(Sec. 1) This bill allows existing improvements on a property sold under the Federal Assets Sale and Transfer Act of 2016 to be leased back to the federal government for up to three years for the purpose of facilitating the sale of the property.

This bill amends the Federal Assets Sale and Transfer Act of 2016 to remove the deadline for appointment of members to the Public Buildings Reform Board and revise the board's termination date to six years after its members have been selected for appointment pursuant to the Act.

50 Votes for the Wall Act This bill establishes the Border Wall and Security Trust Fund for funds appropriated to construct a wall (including physical barriers and associated detection technology, roads, and lighting) along the international border between the United States and Mexico by January 19, 2021. The bill provides appropriations to the fund equal to amounts requested by the Department of Homeland Security, which may not exceed a total of $25 billion. The authority provided by this bill terminates on September 30, 2028. When the authority expires, any unobligated balances in the fund must be returned to the Treasury.

Rural Broadband Connectivity Act of 2018 This bill amends the Internal Revenue Code to allow a tax credit for a portion of the cost of a broadband project designed to expand the number of individuals with broadband service in a qualified rural census tract. A "qualified rural census tract" must be designated by the Department of the Treasury as: (1) being rural, and (2) having less than 50% of residents with access to broadband service.

Sex Offender Registration and Victim Protection Act of 2018 This bill requires aliens who are registered sex offenders and are subject to removal to provide additional information for inclusion in the sex offender registry, including the alien's registration number, country of nationality, immigration status, and biometric information.

Restore Our Parks and Public Lands Act This bill establishes the National Park Service and Public Lands Legacy Restoration Fund and requires 50% of all energy development revenues for FY2019-FY2023 to be deposited into such fund. Amounts deposited in the fund must not exceed $1.3 billion for any fiscal year and must be used for meeting high-priority deferred maintenance needs of the National Park Service.

Affirms the House of Representatives' obligation to fulfill the promises made to senior citizens of the United States regarding access to Medicare and Social Security. Rejects any changes to Medicare or Social Security that diminish benefits for Americans currently enrolled, or soon to be enrolled, in the Medicare Program or the Old Age, Survivors, and Disability Insurance program. Expresses the House's commitment that these programs should be strengthened and preserved. Expresses support for efforts to reduce waste, fraud, and abuse in these programs.

Eliminating Foreign Intervention in Elections Act This bill prohibits federal funds from being used to make payments to local governments that permit noncitizens to vote in state or local elections.

Integration of Baseball Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins in recognition and celebration of the 75th anniversary of the integration of the game of baseball. All sales of such coins shall include specified surcharges. All surcharges received by Treasury shall be distributed to the National Baseball Hall of Fame, with the understanding that the Hall of Fame shall work with the Jackie Robinson Foundation to develop and operate education programs about the integration of the game of baseball and to preserve artifacts related to the integration of the game.

UNRWA Reform and Refugee Support Act of 2018 This bill states that it shall be U.S. policy to recognize the refugee status of a Palestinian receiving assistance through the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) if such person, or the person's spouse or minor child: resided, between June 1946 and May 1948, in the region controlled by Britain known as Mandatory Palestine; was personally displaced as a result of the 1948 Arab-Israeli conflict; and has not accepted an offer of legal residency status, citizenship, or other permanent adjustment in status in another country. In applying such criteria to refugees under UNRWA it shall be U.S. policy, consistent with the definition of a refugee under the Immigration and Nationality Act, that: derivative refugee status may only be extended to the spouse or minor child of such a refugee, and an alien who was firmly resettled in any country is not eligible to retain refugee status.

Zero Tolerance for Illegal Entry Act This bill amends the Immigration and Nationality Act to increase from a misdemeanor to a felony a first-time illegal entry into the United States. It also withholds federal assistance from sanctuary jurisdictions and transfers amounts appropriated for public works and housing programs for those jurisdictions to the Department of Homeland Security for border control and the enforcement of the immigration laws. Accountability Through Electronic Verification Act The bill makes the E-Verify program permanent. It requires mandatory participation in the program by federal agencies, critical employers, and contractors and imposes increased fines for failure to participate. It also expands E-Verify to confirm the employment eligibility of existing employees not previously verified and to require employers to terminate an employee following the receipt of a final E-Verify nonconfirmation. The bill amends the federal criminal code to impose enhanced criminal penalties and fines for facilitating or assisting in harboring or hiring unauthorized workers in violation of the immigration laws.

