Consumer and Fuel Retailer Choice Act This bill amends the Clean Air Act to address the limitations on Reid Vapor Pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season, including by applying the Reid Vapor Pressure requirements that are applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with more than 10% ethanol.

Preparedness and Risk Management for Extreme Weather Patterns Assuring Resilience and Effectiveness Act of 2022 or the PREPARE Act of 2022 This bill directs the President to establish the Interagency Council on Extreme Weather Resilience, Preparedness, and Risk Identification and Management, which shall establish government-wide goals and provide recommendations for addressing extreme weather resilience, preparedness, and risk identification and management. Each federal agency shall submit biannually to the Office of Management and Budget and to the council a comprehensive plan that integrates consideration of extreme weather into its operations and overall mission objectives.

Campus Accountability and Safety Act This bill addresses sexual harassment, sexual assault, and other violence and harassment on the campuses of institutions of higher education (IHEs). Among other provisions, the bill (1) requires additional information to be included in the annual campus security report provided to current and prospective students and employees, (2) requires each IHE to establish a campus security policy that meets certain requirements, and (3) authorizes grants to address these issues.

Farmers Deserve Notification Act This bill requires the Environmental Protection Agency to provide at least 270 days advance notice in the Federal Register when a pesticide registered under the Federal Insecticide, Fungicide, and Rodenticide Act is to be canceled, suspended, or restricted, except in cases where the Scientific Advisory Panel votes to not require the notification period with respect to a pesticide.

Supporting Our First Responders Act This bill requires the Department of Health and Human Services to award grants on a competitive basis to nongovernmental or governmental entities that provide medical transport and emergency medical services (EMS). Grant recipients may use funds to, for example, support the EMS workforce (e.g., by providing salaries and stipends or covering certification costs) and purchasing vehicles, personal protective equipment, and other resources.

Bulk Infant Formula to Retail Shelves Act This bill provides through December 31, 2022, duty-free treatment to certain infant formula base powder used in the manufacturing of infant formula in the United States, subject to quantity limitations. Infant formula base powder means a dry mixture of protein, fat, and carbohydrates that requires only the addition of vitamins and minerals in order to meet the definition of the term infant formula in the Federal Food, Drug, and Cosmetic Act. During this time period, articles of infant formula base powder shall not be subject to any additional safeguard duties that may be imposed under subchapter IV of chapter 99 of the Harmonized Tariff Schedule.

The Jackie Walorski Maternal and Child Home Visiting Reauthorization Act of 2022 This bill reauthorizes through FY2027, increases funding for, and modifies the Maternal, Infant, and Early Childhood Home Visiting Program. This program supports home visits for expectant and new parents who live in communities that are at-risk for poor maternal and child health outcomes. Changes to the program include setting out requirements for allocating program funds; increasing the percentage of funds reserved for tribal entities; establishing a publicly available dashboard that reports program outcomes; requiring activities to reduce unnecessary data collection, reporting, and other administrative requirements of the program; and allowing for virtual home visits (provided certain conditions are met).

Expanding the Voluntary Opportunities for Translations in Elections Act or the Expanding the VOTE Act This bill expands access to voting materials for individuals with limited proficiency in the English language, including by establishing incentive grants for states and political subdivisions to provide translated voting materials. Additionally, the bill directs the Government Accountability Office to study the impact of (1) reducing the threshold requirement under Section 203 of the Voting Rights Act of 1965, and (2) expanding the definition of language minorities to include native speakers of additional languages.

Governing Unaccredited Representatives Defrauding VA Benefits Act or the GUARD VA Benefits Act This bill imposes criminal penalties and/or fines on individuals for directly or indirectly soliciting, contracting for, charging, or receiving any unauthorized fee or compensation with respect to the preparation, presentation, or prosecution of any claim for Department of Veterans Affairs benefits. The attempted commission of such offenses is also punishable by fine or imprisonment.

