Directs the Clerk of the House of Representatives and the Secretary of the Senate to: (1) provide upon request to any House or Senate candidate a statement of agreement to conduct his or her campaign for election in accordance with the Code of Election Ethics described in this Act; (2) compile a list of the names of the candidates who sign and return such statement; and (3) make such list available upon request to any member of the public.

Urges the President, the United States Trade Representative, and the Secretary of Commerce to: (1) make the resolution of the problems associated with the importation of unfairly traded Canadian lumber a top U.S. trade priority; (2) make every effort to end the subsidization of the Canadian lumber industry, and the overproduction of lumber imposed on the Canadian lumber industry by the Provincial governments of Canada; (3) vigorously enforce U.S. trade laws with regard to the importation of unfairly traded lumber; and (4) take actions to limit the injuries caused to U.S. timber and lumber industries by the importation of unfairly traded lumber, including imposing duties in the United States to offset the extent to which such lumber is subsidized and imported at less than its fair value.

Honors the victims of the Triangle Shirtwaist Company factory fire on the occasion of the 90th anniversary of such event. Recognizes the historical significance of the Triangle Fire in the struggle for worker safety standards and protection. Commends all the government agencies, labor unions, and industry groups that attempted to aid the victims and played instrumental parts in facilitating lasting improvement in such standards and protections.

States that Congress: (1) supports the goals and ideas of Autism Awareness Day and Month; (2) recognizes and commends the parents and relatives of autistic children; (3) supports the goal of increasing Federal funding for aggressive research to learn the root causes of autism; (4) urges the Department of Health and Human Services to continue to press for the swift and full implementation of the Children's Health Act of 2000; (5) stresses the need to begin early intervention services for children with autism; (6) supports the goal of federally funding 40 percent of the costs of the Individuals with Disabilities Education Act to States and local school districts; (7) urges Federal, State, and local governments to allocate sufficient resources to teacher training initiatives in order to alleviate the shortage of teachers who are skilled in teaching autistic children; and (8) recognizes the importance of worker training programs that are tailored to the needs of developmentally disabled persons, including those with autism.

Urges the Secretary of the Army to erect a memorial in Arlington National Cemetery to the crew of the U.S.S. Thresher, and to all U.S. submariners who have lost their lives in the line of duty.

Reaffirms the U.S. commitment to opposing any commercial and lethal scientific whaling and to supporting the expansion of whale sanctuaries. Calls for: (1) the President to use all available diplomatic channels to convey U.S. opposition to commercial whaling activities and lethal scientific whaling and to consider actions, including bilateral negotiations and sanctions, to eliminate such whaling and to prevent any trade in whale meat; and (2) the United States to strongly oppose any effort at the 53rd meeting of the International Whaling Commission in London to approve the resumption of commercial whaling and all efforts at the 12th Conference of the Parties to the Convention on International Trade in Endangered Species to downlist any threatened or endangered whale population and to reopen international trade in whale meat.

Directs Congress to enact legislation by October 2004 to guarantee that every person in the United States, regardless of income, age, or employment or health status, has access to health care that: (1) is affordable and that removes financial barriers to needed care; (2) is as cost efficient as possible; (3) provides comprehensive benefits; (4) promotes prevention and early intervention; (5) includes parity for mental health and other services; (6) eliminates disparities in access to quality health care; (7) addresses the needs of people with special health care needs and underserved populations in rural and urban areas; (8) promotes quality and better health outcomes; (9) addresses the need to have adequate numbers of qualified health care practitioners; (10) provides adequate and timely payments; (11) fosters a strong network of health care facilities; (12) ensures continuity of coverage and continuity of care; (13) maximizes consumer choice of health care providers and practitioners; and (14) is easy for patients, providers, and practitioners to use and reduces paperwork.

Expresses the sense of Congress that the Government of the People's Republic of China should cease its persecution of Falun Gong practitioners. Calls for the U.S. Government to urge the Chinese Government to: (1) release from detention all Falun Gong practitioners and end the torture and other cruel, inhumane, and degrading treatment of such practitioners and other prisoners of conscience; and (2) abide by the International Covenant on Civil and Political Rights and the Universal Declaration of Human Rights by allowing Falun Gong practitioners to pursue their personal beliefs.

Expresses the sense of Congress that the Secretary of Veterans Affairs should make the U.S. flag available to the immediate family members of deceased recipients of the Medal of Honor and to veterans service organizations and other parties responsible for the maintenance of private gravesites of Medal recipients, for placement on such gravesites.

Declares that Congress should: (1) commit and provide substantially increased Federal funding and resources for combined sewer overflow control; (2) increase funding for such control to levels sufficient to cover at least 80 percent of the costs incurred by economically disadvantaged communities; (3) provide the Environmental Protection Agency with additional resources to improve nationwide tracking of progress in combined sewer overflow control programs; and (4) expressly authorize the Army Corps of Engineers to assist municipalities with assessment and design work associated with combined sewer system upgrades.
