the Task Force on Outdoor Recreation for Veterans to report on and make recommendations regarding the use of public lands or other outdoor spaces for medical treatment and therapy for veterans.

Copyright Alternative in Small-Claims Enforcement Act of 2019 or the CASE Act of 2019 This bill creates the Copyright Claims Board, a body within the U.S. Copyright Office, to decide copyright disputes. Damages awarded by the board are capped at $30,000. Participation in board proceedings is voluntary with an opt-out procedure for defendants, and parties may choose instead to have a dispute heard in court. If the parties agree to have their dispute heard by the board, they shall forego the right to be heard before a court and the right to a jury trial. Board proceedings shall have no effect on class actions. The board shall be authorized to hear copyright infringement claims, actions for a declaration of noninfringement, claims that a party knowingly sent false takedown notices, and related counterclaims. The bill provides for various procedures, including with respect to requests for information from the other party and requests for the board to reconsider a decision. The board may issue monetary awards based on actual or statutory damages. The parties shall bear their own attorneys' fees and costs except where there is bad faith misconduct. A board's final determination precludes relitigating the claims in court or at the board. Parties may challenge a board decision in federal district court only if (1) the decision was a result of fraud, corruption, or other misconduct; (2) the board exceeded its authority or failed to render a final determination; or (3) in a default ruling or failure to prosecute, the default or failure was excusable.

Puppy Protection Act of 2019 This bill requires the Department of Agriculture to expand standards that govern the humane handling, care, treatment, and transportation of animals to include new requirements for commercial dog dealers. Specifically, the standards must require dog dealers to provide to dogs adequate housing, exercise, and veterinary care; appropriate and nutritious food; continuous access to potable water; and meaningful socialization with humans and compatible dogs for at least 30 minutes each day. The standards must also include requirements for breeders to use safe breeding practices and make all reasonable efforts to find humane placement for retired breeding dogs.

Mental Health Professionals Workforce Shortage Loan Repayment Act of 2019 This bill requires the Health Resources and Services Administration to establish a loan-repayment program for mental-health professionals who work in designated workforce-shortage areas.

Access to Breast Cancer Diagnosis Act of 2019 This bill prohibits private health insurance plans from imposing higher cost-sharing requirements on breast cancer diagnostic examinations than initial breast cancer screening examinations. Diagnostic examinations are generally required after an initial screening detects an abnormality and typically require additional mammogram images (e.g., x-rays).

National Museum of the American Latino Act This bill establishes the National Museum of the American Latino in the Smithsonian Institution. The purposes of the museum are to (1) illuminate Latino contributions to the story of the United States; (2) provide for the collection, study, research, publication, and establishment of exhibitions and programs related to Latino life, art, history, and culture; and (3) provide for collaboration with Smithsonian Institution museums and research centers and other museums and educational institutions in the United States and abroad to promote the study and appreciation of Latino life, art, history, culture, and its impact on society in the United States. The bill establishes a Board of Trustees for the museum to advise and assist the Board of Regents of the Smithsonian on all matters related to the administration and preservation of the museum. The Director of the museum shall manage the museum and may carry out educational and liaison programs in support of its goals. The Director of the Institute of Museum and Library Services shall establish and carry out specified grant programs and a scholarship program, including a grant program to promote the understanding of the Latin American diaspora in the United States. The Board of Regents shall designate a site for the museum and is authorized to design and construct it.

This bill expands eligibility for the Department of Housing and Urban Development (HUD) Veterans Affairs-Supported Housing (VASH) rental voucher assistance to homeless veterans honorably discharged or released from active military, naval, or air service regardless of length of service. According to federal regulations, HUD was granted authority in the Consolidated Appropriations Act, 2008 to waive or provide an alternative for the current requirement that HUD-VASH assistance be targeted to homeless veterans who have chronic mental illnesses or chronic substance-use disorders.

Women's Suffrage Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 400,000 $1 silver coins that are emblematic of the women who played a vital role in rallying support for the 19th Amendment to the U.S. Constitution. Such coins may be issued during the period beginning on January 1, 2020, and ending on December 31, 2020. All surcharges received from the sales of such coins shall be paid to the American Women's History Initiative of the Smithsonian Institution.