Afghan Adjustment Act This bill expands eligibility for special immigrant visas to certain Afghan nationals (and accompanying spouse and children) and addresses related issues. The Department of Homeland Security may provide such visas to Afghan nationals who provided qualifying service as a member of the Afghan Air Force or other specified entities and meet eligibility requirements, such as passing a background check. Currently, special immigrant visas for Afghan nationals are generally only available to those who were employed by or on behalf of the U.S. government in Afghanistan. Such visas shall also be available to an Afghan national who is a qualifying relative of a veteran or member of the U.S. Armed Forces. The bill also modifies procedures for providing lawful permanent resident status to certain classes of Afghan nationals, such as by (1) providing a streamlined process with specified vetting requirements for certain individuals, including those who provided support to the U.S. government in Afghanistan; and (2) preserving the eligibility of certain battered spouses whose eligibility for such status stemmed from a marriage that has terminated. Furthermore, the Department of State (1) must respond to inquiries from Members of Congress about specific applications from Afghan nationals seeking special immigrant or refugee status; and (2) establish an office in Afghanistan to perform certain tasks, such as issuing visas, if no U.S. embassies are operational in Afghanistan. The President must establish a task force to develop and implement a strategy to assist Afghan nationals who qualify for admission to the United States.

Simplifying Student Loans Act This bill phases out existing repayment plans for federal student loans and replaces them with one fixed repayment plan and one income-based repayment plan. The Department of Education must offer all borrowers a choice between the two new plans and allow borrowers of loans made prior to July 1, 2023, the option of continuing repayment under their original plan or electing to repay under one of the new plans. The bill also establishes a 1% interest rate on federal student loans made to borrowers on or after July 1, 2023.

Conservation Opportunity and Voluntary Environment Resilience Program Act or the COVER Act This bill directs the Department of Agriculture to establish a Good Steward Cover Crop Program to provide producers additional premium subsidies when they plant cover crops. Additionally, the Federal Crop Insurance Corporation must carry out a pilot program under which a producer who uses innovative soil health practices may receive additional premium subsidies on multi-peril crop insurance.

No Tax Breaks for Union Busting (NTBUB) Act This bill denies employers a tax deduction for any expenditures incurred for attempting to influence their employees with respect to labor organizations or labor organization activities, such as elections, labor disputes, and collective actions. The bill requires employers to report on their attempts to influence their employees with respect to labor organizations and their activities.

Respect for Marriage Act This bill provides statutory authority for same-sex and interracial marriages. Specifically, the bill replaces provisions that define, for purposes of federal law, marriage as between a man and a woman and spouse as a person of the opposite sex with provisions that recognize any marriage that is valid under state law. (The Supreme Court held that the current provisions were unconstitutional in United States v. Windsor in 2013.) The bill also replaces provisions that do not require states to recognize same-sex marriages from other states with provisions that prohibit the denial of full faith and credit or any right or claim relating to out-of-state marriages on the basis of sex, race, ethnicity, or national origin. (The Supreme Court held that state laws barring same-sex marriages were unconstitutional in Obergefell v. Hodges in 2015; the Court held that state laws barring interracial marriages were unconstitutional in Loving v. Virginia in 1967.) The bill allows the Department of Justice to bring a civil action and establishes a private right of action for violations.

Right to Contraception Act This bill sets out statutory protections for an individual's right to access and a health care provider's right to provide contraception and related information. Contraception refers to an action taken to prevent pregnancy, including the use of contraceptives (i.e., a device or medication used to prevent pregnancy), fertility-awareness based methods, and sterilization procedures. Generally, the bill prohibits measures that single out and impede access to contraception and related information. However, a party may defend against a claim that a measure violates the bill's prohibitions by demonstrating, through clear and convincing evidence, that the measure significantly advances access to contraception and cannot be achieved through less restrictive means. The Department of Justice, individuals, or health care providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations.

Locked Out Workers Healthcare Protection Act This bill prohibits an employer from terminating or altering the employer-provided health insurance coverage of an employee during the period that the employer is taking action to lock out, suspend, or otherwise withhold employment from the employee in order to influence the position of such employee or the representative of such employee in collective bargaining prior to a strike. An employer that violates this prohibition is generally subject to a maximum civil penalty of $75,000 for each violation.