Skills Investment Act of 2018 This bill expands tax-favored Coverdell education savings accounts to allow the accounts to be used for educational or skill development expenses such as training services, career and technical education activities, career services, youth workforce investment activities, and adult education and literacy activities. The bill also: renames the accounts "Coverdell lifelong learning accounts," increases contribution limits, modifies the age-based contribution restrictions, allows a tax credit for a portion of an employer's contributions to an employee's account, and allows beneficiaries to deduct contributions made by or on behalf of the beneficiary.

Real Estate Assets and Leasing Reform Act of 2018 or REAL Reform Act of 2018 This bill modifies requirements with respect to leases for federal buildings. Specifically, the bill: directs the General Services Administration (GSA) to establish, and operate through 2023, a pilot program to execute lease agreements using alternative procedures; temporarily authorizes the GSA to submit consolidated prospectuses for leases and projects to Congress for approval; requires approval by congressional resolution of an appropriation for any costs and expenses associated with administering an acquisition by exchange involving real property or in-kind consideration valued at or over a specified amount; sets a specified limitation regarding bargain-price purchase options; requires certain public buildings containing a public restroom to also contain a lactation room; authorizes the Department of Commerce to release the federal government's interest in certain economic adjustment grants; and requires the GSA to provide specified additional notice and justification to Congress regarding certain projects. The Government Accountability Office must conduct biennial audits of the GSA National Broker Contract and a review of the application of certain enhanced competition requirements. The GSA must sell or exchange part of the Department of Energy (DOE) Forrestal complex to fund the construction of a new DOE headquarters. In addition, the bill allows the Department of Homeland Security to authorize and train security personnel contracted to protect certain federal buildings or grounds to carry firearms and, under specified circumstances, detain individuals without a warrant.

Students Helping Young Students Act of 2018 This bill expands the federal work-study programs at institutions of higher education to include a work-study program that compensates students employed in the educational after-school, before-school, or out-of-school community service activities of public elementary or secondary schools.

Water Resources Development Act of 2018 This bill reauthorizes, deauthorizes, and modifies various projects under the Water Resources Development Act of 1986 and the National Dam Safety Program Act and provides for specified studies. The bill extends the National Levee Safety Program and the National Dam Safety Program through FY2023. The U.S. Army Corps of Engineers shall issue guidance on the use of mitigation banks (sites where resources such as wetlands or streams are restored, established, enhanced, or preserved to compensate for the impact of authorized activity) to meet specified goals. Before developing implementation guidance for certain water resources development laws, the Corps of Engineers shall: (1) inform nonfederal stakeholders of the intent to develop guidance, and (2) provide an opportunity for such stakeholders to provide input and recommendations. The Corps of Engineers shall enter into an agreement with the National Academy of Sciences to study: (1) the ability of the Corps to carry out its statutory missions and responsibilities, and (2) improving the Corps's project delivery processes. The bill extends the nonfederal implementation pilot program through FY2023. The Corps of Engineers must develop a list of water resources development projects to deauthorize. A water resources development project, or separable element thereof, authorized by this bill is deauthorized after 10 years unless: (1) funds have been obligated for construction or a postauthorization study, or (2) the authorization has been modified by a subsequent Act of Congress.

Kittens In Traumatic Testing Ends Now Act of 2018 or the KITTEN Act of 2018 This bill amends the Animal Welfare Act to prohibit the Department of Agriculture from using cats in experiments that may cause pain or stress, unless the pain or stress is a result of a physical exam or training program.

Workplace Choice and Flexibility for Individuals with Disabilities Act This bill expands the definition of "competitive integrated employment" under the Rehabilitation Act of 1973 to include (1) social and interpersonal interactions with colleagues, vendors, customers, superiors, or other such persons who a disabled employee may come into contact with during the work day and across workplace settings; and (2) contracts awarded under federal law requiring that all federal agencies purchase specified supplies and services from nonprofit agencies employing persons who are blind or with significant disabilities, and state set-aside contracts.