Stop The Overuse of Petitions and Get Affordable Medicines to Enter Soon Act of 2019 or the STOP GAMES Act of 2019 This bill specifies factors that the Food and Drug Administration (FDA) must use in determining if a petition is submitted with the primary purpose of delaying the approval of a pending new or generic drug application. (Current law allows third parties, including interested parties, to file petitions asking the FDA to take various actions, such as to consider certain issues pertaining to an application for market approval for a drug; current law also allows the FDA to deny a petition that is submitted with the primary purpose of delaying approval of an application.) The factors include (1) whether the petitioner filed serial petitions raising issues that could have been known to the petitioner when an earlier petition was filed, and (2) whether the petition has any data or information to support its scientific positions. If the FDA finds that delay is the primary purpose of the petition, it must refer the matter to the Federal Trade Commission. A party filing a petition must do so within 60 days of when the party first learned of the information on which the petition is based.

This resolution urges (1) the President to issue a proclamation recognizing Earth Day, consistent with the practice of the previous administration; and (2) governments and people to continue building upon the Paris Agreement and other efforts to ensure that future generations inherit a livable, sustainable, and ecologically rich planet. In addition, it encourages the American people to mark Earth Day by working to address environmental challenges, educate others about the need for year-round action, and honor the stewardship ethic for which Senator Gaylord Nelson stood.

This resolution expresses the sense of the House of Representatives that only a two-state solution to the Israeli-Palestinian conflict can ensure Israel's survival as a secure Jewish and democratic state and fulfill the legitimate aspirations for a Palestinian state. It also expresses the sense that any U.S. proposals that fail to expressly endorse a two-state solution will likely put a peaceful end to the conflict further out of reach.

Ghost Army Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to award a Congressional Gold Medal to the 23rd Headquarters Special Troops, known as the "Ghost Army," collectively, in recognition of its service during World War II.

Seniors Fraud Prevention Act of 2019 This bill directs the Federal Trade Commission (FTC) to establish an office within the Bureau of Consumer Protection to advise the FTC on the prevention of fraud targeting seniors and to assist the FTC in monitoring the market for mail, television, Internet, telemarketing, and recorded message telephone call (robocall) fraud targeting seniors. The office must (1) disseminate to seniors and their families and caregivers information on the most common fraud schemes, including methods of reporting complaints either to the FTC's national toll-free telephone number or to the FTC's Consumer Sentinel Network, where complaints become immediately available to the Federal Bureau of Investigation, state attorneys general, and other appropriate law enforcement agencies; (2) provide, in response to a specific request about a particular entity or individual, publicly available information regarding the FTC's enforcement action; and (3) maintain a website as a resource for information on fraud targeting seniors. The FTC must establish procedures through the office to (1) log and acknowledge the receipt of complaints by individuals who believe they have fallen victim to such fraud in the Consumer Sentinel Network and to make such complaints immediately available to federal, state, and local law enforcement authorities; and (2) provide individuals with information on such fraud, including the most common schemes.

Protecting Access to Wheelchairs Act This bill excludes specified wheelchairs and associated accessories from Medicare's competitive acquisition program (in which rates are set through a competitive bidding program rather than by an established fee schedule).

Understanding the True Cost of College Act of 2019 This bill requires standardized financial aid terminology and offer forms. The Department of Education (ED) must develop standard terminology and a format for financial aid offer forms based on recommendations from representatives of certain groups, including students, veterans, and institutions of higher education (IHEs). The consumer-friendly form must include specified details and disclosures, including the estimated cost of attendance, financial aid that does not need to be repaid, the net price that a student or family is estimated to pay, work-study employment opportunities, loans the IHE recommends for the student for the academic period covered by the offer, deadlines and the process for accepting financial aid, default rates, the percentage of students who have student loans and the median debt at graduation for students, private loans, scholarships, and the terms and conditions of financial aid. ED must (1) test the form with representatives of students, students' families, IHEs, secondary school and postsecondary counselors, and nonprofit consumer groups; and (2) use the results to develop the final form. Each IHE that participates in federal student aid programs must (1) use the standard form when offering financial aid to students, and (2) use the standard terminology and definitions developed by ED for all communications related to financial aid offers.