Ensuring Access to Abortion Act of 2022 This bill prohibits anyone acting under state law from interfering with a person's ability to access out-of-state abortion services. ( Abortion services includes the use of any drugs that are approved to terminate pregnancies and any health care services related to an abortion, whether or not provided at the same time or on the same day.) Specifically, the bill prohibits any person acting under state law from preventing, restricting, impeding, or retaliating against health care providers who provide legal abortion services to out-of-state residents, any person or entity who helps health care providers to provide such services, any person who travels to another state to obtain such services, any person or entity who helps another person travel to another state to obtain such services, or the movement in interstate commerce of drugs that are approved to terminate pregnancies. The Department of Justice may enforce this bill through civil actions; the bill also establishes a private right of action for violations.

Banning Misleading Drug Ads Act of 2022 This bill finalizes a 2010 proposed rule from the Food and Drug Administration (FDA) regarding television and radio prescription drug advertisements if the FDA does not otherwise issue a final rule within 180 days of the bill's enactment. (The proposed rule specifies standards for major statements about a drug's side effects in television and radio advertisements.)

Faster Payments to Veterans' Survivors Act of 2022 This bill modifies policies and procedures related to the payment of benefits under certain life insurance programs administered by the Department of Veterans Affairs (VA). If a primary beneficiary has not made a claim for payment within one year (currently two years) after the death of the insured under the National Service Life Insurance (NSLI) program or the United States Government Life Insurance (USGLI) program, the VA is authorized to make payment to another designated beneficiary as if the primary beneficiary had predeceased the insured. If no designated beneficiary makes a claim within two years (currently four years) after the death of the insured, the VA is authorized to make a payment to a person the VA deems to be equitably entitled to such benefit. The bill also modifies the beneficiary designation process under NSLI and USGLI. Specifically, if a person does not designate a beneficiary for insurance, or if the designated beneficiary predeceases the insured person, the VA must determine the beneficiary in a specified order of succession. Additionally, the bill requires the VA to improve its processes and procedures with respect to identifying, locating, and paying hard-to-find beneficiaries of life insurance policies, including by improving its website search tools.

Safe at Home Act of 2022 This bill requires the Department of Housing and Urban Development and the Department of Agriculture to issue regulations concerning inspections of federally assisted housing. In particular, the departments must jointly (1) review state and federal requirements for inspecting housing to ensure safety, habitability, and other aspects of housing quality; (2) identify the most stringent requirements; and (3) issue regulations to apply the identified requirements to certain housing programs administered by the departments.

Pathways to Policing Act This bill authorizes the Office of Community Oriented Policing Services within the Department of Justice to award grants to states, local governments, and law enforcement agencies to support recruitment of law enforcement officers. In particular, these grants may be used for (1) marketing and recruitment campaigns to encourage candidates to seek careers in law enforcement; and (2) developing, operating, or expanding Pathways to Policing programs (e.g., programs that facilitate entry into full-time law enforcement positions for certain candidates).

Access to Baby Formula Act of 2022 This bill authorizes the Department of Agriculture (USDA) to take certain actions to address emergencies, disasters, and supply chain disruptions (particularly the shortage of infant formula in the United States) affecting participants of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The bill directs USDA to require each infant formula cost containment contract to include remedies in the event of an infant formula recall, including how an infant formula manufacturer would protect against disruption to WIC participants in the state. USDA must, within 30 days, ensure there is a memorandum of understanding with the Department of Health and Human Services that includes procedures for coordination and information sharing regarding any supply chain disruption, including a supplemental food recall. The bill also authorizes USDA to waive or modify any WIC qualified administrative requirement during emergencies, disasters, and supply chain disruptions. Specifically, USDA may waive or modify such a requirement for one or more state agencies if (1) the requirement cannot be met by state agencies during the emergency, disaster, or disruption; and (2) the modification or waiver is necessary to provide assistance to WIC participants and does not substantially weaken the nutritional quality of supplemental foods. For example, USDA may waive the maximum monthly allowance for infant formula. The bill establishes notification requirements for USDA and state agencies related to supply chain disruptions.