No Enforcement, No Grant for Sanctuary Cities Act of 2018 This bill prohibits a sanctuary jurisdiction from receiving federal funds under the state criminal alien assistance program for the fiscal year in which it was determined to be a sanctuary jurisdiction by the Department of Homeland Security (DHS). "Sanctuary jurisdiction" means a state or political subdivision that has a statute, ordinance, policy, or practice that prohibits or restricts a government entity or official from: sending, receiving, maintaining, or exchanging with a federal, state, or local government entity information regarding an individual's citizenship or immigration status; or cooperating with a lawful DHS request to comply with a detainer for or notification about an individual's release. A state or political subdivision shall not be deemed a sanctuary jurisdiction based solely on having a policy whereby its officials will not share information or cooperate with a DHS request to comply with a detainer for an individual who is a crime victim or witness.

Enhance Cybersecurity for Small Manufacturers Act of 2018 This bill directs the Hollings Manufacturing Extension Partnership (MEP) of the National Institute of Standards and Technology (NIST), in partnership with the Department of Defense (DOD), to address the lack of awareness of cybersecurity threats among small manufacturers in the defense industrial supply chain. The MEP shall help small manufacturers conduct voluntary self-assessments in order to understand operating environments, cybersecurity requirements, and existing vulnerabilities. NIST shall transfer its technology and techniques through MEP centers to small manufacturers to implement security measures to protect defense information. DOD shall establish a cyber counseling certification program, or approve a similar existing program, to certify small business professionals and DOD acquisition staff to furnish cyber planning assistance to small manufacturers in the defense industrial supply chain.

FAA Reauthorization Act of 2018 This bill reauthorizes and extends the Federal Aviation Administration (FAA) and associated programs through FY2023 at increased levels. The Department of Transportation's (DOT's) State block grant program is expanded. The Air Traffic Control Contract Program is modified. Grant authority for competitive land use planning and projects by state and local governments is extended. Various requirements are imposed on the FAA, including those for: (1) conducting a review of the relationship between aircraft noise exposure and its effects on communities around airports; (2) establishing a Safety Oversight and Certification Advisory Committee; and (3) convening a multidisciplinary expert review panel to conduct a survey of Organization Designation Authorization (ODA) holders and ODA program applicants to document and assess FAA certification and oversight activities. The General Accountability Office shall conduct a review to assess the workforce and training needs of the FAA Office of Aviation Safety in the anticipated budgetary environment. Safety provisions are outlined, which include safety critical staffing provisions, as well as air service improvement provisions, which include a cell phone voice communication ban. Provisions with regard to aviation consumers with disabilities are also outlined. The Robert T. Stafford Disaster Relief and Emergency Assistance Act is amended with respect to wild fire prevention, eligibility for code implementation and enforcement, and program improvements. FAA Leadership in Groundbreaking High-Tech Research and Development Act or the FLIGHT R&D Act Appropriations are authorized with respect to various research and development (R&D) related matters including Safety Research and Development programs. FAA shall appoint an Associate Administrator for Research and Development. Provisions are set forth regarding unmanned aircraft systems, cybersecurity, and FAA R&D activities. The Internal Revenue Code is amended with regard to: (1) expenditure authority from the airport and airway trust fund; and (2) extension of taxes funding such trust fund.

Never Again Education Act This bill authorizes the Holocaust Education Assistance Program Fund for the Department of Education (ED) to: (1) award grants to eligible entities to carry out Holocaust education programs, and (2) conduct periodic regional workshops to provide teachers with technical assistance on how to incorporate Holocaust education within state and local education standards. The fund may accept donations and in-kind contributions. ED shall: (1) create and maintain a Holocaust education program website containing resources for middle grades and high schools; and (2) establish the Holocaust Education Advisory Board to advise on developing application criteria for the fund's grants, advise on content for the Holocaust education program website, and lead efforts to solicit donations for the fund.

Funding Americans First Act This bill requires the Office of Management and Budget to direct each federal agency to use the number of citizens and legal permanent residents residing in a state, as determined under the decennial census (beginning with the 2020 decennial census), when determining funding for grants and other funding measures.

Treating Barriers to Prosperity Act of 2018 This bill allows the Appalachian Regional Commission to support projects and activities addressing drug abuse, including opioid abuse. Such projects and activities may include those that: facilitate the sharing of best practices among states, counties, and other experts in the region with respect to reducing drug abuse; initiate or expand programs designed to eliminate or reduce the harm to the workforce and economic growth of the region that results from drug abuse; attract and retain relevant health care services, businesses, and workers; and develop relevant infrastructure, including broadband infrastructure that supports the use of telemedicine.