Anti-Lunch Shaming Act of 2019 This bill prohibits the stigmatization of a child who is unable to pay for meals provided by schools under the National School Lunch Program or the School Breakfast Program. The bill applies to a child who either does not have funds to pay for a meal or has outstanding credit that was extended by a school food authority (SFA). A SFA may not permit public identification or stigmatization of the child, such as by requiring a wristband or hand stamp. The child also may not be required to (1) perform chores or activities that are not required of students generally, or (2) dispose of food after it has been served to the child. Any communication related to outstanding credit must be directed to the child's parent or guardian. A child may be required to deliver a letter regarding outstanding credit that is addressed to a parent or guardian if the letter is not distributed to the child in a manner that stigmatizes the child. The bill also expresses the sense of Congress regarding several issues regarding the administration of the school meal programs.

Scarlett’s Sunshine on Sudden Unexpected Death Act This bill establishes various programs for the Centers for Disease Prevention and Control (CDC) to award grants to states, local agencies, and nonprofit organizations to address sudden unexpected infant and childhood deaths. The CDC must award grants to eligible applicants to (1) conduct comprehensive death scene investigations, (2) increase the rate of standardized autopsies, and (3) obtain informed consent from families to collect genetic or tissue samples for research into the causes of such deaths. The bill also provides grants for training medical examiners, and other appropriate personnel, about standardized investigative practices, including the infant or child's medical history, other circumstances surrounding the death. The Administration for Children and Families (ACF) of the Department of Health and Human Services also must provide grants to states to develop the capacity for local governments to comprehensively review 100% of all infant and child deaths and maintain the National Fatality Review Case Reporting System. Further, the CDC must use such national reporting system to compile and make publicly available summary data about sudden unexpected infant and childhood deaths. The CDC also must revise its death investigation forms to align with the form used under the national reporting system. Additionally, the bill requires the ACF to award grants to (1) promote evidence-based best practices, (2) support prevention efforts, (3) provide safe-sleep products, and (4) support the provision of services to families who have had an infant or child die from a sudden unexpected death.

Disaster Tax Relief Act of 2019 This bill allows various tax credits, tax deductions, and modifications to existing rules for individuals and businesses affected by federally declared disasters that occurred after December 31, 2018, and before April 15, 2019. With respect to individuals and businesses in the affected areas, the bill waives the 10% additional tax on certain early distributions from retirement plans, permits individuals to recontribute funds to retirement plans if the funds were distributed for a home purchase that was cancelled on account of a disaster, increases the limit and extends the repayment deadline for loans from retirement plans, allows an employee retention tax credit for employers affected by disasters, temporarily increases the limitation on tax deductions for charitable contributions for relief efforts in disaster areas, modifies the rules for the deduction for personal casualty losses, and allows taxpayers residing in disaster areas to use earned income from the immediately preceding year for the purpose of determining earned income for the earned income tax credit and the child tax credit.

This bill requires the Department of Veterans Affairs to ensure that, if it creates a presumption of service-connection between the occurrence of a disease and exposure to an herbicide agent while serving in the Armed Forces during the Vietnam era at a military base in Thailand, such presumption must also apply to exposure at any military base in Thailand, regardless of where on the base the veteran was located or what military job specialty the veteran performed.

Keeping Our Promises Act This bill expands the list of diseases that are provided a presumption of service-connection for veterans who served in the Republic of Vietnam between January 9, 1962, and May 7, 1975. The bill extends through September 30, 2030, the requirement for the Department of Veterans Affairs (VA) to make determinations and submissions related to the connection between herbicide exposure and occurrence of disease. Additionally, the VA is prohibited from taking the costs of compensation into account when determining the association between exposure to an herbicide agent and occurrence of a disease. The bill requires the VA to determine within 120 days (currently 60) whether a presumption of service-connection is warranted for diseases covered by a National Academy of Sciences report.

Helping Ensure Life- and Limb-Saving Access to Podiatric Physicians Act or the HELLPP Act This bill adds podiatrists as covered physicians under the Medicaid program. Additionally, the bill revises certain documentation requirements related to Medicare coverage of therapeutic shoes for individuals with diabetes. Finally, the bill subjects payments made to a Medicaid provider or supplier to a continuing levy for federal taxes owed by the provider or supplier.

Revitalizing the Economy of Coal Communities by Leveraging Local Activities and Investing More Act of 2019 or the RECLAIM Act of 2019 This bill expands the uses of the Abandoned Mine Reclamation Fund to provide support for economic revitalization, diversification, and development in economically distressed mining communities through the reclamation and restoration of land and water resources adversely affected by coal mining carried out before August 3, 1977. Specifically, it makes specified funds available to the Department of the Interior through FY2024 for distribution to states and Native American tribes for reclaiming and restoring abandoned mine lands and waters in such communities.

Reach Every Veteran in Crisis Act This bill requires the Department of Veterans Affairs (VA) to establish measurable targets to evaluate the effectiveness of the VA's mental health and suicide prevention media outreach campaigns. The VA must also establish a process to oversee such outreach campaigns that includes a delineation of the roles of officials in leadership and contract oversight positions within the Office of Mental Health and Suicide Prevention of the Veterans Health Administration. Finally, the VA must ensure that each contract entered into for the development of such outreach campaigns includes a requirement that the contractor track and report on the established metrics.

Exposing the Financing of Human Trafficking Act This bill modifies the minimum standard for foreign government action toward the elimination of human trafficking. Specifically, an assessment of whether a government has made serious and sustained efforts to eliminate severe forms of trafficking shall include consideration as to whether the government vigorously investigates, seeks to prevent, and prosecutes financial crimes associated with such trafficking.

Home Health Care Planning Improvement Act of 2019 This bill allows Medicare payment for home health services ordered by a nurse practitioner, a clinical nurse specialist, a certified nurse-midwife, or a physician assistant. Currently, coverage is provided only for services ordered by a physician.

Revitalizing Underdeveloped Rural Areas and Lands Act of 2019 or the RURAL Act of 2019 This bill modifies the definition of income used to determine the tax-exempt status of a mutual or cooperative telephone or electric company to exclude certain government grants, contributions, and assistance. Specifically, the bill excludes from income (1) grants, contributions, and assistance provided under the Robert T. Stafford Disaster Relief and Emergency Assistance Act or by local, state, or regional governmental entities for disasters or emergencies; and (2) certain grants or contributions provided by a government entity for electric, communications, broadband, internet, or other utility facilities or services.

This bill expands the Department of Agriculture 2017 Wildfires and Hurricanes Indemnity Program to include coverage for certain crop, tree, bush, and vine losses due to flooding occurring in Iowa in 2019. (Under current law, the program provides disaster payments for certain losses resulting from hurricanes and wildfires during 2017.)

Tribal TANF Fairness Act of 2019 This bill allows a tribal government to lease land held in trust or in fee at a fair market value for the administration of a tribal Temporary Assistance for Needy Families program. Current law treats such transactions as less-than-arm's-length leases , and amounts charged to federal grants for such leases must be based on certain costs associated with property ownership rather than fair market value.

Food Allergy Safety, Treatment, Education, and Research Act of 2019 or the FASTER Act of 2019 This bill directs the Centers for Disease Control and Prevention to expand data collection of information related to food allergies and specific allergens and revises the definition of major allergen to specifically include sesame. The Department of Health and Human Services may designate additional food ingredients as major allergens based on the prevalence and severity of allergic reactions through regulation. The Food and Drug Administration and the National Institutes of Health must report on specified information regarding food allergies.

Tax Fairness for Workers Act This bill allows an above-the-line tax deduction for union dues and expenses. (An above-the-line deduction is subtracted from gross income and is available whether or not a taxpayer itemizes other deductions.) The bill also reinstates the miscellaneous itemized tax deduction for unreimbursed expenses attributable to the performance of services as an employee. (Under current law, all miscellaneous itemized deductions are suspended through 2025.)

Biodiesel Tax Credit Extension Act of 2019 This bill extends the following tax provisions through 2019: the income tax credit for biodiesel and renewable diesel used as fuel, the excise tax credit for biodiesel mixtures, and the payments that are equivalent to the excise tax credit for biodiesel mixtures.