Permits the Grand Lodge of the Fraternal Order of Police and its auxiliary to sponsor as free public events on the Capitol grounds: the 37th Annual National Peace Officers' Memorial Service, on May 15, 2018, to honor the law enforcement officers who died in the line of duty during 2017; and the National Honor Guard and Pipe Band Exhibition, on May 14, 2018, to allow law enforcement representatives to exhibit their ability to demonstrate Honor Guard programs and provide for a bag pipe exhibition.

Retirement Enhancement and Savings Act of 2018 This bill amends the Internal Revenue Code and the Employee Retirement Income Security Act of 1974 (ERISA) to modify requirements for tax-favored retirement savings accounts, employer-provided retirement plans, and retirement benefits for federal judges. With respect to employer-provided plans, the bill modifies requirements regarding: multiple employer plans, automatic enrollment and nonelective contributions, loans, terminating or transferring plans, reporting and disclosure rules, nondiscrimination rules, selecting lifetime income providers, and Pension Benefit Guaranty Corporation premiums. The bill also increases the tax credit for small employer pension plan startup costs and allows a tax credit for small employers that establish retirement plans that include automatic enrollment. With respect to Individual Retirement Accounts (IRAs), the bill: treats taxable non-tuition fellowship and stipend payments as compensation, repeals the maximum age for traditional IRA contributions, and permits any IRA to be a shareholder of any S corporation that is a bank. The bill makes several modifications to retirement benefits for magistrate judges of the U.S. Tax Court and other federal judges. The bill also modifies various tax provisions to: reinstate and increase the tax exclusion for benefits provided to volunteer firefighters and emergency medical responders, revise the required distribution rules for pension plans, increase penalties for failing to file tax or retirement plan returns, and require the Internal Revenue Service to share returns and return information with U.S. Customs Border Protection to administer the heavy vehicle use tax.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends Military Financing Program grants for Israel through FY2023. The Department of Defense shall conduct a joint assessment with Israel regarding: (1) precision guided munitions needed by Israel in a sustained armed confrontation with Hezbollah and other armed groups and terrorist organizations, and (2) related U.S. assistance and resupply planning. The President may utilize the Special Defense Acquisition Fund to transfer precision guided munitions and related defense articles and services to reserve stocks for Israel. Authorities for loan guarantees and the war reserves stockpile for Israel are extended through FY2023. The Department of Homeland Security shall establish a seven-year grant program with Israel to support: (1) cybersecurity research and development, and (2) commercialization of cybersecurity technology. The U.S. Agency for International Development may enter into memoranda of understanding with Israel to advance common goals on energy, agriculture and food security, democracy, economic growth, education, and health. The National Aeronautics and Space Administration (NASA) shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The President may enter into a cooperative project agreement with Israel to carry out research and joint production of defense articles and services to detect and destroy unmanned aerial vehicles (i.e., drones) that threaten the United States or Israel. The bill states that it is U.S. policy to ensure that Israel maintains its qualitative military edge.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

USA Workforce Tax Credit Act This bill amends the Internal Revenue Code to allow tax credits for charitable contributions to certain nonprofit organizations with the exclusive purpose of providing: (1) workforce development and apprenticeship training, or (2) scholarships for elementary and secondary education expenses of students from households with income that does not exceed 200% of the median gross income. The bill limits the credits to specified amounts for individuals and corporations. It also: (1) imposes a tax on workforce development, apprenticeship training, and scholarship granting organizations that fail to distribute a specified portion of their receipts; and (2) establishes a $2 billion annual volume cap for the tax credits allowed under this bill.

Community Action Opioid Response Act of 2018 This bill requires the Office of Community Services within the Department of Health and Human Services to establish a grant program that helps low-income individuals, families, and communities affected by the national opioid epidemic. Grants must be awarded to Community Action Agencies (local organizations that work to reduce poverty in low-income communities) for specified activities relating to opioid misuse and abuse, including education, outreach, prevention, and treatment services.

Stopping Foreign Businesses Sanctuary Act of 2018 This bill authorizes federal and state courts to exercise jurisdiction over certain foreign entities that conduct commercial activities in the United States.