Providing Officers With Electronic Resources Act or the POWER Act This bill authorizes the Office of Community Oriented Policing Services within the Department of Justice to make grants to law enforcement agencies to purchase a chemical screening device and to train personnel to use, and interpret data collected by, such device.

Gluten in Medicine Disclosure Act of 2019 This bill prohibits the sale of any drug intended for human use that contains an ingredient derived from a gluten-containing grain unless the drug's label (1) states that the drug contains such an ingredient, and (2) identifies the type of grain from which the ingredient is derived.

This bill recognizes service in the U.S. Cadet Nurse Corps during World War II as active military service. Individuals who served in the corps are eligible for specified honors and burial benefits but shall not be entitled by reason of such service to veterans' benefits generally.

Telephone Robocall Abuse Criminal Enforcement and Deterrence Act or the TRACED Act This bill implements a forfeiture penalty for violations (with or without intent) of the prohibition on certain robocalls. The bill also removes an annual reporting requirement for enforcement relating to unsolicited facsimile advertisements. The bill requires voice service providers to develop call authentication technologies. The Federal Communications Commission (FCC) shall promulgate rules establishing when a provider may block a voice call based on information provided by the call authentication framework, but also must establish a process to permit a calling party adversely affected by the framework to verify the authenticity of their calls. The FCC shall also initiate a rulemaking to help protect a subscriber from receiving unwanted calls or texts from a caller using an unauthenticated number. This bill requires the Department of Justice and the FCC to assemble an interagency working group to study and report to Congress on the enforcement of the prohibition of certain robocalls. Specifically, the working group will look into how to better enforce against robocalls by examining issues like the types of laws, policies, or constraints that could be inhibiting enforcement. The bill requires the FCC to initiate a proceeding to determine whether its policies regarding access to number resources could be modified to help reduce access to numbers by potential robocall violators.

Setting Every Community Up for Retirement Enhancement Act of 2019 This bill modifies the requirements for employer-provided retirement plans, individual retirement accounts (IRAs), and other tax-favored savings accounts. With respect to employer-provided retirement plans, the bill modifies requirements regarding automatic enrollment and nonelective contributions; tax credits for small employers that establish certain plans; loans; lifetime income options; the treatment of custodial accounts upon termination of section 403(b) plans; retirement income accounts for church-controlled organizations; the eligibility rules for certain long-term, part-time employees; required minimum distributions; nondiscrimination rules; and minimum funding standards for community newspaper plans. The bill also includes provisions that treat taxable non-tuition fellowship and stipend payments as compensation for the purpose of an IRA, repeal the maximum age for traditional IRA contributions, treat difficulty of care payments as compensation for determining contribution limits for retirement accounts, allow penalty-free withdrawals from retirement plans if a child is born or adopted, expand the purposes for which qualified tuition programs (commonly known as 529 plans) may be used, reinstate and increase the tax exclusion for certain benefits provided to volunteer firefighters and emergency medical responders, increase penalties for failing to file tax returns, and require the Internal Revenue Service to share tax information with U.S. Customs Border Protection to administer the heavy vehicle use tax.

Charitable Conservation Easement Program Integrity Act of 201 9 This bill limits the aggregate amount of a partner's annual tax deductions for qualified conservation contributions of a partnership to 2.5 times the partner's adjusted basis in the partnership. (Under current law, a "qualified conservation contribution" is the contribution of a qualified real property interest to a qualified organization exclusively for conservation purposes.) The limitation applies for the first three taxable years after the individual becomes a partner in the partnership. It does not apply to certain family partnerships.

Smithsonian Women's History Museum Act This bill establishes in the Smithsonian Institution a comprehensive women's history museum. Such museum shall be named by the Board of Regents of the Smithsonian Institution. The bill establishes a council, that, among other things, shall make recommendations to the board on the planning, design, and construction of the museum. The board shall designate a site for the museum, with priority given to a site that is on or near the National Mall.

Cybersecurity Advisory Committee Authorization Act of 2019 This bill requires the Department of Homeland Security to establish a cybersecurity advisory committee within the Cybersecurity and Infrastructure Security Agency (CISA) to consult on the development, refinement, and implementation of policies, programs, and security directives pertinent to the mission of CISA.
